Freedom House. Safarov’s Extradition Stopped Karabakh Negotiations

FREEDOM HOUSE. SAFAROV’S EXTRADITION STOPPED KARABAKH NEGOTIATIONS

Tue, 07/16/2013 – 12:54

U.S. Freedom House human right protection organization published its
annual “Transition Countries 2013” report. The report along with
issues of human rights and democracy in 29 countries of Central
Europe and Eurasia touched upon the actual termination of Karabagh
negotiation process.

The Report stated the growing gap of democracy and human rights
between Azerbaijan on one hand and Georgia and Armenia on the other.

It also touched upon the use of brutal force against peaceful
demonstrators, many cases of repression and large fines in Azerbaijan
during Eurovision song contest.

“When Hungarian authorities made an unexpected decision of extraditing
axe-murderer Ramil Safarov, Baku authorities met him as a hero
and released immediately the convicted murderer, which stopped the
process of negotiations with Armenia regarding Nagorno-Karabakh”
conclude Freedom House experts.

An Authentic Pastor, A Faithful Servant Of The Church Goes

AN AUTHENTIC PASTOR, A FAITHFUL SERVANT OF THE CHURCH GOES

OPINION

Translation from French

Sahag Sukiasyan, deacon of the Armenian Church to send us this platform
signed by a group of faithful of the Diocese of the Armenian Church
of France

On behalf of the future of our Church

Wednesday, July 3, we learned the sad news that thousands of
faithful of our diocese, the resignation of our Primate, His Eminence
Archbishop Zakarian Norvan. This news came on a background of crisis
in which our young diocese had no need. It quickly became clear that
this was related to the new conviction by a court “person violence”
Vatche father, former parish priest of Nice and the resignation of our
Primate was caused by a dispute between the Catholicos of All Armenians
and himself about the priest. The shock and incomprehension are all
larger than Norvan Monsignor is an ecclesiastical great humility,
which has always been aware of his duties, loved and respected by the
faithful of his diocese, which enjoys great authority to his brothers
in the Episcopate and in all ecumenical circles. In addition, it
is known in France and in all our communities around the world as
a passionate intellectual authentic literature and other forms of
artistic expression as a tireless defender of the Armenian language
and a bold promoter of his teaching. His departure is for all the
faithful of his diocese bad news, but this is the decision he has
taken himself. And as such, we respect.

The aim of the authors of these lines does not write a eulogy of Bishop
Norvan. There is no need: forty-five years of his ministry since his
ordination in 1968 in our cathedral church of Paris reflected largely
in its favor.

The last of its missions, and not least, has been the foundation of
the Diocese of France, decided founding almost 90 years ago by the
Catholicos Gevorg V of happy memory, but none of the legates who had
catholicossaux succeeded in our country had failed to materialize. The
names of His Holiness Karekin II, Supreme Patriarch and Catholicos
of All Armenians, and Archbishop Norvan therefore remain forever
associated with this project which, despite criticism from some of
his critics, was and remains an urgent need for the future of our
community. In education, after years of arduous preparatory work
Norvan Bishop had just launched the long-awaited construction of the
school Alford.

The man by whom the scandal happened.

The news that was broadcast on the eve of his resignation had already
all deeply wounded.

For the first time in the nearly century-old history of the Armenian
community of France, one of our church was sentenced by a court. If
the conviction of the man of the church is primarily a spot on his
personal honor, it is also for his community, his church, his bishop
and of course for its Patriarch. After being sentenced by Justice
of the French Republic, it will, therefore, also face the judgment
of his superiors. One can imagine that the father Vatche be at least
invited to retire to a monastery for several months to freely examine
his conscience. Our intention here is not to ask for the death of the
sinner: “Who is the man who lives and does not fish? “(Ritual of the
Armenian Church).

An essential debate, an essential commitment of all to put the faithful
in the heart of the Church and the Church in the heart of the faithful.

