En raison de cette periode estivale, plusieurs quotidiens ont arrete
leur parution.

I. Politique interieure

1. La reference a l’egalite des genres suscite le mecontentement/La
loi anti-discrimination ratifiee le 20 mai dernier reconnaît la
liberte d’orientation sexuelle. Cette mention devient un sujet de
polemique dans la societe armenienne. Certains y voient un danger
pour la famille traditionnelle armenienne, un deni des valeurs
chretiennes et une soumission aux dictats occidentaux. Près de
trois mois après l’adoption de la loi, Jamanak s’interroge sur
“cette levee de boucliers bien tardive”. Le quotidien y voit une
mobilisation bien orchestree dans l’intention de diviser la societe
pour mieux la distraire de ses preoccupations sur l’augmentation
des prix du transport en commun et le coût de la vie en general. Les
“groupes de pression exterieurs qui excitent l’indignation populaire”
auraient pour objectif secret de monter la societe armenienne contre
“l’Union europeenne, sa decadence et les conditions qu’elle impose
dans le cadre de l’Accord d’Association”.

2. Election dans la circonscription 38 du Siounik/A l’issue de la
session du conseil regional du parti Republicain dans le Siounik
presidee par l’ex-gouverneur Souren Khatchatrian, destitue de
son poste suite a un incident meurtrier devant son domicile, la
candidature de son adjoint pour la circonscription, a ete approuvee a
l’unanimite. “Est-ce le parti Republicain ou le gouverneur destitue du
Siounik qui a effectivement pris la decision ?” s’interroge la presse.

3. Hausse de frais de scolarite dans les universites/L’augmentation
des frais de scolarite par certaines universites d’Armenie suscite la
colère des etudiants et de leurs parents. La protestation s’organise
contre les recteurs des universites concernes.

4. L’architecte en chef de la ville de Erevan releve de ses
fonctions/Selon les medias, l’architecte en chef Narek Sarkissian,
dont les projets suscitent les critiques de l’opposition, prendrait
prochainement la direction du Comite d’Etat de l’Urbanisme,
nouvellement cree.

5. Le mandat du chef d’Etat-major des forces armees est prolonge
jusqu’en 2017/Le President Sarkissian a signe un decret reconduisant
dans ses fonctions le chef d’Etat-major colonel general des forces
armees Youri Khatchatourov.

6. Une tentative de trafic d’enfant dans la region de Lori/Depuis
quelques jours, la presse rend compte d’une tentative reprimee de
vente d’un enfant de 4 ans par sa propre mère dans la region de Lori.

La police informee de cette tractation aurait procede a l’inculpation
des personnes concernees. Joghovourd, se referant aux informations
du Ministère du Travail et des Affaires Sociales, rapporte qu’entre
janvier et juin 2013, ce sont 54 enfants qui ont ete adoptes dont 46,3%
sont des filles

II. Questions regionales

1. Cinquième anniversaire de la guerre eclair entre la Russie et la
Georgie/La guerre de cinq jours, il y a cinq ans a change le Caucase,
ecrit Jamanak citant les propos du President russe de l’epoque Dmitri
Medvedev : “L’operation menee par la Russie, qui a impose la paix
a la Georgie en Ossetie du Sud en 2008, reste une lecon importante
pour l’Armenie et l’Azerbaïdjan en conflit pour le Haut Karabagh”.

Esquisse n° 38 – La guerre : une décennie particulière, 1991-1999

Des célébrations de Newroz endeuillées par des dizaines de morts,
la destruction par les forces étatiques de Sırnak et plusieurs
bourgades, l’assassinat de l’intellectuel kurde Musa Anter et de
plusieurs journalistes… Ces événements de l’année 1992 sont un
énorme choc pour les Kurdes, les démocrates turcs et sont dénoncés
a l’étranger.

C’est une période noire qui commence, close par la capture d’Apo en
1999 et la victoire apparente de l’Etat.

