Amulsar Is The Indicator Of Investment Philosophy Of The West

AMULSAR IS THE INDICATOR OF INVESTMENT PHILOSOPHY OF THE WEST

Yesterday the ambassadors of the U.S. and the UK John Heffern and
Katherine Leach visited Amulsar and said the mine may attract a lot
of investments.

The UK and the United States identified several directions of
development for the Armenian economy. The United States used to speak
more about IT and tourism, while the UK focuses on natural resources
and the financial sector. Apparently, the United Kingdom is more
pragmatic and honest than the U.S. because there is only one major
project – the gold mine of Amulsar.

Banks and mines are two sectors which impoverish rather than enrich
Armenia. Gold extracted in Armenia is exported, and Armenia is left
with a small amount of taxes and ruined ecology. Banks kill the real
economy blocking develop of the economic entities.

Amulsar is located 10km from Jermuk, one of tourism centers of
Armenia. Exploitation of the mine, according to environmentalists,
will affect Jermuk negatively. The support of the U.S. ambassador
to the Amulsar project in no way matches with his statements on
development of tourism in Armenia.

I would like to believe that the refusal of the Armenian authorities
to permit production of gold of Amulsar is determined by good faith.

Attracting investments is important, of course, but not at any cost.

If the economic development of Armenia is important to the West, if
its purpose is not turning Armenia to one of the commodity-dependent
countries in which banks can launder money, it is better to invest
in the real economy, not mines.

It is clear that profit from a gold mine is bigger than the profit from
a software company. However, the U.S. and the U.K. should understand
that Armenia is not expecting such investments from the West. The
statements that these investments are hampered by problems in public
management, on this background, do not look quite adequate.

If Armenia can allow investments in the mining sector, nothing stops
it from developing IT and other sectors.

The Western countries have not made investments in Armenia for
many years. And the trust of the Armenian people in the investment
philosophy of the West will depend on what the first projects will be.

Amulsar will not build up confidence.

of the Republic of Armenia will be modernized. The Secretary of
the National Security Council Arthur Baghdasaryan stated this at
the press conference held on June 27. As reports “Armenpress” the
Secretary of the National Security Council mentioned: “The air-force
and air defense system of the Republic of Armenia in general will
be modernized and re-equipped.” The Russian military-base No 102 in
Gyumri and frontier unites will be re-equipped as well. “2014 will
be a very important year in respect of rearmament,” the Secretary of
the National Security Council said.

The Secretary General of the Collective Security Treaty Organization
Nikolay Bordyuzha touched upon the issue of the ongoing procedure of
establishing united military forces within the framework of CSTO.

“Those collective aviation forces of the organization will contribute
to the activity of the national military unites, when there is a
necessity to protect the sovereignty and territorial integrity of
the states,” the CSTO Secretary General underscored.

Armenian Official: Azerbaijan’s Doggedness Will Contribute To Nagorn

With its dogged policies on the Nagorno-Karabakh Republic, Azerbaijan
itself is contributing to the country’s international recognition,
an Armenian deputy foreign minister has said, commenting on President
Ilham Aliyev’s Wednesday statement stressing the need to re-establish
the country’s territorial integrity at any price.

Speaking to Tert.am, Shavarsh Kocharyan said that statements of
the kind are targeted more at the domestic audience in an effort to
strengthen the image of an authoritarian regime.

“I have got tired of giving answers, and it is surprising that that
person {Aliyev} is never annoyed with repeating [the same thing]
every day. And the statement is made by a country which was sobbing
bitterly everywhere after suffering a defeat. If it were really
ready to make such a statement, it wouldn’t voice it every day. The
statement is first of all targeted at the domestic audience because
the maintenance of an external enemy image transfers the hereditary
authoritarian regime,” he said.

Asked to what extent it is right to keep negotiating with such a
country in the light of the OSCE Minsk Group’s continuing calls for
a peaceful settlement without regard to the Azerbaijani threats,
Kocharyan answered that the peace talks have two basic objectives.

