Sharp developments took place in Armenia as a result of clashes between
two forces, leader of Democratic Homeland party Petros Makeyan told
the reporters on Tuesday, referring to the political developments in
the country.

In his words these developments may be described capitulation of
the bourgeois-democratic revolution. “I think the reasons of such
situation are much. The idea of the bourgeois-democratic existed still
in 2011 and its architect was Levon Ter-Petrsoyan. In reality the huge
pan-national movement started collapsing since 2008. In 2012 we were
saying that in the situation created in Armenia an oligarch cannot
go against the authorities and that time many considered us people
of the authorities but we saw what we saw. In fall 2014 the processes
seem to move forward in favor of the opposition. But after two rallies
with the order of Serzh Sargsyan the rallies stopped,” Makeyan said,
adding that they had stated before that if the three forces decided
to continue the rallies the developments may lead to change of power.

Makeyan said that when on 14, 15 the three political forces
failed to make any steps it became clear that the authorities are
having privileges. “On February 18 when Gagik Tsarukyan accepted
the capitulation, Levon Ter-Petrosyan addressed a letter where he
indirectly accused the PAP. I think the PAP has its share of guilt,
when saying that they will mobilize all, when saying that their word
is work he should have known with who he was dealing with. They failed
to make calculations,” he said, adding that the accusations voiced in
the address of Gagik Tsarukyan are ungrounded. “Levon Ter-Petrosyan,
Raffi Hovhannisian are as guilty as Gagik Tsarukyan,” he said, adding
that the coup failed because of the leaders who did not have the plan
of actions.

TWO KARABAKH WAR VETS RETURN MEDALS OVER BERDZOR INCIDENT

Two veterans of the Karabakh war have returned their medals over an
incident that happened in Berdzor in Karabakh last month and in which
dozens of opposition activists participating in an automobile march
towards Stepanakert were beaten up by local police.

Pavel Manukyan and Armen Lambaryan gave up a total of 11 medals,
saying that they could not wear the same medals that are also worn by
“bandits”.

Both men are supporters of the hard-line opposition movement called
Founding Parliament, whose members were assaulted by police as well
as plainclothes men on January 31 as they planned to enter Karabakh
and conduct actions there as part of their campaign for regime change
in Armenia.

The Karabakh police defended the use of force, saying that they
prevented “mass disturbances”. But leading opposition parties and
human rights activists in Armenia condemned the violence.

At a press conference on Monday, war veteran Manukyan described the
incident as a blow against the dignity of the Armenian people.

“If a bandit and a soldier can wear the same medal, then it is already
incompatible,” he said.

Manukyan and Lambaryan believe other war veterans will also follow
their example and will return their medals.

Earlier this month two other supporters of the Founding Parliament
movement who participated in the Karabakh movement and war already
gave up their medals as a sign of protest against the Berdzor incident.

Artur Afyan, contract serviceman of the 102nd Russian military base
in Gyumri, has not established any contact yet.

Gala TV reports that Artur Afyan’s wife told the police about her
husband’s disappearance when the latter stopped answering the phone.

Afyan has not talked to his wife over the phone since Feb 21.

Previously Afyan called his wife and said that he was going to visit
her in Marmarashen village.

ArmInfo has failed to confirm or refute this information at the 102nd
military base.

The U.S. Assistant Secretary Nuland visiting Yerevan called for a
humanitarian step and return of the Azerbaijani saboteur Askerov to
Azerbaijan who has been sentenced in Artsakh. Nuland’s statement caused
a backlash in Armenia and Artsakh. A real offensive was launched by
officials and experts with the message “it is not the U.S.

business, and the U.S. is actually protecting the interests of
Azerbaijan” and so on.

Interestingly, on the same day the Russian MFA announced officially
that they are likely to discuss Askerov’s extradition with the
Armenian side. Earlier the Russian foreign minister Lavrov had made
a similar statement.

