On April 18 RA Government intends to give consent to the agreement
“Between the Government of the Republic of Armenia and Uruguay
eastern Republic on the abolishment of demand for entry visa for
general passport holders”.

In the event of an agreement Uruguay will become the second South
American state that will have free entry regime for Armenia. The
agreement “Between the Government of the Republic of Armenia and
Argentinian Republic on abolishment of the demand for entry visa for
general passport holders” was signed on September 15, 2011.

According to the RA Ministry of Foreign Affairs, in particular, the
appropriateness of the agreement with Uruguay is guided by further
development of friendly relations between the two countries and the
promotion of mutual visits. Besides that, the Ministry of Foreign
Affairs mentioned absence of migration risks due to the territorial
distance.

It is also mentioned that with the signing of the agreement major
increases and decreases are not expected in the RA state budget,
because very few citizens of Uruguay receive Armenian visa annually.

pension reforms in Artsakh took place in the government headed by
acting Prime Minister of Armenia Tigran Sargsyan and Prime Minister
of Nagorno-Karabakh Republic Ara Harutyunyan. As Armenpress was

Interview with Manvel Sargsyan, director of ACNIS

Mr. Sargsyan, many people think that the post-electoral process ended
on April 9. In your opinion, what happened on April?

Something strange happened on that day. First, thousands of policemen
blocked the way of only 2000 people at 1 km from the presidential
administration, brining barbed wire and water cannons but the behavior
of the police was even stranger, their actions were highly vulnerable,
they simple kidnapped people. The purpose is not clear because they
kidnapped those people who tried to maintain order, prevent people
from active actions. The purpose of the police was not clear. The
impression is that they wanted chaos, an uncontrollable crowd to use
force because they had such an order.

If this is not the purpose of the police, by kidnapping people they
served a bad example with bad consequences for the state. It turns out
that people can be kidnapped, they put it like bring to the police
station, and then they say it is not arrest. Meanwhile, there is
a procedure: first they come up to a person, introduce themselves,
state the reason and only then take someone to the police station.

Meanwhile, most policemen were wearing plain clothes. They think this
is an effective way of solving problems but when illegal things are
done, it will mean that the public has the right to do the same with
the police, officials, Serzh Sargsyan, Tigran Sargsyan and others.

Mr. Sargsyan, when will the regime surrender and is there an agenda
in case the regime surrenders?

If the only way the regime can protect itself is to surround itself
with thousands of policemen, capitulation will take only one step. All
the regimes have behaved so in the world. The societies have kept the
police through peaceful actions in this situation until the police
took to the side of people and yielded the regime. Now if the Armenian
people succeed to self-organize, thousands of policemen will took to
the side of people and will yield the regime. If people are organized,
the use of force will not be effective for a long time. Therefore I am
saying that something very important took place on April 9. It is not
accidental that threats about another March 1 come from all the sides.

It is the only weapon in the regime’s arsenal which understands that
use of force will mark the beginning of its end. Therefore the chief
of police was praying.

Lots of people were disappointed after April 9 because they did not
get the promised action plan and left the square. Will the society
be able to self-organize if nothing changes in the next five years?

People are disappointed when they have expectations but who has
invented expectations this time, what did people invent for April
9 that did not come true? Did they hope to storm 26 Baghramyan? The
period till April 9 was the post-electoral process which means that
the election results can be disputed. Since 1996 people have been
convinced that neither the CEC, nor the Constitutional Court would
ever change their decisions, everyone was convinced but they disputed
the results anyway? What did you expect that did not come true?

I expected that inauguration would be followed by a new situation,
a new process, clearly defined objectives, headquarters would be set
up to achieve those objectives.

In that case you have the right to be disappointed but I do not
think that thousands of people thought so. If this were the general
expectation, it would have come true. It’s not too late. However, most
people did not even understand the inauguration speech, they did not
understand that a call for civil disobedience was made. This indicates
how irrational all the actions are. It is time to understand that a
post-electoral dispute is devoid of any content and comes and fades
away. However, no dispute can resolve the problem that has been put
forth to people. At best you will have a coup, something regressive.