On a cru que la guerre au Kurdistan allait cesser lorsqu’Ocalan a
été brièvement détenu a Rome, en novembre 1998, puis lors de son
enlèvement au Kenya en février 1999. Mais depuis que le chef du
PKK a été emprisonné a Imralı, la guerre a duré aussi longtemps
qu’avant sa capture…

A supposer, d’ailleurs, que la guerre ait commencé en 1984 ! Certes,
cette date est celle du début de l’insurrection armée du PKK, mais
il est plus juste de considérer la date de 1925 comme le début des
hostilités entre les Kurdes et l’Etat turc. En fait, le problème
kurde était implicitement contenu dans les quatorze points de Wilson
(janvier 1918) : ” Aux régions turques de l’Empire ottoman actuel
devraient être assurées la souveraineté et la sécurité ; mais aux
autres nations qui sont maintenant sous la domination turque on devrait
garantir une sécurité absolue de vie et la pleine possibilité de se
développer d’une facon autonome ”. Ces ” autres nations ” sont les
non musulmans et les Kurdes de l’Empire. Le traité de Sèvres (1920)
a tenu compte des idées de Wilson et visait a démembrer l’Empire,
prévoyant entre autres l’existence d’un Kurdistan au sud-est de
l’Anatolie, sous protection francaise et britannique. Le souvenir de
ce projet de démembrement reste, jusqu’a nos jours, une blessure
vive dans la mémoire nationale, comme le souligne Hamit Bozarslan
dans son ouvrage La Question kurde: ” Le souvenir du démembrement
[…] est décisif dans l’évaluation de l’enjeu que représente la
question kurde ”.

Après 1923, la victoire de Mustafa Kemal rend le traité de Sèvres
nul et non avenu ; la république de Turquie, sur une base territoriale
incluant toute l’Anatolie, est reconnue par le traité de Lausanne.

L’idée de séparatisme est désormais inacceptable et ne peut plus
s’appuyer sur les textes internationaux. L’unité et l’indivisibilité
sont les pierres de touche du nouvel Etat, mais l’idéologie
d’alors n’envisage pas l’union de plusieurs peuples ou cultures en
un seul pays, mais l’union des Turcs musulmans dans une république
construite pour eux. Les Arméniens ont déja été ” éliminés ”,
et les orthodoxes sont expulsés en 1922 puis en 1955-1960. Dans ses
écrits des années 1990, Hamit Bozarslan cite des propos terrifiants –
s’ils sont authentiques – du président Cemal Gursel (1960-1966) ou
du théoricien panturquiste Nihal Atsız, qui promettent aux Kurdes
l’anéantissement de leur peuple en cas de soulèvement.

Ainsi c’est au cours des années vingt et trente qu’il faut chercher
le début de la question kurde, avec le soulèvement de Cheikh
Saïd, mÔ par la religion (1925), et la révolte de Dersim (1938),
et la répression impitoyable qui a suivi. Le nombre des victimes,
l’étendue des déportations, des destructions de villes et villages
est encore mal connu, il le sera de mieux en mieux car la mémoire
de ces massacres refait surface depuis quelques années. Si la
rébellion a connu une pause par la suite, c’est simplement du fait
de la sauvagerie de la répression, qui a non seulement terrorisé,
mais provoqué une hémorragie dans la population et les rangs
des insurgés kurdes (entre 10 000 et 40 000 morts). Qu’on pense
aux décennies qui ont suivi la répression de la révolution de
1848 en France : il a fallu une génération pour que les forces se
reconstituent, jusqu’a la Commune de Paris (1871). C’est ce qui se
passe au Kurdistan des années cinquante a 1974.

La vision d’une guerre s’étendant sur une longue durée a eu du mal
a s’imposer car, si l’on admet que le problème remonte aux années
vingt, cela revient a rejeter une bonne part du kémalisme, et a
rendre Ataturk lui-même au moins en partie responsable du malheur
kurde. Le problème semble lié a l’histoire de la république,
et semble aussi consubstantiel au régime que l’est le tabou sur le
génocide des Arméniens.

