Les maternelles d’Erevan pourront recevoir 1300 enfants
supplémentaires à partir du 1er septembre

1300 places supplémentaires seront ouvertes dans les écoles
maternelles d’Erevan à partir du 1er Septembre a annoncé le, bureau
des relations publiques de la municipalité.

Selon les informations, il y a actuellement 181 jardins d’enfants à
Erevan avec 30 957 enfants qui y sont inscrits.

La municipalité a également signalé que la reconstruction et la
réparation de systèmes de chauffage dans les écoles et jardins
d’enfants pour la saison de l’hiver est toujours en cours. En dehors
de cela, des mesures sont prises pour renouveler le mobilier et
l’ameublement.

Glendale, la « ville arménienne » de Californie détient le triste
record des accidents de la circulation

Glendale cette banlieue de Los Angeles (Californie) détient un taux
d’incivilité de la route et du nombre des accidents supérieur de 76%
par rapport à la moyenne nationale aux Etats-Unis. Glendale qui compte
un nombre important d’Arméniens et qui formeraient la majorité de la
population de cette ville. Le « Glendale News-Press » informe que
Glendale est la hantise des assureurs américains avec des conducteurs
qui font grimper les statistiques d’accidents des compagnies
d’assurances. La compagnie « Allstate Insurance » rappelle que depuis
9 ans, ses assurés de Glendale lui font tenir la dernière place au
classement des 194 meilleures villes en matière d’accidents de la
circulation et dégts sur les véhicules. Les conducteurs de la ville
de Ford-Collins (Colorado) sont en tête du tableau avec seulement un
accident tous les 13,9 ans en moyenne. Alors qu’à Glendale, chaque
voiture connait en moyenne un accident tous les 5,7 ans.

YEREVAN. – Armenian Embassy in Damascus and Consulate in Aleppo
continue to work, representative of the Armenian Foreign Ministry said.

At the moment evacuation of the diplomatic mission is not being
discussed, spokesperson for Armenian MFA Tigran Balayan toldArmenian
News-NEWS.am.

The Ministry is taking moves to ensure safety of the Syrian Armenians
and preserve Armenian cultural and historic heritage in Syria.

Overall 60-70 thousands Armenians were residing in Syria before the
bloody events. More than half of them lived in Aleppo and the other
half was scattered in the cities of Latakia, Homs, Qamishli, Hasaka,
Raqqah, Kessab and, of course, the capital – Damascus.

Par La Voix de la Russie | Le demontage d’un minaret dans le district
d’Adigueni (sud-ouest de la Georgie) a provoque des troubles parmi
la population musulmane.

Les autorites ont decide de demonter le minaret au village de Tchela
sur la demande de la communaute orthodoxe du district ce qui a provoque
le mecontentement des Georgiens musulmans.

Des centaines de personnes ont tente lundi de penetrer dans les locaux
du commissariat de police local où etaient detenus plusieurs habitants
arretes pour avoir empeche le demontage. La police anti-emeute a dû
intervenir. 20 autres personnes ont ete interpellees.

Aujourd’hui les musulmans de differentes regions de Georgie se sont
diriges a Tbilissi, capitale du pays, pour exprimer leur protestation
et reclamer la liberation des detenus.

L’Armenie a libere un soldat azerbaïdjanais fait prisonnier et l’a
remis a un pays tiers, a annonce vendredi le Comite international de
la Croix-Rouge (CICR).

“Le 30 août, le CICR a ete informe par les autorites armeniennes
que le prisonnier de guerre azerbaïdjanais a ete libere et a quitte
l’Armenie pour un pays tiers le meme jour sous les auspices du Haut
Commissariat des Nations unies pour les Refugies”, a precise le CICR
dans un communique. Le soldat Firuz Farajev avait ete arrete fin
juillet après avoir traverse la frontière entre les deux pays ennemis,
selon le ministère de la defense a Erevan.