Few of us know the priest who is the origin of the different between
our Catholicos and our Primate, but to our great regret, we have not
heard so far it has contributed greatly to the spiritual life faithful
of our Church in France. If he did otherwise, we would like the voices
to testify for him and say, “Behold the man.” We would be reassured
and happy to see readmitted to our communion as a brother. For now,
we’ll just say that the tensions and antagonisms that has caused will
be allow the opening of a real debate on the reforms needed to improve
the organization of our church life and also beyond this question on
the form to be taken by the dialogue between Armenia and the Diaspora.

Some of our “old” who often had little education but much wisdom liked
to repeat “there is good in all evil.” The opportunity offered to us
must be received as a true result.

Many members of our clergy regularly arrested on responses that our
church should make the “grand challenges of the 21st century.” A
two-day conference was also held in Marseille last year at this
same time, chaired by His Holiness Catholicos himself. Our biggest
dilemma is that, collectively, we are simply still not out of the 20th
century. We do not, for example, still made a moral response to major
disasters that were the Genocide and the Sovietization and everywhere,
as Diaspora in Armenia, the Church had, in the image of the nation,
rebuild in a hurry, from scratch.

To speak only of our situation in France, we have both reconnect with
our church lost tradition: his ecclesiology, his spiritual heritage,
its rites, its liturgical language, all in the very specific context
of secular France and bring to young people born in this country
answers to questions they have as many of their fellow citizens of
their generation. But the approach to certain issues, such as those
related to bioethics, it can lead to the same results of our Church
as we inherit the unique experience of extermination? The Armenian
Church does not have to own us in a number of areas answers?

To a new experience of church life

The independence of Armenia, the collapse of the Soviet Union, state
“occupier” and atheist, finally allow us today to imagine and build
new relations between Armenia and the Diaspora – or more accurately
Armenia and Diaspora – but also in the Church. Secular and religious,
we will not make the economy of these debates and the redefinition
of the relationship. The divisions of the past conditioned and was
adversely affecting the relationship between “Armenian Western” and
“Eastern Armenians” are no longer relevant. The Cold War was that new
disunity and a real “civil war” fratricide, particularly in the Near
and Middle East is now forgotten now. We are now free, some like the
other. Free to make all the ideals of generations of Armenians, but
also free to fail together. Our complementary if it is ontologically
a basic premise, is not provided nor universally accepted nor easily
materialize. It must, we think he above all recognize this reality
and work patiently bringing the two components of the nation in an
equal relationship. “Nobody save anyone,” especially without the
consent of the “other” without the accompanying Charity.

For a new and authentic Life Church: Religious and laity to serve
the same Lord and his Church.

This is true for civil society should be more in the Church where
Charity, another word for love of neighbor is the foundation of any
relationship. The clergy must be exemplary in this regard. And it
is true that we still have priests and bishops we deserve, let us
also remember that it is they come from our ranks and it is our
responsibility to support them constantly in their vocation and
fulfillment of their ministry by our prayers, advice and sometimes
our demanding requests. If the priest cassock door, it should not be
a fad, or to single out for free, but at any moment he remembers its
state and its mission. It is also for the faithful can respectfully
remind him when it can, in a moment of madness, away from his vocation
and mission.

In an analysis a little early and basic, but very widespread, many of
us believe that the cause of the detachment of the younger generations
to the Armenian Church is a consequence of the existing cultural gap
between the faithful and the clergy of France once native Near and
Middle East, but today almost exclusively of Armenia. For their part,
many ecclesiastical judge that “the Armenians of France are totally
assimilated and devoid of any desire to rediscover their spiritual
and cultural heritage.” These explanations are naturally shallow and
probably the truth is she is somewhere between the two positions. But
we can not dodge the question as to the nature of the accession of the
Armenians of France in what they call a subtle way – and revealing –
“faith of their ancestors,” the process turning their accession to
the Armenian Church in an element important, but stripped of its
true meaning, their “identity range” with three drawers: Genocide –
Religion – Armenia. To be a little live: who among us would like to
see today a son abandon the prospect of brilliant graduate to take
orders and serve others?

