Un ministre turc : la Turquie devrait parler davantage avec sa
diaspora arménienne

Le ministre turc de la Culture et du Tourisme, Ömer Çelik a déclaré
que la Turquie devrait essayer d’établir un dialogue serré avec les
descendants d’Arméniens qui ont quitté la Turquie en 1915 quand ils
ont été massacrés en masse.

Omer Çelik, qui le mois dernier a appelé toutes les minorités qui ont
quitté la Turquie à revenir, a été cité par l’hebdomadaire Agos disant
que toutes les minorités en Turquie ont connu une sorte de traumatisme
parce la construction de l’Etat-nation a tenté d’homogénéiser les
personnes et a produit une sorte de nationalisme et de « Turquisme »
étranger même aux Turcs.

Lors de la création de la Turquie moderne, l’état a voulu lui-même
gérer une nation et non l’inverse a déclaré Omer Çelik. « Nos moments
les plus forts de l’histoire étaient à l’époque où nous avons pû
conserver notre structure cosmopolite. Plus nous nous débarrassons de
notre caractère cosmopolite, plus vulnérables nous devenons nous-mêmes
» a-t-il déclaré.

Il a également dit que certaines associations syriaques et juives en
Europe lui ont écrit de nouveau après son appel le mois dernier lui
indiquant leur intention de revenir, mais ils également leurs
hésitations. Il a dit que les gens s’attendent à voir des assurances
juridiques, mais a noté qu’un changement de mentalité est plus
important qu’une assurance juridique. « Aujourd’hui, la mentalité
passé de la Turquie est devenue marginalisée, et elle ne nous donne
pas la possibilité de reproduire notre passé [la diversité] ». Le
ministre turc a également déclaré que le ministère de l’Intérieur a
travaillé sur les programmes qui rendront plus facile de reprendre la
citoyenneté turque pour les membres de groupes minoritaires qui ont
été déportés ou contraints de quitter le pays.

« Dans le passé, lorsque l’histoire des Turcs et des Arméniens ne
pouvait pas être évoqué de façon indépendante les uns des autres, ceux
qui essaient de générer le racisme sous le nom de« Turquism » ont
tenté de définir l’identité turque comme une identité de réactionnaire
par rapport aux « autres identités » et ils ont présenté l’identité
arménienne et les autres identités comme « l’autre ».

Il a dit des identités qui ont été« anti-turque »sont nés de ce
mouvement tel que le« lobby du génocide »formés par la diaspora
arménienne de Turquie . « La diaspora qui est composée d’Arméniens de
descendants d’Anatolie est une diaspora de la Turquie » a-t-il dit,
ajoutant que le lobby du génocide est maintenant devenu un secteur
économiquement lucrative pour certains.

Azerbaijan has implemented no significant military-industrial
projects, Turkish studies expert Levon Hovsepyan told today’s news
conference when commenting on Azerbaijan’s military cooperation with a
number of countries.

`Both Azerbaijani and Turkish media stress that Azerbaijan makes
progress in the military-industrial field. But indeed, all this should
be viewed as propaganda. If we consider the data on the sums
Azerbaijan spends on the purchase of armament as well as the country’s
military expenditures, we see that Azerbaijan has not implemented any
significant military-industrial projects so far,’ Hovsepyan said.

The speaker added that Azerbaijan cooperates with Ukraine, Israel and
its key ally, Turkey, in the military-industrial field but the most
important thing is that this cooperation is mainly limited to the
import of military equipment.

Talks between presidents of Armenia and Belarus held in Yerevan

The President of Belarus arrived on an official visit to Armenia
yesterday. The meeting of Alexander Lukashenko and Serzh Sargsyan will
be held both in narrow and expanded formats. A number of documents are
expected to be signed. Belarus hopes to expand the supply of quarry
equipment to Armenia. It is planned to create a joint venture to
assemble agricultural machines. Both sides are interested in finding
new areas of cooperation, which would allow to significantly increase
the bilateral trade turnover.

Belarus, Armenia to cooperate in nuclear safety, agriculture, sport

YEREVAN, 13 May (BelTA) – Belarus and Armenia signed bilateral
documents on cooperation in nuclear safety, agriculture, and sport
after negotiations between President of Belarus Alexander Lukashenko
and Armenia President Serzh Sargsyan in Yerevan on 13 May, BelTA has
learned.

In the presence of the presidents the intergovernmental agreement on
sharing information and cooperation in nuclear safety and radiation
protection was signed. On behalf of Belarus the document was signed by
the Emergencies Minister. On behalf of Armenia the document was signed
by the Chairman of the State Committee for Nuclear Safety Regulation.

The Belarusian Agriculture and Food Ministry and the Agriculture
Ministry of Armenia signed an agreement on cooperation in agriculture.
The document was signed by the relevant ministers.

Apart from that, an intergovernmental agreement on cooperation in
securing rights of persons, who belong to national minorities, was
signed. On behalf of Belarus the document was signed by the Foreign
Minister while Armenia was represented by the Minister of Diaspora.

The Belarusian Industry Ministry and the Agriculture Ministry of
Armenia signed a memorandum to advance cooperation. The document was
signed by the heads of the relevant ministries.

