LETTER TO THE PRESIDENT OF EUROPEAN PEOPLE’S PARTY

Dear Sir:

As you know, on February 18 a presidential election took place in
Armenia. It was contested primarily by the leaders of two parties-the
ruling Republican Party and the opposition Heritage Party-both observer
members of the EPP.

Before the campaign you had conveyed your warm wishes to both
candidates, and expressed your hope for the conduct of a free, fair,
and democratic election. Despite the incumbent’s numerous promises,
the election was anything but free and fair. In fact its results
were systematically falsified, as the incumbent Republican candidate
tried to steal victory by a process of serial ballot-stuffing,
ballot-stealing, and multiple-voting. It remains something of a
miracle that, despite the incumbent’s vast abuse of state resources
throughout the campaign, Raffi Hovannisian earned the majority of
actual votes-not only in every major city, but also in most areas
throughout the republic.

The attached file includes an analysis of the official election results
produced by the independent organization Policy Forum Armenia (whose
findings have been affirmed by several statisticians throughout
the world, including Frederik Sjoberg of Columbia University),
the Interim Report from ODIHR, and a testimonial letter from one of
the distinguished OSCE observers himself. These documents speak for
themselves-and complement a vast body of evidence, both testimonial and
captured directly on video, of the fraud that took place on February
18. This is proof not merely of incidental violations here and there
with no clear effect on the outcome, but rather of a deliberate,
professional disenfranchisement of the Armenian citizen’s democratic
will.

In short: Raffi Hovannisian earned a vast majority of votes in nearly
every precinct where average voter turnout was registered, while Serzh
Sargsyan received nearly or more than 100% of actual votes everywhere
with impossible voter turnouts of 80-99%.

As the de facto president Serzh Sargsyan travels to foreign
countries and receives congratulations on his false victory, Raffi
Hovannisian-the candidate overwhelmingly elected by the Armenian
people-has begun a hunger strike to demand recognition of the true
election results. He has also been open to the possibility of a second
round run-off.

Mr. Martens: Armenia has no future without democracy and free
elections, without a legitimate president, without compliance with
international standards and its own Constitution. The Armenian people
simply can no longer afford to live under a ruler they did not elect.

Their disenfranchisement has nearly robbed them of all faith in
their nationhood. We urge you to reconsider, in correspondence with
EPP’s very own values and standards, your decision to congratulate
the incumbent.

We hope that the EPP will recognize the legitimate vote of the
Armenian nation and will not contribute to the deepening of the
political crisis which has developed in Armenia. Rather, it must
become a true champion of democracy-not of this or that political
party, but of the Armenian people, who made their rightful decision
with definitive hope and courage on February 18.

If your presidential determination-which flies in the face of
European benchmarks of the rule of law, civil liberty, and democratic
justice-becomes the official institutional policy of the entire
EPP family, we shall be compelled to reevaluate our membership in
our great organization that has, most regrettably, deviated from the
fundamental precepts, values, and commitments which we seemed to share,
and which were the foundations of our application.

Russian Border Guards In Armenia’s Gyumri To Be Allocated Two Buildi

YEREVAN. – The Government of Armenia will allocate, with a right of
free use, two residential buildings in Gyumri city to the Department
of Border Protection of the Federal Security Service of the Russian
Federation.

The respective draft decision is included in the agenda of Thursday’s
Cabinet meeting.

These buildings are located at the places where the Russian border
protection troops are stationed and, in actual fact, they are used
by the border guards and the service personnel, notes the report
submitted by the Armenian Government-Affiliated State Property
Management Department.

LE PKK FAIT UN GESTE ENVERS ANKARA ET LIBÈRE DES PRISONNIERS TURCS

Les rebelles kurdes du Parti des travailleurs du Kurdistan (PKK)
ont libere mercredi, comme convenu, huit prisonniers turcs qu’ils
detenaient depuis deux ans dans une base du nord de l’Irak, un geste en
direction du gouvernement d’Ankara destine a favoriser les discussions
de paix engagees en decembre.

Ces huit personnes, sept fonctionnaires et un soldat, ont ete remis
a une delegation turque composee de deputes et de militants, dans les
montagnes de la region autonome du Kurdistan irakien a une trentaine
de kilomètres de la frontière turque.