Le lien entre les soulèvements du passé et ceux du présent, la
continuité de la répression, sont établis par le sociologue Ismail
Besikci dans son livre Hayali Kurdistan’ın dirilisi [La Renaissance du
‘Kurdistan imaginaire’] (voir le compte rendu par ce lien) publié en
1998 3. La couverture du livre elle-même l’exprime, une caricature
parue dans Milliyet du 19 septembre 1930. Le dessin représente une
pierre tombale sur laquelle est gravée l’inscription : ” Muhayyel
Kurdistan burada medfundur, Ci-gît le Kurdistan rêvé ”. En 1930,
la presse kémaliste estimait le problème kurde réglé par la
répression !

Ismail Besikci réinterprète les coups d’Etat de 1971 et 1980 comme
des actes de la politique kurde de la Turquie, des tentatives de
briser la renaissance du mouvement kurde. Et dès la première page
du livre, il évoque les tortures psychologiques, les humiliations
impardonnables imposées a la population ; ceux qui ont pris les armes
a partir de 1984, écrit Besikci, sont ceux qui ont vu leurs parents
ou grands-parents subir ces humiliations, peut-être plus durement
ressenties encore que les violences physiques.

Les Journalistes Turcs Parlent De La Haine Dans Les Medias

LES JOURNALISTES TURCS PARLENT DE LA HAINE DANS LES MéDIAS

La discrimination et les discours de haine sont communs dans
les médias turcs et le soutien des médias est nécessaire pour
l’empêcher a déclaré Turgay Olcayto président de Association des
journalistes turcs (TGC).

S’exprimant lors d’une table ronde sur le sujet, qui a été
organisée conjointement par le TGC et la Fondation Konrad Adenauer,
Turgay Olcayto a souligné l’importance des mots qui ne marginalisent
personne dans la société.

Le Professeur Yasemin İnceoglu, professeur a l’université Galatasaray
d’Istanbul, a déclaré que la situation actuelle des médias était
désespérée, expliquant que plus de 100 000 articles avaient été
examinés en 2007 lors de l’assassinat du journaliste d’origine
arménienne Hrank Dink.

“Il y a une idéologie dominante et une description du ” nous ”. Ceux
qui reste en dehors de cette description sont percues comme l’autre
“, a déclaré İnceoglu, ajoutant qu’il y avait aussi l’homophobie,
l’antisémitisme et de l’anti-alévisme dans la langage de la presse,
ainsi qu’une opposition générale aux non-musulmans.

Le doyen de la faculté de communication de l’Université BahceÅ~_ehir,
le professeur Orhan Tekelioglu, a également évoqué la série
télévisée turque ” le Siècle Magnifique ” qui a plusieurs
reprises souligne ” l’altérité ”.

” Il est souligné a chaque fois que Pargalı Ibrahim Pacha est un
Grec de nationalité turque, l’accent d’Hurrem est intentionnellement
pas corrigé. Son altérité est consciemment ponctué ”, a déclaré
Tekelioglu.

L’avocat Nazan Moroglu a dit au journal Hurriyet après la table
ronde que la discrimination contre les femmes en Turquie a augmenté
au cours des dernières années. Moroglu a dit que les femmes qui
ont été arrêtés pendant les manifestations au parc Gezi avaient
été harcelés et ont été incapables de faire entendre leur voix.

” Nous pourrions évoquer ces sujets a l’ordre du jour de la
télévision il y a quelques années mais maintenant, toutes les
stations sont bloquées, nous ne pouvons faire entendre notre voix ”,
a déclaré Moroglu.

Des Officiers De L’armee Vires

DES OFFICIERS DE L’ARMEE VIRES

ARMENIE

Six officiers superieurs d’une unite de l’armee armenienne ont ete
licencies dans le cadre de la mort hors combat d’un soldat le mois
dernier a annonce le ministère de la Defense.

