YEREVAN, APRIL 8, ARMENPRESS: Foreign Minister of Armenian Republic
Edward Nalbandian on April 8 received British politician, Liberal
Democrats’ main frontbench spokesperson in the House of Lords on
Foreign Affairs and government spokesperson in the House of Lords on
the Foreign and Commonwealth Office, Lord in Waiting Baron Wallace of
Saltaire. As Armenpress was informed from press, informational and
public relations department of Armenian MFA, during the conversation
Minister Nalbandian stressed the importance of recent high level
bilateral mutual visits and measures taken for the development of
trade and economic relations.

Expressing gratitude for the reception, Lord in Waiting Baron Wallace
of Saltaire has noted that interest of Great Britain in the
development of cooperation with Armenia is gradually increasing.
Edward Nalbandian and Lord Wallace recorded the interest of the two
countries in the further deepening and extending of the partnership.

Interlocutors have referred to number of international and regional
issues. Armenian Minister presented to the guest the latest
developments of the settlement process of NKR conflict. In this
regard, Lord Wallace has noted that the only resolution that UK sees
for the conflict is the peaceful settlement of it and underlined that
it suggests the efforts initiated by the Co-Chairs of the OSCE Minsk
Group.

On April 4, the OSCE mission conducted monitoring of
the Line of Contact between the armed forces of Nagorno Karabakh and
Azerbaijan in the Martakert – Tartar and Aghdam – Barda directions. As
is known, such observations are carried out regularly, but this
monitoring was specific – it comprised the OSCE Minsk Group
Co-Chairmen Igor Popov (Russia), Jacques Faure (France) and Ian Kelly
(USA). Another feature of it was that during the monitoring, the Minsk
Group Co-Chairs crossed the Line of Contact through a de-mined
corridor and passed to the NKR territory.
I must say that this trip of the international mediators is the
continuation of their regional visit, which took place in mid-March,
but was truncated, because due to the Muslim holiday of Novruz, at the
request of Azerbaijan, the visit to Baku was postponed. As a result,
the Minsk Group co-chairs met with the President of Azerbaijan on
April 2, after which the mediators, as already noted, crossed the Line
of Contact on foot and came to Nagorno-Karabakh. On April 5, the
co-chairmen similarly crossed the Line of Contact and passed from the
territory of Artsakh to the opposite side. Given that the NKR
President received the OSCE Minsk Group co-chairmen in Stepanakert on
March 19, no official meeting took place this time.
Should we look for a hidden meaning in the fact of crossing the front
line? We think not. Similar crossings took place earlier purely for
monitoring purposes. Most likely, the crossing was organized this time
for the new Co-Chairman of the Minsk Group, Ian Kelly, who should
familiarize with the Karabakh conflict in all its aspects, including
the Line of Contact, for involvement in the activity. We are not going
to judge whether the U.S. diplomat managed to feel the extreme tension
on the frontline. And frankly speaking, the personal feelings of Mr.
Kelly are not so important. Well, except for him. More important is
the following – did Ian Kelly and his colleagues manage to record
during the monitoring the movement of the Azerbaijani manpower and
equipment, the accumulation of which has been recently noticed on the
border with Armenia and Nagorno-Karabakh? And what do they intend to
do in this regard, as in such conditions, the probability of
diversions by Azerbaijan increases?
I must say that the intensification of the armed forces of
Azerbaijan on the border of the two Armenian states is differently
interpreted by various experts. Some believe that it is related to the
intent of the Baku regime to aggravate the situation on the eve of
President Serzh Sargsyan’s inauguration scheduled for April 9, with
the aim of weakening his position in the country. Others believe that
the escalation of tension in the conflict zone is needed to Ilham
Aliyev himself in order to divert, on the eve of the presidential
elections to be held in October, the attention of the Azerbaijani
society to the “external threat” and thus to decrease the current
political heat in Azerbaijan, which has led to a wave of mass
anti-government actions. Perhaps each of these versions has the right
to exist, but we think that the foreign-policy vector of the above
mentioned actions of Baku should not be either dismissed.
Whether it is accidental or not, but the accumulation of
Azerbaijani forces on the border with Armenia and the NKR coincided
with the trip of the OSCE Minsk Group co-chairmen to the region. It
has already become a kind of regularity that prior to the visits of
high-ranking officials or international missions to the region related
to the Karabakh settlement, Azerbaijan resorts to provocative acts on
the contact-line. I remember that in early June of the last year, the
Azerbaijani party undertook armed diversions that led to the deaths of
soldiers on both sides, just during the visit of U.S. Secretary of
State Hillary Clinton to the region. This row can also include the
permanent firing of the Armenian positions by the Azerbaijani party,
which often leads to tragic consequences. It can be concluded from the
above mentioned that the ruling regime in Azerbaijan uses the
escalation of tensions in the conflict zone as a tool for putting
pressure not only on both Armenian parties, but also on the
international community presented by the OSCE Minsk Group
co-chairmanship. Creating an explosive situation, in which peace in
the region is on the brink of war, Azerbaijan expects to achieve the
mediators’ heavy pressure on both Armenian parties.
Under these circumstances, the co-chairs of the Minsk
Group should forget about the notorious political correctness and
strongly call on Azerbaijan to respect the principles of the conflict
settlement proposed by it, which includes also the principle of
non-use of force or threat of force. And in general, to respect and
follow international law. Otherwise, Aliyev will continue to carry out
his audit, as happened these days when he stated that “in the Helsinki
Final Act, the principle of territorial integrity prevails over any
other principle, including the principle of self-determination of
peoples”. Though the noted Act has no hierarchy of principles, and
they all have the same legal force. In other words, the mediators
should conduct a kind of literacy course for President Aliyev;
otherwise, the lessons taught to him by both Armenian states will be
very cruel for him if a new war is unleashed…