The main issue is that people want to rid of the system which is
unfair. In the world such problems are resolved by civil movements
which have nothing to do with elections. It is impossible to remove
a regime through post-electoral procedures. The problem is blurred in
the post-electoral period. In 2008 the issue was to remove the bandit
state to which the issue of bringing a specific group to government,
then the issue of disputing added. Then it is proposed to have 500,000
people at one place but it is impossible to have so many people gather
in one place to protest rigged elections. Not even for making the
regime to enter into a dialogue. It is possible only when the goal is
to remove the regime and convincing actions are taken. A civil movement
is not ruled out but the civil movement has a different logic. You will
never succeed unless you know how to bring the regime to its knees.

Is it possible that political forces direct the civil actions?

If a political party or figure wants to come to government through
a civil movement, the movement will be doomed and will not succeed
because coming to power cannot be combined with changing the system,
as soon as these two are combined, everything will be over. Experience
shows that in such countries as Armenia political parties are
perceived as links of government. Therefore, civil movements in all
the countries have realized that the parties should be made to give
up deals with the regime and obey people. Freeing the mechanism
of free elections from the regime stems from the interests of the
same political parties. Political parties do not exist without free
elections or exist in the Armenian way which is well-known to us.

`Cycle Against Denial’ Bike Rally in Encino Sunday

The 10-mile ride will focus attention on international genocide,
specifically the 1915 Armenian Genocide that the Turkish government
has long denied responsibility for allegedly conducting.

Some 150 to 200 people are expected to participate in an annual
10-mile bicycle rally in Encino Sunday, aimed at focusing public
attention on genocide around the world, specifically the 1915 Armenian
Genocide that is believed to have resulted in the deaths of 1.5
million people.

The event, known as the 5th Cycle Against Denial rally, is focused on
protesting 98 years of denial of the Armenian Genocide by successive
governments in Turkey. Armenians have long accused the so-called
`Young Turks,’ who were in power in Turkey when the nation was part of
the Ottoman Empire in 1915, of carrying out the genocide.

The event is organized by the Armenian Youth Federation’s San Fernando
Valley “Sardarabad” Chapter. About 150 to 200 people turned up for
last year’s event, according to event organizer Mike Jamgotchian.

The Cycle Against Denial rally will begin at 1:30 p.m. from 5300 White
Oak Ave. in Encino. Participants will go up to Victory Boulevard, turn
a right on Sepulveda and bike to Ventura Boulevard before returning to
White Oak Avenue. The entire ride is expected to take about 90
minutes.

Check in is at 11 a.m. There will be a $10 registration charge, which
includes a rally T-shirt that will have the words `Ride Through The
Struggle’ printed on the back. Bikes may be rented for $20 each,
although participants who have their own bikes are encouraged to bring
their own bikes.

The Encino Neighborhood Council, which made a generous donation to the
Cycle Against Denial rally, will have an outreach table at the start
of the event on White Oak Avenue, Jamgotchian said.

`People mostly come for the experience of the bike ride, but we don’t
want the to lose the focus of what we’re there for,’ Jamgotchian said.
`What we’re truly there for is to get the message out that there is
genocide all over the world and while we’re addressing all of them,
our main focus is the Armenian Genocide of April 24, 1915, which the
Turkish government still denies it ever conducted.’

Shortly before on Baghramyan Avenue, in front of the Writers’ Union as
a result of the clash between the police officers and the citizens
“Heritage” party Vice-chairman Armen Martirosyan was injured.

Party spokesman Hovsep Khurshudyan told “A1 +” that as a result of the
clash and jam they have lost Armen Martirosyan and later they learned
that he was taken to the police station.

Which police department Armen Martirosyan has been taken Mr.
Khurshudyan could not say only indicating that they tried to find out
from the police, but in vain. Police refused to give any explanation.

At this moment the participants of the march led by Raffi Hovannisian
are moving from Saryan Street to Tsitsernakaberd. The way is open from
one side only.

On April 13 Hetq.am published an article presenting the property of
those heading the lists of the parties participating in the elections
to the Yerevan Elders’ Council.

The source says that as of April 3 2013, the sole income of Taron
Margaryan (Republican Party of Armenia), the current Mayor of Yerevan,
is his salary of 4.730 million AMD per annum. He has bank accounts of
115 million AMD, $50,000 and 50,000 Euros. He owns 50% of shares in
Z&Z LLC, 3 cars (Mercedes-Benz G500, Range Rover Supercharged and
Mercedes S450). Margaryan also owns 6 constructions and buildings in
Yerevan, 1 construction in Jermuk, 1 land plot in Dilijan and other
real estate with 3 land plots.

