HIGHER ARMENIAN PRICES OF GAS AND ELECTRICITY MAY HAVE A REVERSE EFFECT ON EBRD’S FORECAST ABOUT ARMENIA’S GDP GROWTH

YEREVAN, July 19. / ARKA /. Higher prices of gas and electricity,
which came into force in Armenia on July 7, could have a reverse effect
on EBRD’s forecast about Armenia’s GDP growth, EBRD chief economist,
Alexander Pivovarsky, told a news conference in Yerevan today.

“According to the latest EBRD forecast, Armenia’s GDP was to grow 5%
this year. However, we did not consider the higher prices of gas and
electricity, which became a surprise to us. And this can have the
opposite effect on our forecasts,” he said.

According to Mr. Pivovarsky, the latest months have not been very
favorable for EBRD’s partner countries; in particular, the euro
zone is still in recession, Russia, as well as Turkey and Poland
are experiencing strong slowdown in economic growth. “Against this
background a 4-5% growth for Armenia is a very favorable indicator,”
he said.

In turn, EBRD president Suma Chakrabarti said in the first quarter
Armenia had very good economic performance, but in the second quarter,
the higher prices of gas and electricity came as a big blow to it.

“It has caused damage to both producers and consumers. It is difficult
to say whether this effect will continue until the end of the year,
or smooth out the situation through investments,” he added.

Chakrabarti said that the next EBRD forecast will be released in
October of this year.

“Ambitions are good, increasing GDP growth rate is an extremely
positive trend that should continue. In 2012, Armenia recorded a 7.2
percent GDP growth. These is the pace that Armenia should considere
as a medium term target. However, given the global economic situation,
any increase above 2.3% is worthy of respect ” heconcluded.

Armenia’s economic activity index in January-June increased by 4.4%
compared to the same period in 2012. The government’s inflation
projection for this year is t 4% (± 1.5%), while GDP growth projection

YEREVAN. – The Jewish people have felt the pain of the genocide and
they should be the first to recognize the Armenian Genocide.

Armenia’s Diaspora Minister Hranush Hakobyan stated the abovementioned
during her talk Friday with Yair Auron-renowned Israeli historian,
scholar and expert specializing on Holocaust and Genocide studies-and
Yair Tzaban-Israeli Knesset (Parliament) former member, former Minister
of Immigrant Absorption of Israel.

Also, the minister congratulated Auron on the publication of the
Armenian version of his book, entitled The Banality of Indifference,
which is about the Jewish Holocaust and the Armenian Genocide.

“It is important that the Jewish intellectuals have an impact on the
Israeli Knesset, with a demand for the recognition of the Armenian
Genocide. Our two peoples have many similarities, and therefore-and
by putting out forces together-we need to make the world better,”
the minister said.

In addition, Hakobyan informed Auron and Tzaban about the activities of
the Diaspora Ministry, and the events being organized in the lead-up
to the 100th anniversary of the Armenian Genocide.

“What your ministry does is worthy of praise; this is an important
thing to say to the international community, which must recognize
the Armenian Genocide. With a variety of initiatives, we can make
our voices heard in the world and achieve the desired result,” Yair
Auron specifically noted in his turn.

At the end of the talk, Hranush Hakobyan presented to the Israeli
guests the Diaspora Ministry’s books devoted to the Armenian Genocide.

YEREVAN. – It is very important that a representative of the National
Assembly of Armenia participated in the EU-Armenia talks was aware
of the process, Armenian MP said.

Member of the parliament from Prosperous Armenia party Naira Zohrabyan
on Friday met with an advisor on the board of convergence and Ilmars
Solims, Adviser on EU Approximation and Administration of the EU
Advisory Group to Armenia, Ina Yankulova, Head of the Programme and
Andrey Didenko, Political Adviser of the EU Delegation.

Niara Zohrabyan noted that before the pre-signing of the agreement in
November, the focus will shift to the parliament and entire process
of the legislative approximation with the European Union will be
carried out in the parliament

She noted that for her, nevertheless, there were some unclear points:
why doesn’t any representative of the parliament take part in the
negotiation process, in case, when the representative of the parliament
has taken part in talks in other countries.

Zograbian also stressed the need to increase public awareness of
the issue, expressing hope that the EU office in Armenia will try to
inform the public on the issue.

