Un film sur Yeghishe Tcharents produit par le service armenien de
RFE / RL a ete diffuse le 27 novembre, le jour qui marque le 75e
anniversaire de la mort du celèbre poète armenien qui est mort en
prison en 1937 a l’apogee de la Grande Purge de Joseph Staline.

Le film base sur les recits d’Izabella Tcharents, sa femme, raconte les
derniers jours du poète menant a sa mort tragique, les interrogatoires
brutaux ainsi que d’autres injustices commises contre lui et sa
famille par le regime sovietique.

La souffrance de l’un des poètes les plus aimes de la nation pendant
la periode de la repression stalinienne revèle le visage inhumain du
regime dont Tcharents etait peut-etre la victime la plus importante
parmi les artistes armeniens de l’epoque. La famille Tcharents, elle
aussi, a ete condamnee a la souffrance car sa femme a ete emprisonnee
et exilee et leurs deux petites filles sont devenus orphelines.

La poesie de Tcharents a ete interdite par les autorites sovietiques
pendant de nombreuses annees et son image est restee la plupart du
temps inconnu du grand public, car aucun film ou longs metrage n’a
jamais ete realise pour raconter son histoire 75 ans après la mort
tragique du poète.

” La vision de la mort ” est le premier drame historique qui tente de
combler le fosse. Au c~ur de la production se trouve Hrair Tamrazian
Directeur du service armenien de RFE / RL qui a concu l’idee et
la mise en ~uvre avec l’aide du personnel du service et plusieurs
acteurs professionnels.

La première diffusion du film a eu lieu mardi en prime time sur
ArmNews, l’une des chaînes de television de premier plan en Armenie
qui fait partie des medias de la holding PanArmenian.

Le film est maintenant egalement disponible en ligne, sur le site de
RFE / RL () et sur la chaîne YouTube.

Il y avait foule au Yan’s club le 27 novembre 2012 pour accueillir
Patrick Devedjian, ancien ministre, president du Conseil general des
Hauts de Seine mais surtout avocat, invite d’honneur du dîner annuel
de l’AFAJA, rebaptise ” Dîner des Armeniens ” dans les couloirs du
Palais de Justice a Paris,

Parmi la centaine d’avocats presents, notons la participation remarquee
des anciens Bâtonniers Christian Charrière Bournazel, Jean Castelain,
de Madame le Bâtonnier du Barreau de Paris Christiane Feral-Schuhl,
Madame le Bâtonnier du Barreau des Hauts de Seine Catherine Scheffer,
notre confrère Henri Leclerc, ancien president de la Ligue des
droits de l’Homme ainsi que nos confrères Asbed Chambazian et Fabian
Tchekemian, du Barreau de Bruxelles.

Dans l’hommage qu’il lui a rendu, Me Alexandre Couyoumdjian, president
de l’AFAJA, a rappele l’implication de Patrick Devedjian depuis plus
de trente ans, comme avocat, dans la defense de la cause armenienne,
a travers notamment les procès d’Alec et Suzy, Mardiros Jamgotchian,
Max Kilndjian, Dimitriu Giorgiu (Monte Melkonian), le commando Van
et enfin Bernard Lewis.

Lors de sa prise de parole, Patrick DEVEDJIAN a souligne l’imperieuse
necessite d’une loi penalisant la negation du genocide armenien afin
de proteger la communaute armenienne de France des attaques et de
la propagande negationniste relayee par la Turquie en France et qui
constituent autant de renouvellement du crime.

Enfin les candidats au Bâtonnat pour les annees 2014 et 2015, Frederic
Sicard et Pierre Olivier Sur, se sont engages a ce que le Barreau
de Paris prenne toute sa part dans la commemoration du centenaire du
genocide armenien.

Nul ne doute que l’AFAJA saura rappeler au Bâtonnier qui sera elu le
13 decembre prochain cet engagement fort de la campagne.

Second Batch Of Chinese Buses Not Operating Due To Lack Of Drivers

SECOND BATCH OF CHINESE BUSES NOT OPERATING DUE TO LACK OF DRIVERS

The second batch of the buses donated by the Chinese government was
to be put into exploitation from November, but the new buses are not
operating yet.