Again, the answer is sharp, ready, “the Armenian Church does nothing
to interest us and adapt to us.” One could of course write countless
pages on these topics. But one can also wonder why these young people,
but also the generations of old, are not found in greater numbers in
the ranks of other churches that do not fail to introduce ourselves
as proselytes very unlike the Armenian Church. The Armenian France
it would be inherently “not compatible” with the faith and thus
permanently deprived of any prospect of salvation or would it not
be sealed simply any query metaphysical? And what about those lay
leaders of our parishes, in all innocence, are atheists or agnostics
and engage in the service of the Church in the name of their ethnic
or cultural background? The risk of “communitarianism” as feared by
opponents of the new diocesan organization is it not just lurking in
this position for less ambiguous?

The upheavals of the last century that was the Genocide and the
Sovietization disoriented in the proper sense of the term the whole
Armenian people in Anatolia and the Caucasus, and in the dispersion.

Although born in the heart of the Armenian plateau, away from
sea shore, St. Mesrop Mashtots constantly invokes in his hymns of
penitence “Good Captain” (navabed bet) which alone can lead the ship
to port. These “captains” are obviously our church from the humblest of
deacons to Catholicos of All Armenians, but the laity must not observe
the operation from the pier or be prevented from contributing to the
growth vessel Faith Armenians . It is the vocation of every Christian,
regardless of his status, because “all of us who were baptized into
Christ, have put on Christ” (Gal 3.26 to 27).

All companies and institutions, and the Church is at the same time
as the mystical body of Christ, an institution, a human society,
is also progressing through the crises they traverse. One that is
invited to our will in our church life to help us grow in Faith, Hope
and Charity. The title of an Armenian folk song proclaims “Nothing
is sweeter than the name of brother.” Our most recent history can
also convince us that.

Our unique and humble supplication to the two brothers in the
episcopate are Holiness Karekin II and Archbishop Norvan is to
remember the Lord’s words: “If thou bring thy gift to the altar, and
you remember that your brother some something against you, leave your
gift there before the altar and go first be reconciled to thy brother,
and then come and offer your gift “(Gospel of Matthew: V, 23-24).

Successors of the Apostles, we need your charity and your blessings
to work for the glory of God and the strength of his Church.

With you, we will give a new life to our church and live a new life.

Ils etaient tous contents.

(KON-KURD) a appele quelque deux-cents associations kurdes a travers

autorites anglaises.

Marches Financiers Turcs : Erdogan Reunit Ses Ministres, La Banque C

MARCHES FINANCIERS TURCS : ERDOGAN REUNIT SES MINISTRES, LA BANQUE CENTRALE

TURQUIE

ISTANBUL, 15 juil 2013 (AFP) – Le Premier ministre turc Recep Tayyip

9,29% a 9%.

emergents subissent depuis plusieurs semaines d’importants retraits

18 Killed, Dozens Injured In Bus Crash

18 KILLED, DOZENS INJURED IN BUS CRASH

The Moscow Times, Russia
July 15 2013

15 July 2013 | Issue 5168
By Natalya Krainova

Rescue workers sorting through the wreckage at the scene of the
bus crash outside Moscow that killed 18 and injured dozens more
on Saturday.

Eighteen people were killed and more than 60 injured Saturday in a
bus crash outside of Moscow that police say was caused by a truck
driver who had racked up seven traffic violations last year.

The crash, a grim reminder of the dangers of driving in Moscow that
is likely to revive calls for tighter traffic legislation, occurred
around 1 p.m. Saturday, when a Kamaz truck carrying rubble rammed into
a bus near the village of Oznobishino in New Moscow, 22 kilometers
southwest of the capital, Interfax reported.

Fourteen bus passengers died at the scene and four more died in
hospital later Saturday.

At least 61 people were injured and more than 30 passengers were
initially hospitalized, 15 of whom were in critical condition.

According to the latest information available Sunday evening, 29
passengers remained in hospitals in Moscow and the region as of late
Saturday, the Moscow branch of the Emergency Situations Ministry said
on its website.

Acting Moscow Mayor Sergei Sobyanin and Acting Moscow region governor
Andrei Vorobyov declared Monday a day of mourning in the city and
the region, City Hall’s website said.

A 34-second video of the crash published by LifeNews and recorded by
a passing driver shows the truck driver turning from a perpendicular
road onto the main road and driving into the path of an oncoming bus.