The latest parade has shown the strength of the Azerbaijani army,
Azeri President Ilham Aliyev said at the July 18 session of the
Cabinet of Ministers.

Azeri mass media quote Aliyev as saying, “We have demonstrated the
latest models of weapons, ammunitions and armored vehicles at the
parade. The helicopters, tanks, armored vehicles, artillery units,
anti-air defense installations and others have again showed that the
Azerbaijani army is among the strongest armies in the world.”

“Armenia was concerned about the parade. I know that Armenia still
has a feeling of hysteria, panic and fear. It has seen the power of
Azerbaijan and once again realized that we are ready for any variant.

With the purchased military technique, we are able to destroy any
enemy. As I said during the parade, we can speak with the enemy in
any language. In addition to all political and diplomatic efforts,
our military power will play a key role in the settlement of the
Nagorno-Karabakh conflict”, he said. “We will keep on building
our military power and we will keep on purchasing modern military
equipment”, Aliyev added.

Aliyev also pointed out that Armenian people should not be afraid of
that. He thinks that Armenian people should be afraid of their own
government. “They should be scared of corrupt criminal authorities,
which makes them live the way they do now. For this reason every year
about 100,000 Armenians leave the country forever”, he said.

Heritage Party is preparing for a nationwide revolution that will
take place in autumn 2013, Heritage Leader Raffi Hovannisian said at
a press conference on Friday.

He thinks that the latest global and domestic processes have led to
the fact that Armenia has found itself on the verge of annihilation and
loss of its statehood. To prove this, he pointed at the growth in the
Russian gas prices, sale of Russian military hardware to Azerbaijan,
the contradiction between Russia and the European Union, with Armenia
intending to initial the EU Association Agreement, the complicated
socio-economic situation in the light of the latest growth in energy,
transport and food prices, as well as the wave of discontent expressed
by the veterans of the Karabakh war.

To overcome the current situation, Hovannisian suggested holding
a roundtable with all political forces before September 21. “I am
ready to discuss the solutions to the current situation even with the
Republican Party though I don’t recognize its power”, he stressed. He
added that if the political forces fail to respond to his proposal
before September 21, he will come out with a “public proposal”.

However, he did not specify what he meant by it.

He also pointed out that his fight for change of power was not over
with the past presidential elections. “I have already visited 5
regions of the republic. Today I will visit Vanadzor and Gyumri, and
tomorrow I will go to Artashat and Armavir. We will smoothly prepare
for a nationwide revolution that will take place in autumn this year”,
said Hovannisian. He refuted the opinion that his actions are dictated
by Moscow or Washington.

The Definition Of Justice For The Armenians In Turkey

THE DEFINITION OF JUSTICE FOR THE ARMENIANS IN TURKEY

Many Armenians around the world think in unison when it comes to
their demands and goals in regard to the Armenian Genocide. It is
often understood that recognition and reparations of the genocide
have been the motto of many Armenian organizations throughout the
world who have sought justice. This has provided the international
community a suitable understanding of what justice means in regards
to the Armenian Genocide and what it may entail.

However, as we will soon discover, justice for one community may not
been the same for another. The diaspora has become an ever-changing
entity with a mixture of different opinions and ideas regarding
this issue.

New to the mix is the Armenian community of Turkey. This community,
which has been historically isolated from not only the diaspora but
the Republic of Armenia as well, has recently offered its own take over
what the definition of justice should be. Many diasporans may not know
however, that this definition is a far cry from their conventional
understanding of justice. This gap of knowledge is critical, and,
over time, it will inevitably cause a very big disappointment for
the diaspora and the recognition of the Armenian Genocide at large.

In the past decade, Turkey has made some significant reforms when it
comes to free speech and basic democratic rights. The Armenian Genocide
has since been an open topic of discussion and Armenian newspapers have
openly used the term ‘Genocide’ to describe the events that occurred
in 1915. People are not being penalized under Article 301 anymore,
and commemorations at the Taksim square that take place every year
on April 24 have become an annual routine.

As a culmination of this, the Armenian discourse in Turkey has
become increasingly assertive and demanding; often times, this has
lead to discussions about justice and reparations and whether or not
the community agrees with the diasporan notions of recognition. The
Armenian leaders in Turkey have made it very clear that they confute
the diaspora’s model of justice and that their community should not
be considered a diaspora by all means.