Speaking to Tert.am, Mushegh Burnusuzyan, specialist at Yerevan
Municipality’s Transport Department, said the reason of delay is the
lack of drivers.

“We have given an announcement and are gathering drivers. Ten-fifteen
people are calling us every day but the vacancies are not being
filled,” the specialist said, adding that the buses are in the Ikarus
park in Jrvezh.

Asked whether it appears that working as drivers is not so beneficial,
Burnusuzyan agreed, saying that the bus companies are working with
losses.

The official said the profitability analyses of the routes are being
carried out by the municipality’s specialists who sit near drivers
on different days to follow the passenger flow.

The first batch of Chinese buses imported to Armenia contained
249 buses.

USA’S INTEREST IN KARABAKH CONFLICT WANING – AZERI OPPOSITION FIGURE SAYS

The USA’s interest in Azerbaijan has significantly increased compared
to a few years ago. At the same time, Washington’s main priorities
remain the same: democracy, energy and security. Nevertheless,
unfortunately, the interest in the Karabakh conflict has somewhat
decreased, the chief of the Musavat party apparatus, Arif Hacili, told
Turan’s Washington correspondent during his ongoing visit to the USA.

When I visited the USA ten years ago, everybody was interested in
the Karabakh conflict. At that time even the State Department had
a special department on the Karabakh conflict. At the moment, the
attention is mainly focused on Iran, Hacili said.

He does not agree with the Azerbaijani government’s allegations that
time works in favour of Azerbaijan, describing this as a propaganda
cliche.

Hacili visited the USA at the invitation of organizations dealing
with issues of democracy and human rights.

The aim of the visit is to exchange views about the situation in the
country on the eve of the 2013 presidential election.

During my meetings I spoke about the problem of southern Azerbaijan. I
held meetings with many intellectuals representing various
institutions, as well as with officials. The meetings continue,
Hacili said.

Commenting on the issue of the mobilization of the Azerbaijani
government’s lobbyists in the USA and the activities of the SOCAR
[energy company], Hacili said that he had not met the lobbyists. I met
people who are making selfless efforts to ensure revival of democracy
in Azerbaijan.

The chief of the Azerbaijani presidential administration has hinted
that it is possible that President Ilham Aliyev will run for the third
term in 2013. Among other issues he touched on the recent appointment
of his four deputies, Azerbaijan’s growing economic potential and the
Azeri-Armenian conflict over Karabakh. Ramiz Mekhtiyev was speaking
within the frames of an international conference called Azerbaijan
2020 – a glimpse into the future held in Baku on 3 December.

Aliyev’s third term?

Amid the growing public interest in the forthcoming 2013 presidential
election it is clear who will lead the country for the next five years,
the News.az news agency quoted the chief of the presidential staff,
Ramiz Mekhtiyev, as saying on 3 December.

The Azerbaijani public is interested in who the president of this
country will be for the next five years. This is a known fact,
Mekhtiyev said. He added that the concept of Azerbaijan’s development
until 2020 makes it possible for interested individuals to draw
appropriate conclusions in this respect.

New appointments

Mekhtiyev commented on the recent appointment of his four deputies,
saying he could see nothing out of the ordinary in this. He added
that the appointments were linked to the agency’s increased workload.

The appointed individuals will remain in their posts. At the same time
they will fulfill their duties as deputy chiefs of the presidential
administration, Day.az quoted Mekhtiyev as saying.

President Aliyev on 29 November signed a decree, appointing Ali Asadov,
Novruz Mamedov, Zeynal Nagdaliyev and Vakhid Aliyev as deputy chiefs
of the presidential administration.

In the meantime, the Turan news agency on the same day elaborated on
the possible reasons behind the appointments.

The introduction of new posts of the deputy chiefs of the Azerbaijani
presidential administration and the appointment of four representative
of the Naxcivan grouping indicates that under the difficult conditions
ahead of the 2013 presidential election, the regime is mobilizing
its forces, Turan reported, describing the appointees as experienced
officers of the presidential administration.

