monument of innocent victims on 28 February in connection with the 25th

YEREVAN, FEBRUARY 28, ARMENPRESS. The deputies honored the memory of
the Sumgait victims with a minute of silence in the National Assembly.

As reports “Armenpress” the Chairman of the National Assembly of the
Republic of Armenia Hovik Abrahamyan suggested to honor the memory
of the Sumgait victims with a minute of silence before the February
28 session launch. Also he laid a heavy emphasis on the fact that
Azerbaijan still continues the policy of hatred towards the Armenians.

Among other things he noted: “The Azerbaijani xenophobia and hatred
towards the Armenians in particular resulted in the genocides
against the Armenians, which continue till now and find support on
the governmental level in Azerbaijan.”

The massacre of the Armenian population in Sumgait, which is located
20 km from Baku, started on February 26, 1988. The Armenians were
attacked and killed both on the streets and in their apartments; the
silence of the Soviet authorities allowed the situation to worsen and
the violence reached its ultimate point on February 28. Those events
were largely supported by the police and government. The massacres
were unprecedented with their cruelty and inhumanity.

ordinaire ” qui retrace les crimes commis en Azerbaïdjan contre les
Armeniens au 20e siècle comme les massacres de 1988 a 1994 a Soumgaït,
Bakou, Kirovabad ainsi que d’autres localites. Cette attaque armenienne
du site azeri vient alors que dans le monde entier les Armeniens
ont commemore les pogroms anti-Armeniens de Soumgaït (fevrier 1988)
coûtant la vie a des centaines de civils armeniens vivant dans cette
ville d’Azerbaïdjan alors que les premiers mouvements de l’independance
du Haut Karabgah etaient en cours. Bakou a ainsi choisi de briser dans
le sang a Soumgaït, la revolte pour la liberte et de l’independance
du joug azeri des Armeniens du Haut Karabagh.

COMMUNIQUE GROUPE D’AMITIE FRANCE-AZERBAIDJAN A L’ASSEMBLEE NATIONALE

Alors que l’Assemblee nationale francaise a toujours ete un lieu de
respect, de dialogue et d’echanges, nous condamnons de la manière
la plus ferme les evenements survenus hier au sein meme de notre
institution.

En effet, alors que le Bureau Francais de la Cause Armenienne et le
Comite de Defense de la Cause Armenienne organisaient hier mardi
26 fevrier une conference intitulee ” 25 ans après les pogroms de
Soumgait, situation actuelle et perspectives d’avenir pour le peuple
du Haut-Karabagh “, deux ressortissants azeris, dont une jeune femme,
presents a la conference, ont ete violemment agresses par d’autres
participants.

Ce fait sans precedent dans les locaux de l’Assemblee nationale
francaise ne peut rester sans suite et ses auteurs doivent etre
sanctionnes. Il temoigne par ailleurs d’une intolerance inacceptable
et d’un mepris pour tout dialogue constructif et apaise, qui seul
pourra mener a la paix et a la reconciliation dans cette region du
Sud-Caucase où l’Armenie occupe toujours militairement une grande
partie du territoire azeri, au mepris des resolutions de la communaute
internationale.

Interparliamentary Friendship Group with Azerbaijan in the Lithuanian
Seimas Juras POŽELA commented on the adoption of a declaration
on creation a friendship group between Lithuania and so-called
“Nagorno Karabakh Republic” established in the occupied territories
of Azerbaijan.

Juras POŽELA’s bureau told APA that “Lithuania – Armenia: the look to
the past” conference was held in the Parliament of Lithuania during
which member of the Parliament Dalia Kuodyte declared that a group
of members of the Parliament of Lithuania adopted a declaration on
creation a friendship group between Lithuania and Nagorno Karabach
Republic. We deeply regret that on the days of the tragedy of
Khojaly several members of the Parliament organized this event. Such
initiatives do not contribute to the peace and actually worsen the
situation. I do not support such actions of Dalia Kuodyte. Many of the
members of the Parliament of Lithuania expressed solidarity with the
people of Azerbaijan by signing an appeal to the European Community.”

Yesterday the Armenian media reported that members of Lithuanian
Seimas adopted a resolution on the establishment of friendship group
between the Seimas and separatist regime in Nagorno-Karabakh.

Istanbul: Call Made For Trabzon Governor To Testify In Dink Trial

A civil society organization set up specifically to monitor the
trial dealing with the case of murdered Turkish-Armenian journalist
Hrant Dink announced on Wednesday it had submitted a petition to
the İstanbul Chief Prosecutor’s Office asking that former Trabzon
Governor Huseyin Yavuzdemir be called as a witness in the event an
appeals court rules for a retrial.