“The co-chairs are trying, on the one hand, to reconcile the
parties, but they won’t reach [an agreement] as it is obvious to
all that Azerbaijan is the reason behind that. On the other hand,
Azerbaijan is facing a dilemma; it will otherwise contribute itself
to the international recognition of Nagorno-Karabakh’s as the status
quo continues.

The second objective, which Kocharyan considered equally important,
is the co-chairs’ continuing efforts to prevent the 1994 ceasefire
from evolving into military operations. The deputy minister said
that the mediators’ repeated statements stressing the importance of
an exclusively peaceful settlement of the conflict are targeted at
such efforts.

“So no wonder that Azerbaijan is all the time trying to get rid of
the co-chairs’ format or at least distort, as well as direct the issue
to other tribunals,” the deputy FM said, considering the Minsk Group
mission a kind of strait jacket for the Azerbaijani authorities.

Regional Director meets Minister of Health of Armenia

Visiting Armenia at the invitation of Dr Derenik Dumanyan, Minister
of Health, Ms Zsuzsanna Jakab, WHO Regional Director for Europe,
discussed cooperation between WHO and the country during an official
visit on 19-20 June 2013.

Ms Jakab also met the Deputy Minister of Foreign Affairs, the members
of the National Assembly’s Standing Committee on Health Care, Maternity
and Childhood, and the United Nations Resident Coordinator.

They discussed issues highlighted in Health 2020, the European health
policy framework.

At a joint workshop organized by the Ministry of Health and the WHO
Country Office, Armenia, Zsuzsanna Jakab spoke of national health
reforms in the context of Health 2020, with its focus on strategic
directions, priority areas, evidence-based interventions and workable
solutions for Member States to integrate into their national policies
and strategies.

“We believe that good health underpins social and economic
development. I am encouraged by the political will of the Government
of Armenia to pursue reforms in the health sector,” said Ms Jakab
during a press conference with the Minister of Health.

“We have made progress in improving health indicators in Armenia,”
commented Dr Dumanyan. “However, the current realities bring new
challenges and complex problems. We appreciate the knowledge and
expertise of WHO and I am sure that, as a result of closer cooperation,
we can improve health further for people in Armenia.”

Ms Jakab invited the Minister of Health of Armenia to visit WHO/Europe,
to learn more about the organization’s technical programmes.

Sometimes various rumors, discussions, and even public movements
generate not only from the political or economic interests, but also
due to being unaware of the realities. It is clear, for example, that
Ruben Hayrapetyan, as an oligarch, a former Deputy and a member of the
Republican Party should become a regular target of diverse criticisms.

However, to link his name with possible transfer of the Ukrainian
“Shakhtior” football-player to any other team, simply means not to
be familiar with the rules of professional football. Under what
conditions “Pyunik” have sold (transfer) Henrikh Mkhitaryan to
“Metallurg” and the latter to “Shakhtior”, all of these, naturally,
is a commercial secret. But it is quite obvious that the “Pyunik” and
“Metallurg” owners have absolutely no leverage to block the transfer
of football-player not belonging to them. The managers of football
clubs and agents of given football-players are engaged in transfer
of the professional football-players. Of course, when the terms are
determined and known, the player, itself, can agree or disagree.

Writing an open letter regarding the transfer to the President of
Armenia or the Prime Minister of the Great Britain, is just a display
of ignorance. The same for the search of offshore scandal ‘clients’.

As our officials believe that what is written about them, can not be
spontaneous, they are looking for “clients” everywhere. In particular,
it is said that the scandal has become public by the President’s
so-called patronage. This information is not only absurd, but first of
all, offensive for our partners of the “Hetq”. And here it’s worth to
get a little bit acquainted with the realities. The businessman Pailak
Hayrapetyan has been long complaining about Tigran Sargsyan, Navasard
Archbishop Kchoyan and businessman Ashot Sukiasyan. Moreover, these
complaints for at least one year were published in the media. But
none of us had the time or desire to look deep into these complaints,
except for the “Hetq”, that’s why this media belongs to the Association
of Investigative Journalists. More are such media, the better for
the society. They went after the information provided by Pailak
Hayrapetyan, and due to this information, the offshore registered
company was revealed. What the document revealed by the “Hetq” proofs,
the question should answered by the law enforcement.