Ali Asadov is a presidential advisor on economic issues; Novruz
Mamedov is the chief of the department of international relations of
the presidential administration; Zeynal Nagdaliyev is the chief of
the presidential administration’s department of work with regional
management agencies and local administrations, and Vakhid Aliyev is a
presidential advisor in military issues and chief of the presidential
administration’s department dealing with defence issues, the agency
said.

So far it is unknown whether Aliyev will try to seek reelection or he
is simply preparing a plan to hand over the leadership to his person.

What is clear is that so far he rules out the possibility of conceding
power to the extrasystemic opposition. This is obvious judging from the
law on political parties, the government’s decision which practically
fully restricts anybody financing the opposition, as well as from the
imposition of high fines for unauthorized street rallies, Turan wrote.

The agency stressed that the appointments could either be related to
the preparations for the upcoming presidential election or plans of
the resignation of the 74-year old Mekhtiyev.

Recent reports speak about his [Mekhtiyev’s] ill health, as well as
plans that he will resign, something that has long been insisted upon
by the Western circles which accused Mekhtiyev of halting reforms
and forming an odious regime in Azerbaijan. As is known, Mekhtiyev
demonstrated his loyalty to Aliyev throughout the latter’s entire
period of governance and was a reliable orchestrator of manipulations
at all presidential and parliamentary elections, the report said.

Azeri-Armenian conflict over Karabakh

A fair settlement of the Armenian-Azerbaijani conflict will lead
to economic stability, security, cooperation and development in the
region, another report by Day.az quoted Mekhtiyev as saying at the
conference.

It is not by accident that I used the word ?aggression’. This
concept which contravenes fundamental principles and norms, should
be unequivocally condemned by the international community, he said.

In this respect, the leaders of this country [Armenia] keep hiding
the fact that occupation and aggression took place. Today Armenia has
turned into a source of threat to global peace and security. Armenian
leaders turned into pawns of a very dangerous game and perceive their
country as an outpost for other countries in the South Caucasus. They
should realize their responsibility and contemplate the future of
the Armenian people, he said.

Economic achievements

Mekhtiyev went on to praise Azerbaijan’s economic and democratic
achievements over the past years, saying that his country had
succeeded in creating its own economic model. He said that Azerbaijan
significantly decreased the level of poverty and improved welfare of
the people.

The fastest pace of economic development in the world has led to the
growth of Azerbaijan’s regional and global authority and transformed
it into a new geo-economic player, Mekhtiyev said.

Therefore, Azerbaijan created an exemplary model of a new geo-economic
centre of power in the region for the entire world, he said.

Thanks to President Ilham Aliyev’s policy, the average annual
pace of the growth of Azerbaijan’s GDP amounted to 14.2 per cent
in 2003-2011 and 10.7 per cent in the oil sector. In 2003-2011,
the country’s strategic currency reserves grew 25.3 times and the
state budget increased by 16.6 times; the volumes of banking assets –
by 10.4 times, the nominal salary by 5.9 times, the nominal average
monthly pension – by 6.1 times and the level of poverty decreased
from 44.7 per cent to 7.6 per cent, Mekhtiyev said.

Therefore, as it completed the transitional period, Azerbaijan is at
the beginning of a new period in its development against the background
of global and regional challenges, Mekhtiyev said.

He added that the country had also achieved significant progress in
terms of the protection of basic human liberties, democracy and the
development of civil society.

Azerbaijan was the first among the CIS countries to cancel censorship.

At the moment 65 out of 100 people use the internet, which is twice
as many as the worldwide average, he said.

Union of Billionaires

Mekhtiyev criticized the formation of the Azerbaijani diaspora
organization called the Union of Billionaires in Moscow recently,
saying that its members only pursue their own interests and are
unrelated to Azerbaijan’s actual concerns, Turan reported.

I consider that the creation of this union hampers the formation of
[the Azerbaijani] diaspora in Russia. This organization is absolutely
senseless. These people simply pursue their own interests, he said.