It goes without saying that Lavrov’s statement did not cause a
scandal. Although, it is clear to everyone that once the Russians
said, they will do. Azerbaijan and Russia are partners, Azerbaijan
is one of the biggest consumers of its weapon, besides, Askerov is
a citizen of Russia.

In addition, judging by the style and methodology of
Azerbaijani reconnaissance-in-force, these sabotages may be joint
Russian-Azerbaijani actions. For example, Russian and Azerbaijani
special services closely cooperate in the North Caucasus to clamp down
on liberation movements of native people, namely the Lezgi people. By
the way, Askerov was deployed in the North Caucasus.

In other words, he carries valuable information, and Russia and
Azerbaijan will do everything they can to return him. Apparently,
the process has started, and there is an order to attack Nuland for
distraction and eventually blaming the United States.

Several years ago Russia and Azerbaijan implemented the extradition
of Safarov, another murderer. Putin personally dealt with this.

Azerbaijan could not have done this without Russia. Baku is said
to have a lot of money to Hungary, and signed weapon purchase deals
with Russia.

Armenians complained, of course, calling Azerbaijan a country that
sponsors a murderer. The Hungarian flag was burnt, and eggs were
thrown at a pharmacy that had something to do with Hungary. They ran
out of eggs when Russia’s turn came.

This year the serviceman of the Russian military base in Gyumri
murdered seven members of the Avetisyan family in January. Russia
took this serviceman under its protection and refuses to hand him,
obviously humiliating and ignoring the Armenian side. Moreover, it
is already clear that he will be declared insane and set free. He
may be glorified like Safarov and awarded with the Georgievsky Krest.

These seem to be three different cases but they all express the
attitude to and policy on Armenia. We are dealing with extradition
of people who committed genocidal crimes against the Armenians. Most
importantly, however, we are dealing with a specific, inexplicable
reaction of Armenians. In fact, the behavior of the Armenians enabled
such cynical extraditions.

Moreover, such behavior means that there will be more
Russian-Azerbaijani crimes against Armenians and extraditions. Why
not as long as the Armenians keep silent or blame the West? Here is
a perfect environment for crime planners.

While Armenia’s Deputy Minister of Nature Protection Khachik Hakobyan
confesses that Armenia has a problem regarding the illegal trade of
endangered animals, the official also confesses there has been no
evidence of Armenia’s involvement in the matter.

Hakobyan made the statement to reporters at a recent seminar in
Yerevan that explored ways to stem such illegal trade in animals.

He added that this is the reason why Armenia signed the CITES (the
1973 Convention on International Trade in Endangered Species of Wild
Fauna and Flora) in 2009.

The Ministry of Nature Protection, the body tasked with monitoring
such trafficking in Armenia, confesses that it only heard about the
problem through the pages of the press.

“Naturally, we followed up at the ministry and beefed up the monitoring
procedures,” Hakobyan told Hetq.

When asked if the ministry had taken steps to return illegally imported
animals to Armenia to their countries of origin, Hakobyan replied
that law enforcement bodies were dealing with the matter and that, if
professional assistance was necessary, the ministry would get involved.

When asked to evaluate the work of the ministry, the body tasked with
coordinating the implementation of CITES regulations in Armenia,
Hakobyan answered, “I believe its activities are satisfactory and
should improve day by day. Proof of the process is this four day
seminar.”