The Armenian community of Turkey continues to live on the lands their
forefathers have been living in for thousands of years. Many in the
community today sees their lives in Turkey as a continuation of this
heritage, while the diaspora sees their own lives on Turkish soil as
a remnant of a tumultuous past.

Understandably enough, the Armenian community in Turkey already has
what the diaspora wants: reparations. This means that the community
is able to live on the lands of their ancestors and reap any sort
of benefit from it. This contrasts the situation of the Armenian
communities outside of Turkey and Armenia. Though not entirely their
fault, the communities in the diaspora have long been outside of
their historical homelands and have subsequently forgotten what it
means to live on them. The underlining demands the diaspora has placed
forth are intended to reconnect with all that has been forgotten and
receive a certain compensation for the pain and suffering that went
along with it.

However, the diaspora’s push for this agenda has made the Turkish
Armenians reluctant to join the broader scope of Armenian genocide
recognition. Nevertheless, the diaspora is inclined to believe that
this fermentation of genocide discourse in Turkey will ultimately
yield the results they aspire.

So what do the leaders of the Armenian community in Turkey actually
want?

Let us begin with the late Hrant Dink, who considered Turkey, rather
than Armenia, his sacred homeland. Dink notoriously believed that
issues concerning the Genocide would be solved through internal rather
than external pressure. However, contrary to popular belief, Dink
never believed in Genocide recognition and has never made a statement
alluding towards anything of that nature. He was especially critical of
the strategy deployed by the Armenian diaspora of pressuring Western
governments into its recognition.

Furthermore, when asked during a conference held in Burbank shortly
before his death about reinstating the Treaty of Sevres, Dink responded
whimsically by saying that he already lives on those territories
anyways. He often celebrated the notion of Armenians remaining in
Turkey by stating, “Yes we’re Armenians, we do want this land, but
not to take it away, just to be buried deep inside.”

Dink, being the optimist he was, saw reparations as a process of
rebuilding. He believed rebuilding not only came in the form of
renovating churches and schools, but renovating the damaged ties
between the two communities due to history and politics.

This model of thinking has been reasserted by writer and etymologist
Sevan Nisanyan, who picked up where Dink left off. Nisanyan was the
only Turkish Armenian that spoke during one of the most important
conferences regarding reparations and justice pertaining to the
Armenian Genocide. The conference, which is considered the first
of its kind in Turkey, has been extremely important for Turkish and
Armenian scholars alike in determining the exact nature of reparations
and what its assessment necessitates.

Nisanyan was quick to object to any sort of reparations, and any sort
of talk appeared to disgruntle him. Nisanyan considered reparations as
a dead-end, and noted that such an approach is unjust, unacceptable,
and would open the door for further conflict between Armenians
and Turks. Additionaly, Nisanyan stated that it is useless for a
tax-paying citizen of Turkey such as himself. He concluded by saying
that reparations should be more of a moral or symbolic gesture rather
than financial reimbursement. He argued that sponsoring a unilateral
approach favoring solely the Armenian community would be damaging to
Turkish-Armenian relations at large.

Other leading Genocide historians such Taner Akcam have also objected
to such demands of reparations. Akcam, a leading Turkish scholar on
the Armenian Genocide, believes that the losses during the genocide
can never be fully reprimanded. In a 2013 speech held in Toronto, he
categorically ruled out full reparations for the genocide. However,
Akcam did outline various procedures the Turkish government may
utilize in order to compensate the loss for the genocide.

“There are several ways to compensate,” he said. “Turkey, for example,
can open the port of Trabzon for Armenian exports and imports without
any taxation.” Ultimately, Akcam believes that reparations should not
come in the form of land grants, but in making the current boundaries
“meaningless”. Additionally, in a recent interview with the Zaman
newspaper, Akcam asserted that reparations may come in the form of
granting Turkish citizenship to Armenians who have roots in Anatolia
and restoring some of the churches.

It is very difficult for the Armenian diaspora to work jointly with
these movements that may or may not favor recognition, but more
importantly, categorically oppose reparations. The diaspora is now
developing an illusive understanding of recognition movements in Turkey
and the repercussions of this can be disappointing to say the least.

To better understand the needs and desires of those in Turkey is to
better understand where the movement is heading in its entirety. As
time goes by, the Armenian Genocide is being approached in a more
pluralistic interpretation. The unilateral approach of recognition,
reparations, and restitution is now diversifying into many different
branches which more often than not have become antagonistic. But,
regardless of the different viewpoints and conceptualizations, one
thing remains certain: “Justice,” as Dink famously wrote, “will be
the water that will find its crack for us all.”