SINGAPORE DAY 2 – AN ARMENIAN IN SINGAPORE

One thing I never expected from my time in Singapore was the chance
to delve into my Armenian heritage.

Heading into the muggy day outside, Toon He gushed that he was proud
to show me the influence that Armenians had on this city.

Our first stop is the Armenian Apostolic Church of St. Gregory the
Illuminator built in 1835 – the first church ever built in Singapore
due to the growing number of Armenians in the city.

The smooth white columns beamed in the sunlight and we wondered
through the memorial garden as Toon He told me the stories of some
of those buried there.

Responsible for a lot of the socio-economic development in Singapore,
I was surprised to find out that there has never been large numbers
of the nationality residing in the city (approximately 100 families
at their peak in the 1880s) but that didn’t stop them from making a
huge impact.

Little did I know that when I poured through the national English
newspaper, the Straits Times, that morning that it was co-founded by
an Armenian man named Catchick Moses (Movessian) who sold the paper
in 1846 because it was unprofitable. How times change!

Nor did I know that when I made my pilgrimage to Raffles Hotel during
my last trip to Singapore to sample their signature Singapore Sling,
that the hotel was founded by the Armenian Sarkies brothers: Martin,
Arshak, Aviet and Tigran.

Or the beautiful national flower, the Vanda Miss Joaquim. That
was unveiled by Agnes Joaquim who was born in Singapore in 1854 of
Armenian descent.

She presented the flower in 1899 at a flower show and won the $12 first
prize. Three months later she passed away from cancer at the age of
44. In 1981 her flower was designated Singapore’s national flower.

As we wander past Agnes’ grave I gaze at The Parsonage that is
reminiscent of a homestead from the deep South of America. It seems
like such a waste to sit there empty of inhabitants.

The church is heritage listed and not a regular place of worship now
but it does attract visitors because of its cultural significance
and Toon He says that it is sometimes used for celebrations including
weddings with a priest flown in for the occasion.

We speak to an Armenian couple visiting from Israel, I light a candle
for my family, make a donation, sign the guest book and feel a sense
of pride at my culture for not only integrating into a society so
different from their own but also for making such a difference.

Heading down Armenian Street (yes there is even a street) we make our
way to the Singapore Flyer where Toon He educates me on the feng shui
aspects of the observation wheel.

The number 28 is very auspicious in Chinese numerology and this was
taken into consideration when building the attraction that would
grace the Singapore skyline and attract millions of people every year.

28 carriages, carrying 28 people each, cycles 28 times a day. So
why 28?

The number 28 is thought to mean a doubling of prosperity (I am
very happy with this meaning given I was born on the 28th) and, not
only was the significance of this number taken into consideration
when building the attraction, but also the direction in which the
observation wheel turned to ensure that prosperity was being brought
into Singapore and not being sent out of the city.

Stomachs grumbling from the morning’s activities, we head nearby to
finally experience some local grub.

Hainan chicken melts in my mouth and Toon He runs off every few
minutes to add another dish to our overflowing table.

Beef broth, fried egg, coconut juice…the dishes arrive endlessly
and he entertains me with stories of his time in a city that captures
my heart at every turn.

Keen to do a spot of shopping before my flight, we head to Chinatown.

Inexpensive stalls line the streets and I pick up more than a few
bargains and souvenirs before Toon He leads me to meet someone whom
I want to pack in my suitcase – a reflexologist.

Body pummelled and a lecture to drink more water absorbed, I decide
to make a visit to the doctor – the Fish Doctor.

Yes I was going to place my hands and feet in a tank of water and
have tiny fish nibble away at my dead skin.

Thinking about it made my stomach turn but, this year had been filled
with new experiences and who was I to refuse the hungry mouths of
all those fish?

Something that is considered so ‘traditional’ funnily enough had no
locals participating in the ‘ritual’.

Instead, they watched with amused grins on their faces as myself
and four other Aussies took to the tanks and squealed as the fish
made contact.