Ils ont ensuite immediatement pris la route jusqu’au poste-frontière
de Habur, près de la ville turque de Cizre, où ils ont retrouve leurs
proches en debut d’après-midi loin des regards des journalistes. Ils
devaient ensuite etre rapatries par avion dans leurs foyers.

Le PKK a presente cette liberation, a la demande expresse de son chef
emprisonne Abdullah Ocalan, comme un geste de bonne volonte.

“Nous avons procede a cette liberation avec les meilleures intentions
qui soient. Nous ne comptons en tirer aucun profit, qu’il soit
politique ou financier. Il s’agit simplement d’un geste humanitaire”,
a assure devant la presse un des commandants de la branche armee de
la rebellion kurde, Baver Dersim (bien Dersim).

“Aujourd’hui, la balle est dans le camp de la Turquie. A elle de
prouver sa bonne volonte pour que soit enclenche un processus de paix”,
a-t-il ajoute.

Ces prisonniers avaient ete captures dans le sud-est de la Turquie,
theâtre des combats qui opposent les rebelles kurdes et les forces
de securite turques.

Le PKK a deja procede dans le passe a des liberations de prisonniers
turcs. Celle-ci s’inscrit clairement dans le cadre des discussions
de paix reprises au mois de decembre entre le gouvernement
islamo-conservateur d’Ankara et Abdullah Ocalan, qui purge depuis
1999 une peine de prison a vie.

La liberation de ces prisonniers a ete saluee par le president turc
Abdullah Gul, en visite en Suède. “Si la violence et les armes sont
abandonnees, alors nous pourrons facilement passer des questions de
securite aux reformes”, a espere M. Gul.

“Bonne volonte”

Le ministre de l’Interieur Muammer Guler a lui aussi exhorte les
rebelles a confirmer sur la voie “d’actions de bonne volonte”. “S’ils
veulent la paix, ils doivent continuer dans cette voie”, a-t-il dit
aux journalistes a Ankara.

Selon des sources gouvernementales et kurdes, Abdullah Ocalan
devrait maintenant appeler a un cessez-le-feu unilateral le 21 mars,
a l’occasion du nouvel an kurde, le Newroz, puis un abandon complet
des armes d’ici août.

En echange, le gouvernement islamo-conservateur turc a presente la
semaine dernière au Parlement un projet de loi qui doit permettre
la liberation de certains militants kurdes accuses de collusion avec
le PKK.

Le Premier ministre Recep Tayyip Erdogan a egalement propose
aux combattants du PKK qui accepteraient de deposer les armes un
sauf-conduit vers l’Irak, mais il a ecarte categoriquement le scenario
d’une amnistie generale.

L’un des deputes du Parti pour la paix et la democratie (BDP,
pro-kurde) present dans la delegation turque qui a recupere les
prisonniers a pourtant fait de la remise en liberte du chef historique
du PKK une condition a la poursuite des discussions.

“Le processus de paix ne continuera pas en Turquie sans la liberation
de notre chef Abdullah Ocalan”, a insiste Husamettin Zenderlioglu.

Le chef du PKK doit recevoir pour la troisième fois dans sa prison
d’Imrali (nord-ouest de la Turquie) une delegation de deputes du BDP
“dans les jours prochains, peut-etre la semaine prochaine”, a indique
le porte-parole du Parti de la justice et du developpement (AKP,
au pouvoir), Huseyin Celik.

L’operation s’est deroulee dans la discretion pour ne pas froisser
l’opinion publique turque, dont une partie rejette toute discussion
avec le PKK, une organisation classee comme “terroriste” par Ankara
et de nombreuses capitales etrangères.

En 2009, de precedents efforts de paix avaient deraille lorsqu’un
groupe d’une trentaine de combattants du PKK avaient symboliquement
depose les armes et etaient rentres en Turquie, où ils avaient ete
accueillis en heros. Ces manifestations avaient vire en protestation
contre le gouvernement turc.

Le conflit kurde a cause la mort de plus de 45.000 personnes depuis
1984.

Tomorrow, Serzh Sargsyan, who is already back from Moscow, will leave
for Brussels to meet with the Chairman of European People’s Party
Wilfred Martens. The visit was not announced, and it is not ruled out
that it was decided after Serzh Sargsyan’s meeting with Vladimir Putin.

