When Greek troops first arrived in the Aegean city of Ýzmir in
1919 during the Turkish War of Independence, Turkish intellectuals,
including famous novelist Halide Edip Adývar, protested the invasion
and gave heated speeches about it.

The building where they gave those speeches is now being turned into
a public library.

The Kadýkoy Municipality is restoring the historic Þehremaneti, a
century-old building. The Þehremaneti was used as a municipal building
for years, and the municipality is now transforming it into a public
library to be called the Kadýkoy History, Literature and Arts Library.

Its collection will bring together important literary and historical
works as well as art by prominent artists. The library will also host
cultural events.

The Þehremaneti building has witnessed many important social and
political events. Turkish intellectuals met there to discuss the
national struggle when Ýstanbul was under Allied occupation, between
1918 and 1923.

Built in 1912, the Þehremaneti served as a municipal building and
exhibition hall in Ýstanbul’s Kadýkoy district for many years. Kadýkoy
Mayor Selami Ozturk has called on writers, scientists and academics
to donate their personal libraries to the municipality for inclusion
in the new public library. The decision to turn the Þehremaneti into a
public library was made in 2010, and plans for the restoration of its
interior were drawn up in 2011. Nearly one month ago the restoration
of the building was officially launched.

The restored building is expected to be open to the public in January
2014. Ozturk says: “The opening of the library to the public doesn’t
mean all the books and art collections will be there in the library.

The municipality will continue to collect books and other documents
even after the opening of the library. This is an ongoing process.

Things generally work this way in all world libraries.”

The mayor said the municipality is collecting documents, letters,
photographs and manuscripts of dead and living writers, poets and
artists. “It [the Þehremaneti] will become a living space. Scientific
meetings, special seminars on history and art and various conferences
will be organized in the building. Exhibitions of ephemera will be
held several times a year. The Þehremaneti project is being run by
professors Ýlber Ortaylý and Murat Katoðlu.

A 100-year historic building

The Þehremaneti was built by an Armenian architect, Yetvart Terziyan,
between 1912 and 1914. The building is an important example of Turkey’s
First National Architecture style. However, the building is better
known for its association with major historical events instead than
for its architecture.

When Greek troops occupied Ýzmir on May 22, 1919, prominent nationalist
figures like Huseyin Suat, Ahmet Kemal, Fahrettin Hayri, Munevver Saime
and Adývar addressed crowds gathered in front of the Þehremaneti to
protest the Greek invasion.

In another major event, supporters of the “Cumhuriyet Halk Fýrkasý”
(the Republican People’s Party, or CHP) and the “Serbest Halk Fýrkasý”
(Liberal People’s Party) fought in front of the building on the day
in 1908 when the first modern municipal elections were held in Turkey.

The historic building, which underwent a restoration project in 1995,
was later used as the Kadýkoy Governor’s Office and Kadýkoy municipal
headquarters. After the Kadýkoy Municipality moved its offices to
a new building in Soðutluceþme, the Þehremaneti was used as a space
for municipal meetings and exhibitions.

Azerbaijani President Ilham Aliyev said he regretted the stagnation
in the settlement of the Nagorny-Karabakh conflict and non-compliance
with resolutions of international organizations on the conflict’s
resolution.

“The occupation of the Azerbaijani lands continues for over 20 years.

The territory under occupation is essentially not suitable for living,
everything that can be destroyed has been destroyed: 20% of our land
is occupied and resolutions of international organizations have not
been implemented. The UN Security Council has passed four resolutions
demanding the withdrawal of the Armenian occupation forces from our
territory. They remain on paper as well,” Aliyev said at a news
conference following talks with Russian President Vladimir Putin
in Baku.

“The fastest resolution of this issue is in the interests of
all countries in the region and the decision must be based on
historical justice, international law and decisions and resolutions of
international organizations. Russia, as co-chair of the Minsk Group
of the Organization for Security and Cooperation in Europe (OSCE),
plays an important part in issues related to resolving the conflict,”
Aliyev said.

“The fastest settlement of the conflict will lead to stability,
predictability and cooperation in the region,” he said.

Azerbaijan’s relations today with Russia are “friendly, neighborly
and are based on the history of our nations, our nations’ common
destinies as well as on mutual interest and a solid foundation,”
the Azerbaijani president said.

“We are very content with how our relations are developing today in
the political sphere, we cooperate within international organizations
as friends and as partners and support each other in international
structures and will continue this policy in the future of mutual
support in international organizations,” he said.

A few days later, Radio Free Europe reported that the bill was
withdrawn by the police due to undisclosed “shortcomings” and because
such issues are “not a priority” for them at present.