Business Life publisher John Krikorian dies

Business Life publisher John Krikorian dies

John Krikorian, publisher of Business Life magazine and for many years
a leader in the community, died early Saturday morning from heart
failure. He was 80 years old.

In late 2011, Krikorian suffered a massive heart attack and collapsed
at a public ceremony hosted by the Glendale Fire Department. He was
there to accept a `Service Above Self’ award for community
involvement.

Firefighters and paramedics rushed to perform CPR and Krikorian recovered.

`Our family is so grateful for what the Glendale Fire Department was
able to do for this extra year and a half of life,’ said his son,
Glendale Unified School Board member Greg Krikorian.

John Krikorian was born in Hartford, Conn., on Aug. 24, 1932, to
parents orphaned by the 1915 Armenian Genocide.

>From 1951 through 1953, he served as a supply sergeant for the U.S.
Army, serving during the Korean War.

He married his wife, Elsie, in 1956, moving the family to Glendale in 1989.

He leaves behind his wife, their six sons, and two daughters and 23
grandchildren.

Greg Krikorian said his father was `always giving to everybody else.

`Every lesson he taught us, we carry on with us,’ he said. `It was
always country and community first.’

John Krikorian would establish himself as a community leader in
Glendale and beyond the city’s borders.

He served on the Los Angeles County Small Business Commission and the
Glendale Adventist Medical Center Advisory Council, and dedicated time
to the Pasadena Special Olympics, among many other organizations. He
served as publisher of Business Life magazine for the past 23 years.

Former Glendale Mayor Carl Raggio said the loss of Krikorian is a loss
for the entire city.

`Glendale’s going to miss him terribly,’ Raggio said. `He was an
example of dedication to a city.’

Former Glendale PTA Council President Elizabeth Manasserian was
befriended by Krikorian in 2000 as a young mother establishing her
real estate business.

`From the very first day I met John he welcomed me with an open arm
and he basically became like a guiding light – someone that’s there
all the time for you,’ she said.

Manasserian said she considered him a `gentle giant’ with loving heart
he expressed for everyone he met.