Des accrochages armes entre troupes armeniennes et azerbaïdjanaises
ont lieu regulièrement autour du Nagorny Karabakh, region separatiste
que se disputent Bakou et Erevan.

Rattachee a l’Azerbaïdjan a l’epoque sovietique, ce petit territoire
a majorite armenienne a ete l’enjeu d’une guerre qui a fait 30.000
morts et des centaines de milliers de refugies entre 1988 et 1994. Un
cessez-le-feu a ete signe en 1994, mais Bakou et Erevan n’arrivent pas
a se mettre d’accord sur le statut de la region qui reste une source
de tension dans le Caucase du Sud, une zone strategique situee entre
l’Iran, la Russie et la Turquie.

Les deux missions diplomatiques de l’Armenie en Syrie continuent de
fonctionner malgre la probabilite croissante d’une frappe militaire
occidentale contre le regime du president Bachar Al-Assad a declare
jeudi le ministère des Affaires etrangères a Erevan.

Le porte-parole du ministère, Tigran Balayan, a cite le fonctionnement
de l’ambassade d’Armenie a Damas et du consulat general a Alep
alors qu’il commentait les efforts d’Erevan pour aider la communaute
armenienne de Syrie a faire face a la dernière escalade du conflit
dans le pays du Moyen-Orient.

L’existence de la communaute est la principale raison officielle pour
laquelle l’Armenie est l’un des rares pays qui appliquent encore une
presence diplomatique en Syrie. Des dizaines de milliers d’Armeniens
de Syrie ont fui le pays, mais beaucoup d’autres y restent pieges. La
perspective d’une riposte americaine contre l’utilisation presumee
d’armes chimiques par le regime Assad soulève plus de problèmes en
Armenie au sujet de leur securite.

Tigran Balayan a refuse de preciser exactement ce que le gouvernement
de l’Armenie a fait pour aider les Armeniens restant en Syrie. Il
a reitere les declarations passees par les responsables armeniens
affirmant que la publicite de ces efforts serait contre-productive.

Artak Zakarian, le president du comite des relations etrangères au
Parlement armenien, a precise qu’Erevan n’a toujours pas de plans pour
evacuer les Armeniens de Syrie. ” Notre tâche est d’aider, plutôt
que de les evacuer ” a-t-il declare au service armenien de RFE / RL
(Azatutyun.am).

Naira Zohrabian, une importante representante du parti Armenie Prospère
(BHK), a critique cette position, disant que la situation devient
de plus en plus dangereuse. ” Il devient de plus en plus evident que
notre communaute est en grave danger “, a declare Naira Zohrabian.

Mais Giro Manoyan de la Federation Revolutionnaire Armenienne (FRA),
un parti d’opposition qui dispose de relais influents dans la diaspora
armenienne dans le monde entier, s’est prononce contre l’evacuation. ”
Je ne pense pas qu’il y ait un tel besoin aujourd’hui ” a-t-il dit.

Giro Manoyan a fait valoir que l’aviation americaine et les missiles
de croisière pourraient frapper des cibles militaires syriennes,
plutôt que de la population civile.

Foreign nationals who visit the Armenian-occupied Azerbaijani
territories without permission of Azerbaijan do so for their own PR,
a senior official said on August 30.

Elnur Aslanov, head of the Presidential Administration’s Political
Analysis and Information Provision Department, said that “looking
at the list of these people, it is clear that these are low and
uncivilized people who organize various scandals for the purpose of
their own PR”.

According to Aslanov, their visits do not contribute to the recognition
of Nagorno-Karabakh, referring to an Azerbaijani region occupied
by Armenia along with seven adjacent regions since a war in the
early 1990s.

“These people visit the occupied lands of Azerbaijan to meet their
subjective and mercantile interests. We are not concerned over this.

Our concern is that countries do not impose sanctions on such
citizens,” he said.