A program of cooperation in physical training and sport was signed
between the Belarusian Sports and Tourism Ministry and the Sport and
Youth Affairs Ministry of Armenia in Yerevan. The program runs in
2013-2014. The document was signed by the Ambassador Extraordinary and
Plenipotentiary of Belarus to Armenia and the Sport and Youth Affairs
Minister of Armenia.

Belarus seeks to expand supplies of rock haulers to Armenia

YEREVAN, 13 May (BelTA) – Belarus hopes to expand supplies of rock
haulers to Armenia, Belarus’ Industry Minister Dmitry Katerinich said
as he met with Economy Minister of Armenia Vahram Avanesyan.

The Belarusian minister noted that Armenia has a well-developed mining
industry, and BelAZ equipment with the payload of up to 130 tonnes is
in demand in the country. `I hope we will deliver the first 160t BelAZ
vehicles here by the end of the year for the development of new
deposits,’ the minister said.

Dmitry Katerinich also expressed readiness to organize supplies of
other equipment produced in Belarus. Thus, Belarusian companies have
developed a wide range of equipment and vehicles for agricultural
needs, including equipment for vineyards.

In turn, the Economy Minister of Armenia expressed interest in the
implementation of the preset joint project and development of new
areas of cooperation for boosting bilateral trade.

About 70 azatamartiks (freedom fighters), led by retired Colonel
Volodya Avetisian, gathered outside the Armenian government today. V.
Avetisian has conducted a sit-down in Liberty Square of Yerevan since
May 11.

`We demand only one thing – dignity. We want to receive worthy
pensions. In our letter to the government, we demand that the system
of officers’ pensions should be reviewed, with special attention to be
given to the families of killed freedom fighters and those families
whose sons died in the army,’ Volodya Avetisian told Aysor.am, adding
that many other freedom fighters wanted to join their action, but
could not afford to pay for transport.

`Killed freedom fighters’ families living in extremely poor conditions
have also joined us. Let’s hope the government will at least respond,’
V. Avetisian said, noting he will continue his sit-down in Liberty
Square until tomorrow.

Yesterday’s hail damaged crops and fruit trees in some 39 communities
in Armenia’s Armavir Province according to initial reports from the
field.

The Armavir Regional Administration reports that in some areas the
damage was total.

Yesterday, Agricultural Minister Sergo Karapetyan toured the
devastated area and today his four deputies are visiting the effected
communities with Regional Administrator Ashot Ghahramanyan.

Villagers have closed some roads yesterday and today and are demanding
that their losses be calculated and that they receive appropriate
compensation.

Ghahramanyan has asked villagers for two days to gauge the extent of
the damage and to forward the issue to the national government.

“I am confident that a new opposition will be formed in Armenia. In
the political field there are healthy forces, personalities that
during these years, kept their face, their “I”. It seems to me that
within the next 6 months or 1 year a similar force will be formed”, a
similar opinion was expressed at a meeting with journalists by freedom
fighter, former member of the Armenian National Congress Sasun
Mikaelian.

Leader of the “Democratic Homeland” Petros Makeyan also agrees with
sasun Mikaelian.

“I agree with Sasun Mikaelian, but I think that not a new power, but a
new consolidation of forces will be formed.

In fact, the recent parliamentary elections- presidential and
municipal, showed that the administration did not make any findings
and, of course, the only factor is nation, and the power which guides
people, should be an opposition”, in conversation with Lurer.com
Makeyan said.

“Sooner or later, this process will happen, and I think that what
Raffi Hovannisian does now, is approximately the same idea. But I can
not say whether this idea is embodied in life or not.

Time and the course of events will show who will be the leader as some
personal qualities are not sufficient, there are many elements that
lead to this choice, and the politician has to meet many of the
criteria,” Petros Makeyan said.

Makeyan also noted that members of the party “Democratic Homeland”
will be next to the formed force, as the party has always been on the
front line of the fight.

The April 24 Genocide commemoration day or the May 9 Victory
anniversary did see any Armenian website come under hacker attacks, an
information security expert has said.

`Strange though it is, it was just vice versa this year. Armenian
websites were not subjected to hacker attacks, the situation being
calmer than on other days,’ Samvel Martirosyan told a news conference
on Monday.

Instead, the expert said, about 10 Armenian websites were hacked on
May 8, a day before the victory anniversary celebrations. He said
further that the Armenian cyber bank broke several demonstrative
websites on April 24. `Letters were published on May 10. Those were
the letter of those journalists who worked against the Armenians.
Those letters were very significant in terms of content, and it is
important that they be studied by specialists or journalists,’ he
said, adding that all the information is available at Vc.ananun.am.

Martirosyan said that the websites devoted to the Genocide topic are
well protected today. `It is really surprising but in this sector, it
is always necessary to wait for worse steps by them,’ he added.

The expert noted that the protection of personal data is not properly
guaranteed in Armenia at present. `Our data, available on the CEC
website, are our personal data. I find that it is better to publish
voter registers instead of posting our data. Women, for example, do
not mention their age in Facebook, whereas the CEC website makes all
that information public,’ he added.