Yavuzdemir was the governor of Black Sea province Trabzon when Dink
was shot to death by an ultranationalist youth outside the offices
of Armenian weekly Agos in 2007. Trabzon is linked to the case in
that the majority of suspects hail from that city and information
suggesting the murder was plotted there.

In his testimony to a sub-commission of the Human Rights Commission
in Parliament, Yavuzdemir said he held daily meetings with Trabzon’s
provincial police chief and provincial gendarmerie commander as
stipulated by law while governor of Trabzon. He said he was not given
any information about the activities of Yasin Hayal or of plans to
murder Dink.

Hayal was a prime suspect in Dink’s murder.

Yavuzdemir also said he was not informed about a Feb. 17, 2006 letter
written by the Trabzon Police Department to İstanbul’s police
headquarters that included information about a plot to murder the
journalist in İstanbul.

“As the governor representing the state, if I had been informed about
the [murder] plot, I would have take the necessary legal action and
contributed to measures that could have prevented the assassination,”
Yavuzdemir told the sub-commission.

The hitman in the murder, Ogun Samast, and 18 others were tried in
proceedings that began in 2008. During the trial, lawyers for the Dink
family and the co-plaintiffs in the case presented evidence indicating
that Samast had not acted alone. Another suspect, Hayal, was given
life in prison last year for inciting Samast to murder. However, Erhan
Tuncel, who worked as an informant for the Trabzon Police Department,
was not found guilty of conspiring in the murder.

The prosecution believes the killers are affiliated with the Ergenekon
network, of which suspected members are currently standing trial
on charges of plotting to overthrow the government. Lawyers have
documented that the police force in Trabzon, as well as the İstanbul
Police Department, knew about the murder. In a separate trial, two
gendarmerie officers were convicted on charges of “dereliction of
duty” in the run-up to the Dink murder. There have also been other
instances that hinted at a cover-up and extrajudicial protection of
the suspects. In the end the court ruled that a group of teenagers
plotted to kill the journalist because he was an Armenian. The verdict
was met with outrage by civil society groups, politicians and others.

Interview with Manvel Sargsyan, ACNIS director

Mr. Sargsyan, we seem to have underestimated people so far thought
they were weak and disappointed. Has the society proved that we
were mistaken?

Whenever a political force fails, it immediately blames the society –
it is bad, it is venal. In the parliamentary election the government
put the society in a marginal state, playing a game with the political
balloon, the PAP, spoilt the solutions and involved everyone in
this process.

Meanwhile, people are encouraged whenever they see hope and
constructive proposals. So was in 2008 and so is now. People gave
their votes, afterwards the regime concocted the result it needed,
established elections as a mechanism of its reproduction, which was
followed by post-electoral processes till the next election.

This time the regime was shocked because a lot of political parties
understood the election would not change anything and did not run
in the election and stated that everything is finished, dead. They
have projected their own perceptions on the country and state if
they sink, the whole country will sink. This is the main issue of
the clan approach.

Mr. Sargsyan, why did Serzh Sargsyan decline Raffi Hovannisian’s
proposals? Earlier he was believed to differ from Robert Kocharyan.

Perceptions that Serzh Sargsyan differs from Robert Kocharyan are
invented and have nothing to do with the reality. It is the same
criminal-oligarchic system, and if persons change, the essence does
not change. They will never allow the mechanism of free elections
and justice to work because the criminal-oligarchic system is based
on decay of these two pillars. This work is being done. This work is
done by the RPA, the party of oligarchs which dominates the state.

Accordingly, the key political issue has been formulated in this
country. The parties with anti-constitutional activities do not have
the right to run in the election. The problem has been formulated but
I still do not know how this problem must be solved. The question
arises whether it is possible to establish an electoral mechanism
in Armenia. So far nobody has put forth the concept that first there
must be a guarantee of free elections to be followed by a legitimate
government. But the key issue is if the Armenian society will be able
to ensure free elections.

Mr. Sargsyan, Andrias Ghukasyan put forth these ideas but they did not
become a subject of discussion, were not understood profoundly. Why?

It’s very important why. People are unable to read and understand five
lines on a page that free election is possible if the illegal party
does not participate in the election. When it participates, and its
participation is recognized as its right, there is no election. This
is simple but the Armenian society of clans is unable to understand
this. When the problem is formulated, it is understood with difficulty
by the society, our society is the victim of non-formulated problems.

Let’s refer to the example of other countries to explain what to
formulate an issue means. In the last year of Perestroika in the
country where people lived under the yoke of the Communist Party for
70 years Boris Yeltsin formulated the problem. He said the one trouble
in the country is the ruling Communist Party which has usurped the
state, and the country will not be a country unless it rids of that
party. He said so, he led the country forward.

