Iran can help resolve Nagorno-Karabakh issue: ambassador

TEHRAN – the Iranian ambassador to Baku has said that Tehran, due to
its good relations with both Azerbaijan and Armenia, can help resolve
the Nagorno-Karabakh issue, the Azerbaijan Press Agency (APA)
reported.

`If any country is closely cooperating with only Azerbaijan or only
Armenia, that country cannot contribute to the resolution of the
Nagorno-Karabakh conflict. But Iran’s good relations with Azerbaijan
and Armenia allow it to help settle the conflict,’ Mohsen Pakaein told
reporters on Friday.

Both Azerbaijan and Armenia claim the territory of Nagorno-Karabakh,
which is mainly populated by Armenians but located in Azerbaijan.

`The disruption of security in the region can also harm Iran’s
security. The unresolved Nagorno-Karabakh conflict and its re-ignition
pose threat to the region,’ Pakaein said.

He also said the fact that Iran borders the conflict zone can
undermine the country’s security, adding, `The establishment of peace
will be useful not only for Azerbaijan and Armenia, but also for the
entire region, including Iran. Therefore, the conflict should be
resolved through peace as soon as possible.’

`You know that Iran is currently chairing the Non-Aligned Movement,
has influence in the region and is an active member of the
Organization of Islamic Cooperation. If the parties want, Iran can
help solve the conflict,’ he added.

Iran had earlier extended an offer to mediate between Armenia and
Azerbaijan in the dispute, which has dragged on since ethnic Armenian
forces took control of the region during a war in the early 1990s,
through diplomatic channels.

In April 2010, Manouchehr Mottaki, who was Iran’s foreign minister at
the time, presented a proposal for a trilateral meeting with his
Armenian and Azerbaijani counterparts to attempt to resolve the
dispute.

YEREVAN, JUNE 15, ARMENPRESS: One of the most important pages of
Armenian history of new period is the creation of
intelligence and counterintelligence services and system of state
security in the First Republic of Armenia. Sometimes a wrong
opinion I expressed that during the years of First Republic of Armenia
important state bodies were not managed to be formed.

But although archive materials are few but even existing facts give a
base to conclude that the government of the country which was
declared at difficult geopolitical and military situation considered
one of its most important tasks the organization of special services
and tried to provide money from its very modest budget for that
purpose, looked for ways for its proper formation and development,
had successes and of course regretful failures.

During the short historic period overcoming huge financialeconomic,
human resources and technical difficulties, realizing the necessity of
struggling
against provocations of neighbors with other necessary social,
political and force bodies were created als ospecial services almost
from nothing.

In difficult conditions of 1918-1920 that important body or to be more
concrete department did not manage to become fully independent body
and
acted as intelligence and counterintelligence department of Armenian
military ministry. It had four chiefs during 2.5 years.

The department and the intelligence work implemented by it were
governed by colonel Alexander Shneur, captain Vahagn Muradyan,
captain Tigran Devoyanc, Mikael Dodokhanyan. The counter intelligence
works were done by Artem Hovhannisyan (Hovhan KhanKutorsky).
In the statue of General Staff of Military Ministry was highlighted
that the intelligence and counterintelligence department is involved
in
gathering information about the opponent and location, developing and
systemization that information and supplying it to troops in time,
governs intelligence works of brigades, controls the accounting
procedures of the department, organizes struggle against spies of the
opponent.

The department based on agents’ information in a short period of time
had created huge base of information which gave opportunity to
receive information about forces, political events of the region,
intelligence and other actions of the opponent, geopolitical issues
and give
the information in time to leaders of the country and army.

In the centre of the activities of special services of the First
Republic of Armenia was the struggle against actions of Azerbaijan and
Turkey.
The archive materials show that Armenian special services with small
human and financial resources did their work in high level preventing
the rival actions of the enemy, finding their many agents and doing
their best for the security of the Republic. In conditions of Armenian
geopolitical isolation by Turkey and Azerbaijan special services of
the First Republic gained necessary information about issues of
different
spheres.

Celebrated representative of Armenian intelligence school Tigran
Devoyan in his memories mentions that Azerbaijan had a spy network in
Yerevan and their diplomatic representative taking the advantage of
his position with gave spy information to its government with the help
of telegrams and then he highlights: `Fortunately, Armenian Government
due to these telegrams was aware of the enemy’s programs and
was taking measures’.

For special services of newly born Armenian Republic the problem of
human and technical supply was the most vulnerable as there was not
almost any experience in that field. This difficult work was done by a
group of Armenian servicemen.

Many of the representatives of Armenian special services have been
forgotten. Unfortunately, we knew about many of them during Soviet
Union from criminal cases against them. In 1927 captain Vahagn
Muradyan, Mikael Dodokhanyan, Grigory Khachatryan and Grigory
Yeramov were sentenced for 10 years.

