Presidential elections exclusive opportunity to restore people’s trust, MP

No matter how much distrust we feel toward the upcoming presidential
election we should register that the authorities have exclusive
opportunity to form an effective atmosphere of success without serious
issues, MP from the Armenian Revolutionary Federation Dashnaktsutyun
Artsvik Minasyan told Tert.am.

He said one of the step to the success will be the restoration of
trust among people and only then the attempt to get out of the
existing situation.

`I believe that the step should be equivalent to the created
situation. It is necessary to conduct free, fair and transparent
elections to exclude the participation of criminal and money,’ he
said.

The MP said it is obvious that the authorities will invite all the
political forces and conduct joint discussions over the
social-economic issues the country is facing and ways to overcome the
existing challenges.

Minasyan said the non-competitive candidates is a signal to the
authorities that there is a serious issue in the political system
which endangers the statehood as well.

The MP urges not to forget that not only presidential elections are
expected in 2013 but also elections of Council of Elders which cannot
be compared with the presidential ones with their impact but again are
important elections for the formation of authorities of the capital.

Minasyan also said there is no need to tie the elections with the
improvement of the economic situation `as it is obvious that the
upcoming elections will not be active and tensed, but on the other
hand it is an opportunity for the authorities to try to apply a system
of fair elections.’ Though, the MP said he does not think with this
step the authorities will become legitimate.

`In general the issue of legitimacy is quite deep and is not agreed
with the results of the elections only. If majority of the society
imagines the social-economic programs of reforms of the political
system and it sees the future, in this case we may speak of high level
of legitimacy, the rest are just observations under the influence of
the moment,’ he said.
The MP wished the people restoration of faith.

YEREVAN. – Ukraine pays great attention to the comprehensive
development of cooperation with Armenia, Ukrainian Ambassador to
Armenia Ivan Kukhta told Armenian News-NEWS.am.

According to him, the most important was the sixth joint session of
Ukrainian-Armenian inter-governmental commission, head by Ukrainian
and Armenian government members Dmitry Kolesnikov and Tigran Davtyan
held on Nov. 19-20.

The commission discussed economic issues on the agenda. Also steps
were taken to searching new directions and forms of cooperation.

`Ukraine is ready to review issues on participating in the economic,
investment projects in Armenia, and Armenia in its turn is ready to
participate in suchlike projects in Ukraine,’ he added.

Having survived the Stone, Bronze, Iron Ages, feudalism, communism,
capitalism, our ancient country is destined to go through a unique
period which can be referred to as the Age of Idiocy.

This period has not ended yet but there are all the premises for that.
Is it possible to avoid it or will the Armenian people have to go
through it? It is impossible to answer this question confidently
considering both historical and modern circumstances.

One can start answering this question by the absence of state and
political traditions and the culture of independent organization of
public life when individual perceptions become dominant in the public,
promoting different saviors, chieftains and adventurers who form the
elite and enjoy the right to manage the entire resource of the
country.

For its part, the `elite’ is interested in the perpetuation of this
state of things because otherwise it cannot survive. It does not make
investments in modern education and science, hinders the introduction
of modern technology and industries which are able to change the
thinking and worldview of people.

For this purpose the elite forms political parties, makes a deal with
the church, buys the press and intellectuals who are tasked to subject
the public to information and psychological terror and keep the elite
from the rightful demands of the public.

Public consciousness and behaviors undergoes continuous degradation
which aggravates vicious phenomena and thinking, making people humble
and conformist under the weight of the myths of the elite.

Since independence Armenia has witnessed this conduct which culminated
in 2012. It was the peak of the period of idiocy. On the one hand, it
was funny to watch the behavior of the `elite’ and its servant
parties. But on the other hand, it was a tragedy, not for the elite
but for the people who seem literate, educated and smart enough to
understand that the mechanisms offered in the internal fight can serve
only the perpetuation of the anti-state system.

This is a tragedy because literate people intend to drag the public
out of the marsh of perceptions and myths and interpret the meaning of
constitutional state, the mechanisms of organization of a dignified
public life to them. Instead, these people tried to reduce the
problems of state and public life and identify them with the personal
problems of the `elite’ which have become a problem for Armenia.