Others, such as prolific Armenian LGBT blogger Mika Artyan, were
not convinced. “I didn’t even manage to write a post on the already
withdrawn gay propaganda bill, but will do so post factum as this is
not the end of story,” he tweeted. He also told Osservatorio Balcani
e Caucaso that he believes only international media coverage of the
proposed legislation, as well as domestic ridicule, prevented it from
being taken further.

ALARMING LEVEL OF HOMOPHOBIA

Of concern to Artyan and other gay-rights activists in Armenia is
the alarming level of homophobia in the country and the wider region.

According to a 2011 household survey by the Caucasus Research Resource
Centers, as quoted by local media, 96 percent of Armenian respondents
said they did not approve of homosexuality. In neighboring Azerbaijan
and Georgia that figure was 84 and 87 percent respectively. But given
events in Tbilisi, Georgia, on 17 May when thousands of Orthodox
believers disrupted an event to mark the International Day Against
Homophobia and Transphobia, that will hardly come as any comfort.

Taken as a whole, the South Caucasus remains highly intolerant and
inherently homophobic.

But at least Georgian LGBT activists did attempt to hold such an event
in downtown Tbilisi. In Armenia, on the same day, a small group of
activists from PINK Armenia gathered in a park on the periphery of
the city center to release rainbow-colored balloons into the air.

Photographs were posted on their Facebook page only after the short
flash mob was over, and likely for good reason. A year earlier,
although marking the 21 May International Day for Cultural Diversity
for Dialogue and Development, nationalists disrupted an event staged
by PINK Armenia and the Women’s Resource Center in downtown Yerevan.

ENDORSING ANTI-GAY VIOLENCE: THE D.I.Y. ISSUE

Police intervened, but did not prevent the counter-protesters, who
alleged the march was a cover for gay rights, from later heading for
a gay-friendly bar fire-bombed weeks earlier to wreck what little of
the premises remained. D.I.Y., a small basement bar, had been a relaxed
hangout for heterosexual and homosexual citizens and foreigners alike,
but its owner, punk rocker Tsomak Oganesova, had irked nationalists
in Armenia after attending a gay pride rally in Istanbul, Turkey. The
fire-bombers, caught in the act on closed-circuit television, were
bailed out by members of parliament from the nationalist Armenian
Revolutionary Federation. The government also appeared to support
the crime.

“As an Armenian citizen and member of a national-conservative
party, I find the rebellion of the two young Armenian people against
homosexuals, who have created a den of perversion in our country and
have a goal of alienating society from its moral values, completely
right and justified,” ruling Republican Party Spokesman and Vice
President of the Armenian National Assembly Eduard Sharmazanov
told journalists. Despite endangering the lives of residents of the
apartment building above the bar, the fire-bombers received suspended
sentences in July this year. “Now you know it’s OK to attack gays
and gay-friendly venues in Armenia,” Artyan wrote on his blog.

Alarmingly, none of this is likely to concern most citizens. In 2011,
Pink Armenia held its own poll and discovered that 71.5 percent of
respondents in Armenia supported the idea of the government actively
campaigning against homosexuality. In the same survey, 78.1 and
71.8 percent of respondents also said they would cease communicating
with friends and relatives if they discovered they were gay. Nearly
90 percent said they wouldn’t even use the same crockery if they
suspected it had been used by a gay person beforehand. Education
and raising awareness might be key to changing perceptions, but even
there the environment is hostile.

NO PARADA IN ARMENIA

In October last year, plans by the German Embassy to screen Parada,
a film about gay rights by Serbian film director Srdjan Dragojevic,
were cancelled following protests. Those behind the demonstration had
also organized the disruption of last year’s diversity march as well as
International Women’s Day events in previous years. This time, another
target was Ruben Babayan, artistic director of the Puppet Theater,
a venue for the film screening. “This is a feature film, which has
been shown at many festivals,” Babayan told the media in response.

“By the same logic, I think you can ban the showing of films by
Sergei Parajanov [an ethnic Armenian cultural icon who was convicted
of homosexuality in the Soviet era],” he continued. “One should […]
decide – either we turn this country into Iran and feel happy about
that, or we just come to the realization that there are things like
tolerance, feature films, and the arts.”

Although the constitution provides for the protection of sexual
minorities, with homosexuality decriminalized in 2003 and the
government having signed a still-pending UN resolution on gay
rights five years later, there is no legislation that specifically
prohibits hate speech or protects members of the LGBT community from
discrimination. Indeed, argue activists such as Artyan, playing on
the phobias of the population can be convenient for the government in
distracting attention from other problems. The proposed legislation
came in the wake of successful public protests to prevent a rise in
bus fares.