Recently, one of the opposition said, “a document proved that the
prime minister is a thief, a robber.” To tell the truth, I am in
favor of a higher level of legal awareness, I wish the word “proven”
is applied by the judicial instances. As long as there is no such
judgment, everyone, including the high-rank officials and the most
pacific oppositions enjoy the presumption of innocence. But the fact
that the law enforcement do not begin proceedings is, certainly,
strange. I think that the Prime Minister and the Archbishop need to

Gurgen Yeghiazaryan, an ex-member of the Social Democrat Hunchakian
Party (SDHP), has left the party, but intends to explain his decision
this September.

“I want to create a socialist alliance because I see that capitalism
is of no benefit. Because I see Armenia’s residents growing poor day
by day, leaving the country day by day,” Yeghiazaryan told Tert.am.

“What if not socialism? Inhuman capitalism? The right way is to create
a socialist state,” he said.

The Zhoghovurd daily has reported that Gurgen Yeghiazaryan has for
a long period had not any contacts with the SDHP, but the newspaper
failed to inquire about the reasons.

As to the political forces he plans to cooperate with in forming a
socialist alliance, he said: “All the forces willing to cooperate
with us. We have enough time.”

Asked about the SDHP head office’s attitude, he said that the party has
to find the strength to get rid of its present strategy and tactics –
doing nothing than doing the authorities’ will.

Talking to Tert.am, Lyudmila Sargsyan, an SDHP member, said she was
informed of his plans.

“The SDHP is engaged in judicial proceedings and the uncertain
situation has been an obstacle to Yeghiazaryan’s plans,” she said.

“He remains my best friend in the movement and I will be happy to
continue cooperating with him,” she said.

Anthology Of Armenian Chamber Music – A New Project For Music-Lovers

ANTHOLOGY OF ARMENIAN CHAMBER MUSIC – A NEW PROJECT FOR MUSIC-LOVERS

The cooperation between the “Ars Lunga” duo and VivaCell-MTS helped the
new Anthology of Armenian Chamber Music collection – a unique project
in form and content – come to life. The initiative belonged to the
“Ars Lunga” duo (Aram Talalyan and Julietta Vardanyan). The project was
implemented with VivaCell-MTS general sponsorship and the support of
the Ministry of Culture of Armenia. The collection was presented during
the opening ceremony of the 4th annual international festival after
the Talalyan brothers, the press service of VivaCell-MTS reported.

The collection includes pieces of the Armenian academic musical
thought from the beginning of the 20th century to our days and works
by the representatives of the younger generation of musicians. The
“Ars Lunga” duo has gathered together pieces for piano and cello by
60 Armenian composers of the 20th-21st centuries. The recordings
fully meet the modern day requirements for sound footage. The 12
compact discs in the collection are also provided with composers’
biographies complied in booklets.

“The spiritual heritage is not an open book and can’t be presented to
the world’s attention in a short time. Clever is the nation, which
manages to find wise ways for that and conserve the achievements of
centuries. Therefore initiatives like this one are important. They
tell us about our past and create our future,” said VivaCell-MTS
General Manager Ralph Yirikian.

The recordings are not for sale. They will be donated to the libraries
of the largest universities of the world, music festivals, colleges
and educational institutions of music, composers’ unions, and radio
stations playing classical music.

The “Anthology of Armenian Chamber Music” project is comprised of
several parts. The “Ars Lunga” duo plans to continue the series of
recordings and to include chamber pieces for piano trios, quartets,
quintets in the collection.

The ceremony concluded with the premiere of one of Aram Khachaturian’s
pieces performed by the “Ars Lunga” duo.

Russia has started to ‘compensate’ Armenia over its deal with
Azerbaijan on selling up to $1 billion worth of military equipment
to this country that threatens to go to war against Karabakh, said
Collective Security Treaty Organization (CSTO) Secretary General
Nikolay Bordyuzha in Yerevan on Wednesday.