Archive facts state that besides people whom we know in the sphere of
intelligence and its sub branches worked Levon Bashinjhaghyan,
Semyon Hovsepyan, Ashot Sargsyan, Grigory Yeramov, Margar Sargsyan,
Artemi Aharonov, Veniamin Nersesov, Bekzadov, Piotor Paliev,
Hovhannes Paronyan and etc.

It is necessary to highlight especially that officers involdved in
Armenian special services have been heroic people who often not havng
financial support from the state due to their own resources did their
best in order not to fail the implementation the tasks given to them.
On occasion of 95 th anniversary of Intelligence and
counterintelligence service of Armenian First Republic in the museum
of the system of
National Security Service of the Republic of Armenia has been
organized an exhibition on abovementioned topic.

Russian-Armenian businessman Ruben Vardanyan has describe the Armenian
authorities as a clan-governed homogenous system in a recent interview
with the popular TV channel Dozhd.

Vardanyan, who has collaborated with the Armenian authorities for many
years, making investments in the country, is now facing serious
problems, according to the paper.

The offshore scandal targeting Prime Minister Tigran Sargsyan is said
to be linked to the Ameria bank, which is owned by him.

Citing recent reports in the press, the paper says that the premier
received over a $10bn. worth loan from the bank, which was later
reduced to dust.

The paper notes that it is quite possible that the severe criticism
voiced recently in that connection is the result of that storey.

in less than three minutes

Astrophysicists at the University of Santiago de Compostela (Spain)
and the Byurakan Observatory (Armenia) have detected a star of low
luminosity which within a matter of moments gave off a flare so strong
that it became almost 15 times brighter. The star in question is the
flare star WX UMa, phys.org reports

`We recorded a strong flare of the star WX UMa, which became almost 15
times brighter in a matter of 160 seconds,’ explains astrophysicist
Vakhtang Tamazian, professor at the University of Santiago de
Compostela. The finding has been published in the `Astrophysics’
journal.

This star is in the Ursa Major constellation, around 15.6 light years
from the Earth, and it forms part of a binary system. Its companion
shines almost 100 times brighter, except at times such as that
observed, in which the WX UMa gives off its flares. This can happen
several times a year, but not as strongly as that which was recorded
in this instance.

Dr Tamazian and other researchers detected this exceptional brightness
from the Byurakan Observatory in Armenia. `Furthermore, during this
period of less than three minutes the star underwent an abrupt change
from spectral type M to B; in other words, it went from a temperature
of 2,800 kelvin (K) to six or seven times more than that.’

Based on their spectral absorption lines, stars are classified using
letters. Type M stars have a surface temperature of between 2,000 and
3,700 K; Type B between 10,000 and 33,000 K.

WX UMa belongs to the limited group of `flare stars’, a class of
variable stars which exhibit increases in brightness of up to 100
factors or more within a matter of seconds or minutes. These increases
are sudden and irregular – practically random, in fact. They then
return to their normal state within tens of minutes.

Scientists do not know how this flaring arises, but they know how it
develops: `For some reason a small focus of instability arises within
the plasma of the star, which causes turbulence in its magnetic
field,’ explains Tamazian. `A magnetic reconnection then occurs, a
conversion of energy from the magnetic field into kinetic energy, in
order to recover the stability of the flow, much like what happens in
an electric discharge.’

Next, kinetic energy in the plasma transforms into thermal energy in
the upper layers of the atmosphere and the star’s corona. This
significant rise in the temperature and brightness of the star enables
astronomers to detect changes in the radiation spectrum.

`Photometric and spectroscopic monitoring of this kind of flare stars
is very relevant because it provides us with information about the
changing states and physical processes, which are in turn key to
studying the formation and evolution of stars,’ Tamazian explains.

To carry out this study, in which flares in other binary systems (HU
Del, CM Dra and VW Com) have also been analysed, the SCORPIO camera of
the Byurakan Astrophysical Observatory was used. This camera enables
both the spectrum and the brightness of these objects to be detected.

Flare stars are intrinsically weak, and can therefore only be observed
at relatively short distances in astronomic terms, specifically in the
vicinity of the Sun, up to a distance of a few tens of light years,
according to phys.org.

La production de nourriture en conserve a augmenté de 511,6 tonnes

La transformation des aliments en conserves en Arménie a augmenté de
88,9% à 511,6 tonnes en Janvier-Février 2013, par rapport à la même
période de l’année précédente.

La production de viande en conserve était de 122,3 tonnes dans la
période contre 89,5 tonnes en Janvier-Février 2012 (36,6%
d’augmentation).