Former governor of Ararat province, RPA member Vardges Hovakimyan plans
to open an eye clinic for his daughter in France, Zhoghovurd reports.

The paper’s sources say Hovakimyan owns a similar clinic in Ararat
province.

Speaking to the paper, Hovakimyan denied that he plans to open a
clinic in France, saying that he “does not have such opportunity.”

de l’environnement de la prefecture d’Ararat, qui aurait detourne le
fuel subventionne par le Gouvernement destine aux villageois. D’après
les informations des quotidiens, le detournement aurait ete fait
au benefice (48 000 litres) du frère du President de l’AN, Hovik
Abrahamian, resident de cette region. Haykakan Jamanak voit dans
cette arrestation un retour de bâton contre Hovik Abrahamian, celui-ci
ayant recemment critique le Gouvernement pour corruption.

L’UE FAVORABLE AU DEVELOPPEMENT DES RELATIONS ENTRE L’ARMENIE ET LA RUSSIE ?

La visite du Commissaire europeen a l’Elargissement et a la Politique
europeenne de voisinage, Stefan Fule, a Erevan et ses rencontres avec
les autorites armeniennes constituent un sujet fort d’actualite.

Celui-ci a rencontre le President Sarkissian, le PM et le Ministre des
AE pour discuter des preparatifs du sommet de Vilnius, a l’occasion
duquel l’Armenie et l’UE devraient pre-signer l’accord d’association.

M. Fule a confirme que l’Armenie et l’UE etaient en voie de conclure
cet accord dans la capitale lituanienne et qu’elles allaient se
mettre d’accord sur les dernières questions litigieuses. Le President
Sarkissian a souligne que l’Armenie etait determinee a donner une
nouvelle impulsion aux reformes en cours dans plusieurs domaines,
escomptant un soutien renforce pour leur mise en ~uvre. Lors d’une
rencontre avec les representants des medias et de la societe civile,
le Commissaire europeen a estime que l’accord d’association n’a pas
pour objectif de nuire au partenariat entre l’Armenie et la Russie
et ne limitera nullement les possibilites de l’Armenie. ” L’Armenie
n’est pas obligee de choisir avec qui cooperer. Nous n’avons jamais
dit [a l’Armenie] qu’il fallait suspendre le partenariat avec la
Russie ; au contraire, nous ne souhaitons pas qu’en faisant partie du
Partenariat oriental, les engagements de l’Armenie [vis-a-vis de la
Russie] soient remis en cause. Le mot ” pression ” ne fait pas partie
du vocabulaire des relations avec nos partenaires “. Le quotidien
d’opposition Joghovourd qualifie ces propos de changement de cap,
puisque jusqu’a maintenant certains responsables europeens, dont très
recemment le President polonais, auraient manifestement indique que
l’Armenie devait faire un choix entre l’UE et la CEI. Jamanak relève
qu’alors que l’UE dit encourager les relations entre l’Armenie et
la Russie, Moscou semble intensifier les pressions sur l’Armenie. Ce
quotidien rapporte les propos de l’ex-Ambassadeur russe en Armenie,
Viatcheslav Kovalenko, qui aurait declare dans un entretien, qu'” en
adoptant les valeurs europeennes, l’Armenie risquait de se lancer sur
un chemin glissant “. ” Ainsi, si Bruxelles considère Erevan comme
un partenaire, Moscou ne cherche plus a cacher sa jalousie envers
l’amarrage europeen de l’Armenie, traitant celle-ci de transfuge “,
ecrit Jamanak.

Par ailleurs, les quotidiens rapportent les propos de M. Fule,
declarant, bien que sous forme de plaisanterie : ” si l’Armenie ne
pre-signe pas l’accord d’association, l’UE la poursuivra en justice “.

Et les quotidiens armeniens de souligner que ” chaque blague
comporte un grain de realite “… M. Fule a dans ce contexte appele
les autorites armeniennes a poursuivre les reformes, alors que les
echeances electorales sont passees. ” Nous sommes prets non seulement
a octroyer une assistance financière, mais aussi a encourager les
donateurs etrangers a soutenir les projets de reformes en Armenie “,
a-t-il dit.