“Armenia decriminalized gay male sex only because of that requirement
by the Council of Europe,” he told Osservatorio, “but it was the last
South Caucasus state to do so even if the first to sign some other
groundbreaking documents in support of LGBT rights. The potential is
there, […] but change will depend on the development of democracy
and human rights in general.”

Export Of Armenian Cheese And Curd Increased

YEREVAN, AUGUST 15, ARMENPRESS: The export volumes of cheese and
curd from the Republic of Armenia in the first half of 2013 have
increased by 51% in comparison with the same period of the previous
year. According to the data provided by the State Revenue Committee
at the Government of the Republic of Armenia, during the first
six months of 2013 401 tons of cheese and curd were exported from
Armenia with the total customs value of about one million US dollars,
as reported by Armenpress. The major part of the exported cheese and
curd from Armenia was supplied to the Russian Federation (396,4 tons)
and the other part was exported also to USA, Georgia and the United
Arab Emirates.

In 2012 903,6 tons of cheese and curd were exported from Armenia
in comparison with the 439,8 tons in 2011. The total export volumes
from the Republic in the months of January-June made 710 million 395
thousand US dollars.

Ruling Republican Party of Armenia (RPA) National Assembly Faction
Secretary Hovhannes Sahakyan told the aforesaid to Armenian
News-NEWS.am.

He reflected on Azerbaijani president Ilham Aliyev’s recent statements
on expanding the volume of military-technical cooperation between
Russia andAzerbaijan.

“Ahead of the [Azerbaijani presidential] elections slated for October,
Aliyev is attempting to create some situation, send some messages
for domestic use; that is why he is speaking about a large amount of
weapons,” Sahakyan noted.

He added that he has been to the Azerbaijani capital city Baku and
can say that, except for the city center, the other parts of Baku
can be compared with old settlements.

The RPA MP also expressed a view that the entire tumult, which is
raised by the Azerbaijani leadership, aims to divert public attention
away from the domestic processes.

“Various factors may impede Ilham Aliyev’s third ‘reproduction.’ That
is why ‘fake’ opponents are established which need to ‘attack’ Aliyev,”
Hovhannes Sahakyan concluded.

The relatives of soldier captive in Azerbaijan Hakob Injighulyan in
the interview with Azerbaijani media did not recognize their Hakob.

“He was very frightened, despondent, he looked bad, he was
unrecognizable. As if, he wanted to hide his fear, but could not” –
told Hakob’s cousin Arman Injighulyan to Aravot.am. He said that they
got the impression that his brother was resorted to violence. “The
sleeves of the uniform should be folded, but they were not folded
during the interview, they were completely covered, they were not
short-sleeved. Just this fact causes a doubt that he is most likely
to have bruises all over the body. There were bruises under the eye,
I think it happened there, it could be seen on the video, but it was
also obvious that a good makeup was done. In addition, it was all a
show, and the child was forced to speak.” The captive soldier on the
video was telling that he has had problems with the unit commander,
and the latter hit the eye. We inquired from Arman Injighulyan
when the last time they spoke with Hakob, and whether Hahob had
told him about the problems between him and the commander. “A day
before the incident, Hakob’s brother spoke with him, and Hakob has
told that everything was fine, and the service proceeds normal,
and the next day he was supposed to go to the positions. It seems
to me there are no problems with the commander, he just said it,
they made him to say. He was not found at the Azerbaijani border,
he was kidnapped and brought there.” Hakob Injighulyan was in the
army for a year and 2 months, and as said by Arman Injighulyan, “If
he had a problem, instead of going to Azerbaijan, he would have come
to Yerevan.” He, taking into the account the previous case, when the
shepherd captive in Azerbaijan committed suicide after the interview,
is concerned about the recurrence of the same scenario. “He inspires
fear. There were people who after being captured have come back home
and 15 days later committed suicide.” He also complained about the
work of the International Committee of the Red Cross. “The Defense
Ministry is doing everything, but the Red Cross is still waiting,
but I think it could compel that the process is accelerated.” To
express their dissatisfaction with the work of the Red Cross, today,
Hakob’s family has held a protest demonstration in front of the Red
Cross Yerevan office.

ended Wednesday evening with the host’s victory in capital Tirana.

The team beat Armenia 2-0 thanks to goals scored by Valdet Rama and
Ergys Kace .