Le soldat, Lyuks Stepanian, a ete tue par balle par un camarade
conscrit, Davit Khachatrian, dans des circonstances non encore
elucidees, le 15 mai. Un autre soldat de son unite de l’armee deployee
dans la province septentrionale du Tavush a ete grièvement blesse dans
l’incident. Khachatrian est actuellement en residence surveillee en
attendant l’enquete.

Le ministre de la Defense a lance le mois dernier une enquete interne
independante dans le cas du dernier decès hors combat dans les rangs
de l’armee. Artsrun Hovannisian, le porte-parole du ministère, a dit
au service armenien de RFE /’RL (Azatutyun.am) que les six agents
ont ete licencies a la suite de cette enquete. Parmi eux se trouvent
deux commandants adjoints et le chef d’etat-major du regiment, où
les trois soldats ont servi.

Artsrun Hovannisian a egalement precise que seul l’un des officiers
qui a un rang inferieur et etait le commandant immediat des soldats,
est susceptible de faire face a des accusations criminelles.

Seyran Ohanian ministre de la Defense a promis personnellement les
licenciements quand il a ete confronte aux parents eplores et furieux
de Stepanian. Ohanian les a rencontre après qu’ils aient menace de
ramener le corps du soldat mort a Erevan et de l’exposer a l’exterieur
d’un bâtiment du gouvernement.

Aucune precision n’a ete donnee sur les raisons qui ont pousse
Khachatrian a ouvrir le feu sur ses camarades. Les responsables
militaires disent seulement que le tir a ete precede par un differend
entre lui et Stepanian. Ils n’ont pas pas encore fait connaître le
temoignage prealable au procès du tireur.

Le soldat blesse, Hrachya Sarkissian, a egalement jete peu de lumière
sur l’incident. Sarkissian a ete grièvement blesse a la tete et il
n’a que recemment repris conscience dans un hôpital militaire a Erevan.

” Il ne sait pas ce qui s’est passe ” a declare le père de Sarkissian
au service armenien de RFE / RL (Azatutyun.am). Il a precise que la
partie gauche du corps du jeune homme de 19 ans est paralyse mais
que les medecins espèrent qu’il va se remettre complètement de sa
grave blessure.

TURKEY’S NON-MUSLIM GROUPS WANT CABINET’S REACTION AMID CATEGORIZATION SCANDAL

An official response to a query accidentally revealed that the Turkish
state has been numbering its non-Muslim citizens, but not a single
government official has made a statement concerning the issue.

Earlier this week, it became evident from an official response from
the Education Ministry to a query that non-Muslim minorities in Turkey
were monitored and filed based on their ethnicity. They were also
assigned numbers, in a practice that dates back to the establishment
of the republic.

According to a report by the Agos daily, since 1923 Armenians, Greeks
and Jews have been assigned code numbers in official correspondence
between government institutions. A letter sent by the Istanbul
Directorate of National Education to its Sisli branch indicates that
Armenian citizens are given the code number two.

This confidential categorization by the state is normally kept by
census bureaus and revealed only when there is an official request
from another government institution. According to this racial code
system, Greeks are given the number one and Jews the number three.

The Interior Ministry on Friday issued a response to Agos’ report,
admitting that the “ancestral codes” have been kept since the Ottoman
times and said they were periodically relayed to the Education
Ministry, indicating that these records are being actively used today.

The ministry defended that the codes were only used for “educational
purposes,” as Turkey’s three minority communities — Jews, Greeks
and Armenians — have the right to run their own schools as per the
Lausanne Treaty of 1923, a right denied to other minority groups such
as the Syriacs.

The response to the scandal has been immense, with community leaders
and intellectuals condemning the number. Despite the outrage,
however, not a single government member made a statement condemning
the oppressive numbering system. There were also reports on Friday
that there were other groups that were filed under numbers. Radikal
reported on Friday on its website that the Syriacs were numbered four,
while there was a fifth category for “Other.”

