EU SUPPORTS THE KARABAKH PEACE PROCESS

President Serzh Sargsyan received today the EU Special Representative
for the South Caucasus and the crisis in Georgia Philippe Lefort,
President’s Press Service reports.

The parties conversed about the dynamically progressing Armenia-EU
relations, regional developments as well as about the EU assistance
for the reforms in Armenia which are being implemented in a number
of areas.

Philippe Lefort reiterated the EU support for the Karabakh peace
process in the framework of the OSCE Minsk Group. The parties spoke
also about the importance of the confidence building measures in the
process of the conflict resolution.

Ambassador of the Republic of Armenia in the Russian Federation visited
driver of KamAZ Hrachya Harutyunyan in Butirka investigative isolator,
Life News informs.

Based on the Vienna Convention the investigator arranged a meeting
with representatives of the RA Embassy in Russian Federation, media
department of police informed Life News, adding that the meeting
might have a positive impact on the investigation process.

  H. Harutyunyan is now in pre-trial custody and is accused in
violating traffic rules. Let us recall that on 13 July KamAZ driven
by Harutyunyan in still unknown circumstances hit a passenger bus. As
a result 18 people died and another 50 were injured.

  According to Life News Harutyunyan does not accept his guilt and
refuses to give testimony.

An incident occurred in front of the Government building before the
Government’s session on Thursday.

Mathematician Henrik Mkhitaryan, who states that he has invented a
perpetuum mobile but the Government neglects his invention, went on
hunger strike in front of the Government building on July 18 and swore
at everybody who came to attend the session of the Government. When
Mkhitaryan saw President of the Armenian National Academy of Sciences
Radik Martirosyan stepping out of the car, he tried to attack him
and called him an ignoramus and rascal.

The security officers prevented Mkhitaryan from attacking Martirosyan.

Meanwhile, the mathematician states that the foreign diplomatic
missions in Armenia have paid attention to his invention and have
promised to help him.

YEREVAN, JULY 18, ARMENPRESS: To bring American tourists to Armenia
it is necessary to reduce the prices for the air tickets and raise
the awareness level about the Armenian places of interest.

This was reported to Armenpress by the Ambassador Extraordinary and
Plenipotentiary of the United States of America to the Republic of
Armenia John Heffern. The diplomat noted that Armenia is a unique
country, adding: “There are very many interesting places here, for
example, Noravank, which is quite popular in the world.

There are places having a history of some 4-5,000 years, as, for
example, Areni Cave, which is a wonderful place for the visitor. It is
worth mentioning that for a tourist it is very interesting to visit
villages and get acquainted with the life of the villagers – to see
the bee breeder or the sculptor at his work. It is very interesting
to see their works”, – said John Heffern. The Ambassador Extraordinary
and Plenipotentiary of the United States of America to the Republic of
Armenia stated that the program of the Black Sea Corridor of the Silk
Road aims at presenting the Armenia’s beautiful places andvillages
to the world.

Answering the question – do not the closed borders hinder the
development of tourism in Armenia – John Heffern said: “Definitely
and we continue working on it”.

The Republic of Armenia has a great potential for the development
of tourism. There are uncountable historical and cultural monuments
in the territory of Armenia. The Government of Armenia declared the
tourism development as a priority issue. In 2012 Armenia was visited
by more than 840,000 tourists.

NKR President: Azerbaijan Won’t Be Able To Carry Out Blitzkrieg

Azerbaijan will not be able to carry out a blitzkrieg in case of
starting the Karabakh war, President of the Nagorno Karabakh Republic
Bako Sahakian said in an interview with ‘Azg’ paper.

“Naturally the Defense Army is prepared to counteract any
encroachments of the enemy, in particular, to neutralize a blitzkrieg
attempt. Nevertheless, I should note that this scenario is impossible
for a number of reasons. We have a powerful defense system able to
stop such an attack,” B. Sahakian noted.

“Secondly, if the enemy attacks Artsakh, this war, too, will be a
patriotic one with the participation of the whole Artsakh and the
Armenian people. In this case it would be impossible to carry out a
blitzkrieg,” the NKR president said.

According to Bako Sahakian, Stepanakert airport will be put into
operation after all the problems are solved.

“There are still technical and other problems and it will take some
time to deal with those problems. After their solution, the airport
will start operating,” the NKR president said.