Now, when we put forth an objective, we must state it clearly what
we are speaking about, what the aim of people is. It is hard to
formulate the objective but it is even more difficult to perceive the
formulated problem. But I know there are political and public figures
who have realized the problem of the country – having a free electoral
mechanism which is ensured by way of depriving the party which has
usurped government of the right to participate in the election. If
this question is understood, the country will move forward, if not,
a futile cycle of five years will start. This time there will be
another purpose of mobilization.

Now will there be a clear action plan, not short term ones?

People were brought to the rally, later they were sent home without a
clear task, weren’t they? Moreover, it is not right to divide the task
between leaders and people. This is a weak practice. People must be
involved in solving the formulated task. We have had such an approach
in our modern history. For example, a problem was formulated in 1988.

The Regional Soviet of Nagorno-Karabakh applied to the RA Supreme
Soviet for unification of Nagorno-Karabakh and Armenia. The Supreme
Soviet of Armenia had to answer, Armenia was under the Communist
yoke, the deputies of nomenclature did not utter a sound. Half a
year passed, people gathered on Freedom Square, set forth the issue,
worked out the task and drafted an action plan how to have the deputies
accept it. People were divided to groups, designated team leaders,
made hundreds of deputies one by one to adopt a decision. Now the
problem has been formulated, it is necessary to find the technology
which will deprive the RPA of the right to run in the election and
dissolve. If we succeed, we will change the situation, if not, the
same situation will continue in the country.

Maybe it is very difficult to defeat the criminal-oligarchic system.

The criminal-oligarchic system is the consequence of this state
of things. If the society is unable to define clearly the public
interest, define the problem, the criminals permanently usurped the
public administration until the society stands up and drives them
away. However, the problems are more and more clearly defined.

Is a different result possible if a lot of forces join the movement?

First it is necessary to introduce the goal and the action plan. It
is obvious at the moment that a big part of the society is ready
to achieve any objective. Most probably, they are ready to do it
themselves, not relying on leaders. Entire towns have escaped the claws
of the regime. Young people are mobilized. There is a possibility
to self-organize over a common goal – oust the politicized criminal
united under the RPA flag from the public administration.

Today there are proposals to form interim committees in different
areas, organizations and companies. I think this is a good idea.

Students can form the first of such strike committees and oust the
RPA clans from universities, starting with the nomenclature student
boards. Furthermore, the City Hall, the parliament, the president
administration. An important job will be found for the Armenian
political parties – not to hinder people’s “cleaning” job.

the post-election situation in Armenia on Tuesday.

“Dear Armenian people, on February 18 you proved that you have
dignity,” Mrs Postanjyan said.

She noted that, for centuries, the Armenian people has not been
allowed to exercise its right to rule its own country.

“We should warn the accomplices in the crime that their efforts to make
Serzh Sargsyan’s Armenia’s president are doomed to failure,” she said.

Lithuanian Republic on February 26 adopted a declaration on creation
a friendship group with Artsakh. Armenpress was informed from external

It is mainly noted in the declaration:

“Taking into account the 25th anniversary of Artsakh movement, when
Armenian nation implemented its right of self-determination, and at
that time Lithuania greeted that willing and presented its support
to the peaceful resolution of the issue;

taking into account that in the struggle for the independence Artsakh
and Lithuanian people were guided by norms of international law,
democratic values and common ideas, to which they remain to be faithful
till now;

sharing European territory policy, according to which every inhabitant
of it has the right of access to basic rights and fundamental freedoms;

taking into account that right of self-determination is the only
guarantee of the insurance of physical security and democratic
development of nations in international practice;

noting visible efforts of Artsakh aimed at creation of free and
democratic society through holding legitimate elections and creating
responsible and efficient government;

NUMBER OF EVENTS DEDICATED TO 25TH ANNIVERSARY OF ARTSAKH MOVEMENT HELD IN CANADA

YEREVAN, FEBRUARY 26, ARMENPRESS: Events dedicated to 25th anniversary
of Artsakh movement were held in Montreal and Toronto cities of Canada
on February 22 and 23. Events were held with the support of Armenian
Embassy in Canada and Central Committee of the Armenian Revolutionary
Federation in Canada.

As Armenpress was informed from press, informational and public
relations department of Armenian Ministry of Foreign Affairs, Davit
Ishkhanyan, representative of Artsakh ARF, who had arrived in Canada
in order to participate in the event, presented the history of Artsakh
movement through his speech. About 600 guests participated in those
two events.