Levon Ter-Petrosyan’s government was absolutely authoritarian, it was
based on the individual perceptions of a handful of people. The law
was not enforced, public institutions brought into being the
individual perceptions of life of a few people.

Robert Kocharyan crashed this `system’ and established the rule of
criminal law in the country. It could be described as more
`progressive’ – the perceptions of some people were replaced by a
system of perceptions. Tough rules were established, the resources
were divided to quotas and distributed to the participants of the
system which had to control the `area’ assigned to them and ensure the
proper functioning of the system. A stiff hierarchy was set up where
not even the slightest deviation was forgiven.

Serzh Sargsyan’s government is difficult to describe because in the
long run he has been unable to form a government. There are some
elements of previous governments. It has `objective’ reasons because
there are no more `authorities’ and `saviors’ whereas he cannot be
perceived as a `judge’ in the criminal system who can set the rules of
the game and make sure they are observed, and it is already cracking.
On the other hand, the transformation to a Constitutional state failed
although all the premises were in place. The Constitutional state is
the end of the system formed in the past 20 years.

The end was inevitable despite the efforts to prolong the existence of
this system on the eve of the parliamentary and presidential
elections. One the one hand, some civic groups have emerged which
achieve victories through well-designed mechanisms and activities,
which cannot pass unheeded. On the other hand, the systems based on
`saviors’ and `authorities’ cannot survive even the first visible
expression of the new reality.

The Armenian revolution is slowly clearing its path. The
anti-revolutionary forces – the criminal oligarchy and the political
parties – are passing to the margin of history. Perhaps, the `Age of
Idiocy’ was a historical must for the victory of the Armenian
revolution.

Deux responsables du gouvernement islamo-conservateur turc ont
vivement condamné jeudi la publication par l’hebdomadaire satirique
français Charlie Hebdo d’une bande dessinée sur la vie du prophète
Mahomet, qu’ils ont qualifiée de `provocation` ou de `torchon`.

`Je considère ceci comme une provocation`, a déclaré le vice-Premier
ministre Bekir Bozdag, cité par l’agence de presse Anatolie.

`Certains considèrent ceci comme une manifestation de la liberté
d’expression mais la liberté d’expression ne consiste pas à injurier,
insulter ou manquer de respect à la foi`, a ajouté M. Bozdag, qui a
appelé les musulmans à ignorer ces `provocateurs`.

De son côté, le ministre turc des Affaires européennes Egemen Bagis a
qualifié la BD publiée par Charlie Hebdo de `torchon`.

Lundi déjà, un proche conseiller du Premier ministre turc Recep Tayyip
Erdogan, Ibrahim Kalin, avait dénoncé une `provocation`.

L’hebdomadaire français, qui a à plusieurs reprises fait polémique en
publiant des caricatures de Mahomet, a affirmé que ce récit illustré
ne relevait ni de la caricature ni de la satire mais d’une
bibliographie rigoureuse.

En novembre 2011, après la publication d’un numéro spécial baptisé
`Charia Hebdo` contenant des caricatures de Mahomet, les locaux du
journal satirique avaient été incendiés et son site internet piraté.

DR. VARANT HAGOPIAN

Archbishop Oshagan Choloyan and the Religious and Executive Councils
announce with sorrow the passing of Dr. Varant Hagopian, a life-long
dedicated supporter of the Armenian Church, a Knight of Cilicia, and
former member and vice chairman of the Eastern Prelacy’s Executive
Council. Dr. Hagopian entered into his eternal rest yesterday, January
3, in Massachusetts. He was 84 years old.

A National Funeral officiated by His Grace Bishop Anoushavan
Tanielian, Vicar of the Eastern Prelacy, will take place Tuesday,
January 8, at 11 am, at St. Stephen’s Armenian Apostolic Church, 38
Elton Avenue, Watertown, Massachusetts. The Wake will take place on
Monday evening, January 7, at St. Stephen’s Church from 6 to 8 pm,
with services at 7 pm conducted by Bishop Anoushavan.