The World Bank has agreed to find and attract a consulting company
with international experience, which will assess the technical and
financial feasibility of the “Nairit” chemical plant. The World Bank
will provide 110,000 dollars for expertise. “Nairit” plant employees
are filled with skepticism. During yesterday’s protest, the “Nairit”
plant employees who were demanding the government their 18-month
unpaid wages of 5 billion drams, were sure that the experts will come,
put these 110 thousand dollars into their pockets, will eat and go
away. “Nairit” press secretary Anush Harutyunyan, in the conversation
with Aravot.am, told that they were expecting the team of experts much
earlier. “We were told that they will arrive on February 5, but the
audit will begin just on February 25. We were expecting that they will
finish by February 23 to 25.” Our interlocutor says that there are two
versions of conclusion, either they are saying “yes” or “no”. Saying
“yes” gives a hope that the plant will work in the future, but there
had been a few of such audits and all of them had given positive
conclusion, but the plant did not operate. This results in people’s
distrust. I do not believe this audit. The audit was a few times and
I repeat that the plant did not operate, moreover, people were fired
from their jobs. In other words, what is the probability that the
plant will be reopened after this positive conclusion, there is none.”

In Anush Harutyunyan’s words, even if the World Bank issues a positive
conclusion and decides that the plant should operate, then it has
nothing to do with repayment of the debt. “They fired the employees
and have to pay their salaries, and as to by what means, it is up
to the government to worry about.” Anush Harutyunyan is sure that
the company will come, will do its job very duly, will issue the
conclusion and will go away. “It is very likely that the audit will
apply to the same company that has already conducted auditing. Thus,
we can logically conclude that, yes, they extend time.”

Azerbaijan has adopted a new strategy of long-lasting, fatiguing war,
Artsakh Defense Minister Movses Hakobyan told reporters in
Stepanakert. According to the Defense Army Commander, the end of 2014
and the beginning of 2015 were unprecedented with regard to the
tension at the line of contact.

The rival took no subversive attempts in 2013, while the number of
acts of sabotage reached 19 in 2014. In nine cases out of 24 reported
in the past two months the enemy has managed to penetrate into the
depth of defense. The Minister said, however, that this does not
testify to the combat readiness of the Azerbaijani army.

`The analysis of the actions shows that the subversive acts have been
carried out by one subdivision trained in Turkey,’ he noted.

The Commander said that the members of this specially trained unit
faced a worthy counterstrike by privates of the Defense Army.
`Unfortunately, we suffered losses when rebuffing the attacks,’ he
added.

The increased number of subversive acts and ceasefire violations are
an evidence of a new strategy adopted by the rival. `The task is the
same ` to cause harm to Armenians in every way possible, to engage
Armenia and Artsakh in arms race, to affect the domestic political
situation in Armenia and contribute to migration,’ Movses Hakobyan
said.

According to the Minister, the need to give a worthy response to the
Azerbaijani side has lead to changed decisions in the Defense Army,
the armaments have been improved, the level of combat readiness has
been raised.

Minister Movsisyan considers, however, that at the frontlines
everything depends first of all on the alertness and fighting spirit
of the soldier. `This is what has allowed the Defense Army to fulfill
its task of ensuring the security of Artsakh.’

Russia has sold some $4 billion worth of modern weapons to Azerbaijan
in the past few years, with perhaps more to come.
These include S-300 air defense missiles, Mi-35Mcombat helicopters,
T-90 tanks, Kornetanti-tank missiles, MSTA-S 152mm self-propelled
artillery, and the highly destructive Smerch Multiple Launch Rocket
System.

Since Azerbaijan’s 1994 defeat in the Karabagh/Artsakh war, its
leaders have declared their intention to seize Artsakh by force.
Azeris regularly shoot across, and try to penetrate, Artsakh’s
ceasefire line. They have made territorial claims on Armenia and are
even shelling villages in Armenia itself.

Armenia and Russia are allies and have a mutual defense pact. Russian
troops help guard Armenia’s border with Turkey. Armenia is Russia’s
only ally in the Caucasus. Why then is Russia supplying sophisticated
weapons to a country that is not just Armenians’ enemy but also
hostile to Russian interests?

Selling to the Enemy

Arms sales generate immediate profit for Russia plus continuing income
from spare parts and future upgrades. The Russian military may also
reason that it knows best how to counter its own weapons should it go
to war with Azerbaijan. Perhaps Russia is embedding secret hardware
and software vulnerabilities into Azeri weapons to disable them should
the need arise.