Russia’s decision to deliver ammunition to Azerbaijan pursues business
goals, he said during the Yerevan-hosted strategic political forum
entitled ‘Political and Security Guidelines in Formation of CSTO
Military Component’.

“This is a market. When we decide to sell weapons to the countries
that are not included in the CSTO we consider the importance of
maintaining equality and equilibrium in the Caucasus,” adding that
the Russian military base in the territory of Armenia is regarded as
part of this balance.

Commenting on this statement Deputy Foreign Minister of Armenia
Shavarsh Kocharyan agreed that selling arms is a business. Answering an
Aysor.am question, the official said that Armenia “cannot but worry”
about Russia’s arms sales to Azerbaijan but added: “There is one
circumstance here. The purchaser of arms becomes somewhat dependent
on the seller as such arms should be regularly replaced.”

Materials regarding embezzlement in Nairit Plant CJSC are being
prepared by the Main Investigation Department of Armenian Police and
more information about the results will be provided later. This was
the response of the police press service to the question of ‘168 Hours’
paper: When will the investigation of Nairit case end?

According to the paper’s sources, the investigators received
instructions from the respective circles to stop the criminal case on
some pretext. “It is no accident that the names of several Armenian
officials are mentioned in connection with the Nairit case and
scandalous arrests may be made in case of an objective investigation,”
the paper notes.

Sommes-nous des ” Turcs justes ” ?

Je découvre ici et la que d’aucuns nous appellent, nous qui demandons
la reconnaissance du génocide des Arméniens, des Assyriens et
des Grecs, ces peuples chrétiens de ce qui constitue maintenant
la Turquie, des ” Turcs justes ”. Je ne me qualifierais pas, ni
mes amis, de ” juste ”, car pour moi un ” juste ” est quelqu’un
qui protège des victimes et risque sa vie dans ce but. En Turquie,
près d’un siècle a été nécessaire avant que nous, un petit
nombre de gens, ne réalisions que nous faisions tous partie des
mensonges ambiants.

Le négationnisme ne consiste pas seulement a nier ce qui est arrivé.

Il s’agit d’un climat global que chaque individu respire, fait sien,
en s’assurant que son organisme tout entier s’y conforme et se comporte
en conséquence. Il s’agit d’un style de vie, d’une manière d’être,
propre non seulement a des individus, mais a la société en tant
qu’être collectif.

Je ne blâme pas seulement une poignée d’élites dirigeantes. Le
mal n’est pas seulement l’affaire de quelques gouvernants ; il est
absorbé par les masses qui sont sujettes a ce pouvoir. Autrement
dit, la version de la vérité propre au dirigeant est littéralement
intériorisée par le dirigé, car il est confortable et sans danger
de savoir ce que chacun est censé savoir et de voir ce que chacun
est censé voir. Il s’agit la d’un instinct de survie.

Jusqu’au milieu des années 1990, nous, a savoir une poignée de gens
que l’on nomme maintenant les ” Turcs justes, ” participions de ce
mal – le négationnisme. Ce que quelques-uns (Yelda, la première
personne qui appela publiquement l’extermination des Arméniens un
” génocide ” sur une chaîne de télévision en 1996, et NeÅ~_e
Ozan qui fut la cheville ouvrière d’un comité au sein de la section
stambouliote de l’Association Turque des Droits de l’Homme (I.H.D.),
chargé de recenser les violations des droits des minorités)
déclaraient a cette époque pour mettre en question l’histoire
officielle, ne put alors être entendu, jusqu’au début des années
2000, lorsque le processus d’intégration dans l’Union Européenne
démarra et que les ” droits des minorités ” devinrent un sujet
sensible, des fonds de l’Union Européenne étant attribués a des
projets liés aux ” minorités ”.

