Artsakh Republic President Bako Sahakyan issued a congratulatory
address on the Day of NKR State Independence Referendum and
Constitution.

Dear compatriots,

On behalf of the Artsakh Republic authorities and myself I cordially
congratulate you on the day of the referendum on the NKR State
Independence and the Constitution Day.

The December 10, 1991 referendum was a historic event in the life
of the Artsakh people, which preconditioned the whole course of our
country’s future development.

15 years later on the same day, in 2006, we again held a nationwide
referendum and adopted the basic law of our state and society – the
Nagorno Karabagh Republic Constitution. Our nation thus reaffirmed its
commitment to the fundamental principles of democracy and universal
values, once again proving that the chosen path is unshakeable and
right, its course is indivertible and firm.

Our goal is to implement the centuries-old dream of our ancestors to
have a strong, developed and powerful state, secure prosperous life for
the people, create a bright and brilliant future for the generations. I
am confident that we will be able to realize our national goals and
objectives together and united, shoulder to shoulder overcoming all
the difficulties and steadily approaching to our final victory.

Once again I congratulate all of us on this important occasion and
wish new success and achievements in building the Artsakh independent
statehood.

Azerbaijan is using drones to carry out spying missions along its
border with Iran, Iran’s Press TV reported.

Iranian military experts said Azerbaijan has been using Orbiter
ultra-light drones assembled with Israeli help, as well as Hermes-450
unmanned aerial vehicles (UAVs) “for control and surveillance
missions.”

Israel has sold 10 Hermes-450 drones, manufactured by Elbit Systems,
to Azerbaijan between 2009 and 2012, the agency said, adding that
Israeli satellites “are closely cooperating with Azeri drones.”

The Hermes-450 UAVs can be equipped with offensive systems such
as air-to-air and surface-to-air missiles, as well as electronic
warfare equipment.

According to Arannews.ir, referring to this report, Iranian Defense
Minister Ahmad Vahidi said that they had not received information
that Azerbaijan was using drones to carry out spying missions along
Iran border.

ArmInfo’s interview with Andrey Ryabov, analyst at the Carnegie
Moscow Center

Mr. Ryabov, do you think that the project of the Eurasian Union has
chances for implementation? What real benefits may it bring to the
possible parties involved?

The project has both positive and problematic aspects. Among the
positive aspects is that the post-Soviet countries are well aware
that in the foreseeable future they will be unable to become members
of some other integration projects. Several years ago the so-called
“European dream” was very popular among most politicians of the
post-Soviet countries, not it is mainly a slogan.

Probably, the EU has too many own financial and economic problems so
it would hardly care for the post-Soviet space…

Today it is obvious that an access to the European Union is denied for
at least 10 years. The EU will inventory what it has, it will solve
its domestic problems. It will most likely be not the European Union
we saw before the crisis. Other attempts of integration formations,
for instance, in Central Asia cannot have real success either.

Though the commodity turnover between the potential members of the
Eurasian Union is insignificant, the given circumstance cannot be
considered as an obstacle in the way of integration. It is not a
matter of foreign trade, but first of all it is a matter of interaction
between the elites; the ruling elites of the post-Soviet countries are
alike and understand one another much better than the Europeans and
even the Chinese. Therefore, it is possible to establish a dialogue
even in case of restricted economic interaction.

All these factors together let us say that there are no active global
players in the post-Soviet space, except Russia. EU is solving its
own problems, the USA is interested in security problems, especially,
in relation to the expected withdrawal of troops from Afghanistan;
it is also interested in interaction with the local political regimes
to effectively control the security, but all these problems are not
development problems. Today the USA is not even concerned with the
problems of democratization of these countries.

What about the negative aspects of the given project?

Alongside with all its positive aspects, the Eurasian Union idea has
a big negative side: the key goal is not attained yet, i.e. no engine
is fastened to this mechanism. Only big private interests may become
the engine. The EU is attractive as it has a project of future –
public unification without borders with high social protection,
which is not observed for the Eurasian Union yet.

Maybe, that is why Armenia does not harry “to join” the project at
least by statements of support…

Armenia’s authorities are trying to build good relations with both
the post-Soviet countries and the European Union, and the fact that
the President of the European Commission and the President of the
European People’s Party arrived in Yerevan the day after the visit of
the President of Turkmenistan is the vivid illustration of Yerevan’s
multi- vector foreign policy.