The truck driver evidently tried to swerve, but the truck’s side
slammed into the side of the bus at full speed, almost literally
tearing the bus in two. The video shows the truck driver standing on
the road seconds after the crash and dusting himself off.

Police suspect the truck driver, an unidentified 46-year-old Armenian
national who was driving with an Armenian license, violated traffic
rules by failing to yield to the bus, a city police source told
Interfax.

The truck driver, who spent one day in a medically induced coma, has
been detained by police for 48 hours but refused to testify Sunday,
without giving an explanation. Police attributed his refusal to his
feeling sick, Interfax reported.

The Interior Ministry said it would seek the driver’s arrest.

On Sunday, acting regional governor Vorobyov called for a tightening
of the punishment for traffic violations, a sentiment voiced by Moscow
police chief Anatoly Yakunin in the wake of an earlier crash.

“This case once again makes us talk about the tightening of rules that
concern public traffic, the transportation of passengers,” Vorobyov
told a government meeting, the official regional website reported.

Punishment should be stricter for drivers using temporary or transit
license plates that have expired, the acting governor said, noting
that the truck driver suspected in Saturday’s accident had transit
license plates on his car, Interfax reported.

has been declared a day of mourning. (Sergei Karpukhin / Reuters)

“Public transportation and deliveries of cargos require
professionalism,” Vorobyov said.

The acting governor also announced an extraordinary inspection of the
region’s almost 6,000 public buses, as well as “difficult crossroads,”
where traffic lights will be installed.

The truck driver’s past violations included crossing into the oncoming
lane and driving a car in an improper technical condition.

But Viktor Pokhmelkin, head of the Movement of Russian Motorists,
said that seven violations of traffic rules don’t necessarily mean
that the driver would be stripped of his license, and Armenian driving
licenses are valid in Russia.

Even a gross violation like crossing into the oncoming lane would lead
to disqualification from driving only if witnessed and protocoled by
a traffic policeman, Pokhmelkin said by telephone.

If the violation is recorded by a video camera and the driver is
notified by mail, however, he will only be fined a few thousand rubles,
the lawyer said.

And despite past violations, Pokhmelkin said, the truck driver was
not necessarily to blame for the crash, as the intersection where
Saturday’s crash occurred is known for frequent collisions.

“It is possible that there is something wrong with the organization
of the traffic movement there,” he said.

Popular blogger Rustem Adagamov wrote on his Facebook page Sunday
that the road from which the truck driver turned onto the main road
was winding and had no traffic signs on it, making it impossible for
the truck driver to see the bus in time. Adagamov published photos
of the road to prove his point.

A bus passenger who survived the crash, however, told Komsomolskaya
Pravda that she had seen the truck coming from far away.

While Saturday’s crash has already resulted in calls for tighter
legislation, Viktor Travin, president of the Moscow-based Board for
Legal Defense, a firm that defends drivers, said that more should
be done to prevent violations from occurring in the first place and
that “the state must care about preventing violations, not about
punishment.”

According to Travin, fines for traffic violations were raised on
average every six months in Russia in the past 20 years, though that
has not reduced the number of traffic violations.

“Instead, the fight against the violators has turned into a fight to
replenish the [state] budget,” he said.

On Tuesday, City Hall and the Moscow region government will decide
whether to pay compensation of 1 million rubles ($31,000) to the
relatives of each of those who died in Saturday’s crash, and 500,000
rubles to each of the injured, Vorobyov said Sunday.

The victims also have the right to apply to the SOGAZ company, where
the bus was insured, for compensation, SOGAZ spokesman Nikolai Galushin
told Interfax.

A law passed in January gives passengers the right to claim up to 2
million rubles ($62,000) in compensation from carriers.

In October, a collision of two cars at a Moscow intersection in which
two people were killed, including popular actress Marina Golub,
prompted Moscow’s police chief to order traffic police to take
measures to prevent such an accident from happening again, including
a tightening of legislation.

The driver deemed responsible for October’s crash had also repeatedly
been fined for traffic violations.