Years of discrimination

Rober Koptas, an Agos journalist and a member of Turkey’s Armenian
community, said nobody could rule out the possibility that the “codes”
were used for other purposes than just assigning to the right minority
schools. He noted: “There is not a single non-Muslim public servant
in Turkey, or students in military or police academies, which means
that these codes can be used for other purposes.” He said the codes
are an appalling violation of equality. He also said he wondered if
there were other codes for individuals who are of different ethnic
backgrounds such as Kurds, Arabs and the Laz, or for other religious
communities such as the Alevis? “As people who demand equal citizenship
but have systematically been discriminated against, we always felt
that some kind of mechanism was in use, and now, for the first time,
we have seen it.”

Koptas told Today’s Zaman he hoped the painful discovery will also
spell the end to this atrocious tradition of secretly labeling ethnic
groups. “We should capture this moment and as journalists investigate
and find out completely what is behind it and how it worked. It
is a good thing this document came out, and there are now things
to be done both on the part of the government and the opposition,
and hopefully it will serve a cause.”

The journalist said the government’s silence is “unacceptable.” “We
expect an end to this, not only on paper but also in practice.” He
also said it now had to be completely revealed how the codes work.

Laki Vingas, a representative of the Greek Orthodox community and
head of the Minorities Foundation in Istanbul, like Koptas, said he
was not surprised: “This is not really surprising. These are things
we are used to.” However, he noted that they certainly did not know
that they were being number-coded. “Years ago some people would be
forced to drop out of Greek schools, and that would usually be because
they would have some Albanian blood, or some Yugoslavian blood or
something else, despite being members of the Orthodox faith. This
is not really a surprise for us.” In fact, Vingas’ revelation about
people having to leave the minority school system because of ancestral
backgrounds indicates that other groups than is previously believed
are being coded.

Government should act

But what will be done, will human rights groups, citizens or minority
group lawyers have to file lawsuits? “I am of the opinion that there is
nothing left for us as citizens to do, as the state has to guarantee
equal citizenship. The outrage, the backlash, has been very fast
here; the public is reacting, and this is an opportunity for us to
discuss these. I am of the opinion that a rapid result will ensue,”
Vingas told Today’s Zaman.

Professor Baskin Oran, an academic well known in the area of minority
research, was quoted in the Radikal daily on Friday as saying:
“This is the first time I have heard of this practice. This coding
was created to finish off Turkey’s non-Muslim communities.”

The secret categorization of minorities was revealed when a parent
asked an Armenian kindergarten for a document proving there was no
legal obstacle to the enrollment there of her child. When the Sisli
branch of the directorate made enquiries with the census bureau into
the background of the family, it was seen that religious minorities
are given specific code numbers.

The family is currently waiting for a response from the Education
Ministry stating that they are of Armenian descent. The confusion
in the system stems from the fact that the mother is an Armenian who
converted to her family’s religion after being registered as a Muslim
at birth.

Police confront a protester in Yerevan

YEREVAN (RFE/RL)-Riot police detained five people on Thursday in
renewed scuffles with mostly young civic activists that have held
a non-stop sit-in outside the Yerevan Mayor’s Office for the past
two weeks.

The police used force against the several dozen protesters as they
marked a parking lot in front of the municipality with red paint
in protest against its decision to allow a single private firm to
collect all parking fees in the Armenian capital.

The protesters, who have until now campaigned only against rises in
the cost of public transport, have condemned the decision as illegal.

They also complain that car owners will have to pay much more and
most of that money will not to go the municipal budget.

“If the municipality gives public space to a private company for
the sake of personal interests then every citizen has the right to
draw such red lines and carry out such activity anywhere they want,”
declared one of their leaders, Sevak Mamian.

Mamian and four other activists were forced into police cars and
driven to a nearby police station. The other activists responded by
blocking a nearby busy street. The police spent nearly 30 minutes
reopening it to traffic.

Valeri Osipian, a deputy chief of the Yerevan police, berated the
activists, saying that they themselves violate Armenia’s laws. The
five activists were released from police custody several hours later.

