– EU launched a consultation on policy toward its neighbors. Will
be there any changes in relation to Azerbaijan in new European
Neighborhood Policy?

– Our objectives with the consultation are to reach the full potential
of our relationship with partners in the region including Azerbaijan.

We have to adapt the neighborhood policy to changed circumstances,
changing aspirations and new challenges. We need to ensure that
the ENP can, in future, support more effectively the development of
Azerbaijan’s and the EU’s shared stability, security and prosperity.

As a result, an effective ENP would be closely integrated into an
overall EU Foreign Policy with a comprehensive approach using all
instruments both of the EU and of Member States.

– What does Azerbaijan mean for the European Union? Why Azerbaijan
is important in “Eastern partnership” program?

– Azerbaijan is an important partner for the EU. Azerbaijan is a core
member of the Eastern Partnership which is the framework for the
European Union’s relations with its eastern neighbors. Since 2009,
under the Eastern Partnership we have established a dense network of
relations at all levels and significantly strengthened our sectoral
cooperation in areas such as mobility, economic cooperation and
energy security.

– Azerbaijan announced its readiness for signing a juridical document
on strategic partnership, noting that it is not interesting in an
association agreement. What is the position of EU on it?

– We have taken note of Azerbaijan’s position and await a proposal
from the Azerbaijani side. The EU wants to update and deepen its
relations with Azerbaijan beyond the scope of the present Partnership
and Cooperation Agreement of 1999.

– Azerbaijan criticizes the selective position of EU on unresolved
conflicts; we saw it in the issue of Crimea. We think that relation
to the countries which lands are occupied and which is aggressor
don’t have to be the same?

– The EU supports the peaceful settlement of conflicts in accordance
with international law and through negotiations in relevant formats.

The EU does not recognize the annexation of Ukraine’s Crimea by
Russia on 21 March 2014. The EU does not recognize Nagorno-Karabakh,
neither does any country including Armenia.

Stability in the South Caucasus cannot be achieved without a
lasting resolution of the Nagorno-Karabakh conflict. The status
quo is unsustainable, a political solution is needed. Violence and
tit-for-tat action on the ground, and confrontational rhetoric do not
contribute to peace. The EU has consistently called on the sides to
exercise restraint on action and in words. This would help creating
an environment conducive to progress in the peace process facilitated
by the Minsk Group.

– Azerbaijan deputy foreign minister Mahmud Mammadguliev stated that
a visa-free regime between Azerbaijan and the European Union likely
to be applied after a few years. What is the position of EU on it?

– The Visa Facilitation and Readmission Agreements entered into force
on 1 September 2014 between the EU and Azerbaijan. We also launched
a mobility partnership between the EU Member States and Azerbaijan
in December 2013. The EU is looking at how we can further advance
our cooperation in the field of mobility, drawing on our experience
in implementing these agreements.

– What is the position of EU regarding the accession of some Eastern
Partnership countries to Eurasia Union?

– Eastern Partnership members are naturally free to choose their own
path when it comes to other forms of regional integration, as long
as these are compatible with existing international commitments.

Russian President Vladimir Putin will travel to the Armenian capital of
Yerevan to attend ceremonies marking the centennial of what Armenians
claim is a genocide of Ottoman Armenians in eastern Anatolia during
the time of World War I.

A statement from the Kremlin press office said Putin and Armenian
President Serzh Sarksyan discussed the issue during a telephone
conversation. Putin told the Armenian leader that he will attend the
Apr. 24 ceremonies, and he invited Sarksyan to ceremonies marking
the 70th anniversary of the defeat of Germany by Soviet troops during
the World War II on May 9, the private news agency Cihan reported.

“Yes, he will fly to Yerevan,” French news agency Agence France-Presse
(AFP) quoted Putin’s spokesman Dmitry Peskov as saying.

Turkey has also announced plans to host World War I events on Apr. 24,
commemorating the Battle of Gallipoli in 1915 and 1916. Turkish
officials have said invitations were sent to more than 100 countries
to attend the events.

The planned events that coincide with the annual commemoration of
the alleged genocide in Yerevan have sparked new diplomatic tensions
between Turkey and Armenia, which was also invited. Sarksyan swiftly
rejected the invitation in an open letter addressed to President Recep
Tayyip Erdogan, saying that the invitation itself shows that Turkey
continues to pursue its “denial policy” of the Armenian “genocide.”

Yerevan marks the mass killings of Armenians every April 24, and often
uses the anniversary as an opportunity to lobby Western countries to
brand the killings as genocide. Ankara denies claims that the events
of 1915 amounted to genocide, arguing that both Turks and Armenians
were killed when Armenians revolted against the Ottoman Empire during
World War I in collaboration with the Russian army, which was at the
time invading eastern Anatolia.