Yerevan /Mediamax/. Within the preparation of the new phase of
Strategic Defense Review (SDR), the advisory group from U.S. and
Great Britain paid a visit to Armenia on July 7-13.

At a meeting with the members of the advisory group, first Deputy
Defense Minister of Armenia Davit Tonoyan presented the approaches of
the Armenian side concerning organization of the new SDR phase. He
noted that the consultancy provided by the international partners
in the first phase played an important role in working out final
documents.

"Has Literally Transcribed From Dear Ilham Heydarovich"

“HAS LITERALLY TRANSCRIBED FROM DEAR ILHAM HEYDAROVICH”

July 13 2013

According to RA NA Vice President Hermine Naghdalyan, Moldovan
Ombudsman successfully advertised her, and probably succeeded to
raise her price at the customers. “What is right, is right, there was
nothing new in the speeches delivered by the Ombudsman from Moldova,
or rather the lawyer sent to Armenia by Azerbaijan,”- expressed her
opinion RA NA Vice President Hermine Naghdalyan in a conversation with
“Aravot” referring to the statements of Moldovan lawyer at the National
Assembly of Armenia, adding that the words said by the lady are old,
many times repeated, and they were thoughts and figures long ago
boring European politicians and well informed people, which do not
leave impression on anybody and anywhere, and bring no dividends,
except Azerbaijan. “But as you see, they can still be used for rent
as a pretext by some clever entrepreneur women,”- said the NA Speaker.

According to her, the ideas expressed were one-to-one repeat twenty
years ago fictions of Azerbaijani. “I think it is also insulting to the
authors for copied plagiarism. Also, customers can become offended:
you got an order, at least work a little bit on it, express with
our own words. But, no, she literally transcribed from dear Ilham
Heydarovich. Why are people paid for only?” As for dissatisfactions
to me expressed by the alien lady, as well as to the statements that
the person presiding the session as if had stopped her speech ahead
of the time, and did not let her finish it, Mrs. Naghdalyan said that
they have behaved themselves as true civilized nation and not like some
few. “In our country there is a true democracy and freedom of speech,
that’s why we listened to her without interrupting, in compliance
with regulations, and answered tactfully and with discreet. By the
way, we all remember how recently an Armenian NA Deputy, with brutal
manners, was not allowed to deliver a speech in Baku during the top
international meeting. Frankly, there was a lure to explain the person
sold for a couple of oil-cents, or a few tablespoons of caviar that
this war was imposed and unleashed on us in response to just demand for
self-determination by Karabakh people, which is an inalienable right to
any nation, that Khojaly massacre has been organized by their kindred,
by its customers, the experience of which they gained by atrocities
in Sumgait, Baku, Kirovabad, that the whole world precisely knows it,
and many other things, but real tolerance of thinking, commitment to
European values, and also the status of the owner imposeed certain
commitments before us. Thus, we had to be satisfied with only a few
disclosing remarks. Of course, there should be no doubt about the
Ombudsman’s actions of being ordered and sponsored, this is evidenced
by a number of phenomena.” Our interlocutor noted that the Ombudsman’s
duty is to defend human rights in its country, and in this conference,
the lady should have brought up issues of human rights in Moldova. “In
the framework of Aurelia’s reporting, the God’s just required to raise
first of all the issues of Transdniestria, but not the interests of her
own nation but Azerbaijan’s were more important for her, she was the
lawyer thereof, on the account of Moldovan taxpayers. For this reason,
the lion’s share of the time was allocated to Azerbaijani, only a few
words about the situation in Georgia to divert the attention, and then,
by residual principle, she remembered her primary responsibilities,
about human rights defender in Moldova, but, naturally, there was
no time left for it,”-said Mrs. Naghdalyan. As for the recording of
the speech, the Vice President of RA NA said,- “Khanum explains that
she had record all the speeches, but it was not so. The witnesses
have noticed how she turned the recording on before her speech,
she cannot submit other records. No other records are placed on her
website either. In other words, it does not sound like she recorded
all her speeches, probably only the ones that should be presented for
payment.” During her press conference in ChiÅ~_inÄ~Cu the lawyer was
explaining that the purpose of her speech was to draw the attention
of the international community on human rights violations. Mrs.