Yerevan is negotiating on the EU Association Agreement, and it is very
important, but on the other hand, we deal with the Russian proposal
on Armenia’s joining the Eurasian Union. Certainly, like any other
country, Armenia is trying to find some balance in this situation.

If Russia offered some attractive economic prospect in addition to
the security system, there would be no doubt about Armenia’s policy. I
think Yerevan’s balancing behavior will continue.

Does Moscow feel any danger that Armenia may shortly leave the wake
of the Kremlin’s policy?

The people that make decisions in Moscow do not yet feel such danger.

Certainly, there may be some adjustments and changes in the future.

But at the moment it is very important for Russia to involve Armenia
in the integration processes in the post-Soviet space. There is
a CSTO, but it solves the problem of security. In the meantime,
there is also an economic component of these integration processes,
and the Eurasian Union project is directed at that. In this context,
I think Moscow will continue its efforts.

Yesterday RPA faction leader Galust Sahakyan taking into consideration
PAP statement, said that the statement was impersonal, and the
statements, posted on websites, were only a part, as there were no
characteristics in the statements.The MP said that he did not think
that PAP was that party or Gagik Tsarukyan that could make such a
ridiculous statement.

Note, that it was announced in the PAP statement, during the ease
communication Tsarukyan expressed the opinion, that it was impossible
to fight against corruption in the country, if this fight was led by
the corrupt officials.

happened in Brussels, was detailed in the “Center” TV in broadcast

ENCART: Afin de favoriser l’entente entre les peuples, le Rotary Club
international a créé les Comités inter-pays qui constituent un réseau
actif de Rotariens destiné à monter des actions de solidarité.

La section française du CIP France-Arménie a été créée en octobre
2011. Les Rotariens de Puisaye-Forterre ont pris l’initiative de
travailler avec cette section, en s’appuyant sur le réseau des maisons
de retraite du secteur.

« Notre club entretient avec les maisons de retraite de son périmètre
d’amicales relations depuis longtemps, explique Pierre Borie,
secrétaire du club. Un de nos membres, Hervé Nadot, directeur de
l’établissement de Charny, a eu l’idée d’envoyer en Arménie l’ancien
matériel spécialisé : lits médicalisés, fauteuils roulants, mobilier
de chambre, tablettes de repas, appareils de rééducation. »

Après recensement auprès des établissements participant au projet,
plus de 40 mètres cubes de matériel ancien, mais en excellent état,
ont été donnés, puis stockés dans les locaux des Transports Balian à
Toucy. Puis un imposant semi-remorque des Transports Salomez, affrété
dans des conditions amicales, a été chargé pour transporter tout ce
matériel à Marseille.

« Son contenu rejoindra un conteneur rempli de dons pour l’Arménie,
qui sera transporté par bateau jusqu’en mer Noire, avant de parvenir
par route aux correspondants rotariens du CIP en Arménie, lesquels
s’occuperont de la répartition et de la remise de ce matériel, précise
Pierre Borie. Nous remercions tous ceux qui ont su mener à son terme
cette complexe action internationale, tant en France qu’en Arménie. »

According to Igor Muradjan, analyst for Armenian daily Erkramas, as of
this spring (2012) there are attempts to find common language between
Serbia and Bulgaria’s common interests. There have been talks for a
Union between Serbia, Bulgaria and Greece after which Macedonia,
Montenegro and Cyprus would join.

Muradjan believes it is very possible for Croatia and Slovenia to join
this Union.

The Defense and Intelligence Ministries of Macedonia and Bulgaria have
received recommendations for joint work in all spheres. Similar
attempts are being made between other countries in the region, states
Murdajan.

Well known Ukrainian political scientist and law expert Alexandar
Prognimak back in May stated that the creation of the League of Slavic
Countries (LSC) should be green lighted. According to Prognimak “from
world’s tendencies toward globalization, the only strategic path for
Ukraine is to join and be part of the creation of the Slavic pandan
within the European Union, which could be formally called “Leage of
Slavic Countries”.

Prognimak believes Russia, Belarus and Ukraine cannot function alone
and isolated defend their interests neither from the West, nor the
East. “We wouldn’t want to become a coin at a chess table wedged
between the West and the East.

According to Prognimak, at time of “rapid European and muslim
globalization, the only national structure for all Slavic people is
the League of Slavic Countries. First we would start with Russia,
Belarus and Ukraine and later Croatia, Serbia, Macedonia, Bulgaria,
Montenegro, Poland, Czech, Slovakia will join. The last two decades,
religious disputes between the Catholics and Orthodox are minimal,
there should be easy integration between the Sourth and Northern
Slavic nations”, states Prognimak.