`God has put us on the Earth to serve others and [John] taught us that
with his life,’ she said.

‘Sandcastle’ tackles Armenian Genocide

Chris Bohjalian wrote a novel 20 years ago based on the Armenian
Genocide. It was never published.

“It was a train wreck. Then I started thinking why should I write a
book about the Armenian Genocide when there were so many good ones
already, including ‘Rise the Euphrates’ by Carol Edgarian,” Bohjalian
says. “The manuscript now resides in the archives of my alma mater.”

The Amherst College graduate went on to write 11 other books —
including his best-known work, “Midwives” — before finally getting
back to the subject with “The Sandcastle Girls”

The book was inspired by his grandparents — Leo and Haigoohi — who
survived the genocide of 1.5 million Armenians, starting in 1915.

Bohjalian will talk about his book during a visit to the Leon & Pete
Peters Education Center at Fresno State at 2 p.m. April 14, just 10
days before the national day of commemoration of the genocide.

The visiting author won’t read from his novel. Instead, he will show a
40-minute slideshow about his family and his research visits to the
Middle East. A question-and-answer session will follow. Bohjalian
jokes there also will be some “bad stand-up comedy.”

Barlow Der Mugrdechian, who arranged the author’s visit, says the
timing is important because of the day of remembrance.

“He will speak about his book to a large audience of the community,
both Armenian and non-Armenian. I think it is important to hear about
what motivated him to write the book, what stories he has heard about
the Genocide, and the larger meaning of remembering the Genocide,” Der
Mugrdechian says.

It’s that larger meaning that helped Bohjalian write his novel, when
his first effort failed. He was determined to use the genocide as a
backdrop, despite being told by people in the publishing industry —
fortunately not his editor — that a book like “The Sandcastle Girls”
would be a career killer. They said a lack of knowledge of the
killings outside the Armenian community would make the book a tough
sell.

He proved them wrong by telling two stories — one about lovers who
meet in Syria during the Genocide and the other about their
granddaughter’s efforts a century later to understand why they were so
silent about their youth.

The author’s own grandparents never talked about what happened during
that brutal period. Bohjalian was able to get a lot of information
from his father, Aram, who also didn’t talk about the Genocide when
the author was young.

When Aram’s health began to deteriorate in 2009, father and son spent
a lot of time looking at old family photographs that sparked
conversations about the family. “The Sandcastle Girls” is dedicated to
Aram, and Bohjalian’s mother-in-law, Sondra Blewer, who both died in
2011.

This information helped the author write the opposite of a “train
wreck.” The book — which could become a feature film — has earned
high praise, including being selected as an Oprah Winfrey Book of the
Week.

“I have written so many books that were successful, where people
thought they were crazy ideas. When I started writing a book about
midwives, I was told no one outside of New England would know what I
was talking about,” Bohjalian says.

He was glad that he didn’t let the critics stop him. “The Sandcastle
Girls” has been an educational tool for many readers. There are
thousands of comments on Bohjalian’s Facebook page from people who had
no knowledge of the Genocide until reading about it in his book.

“Because so many people outside the Armenian community hadn’t heard
about the Genocide, I was determined to get it right when I started
this book,” Bohjalian says.

He also is determined to talk about the book as often as possible. The
trips give him a chance to thank the members of the Armenian community
who have embraced the book.

YEREVAN, APRIL 6, ARMENPRESS: The Armenian National Congress will
launch its campaign of the Yerevan Council elections on April 7 from
the park near the Martiros Saryan Monument. It was reported to
Armenpress by the founding member of People’s Power socio-political
movement Zoya Tadevosyan.

`On the occasion of the Women’s Day on April 7 at 19:00 we will gather
in the park next to the Martiros Saryan Monument, where the
representatives of all our headquarters will be present’, – said Zoya
Tadevosyan.

According to her, they will congratulate all the women, as well as
discuss the issues related to the next day of the campaign.

The Member of the Mission Party Political Council Manuk Sukiasyan
stated that they had not yet decided where to start the campaign from.