Naghdalyan said in irony,- “I’d love to believe, but saying people
she purely understands purely ethnic Azerbaijani people. For the
balance, she could have said a word or two of Armenian affected by
the conflict. But, no. May be the flaming fighter of Azerbaijanis
rights Mrs. Aurelia khanum intended to seize the attention of the
international community on the human rights issues and Baku conference,
where she was a month ago? Maybe there are more of such records? Again,
no.” Finally, according to our interlocutor, the problem is not why
the lady spoke, but the fact that she had spoken.

“For example, I have also delivered a speech about the same problems
in Baku at the Azerbaijani President’s residence. But it was
straightforward speech. Many times we insisted in front of the world
that a lie is disgusting …” “It is not proper to a man, to whom
its country trusted the high title of human rights defender, to go
down to obvious and cheap lie, dirty defamation until reshaping the
facts, turning the reality in one hundred percent. It is unacceptable
to mislead people, distort the reality, to serve as a tool in the
hands of others. It is not worthy of the high title of an ombudsman,
is not worthy of a man. The representatives of Ombudsmen Association
immediately expressed their regrets and disapproval of such behavior
of their partner. The representative of Moldovan Parliament also spoke
very impressively about it pointing out the unawareness of the lawyer,
political nearsightedness, and non professionalism.” In the end,
referring to inside out show “performed” by Moldovan lady regarding
threats and risks “before the curtain”, Hermine Naghdalyan said,-
“Not only political shortsightedness, but simply sacred naivety becomes
clear. Relevant institutions did not report about threatening calls.

She could not imagine that there are cameras installed at the entrance
and lobby of the hotel. But the anxiety that she would be taken to
somewhere, is generally ridiculous, which Armenian would dishonor
itself with Azerbaijani leftovers. It appears that the fraud is the
main tool of the Parliamentarian lawyer Aurelia Grigoriu. Instead,
she succeeded to advertize herself and maybe she will be successful
to increase the price with the customers.” Interviewer Nelly GRIGORYAN

U.S. Deputy Secretary Of State Snubbed By Both Sides On Egypt Visit

U.S. DEPUTY SECRETARY OF STATE SNUBBED BY BOTH SIDES ON EGYPT VISIT

July 15, 2013 – 19:12 AMT

PanARMENIAN.Net – The first senior U.S. official to visit Egypt since
the army toppled its elected president was snubbed by both Islamists
and their opponents on Monday, July 15, according to Reuters.

Deputy Secretary of State William Burns arrived in a divided capital
where both sides are furious at the United States, the superpower
which supports Egypt with $1.5 billion in annual aid, mostly for the
army that deposed Islamist President Mohamed Morsi two weeks ago.

Crisis in the Arab world’s most populous state, which has a peace
treaty with Israel and controls the strategic Suez Canal, has alarmed
allies in the region and the West. Thousands of supporters of the
ousted leader took to the streets on Monday.

Washington, never comfortable with the rise of Morsi’s Muslim
Brotherhood, has so far refused to say whether it views Morsi’s
removal as a coup, which would require it to halt aid.

The State Department said Burns would meet “civil society groups”
as well as government officials, but the Islamist Nour Party and the
Tamarud anti-Morsi protest movement both said they had turned down
invitations to meet Burns.

“First, they need to acknowledge the new system,” Tamarud founder
Mahmoud Badr said of the Americans. “Secondly, they must apologize for
their support for the Muslim Brotherhood’s party and terrorism. Then
we can think about it,” he told Reuters.

In a further slight, Badr posted a copy of his invitation, including
the U.S. embassy’s telephone number, on the Internet.

Nour, sometime allies of Morsi’s Brotherhood who have accepted the army
takeover, said they had rejected meeting Burns because of “unjustified”
U.S. meddling in Egypt’s affairs.

The Brotherhood’s political party said it had no meeting planned with
Burns. It was not immediately clear whether it was invited. While
its opponents accuse Washington of backing Morsi, the Brotherhood
suspects U.S. involvement in his removal.