The fact that after the meetings, the presidents didn’t make any
statement means that they hadn’t reached any agreement on the issues.

The only concrete thing Serzh Sargsyan said was his gratitude for the
“progress in military cooperation after our last meeting”. At the “last
meeting” Serzh Sargsyan had called on Russia not to sell weapons to
Azerbaijan. It is possible that Moscow decided not to sell weapons to
Baku, moreover, Aliyev achieved the withdrawal of the Russian Gabala
military base from Azerbaijan.

Though it is not ruled out that the point is about the growth
of weapon supply to Armenia and the strengthening of military
cooperation. Let’s say that during the visits of the Russian minister
of defense Shoygu and CSTO Secretary General Bordyuzha to Armenia, a
new military-technical agreement was mentioned. Besides, the Russian
military base in Armenia has become more active which holds military
exercises in mountains and in the air. But the apogee has been the
statement by General Shamanov that the CSTO troops may be deployed
in Armenia to overcome the “crisis”.

That is “progress” has really been recorded in the military
cooperation, but only in military. Other spheres, most likely, are
Brussels’ prerogative, and so Serzh Sargsyan is leaving there.

Serzh Sargsyan said in Moscow that he expects economic support from
Russia. In the end, it is evident that the loans are over and it is
time for a new fundraising. Perhaps, Sargsyan asked Putin the next
allocation of the billion loan, but after refusal, he decided to
leave for Brussels – “the West will help”.

Experts think that despite congratulations, the lack of concrete
investments, agreements and Carrefour supermarket in Yerevan prove
that world leaders are not sure whether Serzh Sargsyan will keep his
office. It is possible that Sargsyan’s visits to Moscow and Brussels
aim to get new guarantees. Putin congratulated but gave nothing. Let’s
see what Martens will say.

NAIRIT PLANT WORKERS CALLED IN FOR QUESTIONING

On the heels of a Hetq investigative series looking into the
disappearance of millions of dollars in loans at the Nairit rubber
plant, the RA Prosecutor General is now inviting factory employees
in for ~Stalks~T.

Hetq was told that no criminal charges have yet been filed in the
Nairit Plant matter and that workers had merely been asked to provide
any information that could shed light on the issue.

Former Nairit Plant directors have already been questioned several
times.

Karen Israyelyan, who served as director from 2005 to 2007, told Hetq
that he had been questioned as a witness in the Numard Trading affair.

YEREVAN.- Chief of Armenia’s Police Vladimir Gasparyan on Wednesday
visited Raffi Hovannisian in Liberty Square where the latter is
holding a hunger strike.

Gasparyan and Hovannisian had a private conversation. Members of
Heritage Party Armen Martirosyan and Ruben Hakobyan were unaware of
the details, while Hovannisian said he would answer the questions
during the 5pm press conference.

MP from opposition ANC faction Nikol Pashinyan also visited
Hovannisian.

USA-BASED HUMAN RIGHTS ACTIVIST ARA K. MANOOGIAN SENDS OPEN LETTER TO US PRESIDENT BARACK OBAMA

USA-based Ara K. Manoogian, a human rights activist, an investigative
journalist sent an open letter to US President Barack Obama which
runs as follows:

“Dear Mr. President, I would like to express my concern about your
congratulatory message to Serzh Sargsyan, the acting President of the
Republic of Armenia, on his re-election. Your message came 12 days
after the Presidential Election, which was marred with considerable
election fraud. What I would like to ask you is: what changed between
February 18 and March 2, to convince you that the official election
results are reliable?

Your note of congratulation came amid numerous reports on election
fraud, including ballot stuffing, voter bribing, voting on behalf
of emigres and deceased individuals, and multiple voting. The public
outcry over these falsified official election results has escalated,
with massive rallies held throughout Armenia and in other Armenian
communities all around the world. Receipt of your congratulatory note
also coincided with the day that OSCE/ODIHR revised its initial,
generally positive assessment of the election, acknowledging the
sensibility of public distrust in the official election results,
and indicating facts that amount to election tampering.

I have always had respect for your adherence to democratic values and
rule of law. However, I believe that your congratulatory message to
Serzh Sargsyan on March 2, 2013, was a disappointing departure from
your core principles.