The Armenian Revolutionary Federation Dashnaktsutyun will launch its
campaign from the center of the city.

The Yerevan city Council elections will take place on May 5 and the
political forces will struggle for 65 places in the Yerevan Council.
The campaign will launch on April 7 and will end on May 3.

The City Council election campaign starts today.

The elections are slated for May 5, the campaign will end on May 3.
Six political forces and one alliance are participating in the the
elections – Republican, Prosperous Armenia, Rule of Law, Mission,
Armenian National Congress, Armenian Revolutionary
Federation-Dashnaktsutyun (ARF-D) parties and Barev Yerevan alliance.

The ruling Republican party’s slogan is Better Yerevan. The list of
the party is topped by incumbent mayor Taron Margaryan, grand master,
Olympic Champion Smbat Lputyan and rector of Yerevan Architectural
University Hovannes Tokmajyan.

The Prosperous Armenia party has chosen several slogans among them are
Let’s Start from Yerevan, We will make a Change. The first three in
the list are ex foreign minister Vartan Oskanian, MP Gurgen Arsenyan
and former deputy healthcare minister Abraham Manukyan.

The ARF-D’s slogan is Yerevan, Change Armenia. Its list is headed by
the ARF-D Supreme Body representative Armen Rustamyan, followed by
representatives Aghvan Vardanyan and Arsen Hambardzumyan.

The Rule of Law will participate in the elections with We can Do More
slogan. The list is headed by Emergency Situations Minister Armen
Yeritsyan, followed by Hovhannes Shahinyan and Sofya Artenyan.

The list of Barev Yerevan alliance is headed by deputy leader of
Heritage party Armen Rustamyan. The second comes Anahit Bakhshyan,
followed by Mesrop Apresyan, head of A1+ Internet TV. The alliance has
not published its slogan yet.

The first three in the ANC list are ex mayor of Yerevan Vahagn
Khachatryan, followed by economist Zoya Tadevosyan and ANC
spokesperson Arman Musinyan. The slogan is – The Power to People.

The first three in Mission party’s list are Mesrop Arakelyan, Manuk
Sukiasyan and Hrach Sargsyan. The three are members of the political
council of the party. No slogan has publicized yet.

Yerevan City Council elections are being conducted every four years
with proportional lists of parties. The City Council comprises of 65
members. The first person in the list of the party that has received
more than 40% of seats is considered elected mayor. If the parties
fail to gather so many votes, the mayor is being elected by City
Council.

from beginning to end. I confidently declare that every word is
absolute misinformation,’ Iveta Tonoyan, spokesperson for Tsarukyan,
told Armenian News-NEWS.am.

Earlier Hraparak daily reported that Prosperous Armenia leader Gagik
Tsarukyan strictly banned party members from participating in the
swearing-in `ceremony,’ march, or a meeting of Raffi Hovannisian on
April 9.

As a member of the Pax Turcica Institute, I share the pain of innocent
Armenians who perished during World War I. But I am disappointed that
the Assembly Joint Resolution 2 (AJR2), recently amended in the Rules
Committee, seeks to legislate an allegation of crime against humanity
which has never been tried in any court.

All recognized genocides, such as the Holocaust, Srebrenica, and
Rwanda, have been determined by a tribunal in accordance with the 1948
United Nations Convention on Prevention and Punishment of Genocide.
But the atrocities in the Ottoman Empire were never assessed by a
competent court and the intent to exterminate Armenians was never
established. Bernard Lewis, a renowned Princeton scholar of Ottoman
history, described the genocide claim as `the Armenian version of
history.’ In 2012, Secretary of State Hillary Clinton stated that the
Turkish-Armenian issue is a matter of historical debate by scholars.

Neither the federal government nor Congress recognizes the alleged
Armenian genocide. In December 2011, the U.S. Court of Appeals for the
Ninth Circuit overturned the California court decision in the
Movsesian vs. Victoria Versicherung AG case of controversial insurance
claims based on California’s recognition of genocide. The Ninth
Circuit argued that a state law which conflicts with a federal statute
or executive branch policy is `unconstitutional under the foreign
affairs doctrine’.