Toon He laughed and told me he had never experienced the ‘spa’
treatment before but, for some reason, wouldn’t accept my invitation
to join in the fun.

Feet and hands smooth as a baby’s behind, we take on the heat of the
day for one last stop before the airport – the bustling Little India
which was preparing for Deepavali.

In one day I had delved into Armenian, Singaporean, Chinese and Indian
cultures in a city that I had sworn I’d never return to but now was
loathe to leave.

Armenia Improves Its Position In Corruption Perception Index

Yerevan/Mediamax/. Armenia improved its position in the Transparency
International Corruption Perception Annual Index.

Armenia was the 105th against 129th position last year, Mediamax
reports.

Mediamax notes that the joint Document of the European Commission
and EU High Representative for Foreign Affairs and Security Policy on
implementation of the European Neighborhood Policy in Armenia in 2011
issued in May 2011 read that corruption remained a serious problem
in Armenia.

“Transparency International ranks Armenia in 129th place out of 183
(score 2.6 out of 10) in its Corruption Perceptions Index for 2011.

The authorities have regularly and publicly expressed their readiness
to fight corruption. However, despite the adoption of certain important
legal acts (e.g. the law on Procurement, and law on Public Service),
fulfilment of obligations from the Council of Europe Group of States
against Corruption (GRECO), OECD and other international bodies, as
well as the increased number of arrests and indictments of corrupt
officials, there have been no positive changes in the perception
of corruption by different segments of the Armenian population
and the government’s measures have not been sufficient to change
it. What is lacking is effective implementation. The anti-corruption
coordinating mechanism created in 2004 is weak. No institutional
support or resources have been allocated to anti-corruption work
by the government. In May, the National Assembly adopted the law
on Public Service. Starting from 2012, declarations on income and
property will be submitted only by high-ranking public officials, as
well as persons related to them. This law has several shortcomings
regarding the capacity and powers of the Commission on Ethics of
High-Ranking Public Officials”, the document read.

Samvel Alexanyan To Live On Child Benefit

One of the most influential government-connected oligarchs, Samvel
Alexanyan, has not been importing sugar to Armenia for at least two
years, the lawmaker announced at the National Assembly on December 5.

“I am bringing raw material to operate my factory,” says the owner
of the Spitak-based sugar factory.

The MP says the prices for sugar will not go up on the eve of New
Year; on the contrary, they will go down as happened in the foreign
countries.

Samvel Alexanyan dismisses the reports that he enjoys a monopoly in
the sphere. Moreover, he will not stand in the way of the person who
decides to import large quantities of sugar.

“Have I ever hindered anyone?” the MP said in amazement.

The businessman, who has voted in favour of the antimonopoly package,
says he is against monopolies. In conclusion, Mr Alexanyan said he
is not engaged in business, though at the beginning of the meeting
he invited journalists to his sugar factory.

Asked who feeds his multi-member family, Mr Alexanyan said, “I have
seven children. I shall keep them on social benefits and pension.”

threated Armenians living there using Turkish methods implemented in
1915 during Armenian Genocide. As reports Armenpress this has been
noted by Prime Minister Tigran Sargsyan during NA interview with
journalists. He believes there is no Armenian family which is not
related to the Armenian Genocide.

“My grandfather saw his family, parents and brothers being killed in
front of his eyes. He was the only one to survive,” Tigran Sargsyan
said. He considers that “Azerbaijan has used the strategy of the
Armenian Genocide, physical destruction for being Armenian”.

On 5 December Artsakh Republic President Bako Sahakyan convoked
a working consultation on the water supply problem of capital
Stepanakert.

Issues related to modernization of the capital’s water supply system
including exploitation of the water purification stations and water
quality control were discussed at the consultation. Representatives
of the state committee of water system of the RA territorial
administration ministry were present at the meeting.

Noting the vital significance of water system in our life Bako
Sahakyan underlined the need for ensuring high quality and security
of the activities being carried out, as well as significance of the
close cooperation in this field with appropriate structures of Armenia.

Vice prime-minister Arthur Aghabekyan and other officials partook at
the consultation.