The sit-in began late last month as a follow-up to a bigger and more
vocal civic campaign that forced Mayor Taron Markarian to suspend a
more than 50 percent rise in public transport fares in Yerevan. The
youth activists are demanding that Markarian also sack two senior
officials in charge of municipal transport. He has rejected their
demands.

Leaders of the movement have warned the mayor that he will face a
similar campaign unless he scraps the new parking system which is
due to come into force on September 1.

Greenhouses To Make Border Village Plentiful Again

GREENHOUSES TO MAKE BORDER VILLAGE PLENTIFUL AGAIN

The project aims to revitalize farming in Berkaber

YEREVAN-On August 7, ONEArmenia launched its fourth campaign to help
build sustainable greenhouses for over 500 residents in the border
village of Berkaber, located in the Tavush region of northeastern
Armenia.

For the past 20 years, the farmers in Berkaber have not been able to
farm because their land, located on the other side of the village’s
reservoir, is under the occupation of Azeri military forces.

Thankfully, there is a solution. With the partnership of Sahman NGO,
ONEArmenia will build four greenhouses in the backyards of four
homes in Berkaber, creating not only a regular source of food but
also a pathway to steady income for each family, as produce can
be sold and traded at market rates for three seasons out of the
year. Each greenhouse will measure 100 square meters and can yield
up to 50 kilograms of produce per day. The produce grown inside the
greenhouses is all-organic, and water is dispersed throughout the
structure using an eco-friendly drip system.

According to Sahman NGO, this type of farming is new to Berkaber.

However, a team of agriculturists will visit the village regularly to
train farmers on how to maintain and expand their greenhouses. Once
built, the greenhouses will consistently produce organically-grown
fruits and vegetables that the farmers can then sell to neighboring
villages and as part of a co-op at the bazaar in nearby Idjevan.

Agriculture is the economic foundation of most countries, and for
developing countries the most likely source of economic growth. As
you can see, the impact that four greenhouses can make on this
tiny village is quite significant. The creation of greenhouses thus
alleviates poverty by empowering the community to grow its own food.

Faced with local or national crisis most Armenians go into two
modes these days: “Let’s not wash our dirty laundry in public”
or[catholicos-karekin-ii-pix.jpg]  “Exposure is the first step in
resolving a crisis.” In the past few months a scandal-immense,
terrifying and excoriating-has crashed into our national public
arena. It’s no less than the management style and reputation of the
Catholicos of All Armenians Karekin II. As catholicos, he is not just
the spiritual leader of the Armenian Apostolic Church, but is almost
as important to the Armenian Nation as the president of Armenia. A
smear on the catholicos is a smear on our Nation-even on those who
are members of the Cilicia See, are Catholic, Protestant… atheist.

The critics of Catholicos Karekin II have circulated petitions,
published open letters and articles, convened meetings, commented on
the electronic media, and some have even demanded the resignation
of the catholicos. The accusations leveled are in the many scores:
Fraud, moral turpitude, corruption, autocracy, the decline of
Echmiadzin clergy’s morals and morale, malaise among the clergy…the
litany goes on…inclusive of the Seven Deadly Sins and some. A
diatribe orgy? Hidden agendas by his enemies or enemies of the
Church? Far-fetched allegations? Poison letters? Here is a compilation
of the alleged failings of the catholicos.

1. Catholicos Karekin II was elected (1999) through widespread fraud,
thanks to the help of former President Robert Kocharian and Armenia
oligarchs. Intimidation and bribes were used to get pro-Karekin
votes. The $3-million bribe came from wealthy Diaspora donors,
particularly from a famed family of benefactors.

Human rights worker Ara K. Manoogian of Los Angeles has aired graphic
data on how the catholicos was fraudulently elected. To summarize
Manoogian’s main point, the delegations from Russia and Armenia were
illegally allowed a far greater number of votes than their congregation
numbers justified. Manoogian, the nephew of the late Patriarch Torkom
Manoogian of Jerusalem, also says that his uncle told him about the
election fraud and that he had protested to Catholicos Karekin II
about the blatant chicanery but to no avail.