Finally, between 1914 and 1922, an estimated 523,955 Turks, Kurds,
Azeris, and other Muslims were mass murdered by the Armenian
nationalist groups that sought to create a state in Anatolia and the
Caucasus. The figure does not include those missing or buried in mass
graves. AJR 2 is insensitive of this suffering, instead illicitly
accusing Turkey of a grave crime. As such, I find AJR 2 to be
unethical, ethnocentric, and contrary to Turkish-Armenian
reconciliation.

Vice chairman of the Majlis National Security, Foreign Policy
Committee: People from 17 Cities in Caucasus Want To Be Integrated
With Iran.

Reactions continue to the meeting held in Azerbaijan’s Baku and hosted
by the grouplet called Azerbaijan National Liberation Committee on 10
Farvardin [30 March 2013] with the goal of violating our country’s
sovereignty. In an interview with Khorasan, Mansur Haqiqatpur, vice
chairman of the Majlis National Security and Foreign Policy Committee,
said: “If the Republic of Azerbaijan is discussing a great Azerbaijan
and is interested in annexing our provinces, it would also be
appropriate for our youth to pursue the 17 cities in Caucasus.” In
response to the question about the groups or movements that support
such meetings, he said: “Unfortunately, the Azerbaijani Government
itself and to some extent Turkey are pursuing this issue. But they
place non-governmental individuals on the face of these meetings in
order to easily insult and express their objectives — of course the
Zionist lobby is certainly influential in this matter.”

In response to the question about his assessment of how the Iranian
Government reacted to this move, the vice president of the committee
said: “We, as the representatives of the nation and government, have
asked for a stronger response to be given to these actions.” The
representative of the people of Ardebil and Namin said that Iranian
authorities are being a little patient, and emphasized: “This patience
will cause them to be more invective.”

The diplomatic apparatus must be more active in this regard. Of course
the more important matter is for the public to mobilize. The people
must raise the case for the 17 cities in Caucuses and ask for this
district to be reunited with Iran. In an interview with Fars, he also
said: “Seventeen cities in Caucuses, including Azerbaijan and Baku,
were part of them and were separated from Iran during the Qajar era
[from 1785 to 1925] and their people are interested in reuniting with
their country.” In an interview with Fars, the head of the Assembly of
Representatives from the northwestern part of the country pointed to
some of Azerbaijan’s behind-the-scene activities in cooperation with
the Zionist regime and America, and added: “These foreign regimes are
laughing in the face of the politicians in Azerbaijan and consider
them to be weak and unable to free the 20 percent of the territory
that is occupied by Armenians in this country.”

Qazipur: “These Meetings Were Held With the Permission, Support of the
Azerbaijani Government.”

In an interview with Khorasan, Orumiyeh Majlis Representative Nader
Qazipur said: “These meetings were held with the permission and
support of the Azerbaijani Government, because the newly formed
Azerbaijani Government follows US policies.” He added: “This country
is trying to pursue its own objectives by gathering Iran’s opponents
in such meetings.” The head of the Azarbayjan-e Gharbi Assembly of
Representatives said: “We call on the government to respond to this
behavior by the Republic of Azerbaijan. Of course Iran also has issues
to discuss in this regard and could pursue the issue of the ownership
of the lands that were forcefully separated from Iran through the
signing of the Turkmenchay Treaty in international assemblies.”

The Proposal To Hold a Referendum To Integrate the Republic of
Azerbaijan with Iran

At the same time, in a commentary, Hoseyn Shari’atmadari, editor in
chief at the Keyhan daily, proposed: Our country’s honorable officials
could offer the government of the Republic of Azerbaijan to put to a
referendum the integration of the Republic of Azerbaijan to Iran’s
Azarbayjan. Shari’atmadari wrote: “This article is not seeking to
criticize our country’s Foreign Ministry and believes that one of the
defined duties and responsibilities of the Foreign Ministry is to
summon the ambassador of the Republic of Azerbaijan and convey to him
the Islamic Republic of Iran’s strong protest. But it was and is
likely that our country’s honorable foreign policy officials have a
deeper understanding of the situation and do not consider the recent
conference in the Republic of Azerbaijan to be a threat.”