Armenia weren’t powerful enough to resist the rival. Frequent errors
and losses of the ball facilitated Albania’s success, which scored
the goals at the 20th and 68th minutes.

on the persecution of the principal of Berdzor Art School, NKR Gor
Manukyan by the administration of the Kashatagh region. The school
was searched in the absence of the director. Alexander Kananyan of
Karvachar posted on his Facebook wall that the “author” of persecution
is the head of the regional administration Suren Khachatryan.”It
should be noted that this person is the chief accomplice of Hamlet
Khachatryan, the notorious “adept” of present-day expatriation of
Armenians from Kashatagh whose anti-national activity resulted in
migration of hundreds of families from Kashatagh and abandonment of
several areas,” Alexander Kananyan writes. He notes that Khachatryan
hates Gor Manukyan because the latter did not allow him to use the
Mercedes Sprinter donated to the Art School from Yerevan for his
personal purposes.The government of Artsakh has launched a nationwide
lottery, the draw will be on December 28, on the day of the first
election of the president of the NKR Supreme Council. The money from
the national lottery will be spent on resettlement of the liberated
territories.The initiative is good but the content of the process
of resettlement is far more important than the physical process. Who
will settle down in these territories, what kind of people, with what
psychology and worldview?

Not classification of settlers but the philosophy of resettlement
is concerned.The liberated territories must get their “second
breath” through appearance of free people there. In other words,
these territories must not be relief for socially insecure and
unsuccessful people but the symbol of expression of the will of
free citizens.The first settler of the liberated territories must
be freedom to be substantiated with the life, opportunities for
activities and creativity of every person who will come to live
there. This should be guarded by law and human rights.If the will
of a single official dominates instead, the money of the lottery can
already be considered wasted. This is not the issue of Gor Manukyan,
just an issue of protection of an individual, freedoms and rights
of man. This is the issue of handling a strategic issue for the two
Armenian states.The power of any all-Armenian strategic initiative
is not slogans or declared goals but the environment where these
goals and slogans are identified. If the people of the liberated
territories appear in centralized environments left under the disposal
of different officials, resettlement will become a nation-wide disgrace
and disaster. There is no difference whether the territories will get
into the hands of Azerbaijan or some officials. The only difference is
to hand the territories to law, human rights, equality and justice.

relations militaires entre les deux pays seront de plus en plus
etroites “, a declare Aliyev.

Citant une source anonyme proche de Rosoboronexport, l’exportateur
d’armes national russe, le quotidien moscovite Vedomosti, a declare
mercredi 14 août 2013 que le chiffre cite par Aliyev correspondait a ”
la somme de tous les contrats conclus depuis 2010. ” Anatoly Isaykin,
le directeur general de Rosoboronexport, etait parmi les responsables
russes accompagnant Poutine en Azerbaïdjan.

Des ventes importantes d’armes russes en Azerbaïdjan ont precede
la signature du contrat d’1 milliard de dollars (revelee par le
journal Vedomosti en juin dernier). Les Russes ont notamment fourni
a l’Azerbaïdjan en 2010 des systèmes de defense aerienne S-300 d’une
valeur de plusieurs centaines de millions de dollars chacun.

Moscou aurait egalement accepte en 2010 de vendre 24 helicoptères
de combat Mi-35 pour une somme de 360 millions de dollars. Selon les
medias azerbaïdjanais, la moitie d’entre eux ont ete livres aux forces
armees de l’Azerbaïdjan entre 2011 et 2012.

Nezavissimaïa Gazeta, un autre quotidien russe, a annonce en janvier
que Poutine a annule la livraison prevue de S-300 a Bakou. APA, une
agence de presse proche du gouvernement azerbaïdjanais, a declare
en avril que le Kremlin a egalement refuse de vendre des dizaines
d’avions de combat modernes pour des raisons qui demeurent obscures.

Aliyev n’a pas precise le types d’armes qu’il envisage d’acquerir.

Malgre cela, ses declarations provoquent de profondes inquietudes
en Armenie.

La Russie a deja fait face a de vives critiques des politiciens
armeniens a ce sujet. Poutine a cependant assure que l’aide
militaire russe en Armenie, principal allie regional de la Russie,
se poursuivra sans relâche. La Russie a deja livre gratuitement des
armes a l’Armenie au cours des dernières annees. Un parlementaire
pro-gouvernement armenien a affirme que près de 120 avions d’armes
russes ont ete exportes en Armenie l’annee dernière. Le gouvernement
azerbaïdjanais a augmente ses depenses militaires annuelles de près
de 30 fois pour atteindre 3,7 milliards de dollars au cours des dix
dernières annees. Aliyev menace regulièrement de reprendre le contrôle
du Haut-Karabagh par la force.
