RUSSIAN AMBASSADOR IS HANDED A NOTE OF PROTEST

ArmInfo-Turan: Today Russia’s Ambassador to Azerbaijan, Vladimir
Dorokhin, was invited to the Foreign Ministry, where Deputy Foreign
Minister, Mahmud Mammadguliyev, handed him a note of protest over an
article “Over 25 years Karabakh learned to be unrecognized” published
on the website of the state news agency of Russia, “RIA-Novosti.”

According to the Foreign Ministry of Azerbaijan, Mammadguliyev informed
the Ambassador about growing number of anti-Azerbaijani articles in
the recent Russian media. This casts a shadow on the mediating role
of Russia in the Karabakh settlement process, as a co-chair of OSCE
Minsk Group.

Turan reports that in the article, “RIA-Novosti” ‘distorted realities
that are calling for the promotion of separatism and extremism,
disrespect of the territorial integrity of Azerbaijan. This is contrary
to the provision of the treaty between the two countries signed on
July 3, 1997 on “friendship, cooperation and mutual security.”‘

The publication of such a provocative article in the Russian government
agency is contrary to the spirit of friendship and cooperation between
the two countries and is harmful, Turan reports.

Since yesterday a number of pro-government media in Azerbaijan began
to criticize “RIA Novosti”. However, the Azerbaijani authorities
themselves, for many years, have opened the green light for this
agency in Azerbaijan.

Thus, the branch of the agency is located in a building owned by a
senior official of the presidential administration of Azerbaijan.

Many of the pro-government media are neighbors in the same building.

At one time, the state newspaper of Azerbaijan isolated whole columns
for messages of “RIA-Novosti” that was presented as a manifestation
of successful cooperation in humanitarian sphere.

HAYKAKAN ZHAMANAK: ARMAVIR MAYOR’S RESIGNATION REJECTED

Armavir Mayor Ruben Khlghatyan gave in resignation letter on February
22. According to Haykakan Zhamanak, he explained his move by saying
that Serzh Sargsyan received less votes than Raffi Hovannisian
in Armavir.

According to the paper, Khlghatyan’s resignation was rejected, so
he will stay in his post. The paper reminds that rumors have been
circulating about the resignation of Vanadzor Mayor Samvel Darbinyan,
but they were not confirmed.

Le culte de la personnalite de Heidar Aliev au paroxysme du ridicule
en Azerbaïdjan

L’Institut d’histoire de l’Academie des Sciences d’Azerbaïdjan vient de
creer une chaire d’etude sur ” l’alievisme comme science “, composee
de plusieurs chercheurs dedies aux travaux universitaires sur Heidar
Aliev, père de l’actuel president Ilham Aliev et considere comme ”
le père de la nation azerbaïdjanaise “.

Nul n’ignore que le culte de la personnalite a atteint le sommet
du ridicule en Azerbaïdjan. Mais cette volonte des autorites
azerbaïdjanaises d’ecraser le peuple azerbaïdjanais dans la servitude
au profit de ” l’idole ” du peuple prend un virage plus qu’inquietant
dans cet Etat membre du Conseil de l’Europe, du Partenariat oriental
de l’UE.

Le Conseil de coordination des organisations armeniennes de France
(CCAF) rappelle que Heïdar Aliev, ancien general du KGB et membre
du Politburo du PCUS est le responsable de la repression contre son
propre peuple et du nettoyage ethnique des Armeniens du Nakhitchevan.

Il a egalement a son actif une responsabilite dans les pogroms
anti-armeniens de Soumgaït, dont nous commemorons le 25e anniversaire,
dans la politique anti-armenienne de Bakou contre les Armeniens
du Haut-Karabakh et dans la montee du racisme anti-armenien en
Azerbaïdjan. L’alievisme ne correspond en rien aux critères de la
science. C’est une barbarie elevee au rang de socle ideologique
haineux portee par une dynastie au pouvoir de 1969 a nos jours,
a l’exception d’une parenthèse entre 1987 et 1993.

Le CCAF attire l’attention des gouvernements europeens et des opinions
publiques sur l’incompatibilite qui existe entre la dictature en
Azerbaïdjan et les valeurs universelles, humanistes et democratiques
qui regissent notre vie en commun en Europe. Cet Etat dictatorial
peut-il faire partie de la famille europeenne ?

UN ENFANT DE 13 ANS DISPARAIT DANS LA RIVIERE HRAZDAN

Un elève en 8ème annee âge de 13 ans Arsen B., a disparu dans la
rivière Hrazdan près du village de Khachpar dans la region de l’Ararat.

Des plongeurs du service des secours poursuivent les operations
de recherche, mais ils n’ont toujours pas ete en mesure de trouver
le garcon.

Selon les informations disponibles plusieurs enfants etaient alles
au bord de la rivière. Le garcon, qui a disparu, s’etait assis sur
la rive avec une fille, quand la terre a commence a bouger. La jeune
fille a pu eviter de tomber dans la rivière, mais Arsen n’a pas ete
aussi chanceux.