L’assassinat de Hrant Dink intensifia le processus et accrut le nombre
d’initiatives d’O.N.G. et de la société civile, engagées dans
la soi-disant ” question ” arménienne. Dix autres années durent
s’écouler pour que des initiatives ” pro-arméniennes ” de grande
ampleur commencent a utiliser le mot ” G ”. Un intervalle de 17 ans
sépare l’usage public de ce mot par Yelda et celui de l’initiative
DurDe (Dire non au racisme et au nationalisme) qui l’a utilisé pour
la première fois lors de sa commémoration du 24 avril 2013 a Taksim.

Entre temps, l’Association Turque des Droits de l’Homme (I.H.D.) avait
commencé a commémorer publiquement le génocide en 2005, en utilisant
le mot génocide. Mais sa parole resta inaudible, comme s’il existait
un consensus tacite pour négliger ses efforts.

Or, reprocher a certains la marginalisation initiale de Yelda et de
l’I.H.D. par leurs propres homologues, et la longue période de silence
qui s’ensuivit parmi les groupes gauchistes et autres contestataires,
a-t-il un sens ? Car c’est la dynamique culturelle, psychologique,
sociale, etc. de l’environnement négationniste de la Turquie de
l’après-génocide qui a régi ce processus – et qui perdure.

Beaucoup se demandent si ce petit nombre de gens est capable de
changer les choses en Turquie.

Tout dépend de ce que nous entendons par le mot ” changer ”. Si nous
parlons d’un changement dans la politique négationniste officielle de
la Turquie et la mentalité du peuple turc en général, la réponse
est non. Ces petits groupes ne peuvent et ne pourront pas susciter,
même a long terme, un changement. Mais si nous entendons un changement
dans les cŔurs et les esprits, la réponse est oui. Chaque jour,
leurs actions amènent un changement.

D’autres se demandent encore si ces gens, les soi-disant ” Turcs
justes ”, ne seraient pas utilisés par l’Etat turc comme des feuilles
de vigne pour cacher la honte. La réponse est a la fois oui et non.

Non, parce que la remise en cause de la thèse officielle du
négationnisme est un phénomène a part entière, qui se développe en
toute indépendance. Oui, en même temps, car cela aide la Turquie,
qui a un besoin vital de se présenter comme une démocratie au
regard de la communauté internationale, non seulement en termes
de réputation, mais aussi en termes d’intérêts économiques et
financiers. Or, les autorités turques ne peuvent manquer d’observer
que la communauté internationale n’est pas naïve au point de
pardonner la Turquie, au vu des actions et des déclarations d’une
poignée de gens… Un pour mille, au sein des masses écrasantes qui
composent la société turque, parallèlement a ces gouvernements
autocratiques, antidémocratiques et nationalistes successifs, qui
ont dirigé la Turquie depuis 1915.

Telle est la dialectique de la vie. Chaque chose évolue en quelque
chose de neuf, durant une période donnée, et un même phénomène
peut servir les objectifs de forces contraires. Néanmoins, en dépit
de cette dialectique, je pense que l’Etat sera victorieux a chaque
étape, tant que le gros du peuple turc continuera d’être ce qu’il
est. Je pense que rien de bon ne sortira de la Turquie, compte tenu
de son héritage historique génocidaire et sa perpétuation en cours,
ininterrompue depuis lors, les mentalités ayant été, de génération
en génération, formatées et conditionnées grâce a une mécanique
négationniste bien orchestrée. Un crime qui reste impuni et un refus
de se repentir constitueront toujours un obstacle a un progrès social
et a un processus conduisant a une véritable justice.

Or, les efforts des uns et des autres pour dire la vérité aux Turcs,
aux Kurdes et aux autres peuples musulmans sunnites sur ce qui s’est
réellement passé en 1915 et ensuite, ont un sens. Libérer ne
fÔt-ce qu’une seule personne des mensonges de la thèse officielle
sur les Arméniens et autres peuples autochtones chrétiens d’Asie
Mineure représente une victoire au niveau microcosmique contre
le négationnisme, car chaque individu est un agent potentiel de
changement, quelque portée que ce changement puisse revêtir.