As well, a month prior to the election, a number of archbishops
released a statement which said that Armenia authorities “at the
highest level have come to a consensus in favor of one candidate and
are trying to install him on the throne.” The reference was to the
future Catholicos Karekin II. 

2. The catholicos has fathered two children. A photo of one of his
supposed offspring is on the Internet. There’s also talk that he is
too intimate with a female North American donor.

3. He lacks sound knowledge of theology; knows little of the
history and traditions of the Armenian Church. Despite his studies
in Armenia and in Europe, he has superficial academic grounding. He
even stumbles when reciting the Lord’s Prayer. There’s doubt whether
he is a believer.

4. He has no spiritual grace or dignity. He is the dictatorial manager
of Echmiadzin, an oligarch in royal purple soutane.

5. He has monopolized all authority as supreme judge, as head of the
legislative body, as president of the Supreme Spiritual Council and
as head of the College of Bishops. Transparency and accountability
are foreign concepts to him.

6. He is rude, crude, common, capricious, unjust, uncouth, intemperate,
incompetent, vicious, vain, venal, abusive, authoritarian, glory-
and money-seeking, lacks spirituality, and is secretive….It’s not
even certain whether he was born in 1951 or 1954.

7. Under his management, Holy Echmiadzin has become a cesspool of
intrigue, suspicion, fear, jealousy, intimidation, and nepotism. His
Stalinist-Berian style has turned Echmiadzin into a snake-pit.

8. Under his watch, senior Armenia clergymen have fathered children
and lead extravagant lives. One of them-Archbishop Navasart Kjoyan,
head of the Araratian Diocese-owns a Bentley, one of the most expensive
cars anywhere. Kjoyan is also accused of involvement in an off-shore
financial scam.

9. Homosexuality among Armenia and Diaspora clergy is another failing
the catholicos hasn’t addressed.

10. Under his watch, senior Armenia clergymen have become businessmen
and owners of companies. In addition to Archbishop Kjoyan, another
clergyman-businessman is Bishop Abraham Mkrchyan of Vayots Dzor. He
owns several mini-hydro plants.

11. As an oligarch, the catholicos is part owner of a Yerevan minibus
company.

12. He has appropriated property belonging to the Church.

13. He has neglected the restoration of crumbling historical monastic
buildings while spending $309,000 to purchase seven Toyotas. To
avoid VAT payments, he alleged the money was donated by oligarch
Samvel Karapetyan, owner of Tashir Corp. The catholicos’ “neglect”
of historic church buildings has been described as “cultural genocide
against Medieval Armenian churches and monasteries.”

14. His behavior and that of his Armenia clergy have driven thousands
of Armenians into the arms of cults such as the Jehovah’s Witnesses
and the Mormons.

15. He has defrocked at least 160 archbishops, bishops, clergymen, and
deacons. Never in the 1,700-year history of the Armenian Church have
so many clergymen been dismissed for non-heretical reasons. His mass
defrocking has been described as “a reign of terror” and “spiritual
massacre of the Armenian Apostolic Church”. As a result of his
capricious defrocking binge, he was rebuked by Patriarch Mesrob II
Mutafyan of Istanbul. The Patriarch pointed out to him– when a certain
senior clergyman was defrocked peremptorily–that if the accusation
is clear and evidential “a review board must be formed, the subject
accused must be given the opportunity for self defense.” The patriarch
also accused the catholicos of interfering in patriarchate affairs.

16. When he defrocked Archbishop Tiran Kyoureghyan of the New
Nakhichevan Diocese, for alleged disobedience, Catholicos Karekin II
installed his own brother-a priest-as primate.

17. To hide his mediocrity and limited intellectual capacity, he
has driven his contemporaries from Echmiadzin, according to a group
of Canadian-Armenians.

18. He didn’t condemn the recent fraudulent presidential elections.

Instead, he extended his blessing at Serge Sarkissian’s inauguration.

19. His crude and immature behavior during his meeting with Catholicos
Elia II of Georgia embarrassed the Armenian Church, Armenia, and
Georgian Armenians. As such, he is a harmful representative of the
Armenian Church and Nation.