On the 10th of Farvardin — 30 March [2013] — a conference entitled
“The Future of South Azerbaijan” was held at the conference hall of
one of the hotels in Baku by the party called “the Azerbaijan National
Liberation Front!” In addition to a number of the members of this
party, some of the former officials and figures of the Republic of
Azerbaijan also attended this conference. Some absurd and childish
claims against the rule and territorial integrity of the Islamic
Republic of Iran were made and our honorable deputy foreign minister
for Asia and the Pacific summoned the ambassador of the Republic of
Azerbaijan in protest to the holding of this conference. Regarding the
summoning of the ambassador of the Republic of Azerbaijan, he said:
“While the Islamic Republic of Iran has always endeavored to
strengthen relations between the two countries and to continue on the
path of deep bonds between the them, conducting such actions could
inflict new damages on the positive trend and developing relations
between them.” ?¦ [ellipsis as published] But there is another side
to this coin, which should not be ignored by our country’s honorable
foreign policy officials. You see, the population of the Republic of
Azerbaijan is nearly 10 million people, the majority of which are
Muslims and Shiites and have deep cultural and belief links with the
people in Iran’s Azarbayjan. Although this country’s people were
dominated by the former Soviet Union for many years, they did not
abandon their religious beliefs, culture, and Azeri traditions despite
the efforts and planning by the Communist Party of the Soviet Union.
After the fall of the former Soviet Union, they wanted to return to
their own culture and beliefs and ever since then, they have
considered the Islamic Iran as their role model.

The available evidence and continuous observations leave no doubt that
the people of the Republic of Azerbaijan consider themselves to be
separated members of the Islamic Iran. So far, the abundant efforts
and borad planning by the Zionists, who gained considerable influence
in the Republic of Azerbaijan following the fall of the Soviet Union,
have not only failed to change this viewpoint of the noble people of
the Republic of Azerbaijan, but the enmity and violent crimes
committed by the Zionists against Islamic nations has also accelerated
the enthusiasm of the people of the Republic of Azerbaijan to be
grafted in with the Islamic Iran. This meeting is one of the dozens
and hundreds of joint measures taken by the Zionists and some
politicians in the Republic of Azerbaijan to confront the sense of
correlation between this country’s people and the Islamic Iran and to
prevent this deep religious and cultural sense from erupting.

Based on available evidence, the founding of the party known as “the
Azerbaijan National Liberation Front!” is a kind of “escape forward”
that has been organized in order to prevent the demand by the people
of the Republic of Azerbaijan to be integrated into the Islamic Iran
or the formation of an Islamic system similar to that of Iran’s — and

Vafaqolizadeh, former adviser to the president of the Republic of
Azerbaijan during the presidency of Heydar Aliyev, does not conceal
his multiple visits to Israel to consult with the Zionist regime.

Along with some representatives from the “Popular Front Party” and
“Freedom and Equality Party,” he was among the hosts and attendees of
this conference.

He added: “Our country’s honorable officials could offer the
government of the Republic of Azerbaijan to put to a referendum the
integration of the Republic of Azerbaijan with Iran’s Azarbayjan.”
This is the most elementary step toward realizing democracy. But, is
the result easily and decisively predictable? Or should they demand
for their real desire concerning the formation of an Islamic political
system similar to that of the Islamic Republic of Iran’s through a
referendum with two options of yes or no? What is happening among the
noble people of the Republic of Azerbaijan clearly shows that they
firstly want to be integrated with the Islamic Iran and their second
priority is to form an Islamic political system with a structure that
is derived from the structure of the Islamic Republic of Iran.