Dr. Hagopian served for many years as a member of the Prelacy’s
Executive Council during the tenures of Archbishop Karekin Sarkissian
(1974-77) and Archbishop Mesrob Ashjian (1978-1998). He served as Vice
Chairman of the Council from 1985 to 1988. He was awarded the Knight
of Cilicia insignia in recognition of his service by His Holiness
Karekin II, Catholicos of Cilicia (later Catholicos of All Armenians).

He is survived by his loving wife, Ruth, and their children, a son
Gary Hagopian and his wife Diane; two daughters, Melanie Hagopian
Asadourian and her husband Alan, and Liza Hagopian; a daughter Nanine
Hagopian McCarthy predeceased him; two sisters Anna Demurjian and Mary
Bukujian, and six grandchildren and two great grandchildren.

We pray All-Merciful God to receive his soul in eternal peace and
bliss.

YEREVAN. – CJSC `Department of Hydromechanics and Vibro-techniques’ at
the National Academy of Sciences of Armenia (in Armenia’s Gyumri city)
has developed a new wind farm.

Hybrid power with a capacity of 20 kW is designed to work with the
wind velocity of 3 to 18 m/s. The center has run works on setting up
and installing the generator.

Currently, a patent application for the invention is in the Agency for
the Protection of Intellectual Property of the Ministry of Economy of
Armenia, head of the department Gurgen Avetisyan told Armenian
News-NEWS.am.

`Once patenting the model, we hope to use it for generating
electricity,’ he stated.

Secretary of the board of Armenian `Heritage’ party Stepan Safarian,
in a conversation with the reporter of Armenian News-NEWS.am, said
that when the basis of bilateral relations between two states has
originally been presented incorrectly, as in case of the process of
normalization of Armenian-Turkish relations, it is better not to
continue.

`I am pleased that, based on the behavior of the Turkish authorities,
the process of normalization of Armenian-Turkish relations was
suspended. Otherwise, it is hard to imagine in what a stalemate
situation would the Armenian authorities find themselves,’ Safarian
said.

In his opinion, in fact, Armenia was not ready for the establishment
of Armenian-Turkish official relations.

`It would be better for the Armenian-Turkish relations to evolve on
the level of civil society,’ he added.

Safarian also said that `Heritage’ Party considers it necessary to
withdraw Armenian signature from the Armenian-Turkish protocols, as if
the task was to open the border, it could have been done without these
documents.

YEREVAN.- In 2012 no moves were taken to normalize Armenia-Turkey
relations, secretary of the Prosperous Armenia parliamentary group
Naira Zohrabyan told Armenian News-NEWS.am.

While Turkey is ruled by elite with a mentality similar to that of
Armenian Genocide perpetrators, no movement will be registered, she
said.

`I expect nothing from the government run by Gul, Erdogan and
Davutoglu. It is possible to expect something only from the reasonable
part of the Turkish society which is being formed in the country. It
was difficult to imagine but people went to one of the Istanbul
squares on April 24,’ she emphasized.

Zohrabyan said she pins hope only on young people in terms of
Armenia-Turkey reconciliation.

YEREVAN.- Nearly 60 thousand Yezidis reside in Armenia, half of them
in Armavir Region, head of the Yezidi Union Aziz Tamoyan told Armenian
News-NEWS.am.

Yezidi language is taught in all schools of 34 communities. Armenian
government is providing the textbooks and supporting Ezdihana
newspaper.

Tamoyan is confident that Yezidis must be more consolidated with the
Armenians. He believes Yezidis must learn much from well-versed and
educated Armenians.

`Our people are mainly engaged in cattle breeding and farming, which
largely prevents them from getting education,’ he emphasized.

Vazgen Safarian, président de l’Union des Producteurs de Marchandises
Domestiques, a invité les autorités à étendre l’impôt sur le luxe aux
propriétaires d’hôtels particuliers et d’appartements haut de gamme.

M. Safarian, qui est présent dans le Conseil présidentiel Public, a
dit qu’environ 15000 voitures ont été importées en Arménie au cours
des six premiers mois de cette année et seulement 15 pour cent étaient
employés.

Les amendements à la loi « sur l’impôt » adopté à la fin d’année
dernière, indique qu’une taxe supplémentaire soit être prélevée aux
voitures coûtant plus de 90000 $. On s’attend à ce que cela produise
un milliard de drams de recettes complémentaires.