20. He blundered, for the nth time, in his ecumenical responsibilities
when he treated the Jerusalem and Istanbul Patriarchates as if these
august Sees were minor diocesan entities.

An irritated Patriarch Nurhan Manougian of Jerusalem announced earlier
this month that he would not attend an upcoming meeting of senior
churchmen, organized by the catholicos. He like, the patriarch in
Istanbul, expressed his displeasure with the catholicos’ inexplicable
tactics to precipitate the resignation of Archbishop Norvan Zakarian,
the long-time and popular Primate of France.

21.While visiting Jerusalem a few years ago, the catholicos threatened
senior clergymen of the Sts. James’ Brotherhood and said: “I will
strip all of you of your ranks.”

22. He attempted, in Western Europe (e.g. Switzerland) to centralize
the management of the various churches. The French-Armenia community
publicly condemned his heavy-handed interference in the internal
administrative affairs of the French diocese.

23. He supported convicted criminal clergyman (Fr. Vatche Hayrabedian)
against Archbishop Zakaryan. When Hayrabedian was the pastor of the
church in Nice, his congregation pleaded with the catholicos to remove
the disreputable clergyman. Their pleas were ignored.

In the past 1,700 years at least 15 times Armenian catholicoi have
been removed or forced to resign. The first to be deposed was Kristapor
II Apahooni in 630; the last Yeprem I of Tsoragegh in 1830.

We don’t know if any of the grotesque accusations leveled against
Catholicos Karekin II are justified, but if even 10% of the allegations
are well-founded, the Catholicos of All Armenians has no option
but to resign. The longer this wound festers the worse it would
be for the Church and the Nation. And those in the “bien-pensant”
corner who say we should not talk (“dzamots tartsank” in Armenian)
about these accusations for we would be aiding or enemies, we say
the days of covering up the truth are long gone. The cat is out of
the bag. How could the Church survive when these accusations hang
over the head of its supreme leader? As well, keeping silent would
surely help make the Church and clergy irrelevant.

Even at the best of times we can’t afford an undeserving catholicos.

Considering that the Armenian Nation is groping through precarious
and tumultuous times, we cannot tolerate a catholicos who has lost
his moral compass and doesn’t belong on the Echmiadzin throne.  The
existential challenges we face leave no room for a catholicos who,
according to his accusers, behaves like a modern-day Roderigo Borgia
(Pope Alexander VI).

The nation waits for Catholicos Karekin II to reply to the charges.

A group of citizens told Zhoghovurd daily yesterday that taxi companies
in the city of Artashat have hiked the fares recently, charging AMD
120 per kilometer instead of previous AMD 100.

Speaking to Zhoghovurd, Artashat mayor Gagik Muradyan said that he
“does not have such information” and promised to talk to heads of
taxi companies.

Croatian Citizens To Visit Armenia Without Visas

CROATIAN CITIZENS TO VISIT ARMENIA WITHOUT VISAS

YEREVAN, AUGUST 8, ARMENPRESS: The Government of the Republic of
Armenia approved the decree on the permission of the Croatian citizens
to visit Armenia without visas. The Deputy Minister of Foreign Affairs
of Armenia Shavarsh Kocharyan stated that the necessity of the decision
comes from the fact that Croatia has become a member country of the
European Union.

The Prime Minister of the Republic of Armenia Tigran Sargsyan then
instructed to discuss the procedure of the visa regime provided to
the Iraqi citizens and make suggestions. As reported by Armenpress,
Tigran Sargsyan emphasized that Iraq has become a solvent country
having a great potential for development.

The Prime Minister of the Republic of Armenia noted that in the region
our neighboring countries have established such regimes to attract
tourism opportunities. “We as well should implement such steps to
make Armenia attractive for the tourists”, – said Tigran Sargsyan.

This issue will be discussed also with the General Department of
Civil Aviation of the Republic of Armenia to organize an Armenia-Iraq
direct flight.