MINSK, 12 March (BelTA) – Belarus is ready to host a conference
(negotiations) on the Nagorno-Karabakh problem. Belarusian Foreign
Minister Vladimir Makei made the statement during the meeting with
Co-Chairs of the Minsk Group of the Organization for Security and
Cooperation in Europe on 12 March, BelTA has learned.

The press service of the Belarusian Foreign Ministry quoted Vladimir
Makei as saying: “I would like to confirm our readiness to host peace
talks on Nagorno-Karabakh at the time specified by the relevant OSCE
resolutions. If necessary, we could also provide the venue for the
final stage of the negotiation process on working out a comprehensive
peace agreement”.

The Belarusian Foreign Minister also remarked he was glad to welcome
the Minsk Group co-chairs and the personal representative of the
OSCE Chairperson-in-Office on the Nagorno-Karabakh conflict. Vladimir
Makei mentioned their visit to Minsk as historic.

“Belarus resolutely supports OSCE efforts in favor of stepping up
regional security and stability, finding peaceful solutions to resolve
existing and long-drawn conflicts, including the Nagorno-Karabakh one.

We are ready to make our own contribution the way we did within
the framework of the Ukrainian crisis,” stated Vladimir Makei. The
Belarusian Foreign Minister went on saying that Belarus shares
the vision of the Minsk Group co-chairs on ways to resolve the
Nagorno-Karabakh conflict.

Belarus fully agrees with the idea that as a priority it is now
necessary to reduce tensions along the conflict line in order to avoid
human casualties. “Belarus highly appreciates the incessant effort on
the part of Minsk Group co-chairs and the OSCE Chairperson-in-Office.

The efforts are of primary importance not only for the sake of
restoring security in the conflict zone but also for enabling favorable
conditions for top-level contacts,” stressed the Minister.

Apart from that, Vladimir Makei stated that Belarus welcomes the
intensification of contacts between leaders of Armenia and Azerbaijan.

Belarus maintains close friendly relations with both countries,
including contacts at the level of the heads of state. The fact could
be useful for advancing the peace process.

The press service of the Belarusian Foreign Ministry specified that on
12 March Vladimir Makei met with co-chairs of the OSCE Minsk Group:
Igor Popov of the Russian Federation, James Warlick of the United
States of America, and Pierre Andrieu of France. They were joined
by personal representative of the OSCE Chairperson-in-Office Andrzej
Kasprzyk. The co-chairs and the personal representative informed the
Belarusian Foreign Minister about the situation in the conflict zone
and the development of the negotiation process. Prospects of future
cooperation were discussed, including Belarus’ possible assistance
with the settlement process.

Today the sixth and final member of the band Genealogy has been
announced: It’s Inga Arshakyan, who had already represented her
country in the 2009 Eurovision Song Contest with her sister. With
the full line-up confirmed, we are also proud to finally show you
the official video clip of their song Don’t Deny!

With today’s announcement of Inga Arshakyan, all six members of
Genealogy have been announced, and now we are proud to also present
the official video clip to their 2015 Eurovision Song Contest entry
Don’t Deny to you:

The song Don’t Deny was composed by Armen Martirosyan and the author
of the lyrics is Inna Lazarian. It is about universal values and
its message is:

Happiness is born when people are united and live in harmony with
themselves, their families, love relationships and so on. Generations
are shifting with time but the genealogy remains, thus the values of
love and peace are stable.

Who is the sixth member?

The 6th member of the group is the famous and honored singer of the
Republic of Armenia Inga Arshakyan. She will be the one to replenish
the group of five singers symbolizing the five continents of the world
on Eurovision stage – Essai Altounian, Tamar Kaprelian, Vahe Tilbian,
Stephanie Topalian, and Mary-Jean O’Doherty Vasmatzian.

The powerful and inspiring voice of Inga has been the pearl of
many Armenian patriotic songs performed along with her sister Anush
Arshakyan. Being a bold representative of the Armenian folk music
and culture, Inga has already had the experience to perform in the
Eurovision stage in a duet as Inga & Anush Arshakyan in 2009.

The Video

The director of the music video is Aren Bayadyan. The concept of the
video is the idea of genealogy: the captured family is considered as
the symbol of humanity: the base is the shift of generations and the
phenomena that the new generation is always replacing the previous
one carrying out the traditions and values in them.

As a connecting dot the Armenian manuscript ornamentation embroidery
process was captured by the creative team. The bird, symbolizing peace,
freedom and good news carries a branch of the tree that blends with
the idea of spreading peace and art, unity of nations with idea of
fostering them in the world.

According to Aren Bayadyan, the creative team was inspired by the
name of the group and its logo, the family tree, which they tried to
extend and reflect in the video mystically and mysteriously. “Just
like the members of Genealogy are spread around the world, same is
with the branches of the tree that became walls between generations
during the time. However, neither the distance, nor the difficulties
could stand between people if they want to be together.”