At the invitation of Armenian-Russian Cooperation, a Moscow-based
organization, a number of Russian journalists have paid a visit to
Armenia and the occupied Nagorno-Karabakh region. The group which
illegally visited the occupied territories of Azerbaijan included
TV host Anna Chapman, member of the Public Chamber of Russia Denis
Dvornikov, public figure, human rights activist Sergei Karnaukhov,
correspondent of the Rossiyskiy Reporter (Russian Reporter) magazine
and correspondent of DairyNews news agency Alexandra Ryzhkova,
and others.

Azerbaijan has repeatedly warned foreign officials and diplomats
over visits to the Azerbaijani territories occupied by Armenia,
saying this contradicts international law. The Foreign Ministry
has stated that such visits, paid without prior notification of the
relevant authorities of Azerbaijan, are illegal and damaging to the
settlement process on the Nagorno-Karabakh conflict.

Azerbaijani Foreign Ministry spokesman Elman Abdullayev recently said
that persons who visited Nagorno-Karabakh will be considered persona
non grata in Azerbaijan. Abdullayev said that since visits to the
occupied territories are illegal, the visit of the said persons is
a violation of the law “On State Border” of Azerbaijan.

Recently, the Foreign Ministry published a list of those declared
persona non grata over illegal visits to the Armenian-occupied
territories, which included 335 people.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against Azerbaijan. Since the 1990s war that
displaced over one million Azerbaijanis, Armenian armed forces have
occupied over 20 percent of Azerbaijan’s internationally recognized
territory. The UN Security Council’s four resolutions on Armenian
withdrawal have not been enforced to this day.

Peace talks aimed at resolving the long-standing conflict, mediated by
Russia, France and the U.S. through the OSCE Minsk Group, are underway
on the basis of a peace outline proposed by the Minsk Group co-chairs
and dubbed the Madrid Principles. The negotiations have been largely
fruitless so far.

You may have missed it, but on Aug. 14 Russia fired an economic shot
across the bow of Ukraine. On that day, Russia’s customs office ordered
intensive checks on all Ukrainian goods entering Russia, effectively
imposing a de facto ban. This could have ended up costing Ukraine as
much as $2.5 billion in lost trade by the end of the year.

The action appeared to catch Ukraine by surprise. No official reason
was given for it, but then Moscow rarely gives reasons for imposing
sanctions on other states.

After some undisclosed discussions between Russia and Ukraine —
and a European Union reprimand on Aug. 20 — Moscow terminated the
customs checks.

The reason Moscow struck out at Ukraine is apparent: Kiev has resisted
joining Moscow’s Eurasian Economic Community, the centerpiece of
President Vladimir Putin’s efforts to reintegrate the former Soviet
republics (minus the Baltic states) under Russian leadership. Instead,
Ukraine is seeking an Association Agreement with the European Union,
which includes a Deep and Comprehensive Free Trade Agreement to be
signed in Vilnius this November.

That would allow Ukraine to maintain its independence rather than
become economically and politically subservient to Russia.

So Moscow is now seeking to punish Kiev. Sergei Glazyev, an economic
adviser to Putin, acknowledged in an interview after border procedures
were tightened by Russia that this had been done “in case Ukraine
suddenly makes this suicidal step of signing the E.U. Association
Agreement.”

Russian media warned that further economic actions might follow if
Ukraine signed the free trade accord with the European Union.

Ukraine is not the only country in this part of the world subjected
to economic pressure from Moscow.

Russia raised energy prices for Armenia this summer to show its
displeasure with Yerevan’s efforts to negotiate a free trade accord
with the European Union. It has also plunked down $4 billion in arms
for Armenia’s regional rival, Azerbaijan, sharply increasing the
chances of a military confrontation between the two.

Even Tajikistan hasn’t escaped Moscow’s wrath: The Kremlin has made
it a habit to lash out at Tajik migrants working in the Russian
Federation whose remittances — essential for keeping the economy
afloat back home — are often withheld by employers.

Russia also has pressured Belarus into selling it a controlling share
in its gas pipelines and domestic delivery network, and is bringing
pressure to bear on its critical potash company, Belaruskali, to
agree to a Russian takeover.