He also discussed the demographic growth in the republic. “There has
been an increase in the population in all regions of Nagorno Karabakh,
particularly in Kashatagh region,” he said.

The Committee to Protect Freedom of Expression (CPFE) states that
pressures and violations against media and journalists in Armenia
increased in the second quarter of this year.

The data summarized in the CPFE’s report for the period in question
(April-June) confirm the trend.

The report also covers the May 5 municipal elections in Yerevan and
the period of electioneering preceding the vote. Violations against
media and journalists in Armenia tend to increase during elections.

“More cases of physical violence were registered during this quarter
as compared to the previous three-month period. The same can be said
about pressures. As many as 21 such cases were recorded, of which
eight were during the elections, while one instance of physical
violence against a journalist was registered during the campaign. In
general, an increase of pressure was registered as compared to last
year. Violations of the rights of media and journalists have noticeably
increased,” said CPFE Chairman Ashot Melikyan.

According to the report, four cases of physical violence were reported
against journalists in the second quarter of 2013, which is by one
more than during the same period in 2012. The number of instances of
pressure on media during the period in question reached 21, which is
by 11 cases more than during the corresponding period last year. Eight
of the incidents of this nature took place on the day of the Yerevan
municipal elections, on May 5, and seven were the result of new trials
based on libel suits against media (including as third parties). The
other six were different types of pressure. As for violations related
to receiving and disseminating information, the Committee registered
three such cases during Q2 of this year as compared to 10 during the
comparable period in 2012.

Melikyan stressed, however, that journalists were able to do their
job during the elections and present to the public an objective
picture with comprehensive information. The CPFE head also noted
that as compared to the previous reviewable periods the police have
been more active in responding to violations against journalists,
but he added that there is still a lot to do in this regard.

According to the latest edition of the annual World Press Freedom
report of the international human rights watchdog, Freedom House,
Armenia, which has been ranked among ‘Not Free’ countries since 2002,
is now only one point short of being upgraded to ‘Partly Free’. In
the report covering last year certain progress was made by Armenia
due to positive assessments of 2012 parliamentary election coverage,
decreased violence against journalists and media as well as fewer
libel suits against them.

YEREVAN. – Hrachya Harutyunyan is not a criminal and Russia must
treat him fairly.

Armenian Analytical Centre on Globalization and Regional Cooperation
Director, political scientist Stepan Grigoryan noted the aforesaid
during a press conference on Thursday.

He stressed that Armenia’s ambassador to Russia and a deputy FM of the
country should visit Harutyunyan. The political scientist also argued
that a process of extradition should get underway and Harutyunyan
should be returned to Armenia before the court trial.

“Russia is politicizing this matter. We are not so naïve to expect
a fair trial. We have to return Hrachya Harutyunyan [to Armenia]. If
he is guilty, let them try [him]. But why such belittling treatment?

There is the presumption of innocence,” Grigoryan said.

The analyst also raised a question concerning the actual state of
the bus driver; as to whether or not he was drunk at the time of the
accident. Because, as per Grigoryan, even though the truck was coming
toward the bus, the bus driver did not take any action.

Stepan Grigoryan expressed a view that, with this incident, Russia
attempted to create an anti-immigrant wave, to subsequently resolve
some matters.

As Armenian News-NEWS.am informed earlier, a truck crashed into a
passenger bus on July 13 outside Moscow, and it was found out that
the truck driver was an Armenian citizen by the name of Hrachya
Harutyunyan. The impact of the crash was so powerful that the bus had
split in two. The accident claimed 18 lives and about 50 others were
hospitalized. The court had Harutyunyan arrested on Monday. To note,
he was brought to the courtroom with slippers and a women’s robe. This
fact caused widespread discontent among the Armenian public, and
protests were staged across the Russian Embassy in Armenia.

Depuis des millenaires, l’Eglise Apostolique Armenienne fut l’edifice
de redemption et protection du peuple. Après le genocide des Armeniens
de 1915, les survivants emigres se sentirent complètement abandonnes
par les pays chretiens de l’occident. Ces rescapes ne trouvèrent de
delivrance que sous les auspices de l’Eglise Apostolique Armenienne.

Cette Eglise Armenienne nonobstant d’etre un lieu de culte etait
aussi pour les Armeniens un bastion national, culturel et diplomatique.