Les operations de recherche sont toujours en cours. Plus de details
seront fournis ulterieurement.

LE PRIX DU GAZ NATUREL EN ARMENIE VA AUGMENTER A 232 $ POUR 1000 METRES CUBE EN 2012 SELON LA PRESSE

Meme si le ministre armenien de l’Energie et des Ressources naturelles
Armen Movsisyan a declare pendant toute l’annee que le prix du gaz
naturel importe est reste le meme – 180 $ pour 1000 mètres cubes,
il a en fait augmente a 232 $ en 2012, selon un article publie dans
le journal Orakarg (Agenda).

” La Commission des recettes d’Armenie l’a finalement confirme
et que non seulement le prix du gaz russe a augmente en Armenie,
mais aussi qu’en 2012 son coût a ete calcule non pas par annee,
mais trimestriellement ” affirme l’article.

L’Armenie etait le seul etat de la CEI a calculer le prix du gaz
par annee.

Par exemple, l’Ukraine et la Moldavie ont deja applique la comptabilite
trimestrielle indique le journal.

Ainsi, l’Armenie a paye 444 millions de dollars pour 1,91 milliards de
mètres cubes de gaz selon la commission des recettes dans son rapport.

De ce fait, il s’avère que la valeur en douane de 1000 mètres cubes
de gaz russe est de 232,4 $ conclut le journal.

Se referant au rapport de la SRC, la valeur en douane du gaz importe
en Armenie s’elève a 220 $ pour 1000 mètres cubes au premier semestre
de 2012, 244 $ au troisième trimestre, 254 $ au quatrième trimestre.

” Meme si les statistiques demontrent clairement la hausse des prix,
les autorites armeniennes continuent de garder secret ce fait. Le
” secret ” est explique par le fait que le gouvernement avait
subventionne le prix du gaz pour les consommateurs en tenant compte
des elections presidentielles. Le pouvoir executif epongera le deficit
entre la valeur d’achat et les tarifs du gaz par le transfert de près
de 15% de son stock de 20% de part dans ArmRosGazprom a la societe
Gazprom ” selon l’article.

” Dans ces conditions, le changement des tarifs du gaz pour les
consommateurs est inevitable. Meme si le prix moyen de cette annee est
le meme que celui du quatrième trimestre de 2012, les consommateurs
vont encore payer 162 drams au lieu des 132 drams actuels et les
grands consommateurs 313,13 $ contre 243,13 $ pour 1000 mètres cubes “.

Plus tôt, le ministre de l’Energie Armen Movsisyan a declare le prix
du gaz en Armenie serait le prix le meilleur dans la CEI.

MUAMMER GULER NOMME MINISTRE DE L’INTERIEUR

Un remaniement ministeriel attendu depuis longtemps a eu lieu en
Turquie qui comprenait quatre ministères avec le changement le plus
important survenu au ministère de l’Interieur où le très critique
Idris Naim Sahin a quitte son poste remplace par Muammer Guler,
depute AKP de Mardin et ancien gouverneur .

Avec le remaniement, Omer Celik, le bras droit du Premier ministre
Recep Tayyip Erdoðan, a rejoint le cabinet pour la première fois depuis
2002. Les modifications sont arrivees a un moment où le gouvernement
a lance un nouveau processus de conciliation avec les Kurdes du pays.

Le ministre de la Culture et du Tourisme Ertuðrul Gunay a ete remplace
par Omer Celik, le chef du Departement des relations exterieures du
parti Justice et Developpement (AKP) ; le ministre de l’Education
Omer Dincer a ete remplace par Nabi Avcý et le ministre de la Sante
Recep Akdað par le Dr. Mehmet Muezzinoðlu.

Il y a des informations non confirmees qu’Erdoðan voulait changer
d’autres noms du Cabinet, mais qu’il a ete empeche par le president
Gul.

Qui est Muammer Guler ?

Avant le remaniement, Guler etait a la tete de la Commission
parlementaire des affaires de l’Interieur. Ancien haut fonctionnaire
au ministère de l’Interieur, Guler a servi en tant que gouverneur
d’Istanbul entre 2003 et 2010 et a fait face a des controverses
durant son mandat. L’opposition a accuse Muammer Guler de negligence
a son devoir lors de l’assassinat du journaliste Hrant Dink en 2007,
alors qu’il etait au pouvoir.

Guler est un depute de sa ville natale, Mardin, qui se trouve dans
le sud-est de la Turquie.

KARDASHIANS HELP BONE MARROW REGISTRY FOR TODAY’S DRIVE

The Kardashian sisters are promoting a drive organized by the Armenian
Bone Marrow Donor Registry, which is scheduled to take place Tuesday,
February 26 from 4 to 8 p.m at the Glendale Memorial Hospital
Auditorium, 1420 Central Ave.

An appeal from Kourtney Kardashian on behalf of her cousin CiCi,
who needs a bone marrow donor after her body stopped responding to
chemotherapy, is at the center of this alliance between the celebrity
sisters and ABMDR.