The Ukrainian expert explained how the Parliament would vote. Each
country will have equal say by sending 50 members chosen by voting in
each member state every for years. There will be free trade between
all LSC members, cooperation on customs and energy projects.

Russian ambassador to Montenegro Andrej Nesterenko believes the idea
ought to be seriously considered, adding Russia’s close relationship
with Montenegro, as well as Cyprus.

Armenian Minister of Diaspora Hranush Hakobyan and Rector of the
Yerevan State University (YSU) Aram Simonyan have signed a
scientific-cultural and educational collaboration agreement for the
coming five years.

The deal necessitates contractual procedures for the order and
publication of educational resources, fiction and research themes, as
well as the join elaboration and organization of different events in
Armenia and the diaspora.

According to a press release by the Ministry of Diaspora, the
agreement also envisages symposiums and conferences, as well as
internship opportunities for students. The YSU will continue its
master’s programs and summer schools in diaspora studies

Considering the move an important landmark, the minister pointed out
to three key trends of the continuing collaboration – the opening of a
diaspora studies chair at the University, the joint organization of
all the important conferences, and the joint research.

`For us, the mother university has become the source center that the
Ministry has been collaborating with since inception,’ said the
minister, praising particularly the YSU’s efforts to record the
history of the diaspora communities.

The YSU rector noted for his part that their institution is very
serious about the joint activities. `We have passed a short, though
versatile path. I thinks the achievements help create a completely new
level of collaboration. It is commendable to see new circles of
professors and students becoming part of the collaboration efforts,’
he said.

Dear compatriots, ladies and gentlemen,

First of all I would like to thank the organizers of this event – members
of the Armenian Caucus, especially the Caucus Co-Chairs – Representatives
Frank Pallone and Ed Royce, as well as the Armenian Embassy, personally
Ambassador Margaryan, Office of Artsakh in the USA, and all the
Armenian-American organizations who facilitated the celebration.

This is my first public appearance in Washington in my new capacity as
foreign minister; and I am glad that such gatherings to celebrate Artsakh’s
freedom on Capitol Hill have become a tradition. This is important for
Artsakh; for all of us, who share the common values that our countries are
based on.

In a few days, on December 10th, the Republic of Artsakh will mark the 21st
anniversary of the Referendum of Independence and the 6th anniversary of
Adopting our Constitution. For us, independence is not just an ultimate
goal, but also means by which the Nagorno Karabakh Republic can take its
rightful place as a responsible member of the international community; by
which our people can best fulfill their potential, realize their
aspirations, and enjoy all their rights and freedoms everyone deserves.

It was not accidental that our people chose December 10 to hold those two
referenda. December 10 is the International Human Rights Day; the day, when
the Universal Declaration of Human Rights was adopted outlining those very
same principles that serve as a basis of our statehood.

Since the adoption of the independence declaration that following the free
expression of popular will, the Nagorno Karabakh Republic has been
steadfast in building a state based on democratic values, rule of law,
respect for human rights and fundamental freedoms.

Today, we can state with confidence that we do have certain achievements:
free, fair and competitive elections have become an inseparable part of
Artsakh’s political culture. Since 1991, our republic went through five
presidential, five parliamentary and as many local administration
elections. Our political transitions have always been legal and orderly.
All the elections, including the most recent Presidential elections of July
19, 2012 were assessed by international observers, foreign parliament
members, journalists and public figures from 22 countries as free and
transparent.

A few words about Artsakh’s economy: Despite all the challenges imposed by
historic legacies and our “tough neighborhood”, the Republic’s economy has
enjoyed steady growth, which positively reflects on our people’s living
standards. Artsakh today is a place with favorable business environment.
Along with traditional agricultural sector and mining, our republic
explores new directions, such as IT sphere and tourism. One of the
government’s priorities is eletricity production using the rich water
resources of Artsakh. With current pace, we plan to become electricity
exporters by 2015.

Our government has been doing its utmost in eliminating the consequences of
the devastating Azerbaijani aggression of 1991-1994. Here, allow me, on
behalf of our people and government, express our profound gratitude to the
US Government, all Americans for the crucial humanitarian assistance my
people have been thankfully accepting for more than a decade now. We are
grateful to the US Congress, Co-Chairs and all members of the Armenian
Caucus, our compatriots living in the United States, who spared no effort
to make sure Artsakh remains safe, regional stability is maintained, and
freedom-loving Artsakhtsis have a chance to improve their daily peaceful
lives.