Economic coercion of this kind speaks volumes about Russia’s
geopolitical outlook. The Kremlin openly dismisses its neighbors’
independence, territorial integrity and sovereignty. Glazyev, for
example, called the idea of Ukraine’s desire to take a European course
an act of “sick self-delusion.”

Only the European Union reprimanded Russia for the move against
Ukraine. The United States remained silent.

The failure of Washington and the European Union to articulate
a coherent policy for Eastern Europe, Ukraine, the Caucasus and
Central Asia has been interpreted by Moscow as a tacit recognition
of Russia’s sphere of influence in the former Soviet Union — and
license for Moscow to seek renewed hegemony there.

The stakes are high. Even if Ukraine, Azerbaijan, Armenia, Georgia,
Tajikistan and the rest are not paragons of liberal democracy, their
independence and security should be in the interest of the United
States and its allies in Europe.

Since it is unlikely that Russia’s neighbors will passively accept
a return to a Soviet-style past, Russia’s policies could ultimately
mean conflicts and long-term political instability.

Putin may believe, as he so famously declared several years ago,
that the collapse of the Soviet Union was the greatest geopolitical
disaster of the 20th century. But he should not be encouraged by the
West’s failure to formulate a coherent policy in Eurasia to believe
that he can restore it. That would be the true catastrophe.

AZERBAIJAN TRYING TO USE SYRIAN CRISIS FOR ITS POLITICAL GOALS – KARABAKH MFA

STEPANAKERT. — Azerbaijan, whose attempts to abort the negotiation
process for the peaceful settlement of the conflict between Azerbaijan
and the Nagorno-Karabakh Republic (NKR) are becoming more evident,
has resorted to new propaganda tricks, NKR Foreign Ministry said in
a statement.

The July 19, 2013 letter of the Minister of Foreign Affairs of
Azerbaijan to the UN Secretary General (circulated in the UN as
a document A/67/952-S/2013/478 on August 13, 2013) is a vivid
manifestation of such a policy of Azerbaijan.

This time Azerbaijan is trying to utilize for its political goals the
Syrian crisis, which is currently under the focus of the international
community, in particular the fate of the Syrian Armenians that, along
with other Syrian refugees, are forced to find refuge in different
parts of the world.

Overwhelmed by its mania of distorting the essence of the conflict
and misleading the international community, the Minister of Foreign
Affairs of Azerbaijan did not hesitate to use obvious lies and
misinformation. It should be noted in particular that no single
person mentioned in the so-called “resettled people” list conveyed
along with the letter to the UN Secretariat, has ever been, and is
not currently on the territory of the NKR.

Azerbaijan once again distorts and selectively interprets facts
concerning the activities of the OSCE Minsk Group Co-Chairs,
claiming that two field assessment missions of the OSCE Minsk Group
Co-Chairs dispatched to Nagorno-Karabakh have allegedly recorded
“numerous violations of the norms and principles of international
humanitarian law.”

It is well-known that those missions, which were carried out with the
consent and support of the NKR authorities, in their reports refuted
the Azeri allegations about the implementation of resettlement
programs. Meanwhile, it is appropriate to recall that Azerbaijan
refused and still does not allow access for an OSCE Minsk Group
Co-Chairs’ field assessment mission to the occupied territories
of Nagorno-Karabakh, where in an organized manner large-scale
projects of settlement of Azeris are being implemented in previously
Armenian-populated areas.

It is a matter of special concern that the Minister of Foreign Affairs
of a country with a status of non-permanent member of the UN Security
Council uses direct threats in his letter.

The Ministry of Foreign Affairs of the Nagorno-Karabakh Republic calls
on the UN Member States to take measures preventing the attempts
of Azerbaijan to use the high tribune of the UN for propaganda
machinations, and support the mediation efforts of the OSCE Minsk
Group Co-Chairs in finding a comprehensive and lasting solution to
the conflict between the Nagorno-Karabakh Republic and Azerbaijan.