Les Armeniens de France se preoccupèrent, dès leur arrivee dans leur
pays d’accueil, de leur Eglise qui fut malheureusement souvent l’objet
de discorde entre diverses fractions de la communaute. Combien de fois,
en tant que membre de l’Association Cultuelle de l’Eglise Armenienne,
j’assistais malgre moi a des disputes desagreables.

Monseigneur Norvan Zakarian fut nomme par le catholicos d’Etchmiadzine
Prelat de l’Eglise Apostolique Armenienne de France et, grâce a
son abnegation et a son devouement, il sut gagner la confiance de
la communaute armenienne tout entière. Monseigneur Norvan Zakarian,
lors de diverses reunions oecumeniques ou publiques reussit a mettre
en valeur l’identite armenienne. Il se preoccupa aussi de la jeunesse
armenienne qui malheureusement s’eloigne des valeurs identitaires
emportee par une vague d’assimilation.

La presentation de la demission du Monseigneur Norvan Zakarian
a stupefie la communaute Armenienne. Quelle fut la raison pour
laquelle un Prelat dote d’une volonte de lutte inamovible presente
sa demission ? Est-ce le cumul de motifs incomprehensibles qui ont
pousse Monseigneur a demissionner de son poste de responsabilite
ecclesiastique qu’il assumait si dignement ?

De toutes les manières, nous lui temoignons notre solidarite et nous
pensons qu’une solution amiable sera trouvee dans le cadre de l’Eglise
Apostolique Armenienne pour aplanir les differends dresses au sein
de l’Eglise Armenienne. Les Armeniens de la Diaspora et d’Armenie
ont le desir inebranlable d’assurer l’Unite et la Souverainete dans
la communaute Armenienne.

Conservation challenges by transhumant sheep herding in the South Caucasus

The South Caucasus is settled for millennia. Because of its
exceptional conservation priority the German ministry of Development
Co-operation (BMZ) initiated a multi-year program on `trans boundary’
national parks (NP). In the frame of `Socio-economic tools for
integrative conservation planning in the South Caucasus’ project
semi-structured interviews with local farmers, national park staff,
NGO representatives, and with administrative officials were conducted.

The Javakheti region (Georgia/GE, close to Armenia/AR) is
predominantly inhabited by ethnic Armenians of GE nationality. The
implementation of a recently established NP was retarded by the sale
of high altitude pastures earmarked for the NP to transhumant herders
of Azerbaijan/AZ ethnics also of GE nationality.

Attempts by the administration of Lagodekhi NP (GE, established 1912,
close to AZ) to remove about two dozen high altitude summer camps of
transhumant sheep herders of AZ ethnics (GE nationality) in a recent
extension of the NP have been unsuccessful for several years – even
with financial support from the World Bank.

In both GE NPs, elements of participatory conservation planning were
used.

Across the border in Zaqatala NP (AZ established 1929), the protected
area was extended recently because of overgrazing of high altitude
pastures adjacent to the NP. Herders can be of several ethnics
here. They will be denied access and referred to alternative
pastures. The NP administration enforces a `fences and fines’
approach.

In Lake Arpi NP (AR, no ethnic minorities), participatory NP planning
resulted in a swift implementation of the NP accepted by the local
peasant population.

We conclude that participatory NP planning is complicated by

1. a tendency of national governments to locate NPs at remote border
regions often inhabited by national minorities, 2. a presence of
transhumant forms of land use often conducted by ethnic
minorities. While current conservation planning is well able to deal
with local populations and ethnically `simple’ situation, one of the
above factors (or a combination of both) still poses severe challenges
the conservation of semi-natural high altitude pastures.

Using a strong `fences and fines’ approach does not resolve the land
use conflicts but can facilitate positive conservation
outcomes. Examples of countries with a similar approach, e.g. from
Indonesia in the 1980s and 1990s, suggest that success fades rapidly,
however, if the legitimacy of the governance structure is challenged,
and its efficacy subsequently compromised. Long-term conservation
success may require and active appreciation of traditional forms of
transhumant pasture use by national institutions while paying careful
attention to the needs of the local population.

Socio-Economic Tools for Integrative Conservation Planning in the
South Caucasus project is financed by German Ministry of Education and
Development. Project activities cover Gerogia, Azerbaijan and Armenia.
The interrelation of `national’ conservation projects, rural
development and the local minority situation will be studied through 2
twinned case study sites – Lagodekhi and Zaqatala National Parks and
Javakheti and Lake Arpi National Parks. The project will end in
December 2013.