Dear Friends,

Our young republic still faces many challenges, among them – legacies of
the authoritarian Soviet past, and the conflict with Azerbaijan being one
of the tragic manifestations of those.

We are allied with the international community in our commitment to finding
a peaceful resolution to the existing problem with Azerbaijan. At the same
time, we are confident that effective negotiations require restoration of
Artsakh’s immediate participation at all stages of the negotiation process
– from exchange of opinions around the philosophy of settlement up to the
discussion of practical steps and their implementation.

I want to use this opportunity and thank the American government for its
mediating efforts within the OSCE Minsk group, along with Russia and
France. Nagorno Karabakh authorities appreciate the active U.S. involvement
in the negotiations, and hope that the incumbent Administration will
continue efforts towards peace and regional stability.

Regrettably, we are still far from a final settlement of the conflict. In
continuation of its policy of military threats and terror, Azerbaijan is
not implementing the commitments it undertook regarding the peaceful
settlement of the conflict within the OSCE Minsk Group.

Moreover, the Azerbaijani government continues to spread the most malicious
rhetoric about all Armenians raising young Azerbaijanis with hatred towards
people most of them never met.

A culmination of such policy could be seen just a few months ago in the
pardon, promotion and nationwide glorification of an Azerbaijani military
officer, who was convicted to life imprisonment in Hungary for perpetuating
a brutal hate crime in the most barbaric and cowardly way – attacking a
fellow Armenian student with an ax while he was asleep in his unlocked
dormitory room. Let me be clear, in addition to all of the political and
legal consequences of this crime, the attitude of the Azerbaijani
government reflects a type of moral weakness that is humiliating to the
nation it claims to represent.

I would like to note that President Barack Obama and Secretary of State
Hillary Clinton reacted swiftly and clearly in condemning Azerbaijan, as
did many members of Congress.

Another obstacle to the peace process is Azerbaijan’s efforts to completely
isolate the Nagorno Karabakh Republic and the Republic of Armenia. A clear
manifestation of that policy is the creation of all sorts of problems for
the reopening of Stepanakert airport, including threats to shoot down
civilian aircraft.

It is worth mentioning, that a reopening of the Stepanakert airport pursues
solely civilian and humanitarian objectives, including realization of such
basic human right as freedom of movement. It could also serve as a
confidence building measure contributing towards progress in the
negotiation process under the auspices of the OSCE Minsk Group Co-Chairs
that was also noted in our letter the UN General Secretary that was
circulated in the UN this November.

Unfortunately, this is the type of security environment we live in today;
our nation and the international mediators must deal with these callousness
and these threats with utmost seriousness. That is why we believe that a
stronger and unequivocal reaction from the international community to
Azerbaijan’s destructive stance could ultimately decrease tensions, and
facilitate a climate that is more conducive to peace.

Dear Friends,

Artsakh remains convinced that the recent political trends on the world
arena, particularly emergence of new democracies and reinforcement of human
rights, will only facilitate further international efforts for finding a
solution that would ensure a safe and prosperous development of the two
neighbors – the Nagorno Karabakh Republic and Azerbaijani Republic.

In the meantime, we will remain on path towards a type of statehood that
will be able to provide all the rights and freedoms any people deserve. We
will make sure Artsakh continues to strengthen, both institutionally and
socially.

Here, the international community has a role to play. The current
international status of NKR should not be a barrier for our cooperation.
Moreover, ignoring the fundamental rights of our people can be and often is
interpreted in Baku as an indirect support to its policy of imposing a
collective punishment on the people of Nagorno Karabakh. We believe that an
unimpeded involvement of NKR in international processes would not only
ensure implementation of the concept of equal and comprehensive security,
based on our shared values, but it would also send an appropriate signal to
Azerbaijan to abandon its revanchist aspirations, and show political will
for the sake of a stable and predictable South Caucasus, for the sake of
our children’s future.

In recent years, the events and developments worldwide come to prove that
implementation of the right of peoples to self-determination remains the
most optimal way to resolve international disputes. And this inspires us;
inspires us to overcome all the hardships on our path to the logical
outcome of the Nagorno Karabakh conflict.