Selon les statistiques, un total de 106,2 tonnes de conserves de
légumes a été produite dans la période par rapport à 58,2 tonnes en
janvier-février 2012 (82,5% d’augmentation).

Seuls 76,9 tonnes de tomates en conserve ont été produits, soit une
baisse de 1,2% par rapport à la même période de l’année dernière.

Les fruits en conserve représentaient 202,7 tonnes dans la période,
soit une augmentation de 4,5 fois par rapport à janvier-février 2012.

La production de ketchup a atteint 39,1 tonnes (hausse de 3,3%) et
celle de jus de fruits naturels était de 2 003 700 litres contre 1 446
600 litres en Janvier-Février 2012 (38,5% d’augmentation).

Les tarifs de l’eau pour les residents de la Republique du
Haut-Karabagh ne changeront pas a annonce le president Bako Sahakian
lors d’une reunion resumant les travaux effectues dans la region
d’Askeran en 2012.

Une hausse des tarifs de l’eau a ete emise recemment au Karabagh.

Le president a confirme que les tarifs de l’eau resteraient les
memes et que les citoyens du Karabagh continueraient a payer les
memes montants.

Bako Sahakyan a egalement note que les autorites reconsidereraient
la question de certains tarifs pour les grands consommateurs d’eau.

Toutefois, cela ne touchera pas les citoyens ordinaires. Le tarif de
l’eau courante est de 112 drams par 1 mètre cube.

loi sur le rattachement de l’Azerbaïdjan a l’Iran en mettant a jour
les termes et conditions d’un traite du 19ème siècle qui a cede une
partie de l’Azerbaïdjan et de l’Armenie aux russes.

Le traite de 1828 de Turkmenchay a mis fin a la dernière guerre entre
la Russie et la Perse, et ouvert la voie a ce que Saint-Petersbourg
etablisse sa souverainete sur le Caucase du Sud. (Teheran avait
deja renonce a ses pretentions sur la Georgie dans le Traite de 1813
de Gulistan.)

Mais les Iraniens soutiennent maintenant qu’il y avait un detail
crucial dans le document.

Le traite, disent-ils, n’etait valable que pendant 100 ans et, par
consequent, la logique des deputes est de ” re-annexer ” l’Azerbaïdjan

Dans le Caucase du Sud, où presque tout le monde a des revendications
territoriales – declarees ou en sourdine – contre tout le monde,
tout regard retrospectif sur l’histoire peut etre un exercice très
subjectif et perilleux.

La Russie et l’Iran se considèrent comme des liberateurs du
Caucase, tandis que les peuples du Caucase voient les deux comme
des envahisseurs.

The relatives of pilots who died in a crash in the Islamic Republic
of Iran in 2001 have lost every hope that their voice will be heard
one day.

Although the government today held its outgoing session in Armavir,
a western province in Armenia, Larisa Ohanyan, the widow of pilot
Hamlet Ohanyan, was again outside the government building, demanding
the wages of 66 months.

By a court decision, the Armenian Airlines Company is obliged to
pay the mother for feeding the four underage children until their
adulthood. Government officials informed the disparate mother that
the bankrupted company had lands and would be able to compensate the
money after the sale of the property.

“My children do not care whether they have lands or not. We want to
receive our monthly payment in the amount of 45 000 drams. I have no
one else to turn for help. I have pawned my house to get money for
my children’s education and now I have lost it,” says Larisa Ohanyan.

HAIL DAMAGE IN ARMENIA’S ARMAVIR REGION HIT ABOUT AMD 25 MLN: DEPUTY

YEREVAN, June 13./ARKA/. The hail damage in Armavir region of Armenia
hit 25 billion drams, Armenian deputy Aleksan Petrosyan told reporters
on Thursday.

“The most affected farmers were those who were cultivating orchards
and grapes,” he informed.

Several state structures of Armenia, according to him, have already
allocated about 74 million drams to the Fund which was set to support
the hail-affected farmers.

The donations can be made till August 1, and later on, the farmers
will be invited to discuss how these funds should be distributed.

“We realize we won’t manage to collect the amount to completely
reimburse the farmers, however, these funds will somehow support the
those who found themselves in a crisis,” the deputy said.

The farmers who were cultivating orchards and grapes are first
candidates fore receiving assistance, Petrosyan clarified.

The deputy also informed the farmers who were cultivating vegetable
and melon crops still have a chance of a double sowing.

Petrosyan appealed to all citizens of Armenia and Armenian Diaspora
to support the farmers.

Interested individuals can support the farmers donating money to the

Hail damaged crops on about 17,000 hectares in Armenia on May 12. The
government program adopted on May 23 envisages a number of measures to