Russia argues that if it won’t sell weapons to Azerbaijan, other
countries will. Yet Baku has bought arms elsewhere; $1.6 billion worth
from Israel, including Hermes drones and Spike anti-tank missiles, and
significant amounts from Belarus, Turkey, and Ukraine.

By having Azerbaijan partly dependent on Russian weaponry, Moscow
presumes it is co-opting Azeris and making them less likely to join
NATO and supply gas and oil to the West. Are Azeris really that
gullible? Baku could just be buying time until, with Turkey and NATO;
it can strike back at Russia’s vulnerable underbelly.

Is Russia selling arms to Azerbaijan because it is unhappy that
Armenia has cordial relations with the U.S., EU, and NATO? Probably
not. Russia has always found less drastic ways to express its
displeasure, such as increasing its natural gas prices.

But Armenians need not worry, says Russia, because it sells defensive
weapons to Yerevan, reportedly at reduced prices, which neutralize the
offensive ones that Baku buys.

Though Armenians currently hold the military advantage in Artsakh, can
defensive weapons really match Azerbaijan’s offensive ones? And can
Armenia, whose economy is only 13 to 20% of Azerbaijan’s, afford them?
Yerevan may be paying not in cash but rather in factories,
infrastructure, real estate, minerals, and debt. That increases
Russian’s already considerable control over Armenia. And notice that
Russia profits from selling weapons to both sides.

Russian Betrayals

Russia does not, of course, want Azerbaijan (or Turkey) to overrun
Armenia. That would create a pan-Turkic corridor from Turkey to
Azerbaijan. The U.S. and NATO would use it to dominate the Caucasus,
Caspian Sea, and probably Turkic Central Asia.

Artsakh is a different matter. It has no military agreements with
Russia. Indeed, Moscow might not care if Azerbaijan overran Artsakh
since that by itself would not create a pan-Turkic corridor.

Russia might even want a new Artsakh war if it crippled Azerbaijan’s
energy infrastructure and destroyed its gas and oil pipelines that lie
just north of Artsakh’s borders. Or, depending on what Baku gives
Moscow in return, Russia could even help Azerbaijan defeat Artsakh.

After all, post-WW I, Soviet Russia gave Artsakh and Nakhichevan to
Azerbaijan, handed Armenian territory to Turkey, and delivered weapons
to Turkish forces under Kemal Ataturk.

Turkey later turned against Russia and eventually joined NATO, while
Azeris remained hostile to Moscow. Azeris and Turks outsmarted the
Russians.

Some Armenians say that Jewish Bolsheviks, unlike the Russian Orthodox
nationalists who allegedly control Russia now, were mainly responsible
for those disasters.

Nevertheless, arms sales to Azerbaijan and Moscow’s massive trade and
natural gas deals with Turkey remind Armenians of past Russian
betrayals.

Armenia and Artsakh’s Security

To hedge against more Russian betrayals, and for economic, scientific,
educational, and religious-cultural reasons, Armenia understandably
maintains friendly relations with the U.S. and Europe.

Armenia cannot, however, look to the U.S. and NATO for military
security. The latter regard Turkey as not only weightier than Armenia,
but also as the horse on which to gallop into the Caucasus, Caspian,
and beyond. Therefore, Armenia allies itself with Russia. Without
Armenia, of course, Russia will lose the Caucasus and much more to
NATO.

As Moscow aspires to someday be the leader of all Eurasian countries,
it is attempting – in vain, undoubtedly – to lure Turkey and
Azerbaijan away from a Western orientation. Failing that, Russia hopes
such relations will produce short- to medium-term economic and
political gains. For Russia’s own sake, it should examine its past
pro-Turkic missteps.

Armenia and Russia will probably remain in a cycle of mutual need and
suspicion for some time.

As Armenia and Artsakh face the future, therefore, deeper insight into
Russian strategy and intentions is essential.