The organizations director, Dr. Frieda Jordan, hopes that the
Kardashians involvement would attract new donors.

“The buzz is there, I think the Kardashians are tweeting it for the
whole week,” Jordan told the Glendale News Press. “We hope there will
be hundreds [of registrants].”

Another drive is scheduled for Sunday at the Las Vegas Armenian
Apostolic Church.

“WAR” IN RA NA HALL

Today in the hall of the National Assembly of the Republic of Armenia
at one point it seemed that the situation could spiral out of control
and next skirmish could be registered in the hall. This time, however,
unlike in previous years, in the center of the incident were women
members. On one side there was a member of “Heritage” faction Zaruhi
Postanjyan, on the other side deputy of the Republican Party of Armenia
(RPA), Shushan Petrosyan.

After the announcement of the provision of speech the deputy of the
Party of “Rule of Law” Mher Shahgeldyan deputy from the “Heritage”
party Zaruhi Postanjyan got up, intending to leave the conference room
of the National Assembly. But the output still stopped when MP of RPA
Shushan Petrosyan sent her, pointing the way to the door, accompanied
by a replica, “Go, go!” Zaruhi, of course, “did not stay in debt”
and concentrated the attention of the whole hall, loudly announcing:
“If want, I’ll go, if I want, I’ll stay.” Shushan, in her turn, did
not go away, “well go.” Verbal skirmish of deputies threatened to
“failure” the meeting, but, fortunately, the women still came to
their senses and stopped the conflict.

NAGORNO-KARABAKH REPUBLIC’S JAN 2013 INDUSTRIAL OUTPUT AMOUNTS TO AMD 3028 MILLION

STEPANAKERT, February 26. /ARKA/. Nagorno-Karabakh Republic’s January
2013 industrial output amounts to AMD 3028 million in current prices
– 0.6% year-on-year growth, the National Statistical Service of
Nagorno-Karabakh Republic reports.

The Nagorno-Karabakh mining industry accounted for 24.6% of the
republic’s industrial output in January 2013, processing industry for
33.5% and the segment generating and distributing electric energy,
natural gas and water for 41.9%.

Consumer goods worth AMD 833.5 million were produced in Nagorno
Karabakh in January 2013. This is 10.2% more than the Jan 2012 result.

According to the statistical report, final products worth AMD 3026.4
million were sold in the republic in January 2013.

Some 165.4 tons of meat, including poultry products, were sold
in Nagorno Karabakh in January 2013. Some 2394.5 tons of milk and
1,455,000 eggs were produced as well.

Construction costing AMD 523.2 million was carried out in the republic
in this year’s January against AMD 341.5 million in the same month
of the previous year. ($1 – AMD 408.16). -0-

AZERIS GIVE MILITANTS KILLED NEAR KARINTAK FOR

The site of the “Khojalu: chronicle of unprecedented forgery and
falsification” published another confirmation of the fact that
Azerbaijan uses falsified images for fake propaganda in order to
“prove” its dispositions about Aghdam events that took place in 1992.

The site Xocali.net has collected a gallery of such frauds. Thus
the photo of “Karintak battle” is number 19 which is published on
Azerbaijani site AzXeber.com, where the Azerbaijani militants of Riad
Ahmedov’s unit who had attacked the Armenian village Karintak took the
role of “mutilated Khojalu inhabitants”(Dashalti as the Azerbaijani
version says).

The attack began on the night of 25 to 26 January. Battle lasted more
than 12 hours. Advancing rebels stumbled on the defensive posts of the
Armenians. 79 enemy soldiers were killed in the battle. Dozens more
were killed while escaping. By the end of the day the snow-covered
ridge was covered with the corpses of Azerbaijani soldiers.

Then, 21 years later, the bodies of the militants of Azerbaijani armed
forces, that were killed in battle on January 25, 1992, appeared in
the number of the civilians killed in Khojalu,” stated the site.

On February 26, 1992, during the war in Karabakh, around 200 to
300 people (according to Human Right Watch, and 600 according to the
version propagated by Azerbaijan) were killed in unknown circumstances
near the city of Aghdam. They have been deliberately withheld by the
Azerbaijani authorities in the midst of the military actions.

Population of the village of Khojalu, which was one of the firing
points shooting at the blockaded Stepanakert (among five others)
was kept in the village for months by force and was not evacuated by
the authorities of Azerbaijan deliberately, in order to use them as
human shields later.

Residents of Khojalu coming out through the humanitarian corridor,
that the self-defense forces of NKR had left open, freely passed more
than 10 km and reached the Aghdam city controlled by the Azerbaijani
troops. Later, not far from the positions of Azerbaijani troops dead
bodies of the villagers were found. The exact death toll remains
unknown as the official Baku publishes data contradicting each other.

Parliamentary Commission investigating the tragic death of the
civilians at Aghdam city was dissolved by the order of Heydar Aliyev,
the investigative materials are kept secret.