Congratulations from such significant world powers as the United States
simply legitimize election fraud and are being used by Serzh Sargsyan
and the ruling elite to cement the travesty of their re-election
as acceptable.

On March 4, 2013, U.S.-born Raffi Hovannisian, the presidential
runner-up according to the official election results, filed a petition
with the Constitutional Court of the Republic of Armenia, seeking to
annul the official results of the February 18 presidential election
and certify Raffi Hovannisian as President-elect.

He declared a hunger strike on March 10, 2013, until either the
Constitutional Court admits that the official election results were
skewed in favor of Serzh Sargsyan or the latter admits to election
fraud and steps down. Raffi Hovannisian has also declared he would
concede to a runoff to confirm the validity of the outcome.

Lack of response or refusal to withdraw your congratulations will
result in my declaration of a hunger strike. I would humbly ask that
you respect the vote and the will of the Armenian people and the
independence of our Constitutional Court by retracting your untimely
congratulations until the Armenian citizens themselves resolve the
current political crisis.

Au nom de la liberte d’expression et de l’independance de la recherche,
nous demandons la levee de toutes les condamnations concernant la
sociologue turque Pinar Selek.

Pinar Selek, doctorante en sciences politiques a l’Universite de
Strasbourg, subit depuis bientôt 15 ans un veritable acharnement
politico-judiciaire en Turquie, dans un procès dont les irregularites
scandaleuses ont ete denoncees avec force par les experts auprès du
Parlement europeen. Poursuivie pour un crime dont elle a ete innocentee
a trois reprises, le 24 janvier dernier elle a ete condamnee a la
prison a vie. Son seul tort est le courage qu’elle a manifeste en 1998,
lorsqu’elle a refuse de livrer a la police l’identite de militants
kurdes sur lesquels elle conduisait ses travaux de sociologue. Ni
l’emprisonnement, ni la torture, ni les manipulations judiciaires
ou les intimidations n’ont entame la resolution de cette sociologue
a poursuivre ses travaux, a defendre des valeurs feministes, les
Droits de l’Homme et la cause des minorites. A travers ces injustes
poursuites, ce sont aussi les principes fondamentaux de la liberte
academique et de l’independance de la recherche qui sont bafoues.

Aujourd’hui la communaute de recherche et d’enseignement se mobilise
en faveur de Pinar Selek. Des societes savantes, des associations et
des organisations syndicales du monde universitaire exigent la fin
des persecutions dont elle est l’objet. A l’Universite de Rouen s’est
constitue un comite de soutien qui a pris l’initiative d’inviter Pinar
Selek le mardi 26 mars a la maison de l’Universite entre 17h et 19h.

soit vendu sous couvert de b~uf a annonce le porte-parole du service
Babken Pipoyan.

” Si je ne me trompe pas, au debut de l’annee dernière, nous avons
enregistre un cas de viande de cheval vendu sous le couvert de b~uf,
et les coupables ont ete condamnes. Mais le dernier check-up en
Decembre 2012 n’a decouvert aucun cas ” a declare Babken Pipoyan.

Le porte-parole a indique le service effectue des contrôles reguliers
non seulement a Erevan, mais sur tous les principaux marches des
regions du pays.

Le premier genocide du XXme siècle reste impuni. La Turquie continue de
nier les massacres de plus d’un million d’Armeniens ottomans pendant la

negationnisme, hante par ce passe qui ne passe pas. Meme si des Turcs
se battent courageusement contre l’ideologie officielle, a l’instar
de Taner Akcam, qui preface ce livre.

Enfin, la Turquie et le Fantôme armenien apportera des elements
au debat en cours en France sur la penalisation de la negation du
genocide armenien – la loi votee en janvier 2012 puis refusee par le
Conseil constitutionnel ; le president Francois Hollande a promis un
nouveau texte.

Laure Marchand est la correspondante du Figaro et du Nouvel Observateur
en Turquie, et Guillaume Perrier est le correspondant du journal Le
Monde. Il tient egalement le blog Au fil du Bosphore.

De l’ouverture des negociations d’adhesion a l’UE en decembre 2004, a
aujourd’hui, ils ont suivi pas a pas les transformations que connait
la Turquie, notamment sur “la question armenienne”, l’une des plus
sensibles.