The sole income of Vardan Oskanyan (Prosperous Armenia Party),
ex-foreign minister of Armenia, is derived from his monthly 300,000
AMD as a member of parliament. He also declared $150,000 in bank
deposits. Oskanian owns a mansion with an area of 200 sq m in the USA
and a land plot with an area of 9 thsd sq m in Tsaghkadzor, Armenia.

Vahagn Khachatryan (Armenian National Congress), former Yerevan mayor,
declared no revenue for the period mentioned. He declared 600,000 AMD
and $1,500 in bank deposits. He owns a flat and a garage in Yerevan.
He has no property or car.

MP Armen Rustamyan (ARF Dashnaktsutyun) declared an annual salary of
3.350 million AMD and interest income of 150,000 AMD. He declared bank
deposits of 15 million AMD, $10,000 and 2,000 Euros. He owns a flat
in Yerevan, but he has no car.

Armen Yeritsyan (Orinats Yerkir Party), the Acting Minister of
Emergency Situations, declared 3.817 million AMD in salary and a
police pension of 3.401 million AMD. He also declared a flat in
Yerevan and a Jeep Wrangler (2004). He declared 34 million AMD in bank
holdings.

Mesrop Arakelyan (Arakelutyun Party) is 28 years old and he is a
lecturer at the Yerevan State University. He declared 17.863 million
AMD in salary from VTB Bank and 772,000 from the University, plus
375,000 in interest income. He declared bank deposits of 2 million AMD
and $48,000. He owns 50% of shares at `ollection Agency Group LLC.

Armen Martirosyan (Barev Yerevan) is the Deputy Chairman of the
Heritage Party. He declared 1.208 million AMD in salary from the State
Institute of Physical Culture and 741,000 AMD from the National
Assembly when he served as an MP. He is the co-owner of a flat in
Yerevan and he also has an Opel Vectra B. He declared no bank
holdings.

YEREVAN.- The outflow of skilled professionals is typical for all
countries, head of the Union of Information Technology Enterprises
Karen Vardanyan told a briefing.

`We have 10,000 people working in IT sector and the outflow makes 500
people a year,’ Vardanyan said. He believes the outflow can be stopped
by facilitating creation of local companies.

`The salary of qualified personnel in the IT field in Armenia is so
high that we are faced with immigration of professionals. For example,
a senior engineer at the Massachusetts Institute of Technology asked
to find him a job in the IT sector in Armenia,’ Vardanyan emphasized.

YEREVAN, April 13. /ARKA/. Some 500 IT specialists leave Armenia every
year, Karen Vardanyan, executive director of the Union of
International Technology Enterprises, told journalists today after the
union’s 13th congress.

`This strikes hard at the IT sector, especially since the emerged gap
is not filled fully,’ he said.
Vardanyan said that the outflow of IT specialists is not
financially-motivated – they merely have to search new prospects for
professional development outside of their country.

`This outflow can be slowed down by creation of favorable labor
conditions for them,’ he said. `I should also say that the opposite
process is seen as well – a senior engineer at the University of
Massachusetts applied to the union for a job in Armenia.’

In 200, the Armenian government announced information technology a
top-priority segment of the national economy.

Some 350 IT enterprises with 10,000 employees operate in Armenia now.

According to the Union of Information Technology Enterprises, the IT
sector accounted for 25% annual growth in 2012. The industry’s annual

Les femmes de Anjar, des battantes au service de l’environnement

Les Nations unies lancent, avec plusieurs ONG, le Women Project à
Anjar, dans la Békaa. Un projet qui met la femme au centre des actions
environnementales.

C’est une fin de matinée au temps incertain qui nous accueille à
Anjar, calme et paisible ville de la Békaa.

Malgré sa proximité avec les frontières syriennes, qui ces jours-ci
sont synonymes de tourments, la ville d’Anjar continue de placer la
protection de l’environnement au centre de ses intérêts et de ses
actions.

Plusieurs femmes de la région ont préparé avec soin diverses
spécialités locales d’origine arménienne, le village comptant une
large communauté arménienne.

Ces femmes se sont donné rendez-vous au petit souk traditionnel devant
le site omeyyade de la région.

Malgré un temps qui était loin d’être favorable à une sortie en plein
air, les habitantes de Anjar ont tenu à participer à cet événement en
faveur de l’environnement.