The designer of the music video Armen Galyan tried to combine Armenian
and European fashion approaches finding modern solutions. “When you
say Genealogy you immediately see vintage and retro pictures and
a family tree. We created and used fashionable simple textile that
is highly popular today; larger sized, with highlighted shoulders,
sort of gothic but Armenian traditional clothes that were accompanied
with Armenian silver ornaments. We also used pins with pictures of
our participant’s grandparents and patterns of Armenian architecture
that are very modern today.”

According to the Head of Armenian Delegation in Eurovision Gohar
Gasparyan in the music video other famous actors and artists were
captured symbolizing the family. “It took us two long but productive
days to capture the music video, because the artists were in Armenia
for a short trip and the agenda was tough. We have been cooperating
with one of the best production teams in Armenia and the result
is very beautiful. We believe that this type of song video will be
innovative in Eurovision platform.”

New Cases Of Chickenpox Reported In Armenian Village

NEW CASES OF CHICKENPOX REPORTED IN ARMENIAN VILLAGE

YEREVAN, March 12. / ARKA /. Armenia’s ministry of health reported
new cases of chickenpox in the village of Hayanist in Ararat province.

The first 12 cases were reported in this village back in January.

Three of the children were aged 3-5, another three were from 18 to 20.

The rest of the sick were school-age children. Seven more cases were
registered in March, including thee schoolchildren.

The ministry said the results of a weekly monitoring of the situation
show a decrease in the number of cases compared with the same period
of 2014.

Chickenpox, also known as varicella is a highly contagious disease
resulting in a characteristic skin rash that forms small blisters.-0-

friendly Greece. Armenia’s Hot-Tours tour operator and Greece’s largest
Muzonidis Travel signed on 12 March an agreement during a meeting held
with representatives of Armenian travel agencies and the director of
Muzonidis Travel. Director of Hot-Tours Mkhitar Melik-Shahnazaryan
mentioned that his organization’s goal has been to lure Armenian
tourists towards Greece instead of Turkey since 2010.

“We made a lot of effort to have an impact on Armenians’ awareness
so that they choose Greece and spend their vacation in Armenia’s
friendly country. Since 2011, we have been organizing charter flights
to Thessaloniki. This year, we have an exclusive opportunity since
we have signed an agreement with Greece’s largest Muzenidis Travel,”
Mkhitar Melik-Shahnazaryan said, as “Armenpress” reports.

According to him, more and more people prefer to spend their vacation
in Greece every year. “We have had 30-40 percent growth, and there is
30-40 percent decrease in the number of Armenians traveling to Turkey.

I think it’s good for the beginning. There’s still a lot of work to
do, and we’re ready to work,” the director of Hot-Tours said, adding
that in Greece Armenian tourists will not only be treated cordially,
but will also be provided with more affordable services.

President of Armenia Serzh Sargsyan, Catholicos of All Armenians
Karekin II and Catholicos of the Great House of Cilicia Aram I will
visit the United States in May for the events dedicated to the Armenian
Genocide Centennial.

The events will commence in Washington on May 7 and will last three
days, the Voice of America Armenian service reported. The events
are organized by the committee set up by the Armenian community,
the church and Armenia’s Embassy in Washington.

Serzh Sargsyan Has Received Letter By Parents Of Dead Soldiers: No R

SERZH SARGSYAN HAS RECEIVED LETTER BY PARENTS OF DEAD SOLDIERS: NO RESPONSE YET

Today, March 12, only one of the parents of soldiers who have died in
the army during peacetime, Gohar Sargsyan, was allowed to approach
the Reception of Citizens, Appeals, Complaints and Proposals Office
of the RA President’s office in order to receive a response to their
letter sent in November of last year.

Last week, the police did not allow the parents to walk along the
Presidential Palace’s sidewalk to approach the reception office with
the reasoning that they might have stood in front of the building
and protested.

The parents also encountered police restrictions today, and
subsequently called the Human Rights Defender’s office. After
private negotiations between the Ombudsman’s office staffer and
police officers, Gohar Sargsyan was allowed to enter the receptions
and appeals department.

After an approximately half-hour meeting with department head Aida
Asatryan, Gohar Sargsyan told an Epress.am journalist and the other
parents that “Asatryan said that she reported to the chief of staff
and that the President is informed about the protest and demands.”

According to the parent, Asatryan even showed her list of registered
meetings to prove that she had done her job and informed Serzh
Sargsyan.

Asatryan stated that the President had not responded to the letter
and if he ever did they would send it to the parents, since they have
their addresses and phone numbers.

Note, that the parents of dead soldiers demand and expect Serzh
Sargsyan to stay true to his promise he made many years ago, in order
to safeguard fair trials for their children’s cases.