M. Fule a par ailleurs appele a multiplier les efforts pour parvenir
a un règlement du conflit du HK sur la base des principes de Madrid
dans le cadre du Groupe de Minsk. Il a aussi dit esperer que cette
annee serait importante en termes de normalisation des relations
armeno-turques.

UN DOCUMENT TOP SECRET TURC QUALIFIE LES ARMENIENS D’ENNEMIS DE L’ETAT

Un document top secret signe par le chef de l’armee turque quelques
semaines avant le coup d’Etat du 12 Septembre 1980 caracterise les
Armeniens comme des ” ennemis de l’Etat “, rapporte le journal turc
Radikal.

Le document intitule “menace interieure immediate de la Turquie”
a ete distribue a tous les commandants militaires trois mois avant
le coup d’Etat et a ete signe par le chef d’etat-major Kenan Evren,
qui a renverse le regime de Suleyman Demirel pendant l’un des nombreux
coups d’Etat militaires en Turquie.

Le document caracterise non seulement les Armeniens comme des ” ennemis
de l’Etat “, mais aussi poursuit en disant que la ” delocalisation
” des Armeniens en 1915 etait ” justifiee ” parce que les pertes et
les decès qui sont survenus durant cette periode etaient la “faute
des Armeniens.”

” L’affirmation que les Armeniens ont perdu 1,5 million de personnes
est un mensonge. Les pertes armeniennes etaient comprises entre 50
et 100 [probablement 50000 et 100000 personnes]. Les Turcs ont subi
des pertes plus graves “, affirme le document.

Le document, qui porte la signature d’Evren, a ete utilise comme base
pour la realisation du coup d’Etat de 1980.

Selon le document, qui contient une partie sur les developpements
historiques, ” La question armenienne ressurgit a l’ordre du jour
en 1913 et de 1914 a 1915 quand des groupes armees armeniens ont
travaille avec la Russie sur le front de l’Est et attaquer les Turcs
et les musulmans. Ces incidents ont continue jusqu’en 1918 “.

Le document poursuit en blâmant les Armeniens, ainsi que les “actions
inhumaines” de l’Europe pour la mort de ” milliers ” de personnes
a l’epoque. Selon Radikal, par cette explication, le rapport Evren
justifie le genocide armenien.

“Au cours de la Première Guerre mondiale, le gouvernement ottoman
se trouve dans une situation difficile en raison de la trahison des
Armeniens et leurs crimes continus, donc il y avait la necessite
de transporter les Armeniens dans des endroits eloignes loin de
la guerre. Cette decision correspond aux normes de l’epoque et
etait legale, ainsi qu’une decision motivee. Il doit etre pris en
consideration que ces actions se deroulaient sur le territoire ottoman,
qui appartenait aux Turcs “, indique le rapport Evren.

Le document souligne egalement les activites de la communaute
armenienne au moment de sa publication en disant que les Armeniens,
n’ayant jamais compris que leurs ancetres “ont peri a la suite des
politiques europeennes, qu’ils continuent a etre sous l’influence de la
litterature inflammatoire de l’epoque, sont toujours la proie du meme
jeu et que tout cela s’implique dans les evenements d’aujourd’hui “.

“Au lieu de trouver les vrais coupables, ils [les Armeniens] attaquent
les responsables politiques innocents et s’engagent dans des activites
terroristes.

Le rapport Evren a egalement critique les activites de l’eglise
armenienne, en disant que les membres de l’eglise ont deliberement
installe des Armeniens d’Anatolie a Istanbul.

“A partir de 1967, les Armeniens d’Anatolie orientale ont commence
a migrer vers Istanbul. Les pauvres enfants armeniens qui sont venus
a Istanbul ont recu une education et une formation dans les ecoles ”
aramien-Oundjian ” et ” Immaculee Conception “. Durant cette periode,
le patriarcat armenien d’Istanbul a parle au monde des enfants frappes
par la pauvrete et a commence a prendre avantage de la situation. Ils
les ont egalement incite a reclamer leurs noms armeniens “, indique
le rapport Evren.

Le rapport aborde egalement la pretendue cooperation entre les
Armeniens et les Kurdes a l’epoque, en disant que les Armeniens sont
des partisans du mouvement kurde.

“Il est imperatif que nous, a tout prix, exercions des represailles
contre les crimes de ces Armeniens”, a declare le rapport Evren.