«C’est vrai que la situation sécuritaire nous inquiète à chaque
instant, mais cela ne nous empêche pas d’être aussi dévoués à la
préservation de notre Anjar», confie une des femmes du stand qui
proposait des gteaux typiques de la région.
Ce jour-là, plusieurs associations, dont la SPNL (Society for the
Protection of Nature in Lebanon) et la MAVA (la fondation pour la
nature), s’étaient rassemblées à Anjar avec les représentants du
Programme onusien pour l’égalité entre l’homme et la femme afin de
lancer le «projet de la femme».

Cette même journée est aussi celle de la célébration du miracle de la
migration des oiseaux et la journée mondiale de l’eau.
Le «Women Project» est un programme qui s’étend sur trois ans.

Lancé cette année, il a pour but d’impliquer davantage la femme dans
les initiatives qui touchent l’environnement.

La femme est considérée comme ayant un rôle fondamental au sein de la société.

Influente, elle inculque les valeurs aux générations montantes.

«Ce projet se base sur deux étapes.

D’abord, un soutien social qui vise à intégrer la femme dans la
société et lui donner plus de poids au niveau décisionnel», explique
Dalia al-Jawhary de la SPNL.

«Le second volet est une forme de soutien économique puisqu’il aide
les femmes à trouver un emploi qui ait un rapport avec les traditions
de la région», ajoute-t-elle.

Grce à ce projet, des groupes de femmes de la région de Anjar vont
bénéficier de nouvelles opportunités d’emploi ou d’activités
génératrices de revenus.

«Ce projet compte développer l’écotourisme, mettre en place des plans
de marketing, organiser des ateliers de formation sur les compétences
requises pour les emplois identifiés, et la façon de lancer une petite
entreprise et de la gérer», indique Dalia al-Jawhary à L’Orient-Le
Jour.

En outre, les outils et l’équipement nécessaires pour les possibilités
d’emplois identifiés seront fournis pour soutenir les femmes.
Sur un autre plan, un intérêt particulier est accordé au problème de
l’eau, en vue notamment de garder les systèmes d’eau locaux
traditionnels qui permettent une gestion plus durable et saine des
ressources.

Le projet intitulé «Raviver les fonctions écologiques de l’habitat par
l’appui de la gestion durable des systèmes d’eau locaux» est également
lancé en collaboration avec la fondation MAVA, afin d’améliorer
l’utilisation de l’eau agricole.

À la découverte de Anjar
C’est ainsi dans ce cadre que la SPNL a organisé une sortie à Anjar
qui a permis aux amoureux de la nature et autres curieux de découvrir
cette région.

Classé patrimoine mondial de l’Unesco, Anjar est l’unique site du
Liban qui date de l’époque omeyyade.

Une dizaine de personnes ont pris part à cette aventure.

Parmi elles, Yara Hleihel, 22 ans, étudiante en master en sciences et
gestion de l’environnement à l’USJ, qui affirme aimer les sorties dans
la nature.

«J’aime voir que mon pays est concerné par l’environnement.

Cette sortie nous a fait découvrir la région, même si la météo n’a pas
été de notre côté», dit-elle.
Nabigha Dakik, 30 ans, représentante de la réserve côtière de Tyr, ne
s’est pas laissée décourager par le mauvais temps.

«J’aime sentir la pluie.

C’est très agréable de se sentir en phase avec la nature»,
confie-t-elle à L’Orient-Le Jour.

«J’ai aussi pu constater que la municipalité a une organisation
exemplaire et s’intéresse beaucoup à l’environnement.

On sent aussi que les femmes sont très impliquées», ajoute-t-elle
concernant la municipalité de Anjar.
Ce n’est pas sans raison que le «Women Project» donne à la femme la
place principale.

Les dames de Anjar sont des battantes.

Elles veulent transmettre certaines valeurs qui placent la
préservation et la protection de la nature au centre de l’éducation.

Armenia improves its positions in Network Readiness Index but is
behind regional countries

Yerevan/Mediamax/. According to the Network Readiness Index, Armenia
has improved its positions by 12 points taking the 82nd place among
144 countries.

Acting Prime Minister of Armenia Tigran Sargsyan said this today,
Mediamax reports.

He noted that despite the result, “we should work seriously”.

“In terms of competition, we are behind Azerbaijan and Georgia in the
region”, he said.

Tigran Sargsyan assigned the Ministry of Transport and Communication
to present an action plan, the steps necessary for Armenia to improve
its positions.