Initiatives around the globe in support of Nagorno Karabakh’s right for
self-determination, such as the resolutions adopted in Rhode Island and
Massachusetts, in Australia’s New South Wales and elsewhere, demonstrate
that the people of Artsakh should remain convinced that the universal
values of human rights and liberties will ultimately prevail over tyranny
and aggressive militarism, bringing about our shared vision of peace and
stability to the region of South Caucasus.

Artsakh is 21 years old. 21 years of ordeals and achievements. We have done
a lot, but, of course, we understand that more remains to be done. The NKR
authorities will continue addressing the most pressing economic and
political challenges. And we hope that the United States will remain by our
side in our efforts and aspirations.

Les premières neiges ont bloqué partiellement le point de passage sur
les hauteurs de « Verin Lars » en Géorgie. Plus de 70 camions de
transport arméniens étaient bloqués hier matin. Le verglas rendant la
route très dangereuse. Mais les autorités géorgiennes ont finalement
décidé de laisser passer les véhicules de particuliers et les
autocars. Cette fermeture de ce point frontalier oblige nombre de
camions arméniens à faire un détour par l’Ukraine, occasionnant des
frais supplémentaires. « Verin Lars » est le point de passage le plus
direct entre l’Arménie et la Russie.

Le Parlement rejette un projet de loi antitrust de l’opposition

Le Parlement arménien a rejeté jeudi une motion demandant des mesures
gouvernementales radicales qui devaient selon l’opposition briser les
monopoles commerciaux et stimuler la concurrence dans le pays.

La majorité pro-gouvernementale à l’Assemblée nationale a bloqué le
projet de loi qui a été rédigée par le Congrès National Arménien (HAK)
et soutenu par les factions minoritaires.

Le projet de loi demande au gouvernement arménien d’élaborer et de
mettre en `uvre un « programme de mesures urgentes visant à
l’élimination des monopoles illégaux ».

L’un des changements résultant de la législation arménienne anti-trust
interdirait à toute société d’avoir une part de plus de 33 pour cent
dans tous les domaines de l’activité économique autre que les services
publics. Une autre mesure serait d’augmenter fortement les amendes
imposées aux entreprises jouissant de positions dominantes dans un
secteur particulier.

La proposition du HAK a également appelé à une « séparation claire des
pouvoirs publics et des entreprises ». Il y est stipulé que les
entrepreneurs qui sont élus au parlement ou nommés à des postes
gouvernementaux doivent transférer leurs avoirs à des organismes
publics.

Le gouvernement a réaffirmé son opposition au projet de loi que le
Parlement a commencé à débattre mercredi soir. Le ministre de
l’économie Tigran Davtian a nié l’existence de monopoles économiques
en Arménie, en disant qu’il y a des entités commerciales seulement
avec des « positions dominantes » sur certains marchés.

« Nous nous battrons pas contre des monopoles et des positions
dominantes, mais contre l’abus de position dominante » a déclaré
Tigran Davtian.

Le chef du groupe parlementaire du HAK, Levon Zurabian, a critiqué le
gouvernement le qualifiant d ‘« avocat dévoué aux monopoles et à la
corruption systémique ». Levon Zurabian a énuméré les secteurs de
l’économie qui, selon lui, subissent le monopole d’hommes d’affaires
proches du gouvernement.

Comme on pouvait s’y attendre, les propositions du HAK ont été rejetés
par la majorité parlementaire représentant les partis Républicain
(HHK) et Orinats Yerkir le lendemain matin. De nombreux députés du HHK
ont de vastes intérêts commerciaux. Certains d’entre eux, notamment
Samvel Aleksanian, a longtemps contrôlé les importations lucratives de
produits alimentaires et de carburant dans le pays.

S’adressant aux journalistes, Samvel Aleskanian a nié avoir monopolisé
tous les secteurs de l’économie arménienne. Il a également affirmé
qu’il n’est plus engagé dans les affaires.

« Bien sûr, il existe des monopoles d’affaires en Arménie » a reconnu
Armen Mkhitarian, un autre député du HHK. Néanmoins, Armen Mkhitarian
voté contre le projet de l’opposition.

Le projet de loi a été inopinément soutenu par deux députés du HHK.
L’un d’eux, Garegin Nushikian, est un riche entrepreneur.

De hauts responsables gouvernementaux ont reconnu que le manque de
concurrence entre les entreprises est un obstacle sérieux à une
croissance économique plus rapide en Arménie. L’an dernier, le
