Slow Progress in Proshyan Murder Investigation

YEREVAN (A.W.) – Five months have passed since Karabagh war veteran, ARF
member and mayor of Proshyan Hrach Muradyan, 50, was gunned down near
the municipality building, and the investigation appears to be moving
at a sluggish pace. Two brothers, Arayik and Artak Petrosyan, remain
under arrest, while the victim’s family has resorted to protesting in
front of police headquarters demanding answers.

Arayik, 31, faced charges and criminal proceedings under Articles 104,
2.2 (murder of the person or close relative of the latter, due to
service and public duty of the person) and 235, 1 (illegal
procurement, transportation, keeping or carrying of weapons,
explosives or explosive devices, except smoothbore long-barrel hunting
guns, ammunition) of Armenia’s criminal code. Even though Arayik’s
arrest term was to expire in August, he remains in police custody.
Despite the lack of evidence, the court once again extended his arrest
by another two months.

Law enforcement officials claimed that there was an `urgent’ need to
reexamine the main piece of evidence – the traces of metallic antimony
(a metalloid used in the production of bullets) found on Arayik’s body
and car. Reexamination of the traces of antimony may bring some
clarification to the investigation, but under no circumstances can it
be a solid basis for prolonging his arrest term. Even if reexamination
proves that traces of antimony were the result of a gunshot, law
enforcement officials still won’t be able to prove that antimony
traces were the result of the exact gunshot that killed Mayor
Muradyan.

Moreover, there seems to be no significant steps forward in the
investigation, despite previous announcements by police that they
would accelerate the investigation. So far, dozens of people have been
interrogated, but no breakthrough has been registered in the case.
What has been clarified, however, is that Arayik’s Lada Niva car bears
a number plate beginning with two numbers, whereas authorities now say
that the Niva car spotted around the time of murder began with three
numbers. Investigators have ruled out that the plate could have been
replaced.

Arayik’s brother, Artak, 33, who was also detained, then released and
then detained again, is still in custody. He faces charges of
hooliganism, for allegedly partaking in a skirmish in Sept. 2012,
following Muradyan’s election victory.

Muradyan’s relatives held a demonstration near the main police
headquarter in Yerevan on Sept. 2, demanding that those responsible
for the Mayor’s murder be held accountable.

Les Etats-Unis ont exprime l’espoir que l’Armenie poursuivra le
processus d’integration a l’Union europeenne meme si elle a cree la
surprise en annoncant son intention de rallier l’Union douanière
dirigee par la Russie, au risque de compromettre la conclusion de
l’accord d’association avec l’UE prevue en novembre.

Reagissant a la decision prise par le president armenien Serge
Sarkissian qui rencontrait V. Poutine a Moscou le 3 septembre, un
responsable du Departement d’Etat americain a indique le 5 septembre,
sous couvert d’anonymat, que “l’Armenie est une nation souveraine,
qui choisit sa propre voie”. “Ces decisions sont d’une importance
cruciale, et c’est a l’Armenie et aux Armeniens de decider”, a
ajoute le diplomate americain, tout en ” encourageant l’ Armenie a
preserver toutes les options dans les domaines politique, economique
et securitaire, et, plus important encore, de maintenir son engagement
a renforcer la democratisation, les reformes politiques et economiques
et l’integration europeenne”.

” L’intensite de ce que les Europeens considèrent comme des moyens de
pression russes et la vitesse du demi-tour de l’Armenie ont effraye
les fonctionnaires de l’UE ” a ecrit le journal The Wall Street Journal
de Bruxelles. Il a cite un diplomate occidental anonyme affirmant que
l’Armenie a negocie avec l’UE en toute bonne foi, mais qu ‘” ils ne
s’attendaient pas eux-memes a ce genre de pression de la Russie.”

Le fonctionnaire d’Etat a egalement semble pointer du doigt la Russie.

“Tous les pays ont le droit de choisir leur propre voie d’integration
economique et de developpement, conformement a l’interet national”, a
dit l’officiel. “Aucun pays n’a le droit de decider de l’orientation
politique et economique d’un autre pays, ni de decider a quelles

la Sante de la Republique d’Armenie et World Association of Social
Psychiatry afin de developper l’accès aux soins pour les personnes
souffrant de troubles mentaux en Armenie, et donc d’aider a reduire
la morbidite et la mortalite prematuree liee a ces conditions.

Le partenariat public-privee de deux ans a ete annonce par le ministre
de la Sante de la Republique d’Armenie Derenik Dumanyan, le professeur
Driss Moussaoui du World Association of Social Psychiatry et le
docteur Robert Seddag, vice-president de Sanofi.

Par la formation de professionnels de la sante, l’education des
patients et de leurs familles et la sensibilisation sur les troubles
mentaux dans les communautes, ce partenariat vise a ameliorer la
gestion des personnes atteintes de ces maladies.

L’UE ayant declare a plusieurs reprises que l’appartenance a l’union
douanière n’est pas compatible avec l’accord d’association europeen,
le president Sarkissian a saborde l’accord par cette annonce surprise
suite a ses entretiens avec Vladimir Poutine. Pour beaucoup, une
forte pression russe est a l’origine de ce retournement.

Le Retour Triomphal Des Heros De La Selection D’Armenie

LE RETOUR TRIOMPHAL DES HEROS DE LA SELECTION D’ARMENIE

APRES L’EXPLOIT DE PRAGUE

Hier soir l’equipe national d’Armenie a humilie la selection de la
Republique tchèque en s’imposant 2-1 a Prague. Un exploit qui vient
après celui de Copenhague où l’Armenie avait egalement humilie le
Danemark sur le score de 4-0. L’equipe d’Armenie qui avait salue ses
quelques centaines de supporters après le match au stade ” Eden Parc
” de Prague est arrivee tôt dans la matinee a Erevan. A l’aeroport ”
Zvartnots-Armenia ” d’Erevan les joueurs de la selection armenienne
ont ete accueillis par des dizaines de supporters qui congratulaient
les heros.

Cette victoire de l’Armenie sur l’une des meilleurs equipes
europeennes, la Republique tchèque (classee en 27e position au tableau
de la FIFA) a bien evidemment provoque une explosion de joie en Armenie
et en diaspora où les supporters de l’equipe d’Armenie se comptent par
millions. L’Armenie a une nouvelle fois prouvee qu’elle pouvait vaincre
les grands du football mondial grâce aux talents de Roman Berezovski,
Henrikh Mkhitaryan, Araz Ozbiliz, Yura Movsissian, Karlen Mkrdtchian,
Guevorg Ghazarian ou Marcos Pizelli le plus armenien des bresiliens…

Dominicain n’avait que le numero de telephone de l’Armenienne. Mais
il paie a distance sa facture de gaz pour avoir accès a son
adresse. Mais lorsqu’il se presente chez elle, cette dernière lui
ferme la porte au nez. Mais l’homme passe toute la nuit devant sa
porte et finalement au petit matin l’Armenienne lui ouvre. Et c’est
le debut de l’histoire…L’Armenienne tombera eperdument amoureuse du
Dominicain et s’embarquera en sa compagnie en Republique Dominicaine.

Armenian leader Serge Sargsyan’s statement on Armenia’s intention to
join the Moscow-dominated Customs Union and take part in establishing
the Eurasian Economic Union came as a bombshell in Europe; even though
it was clear before September 3rd that Yerevan cannot ignore Moscow’s
interests in the question of integration with the EU.

In November, Vilnius hosts the summit of the EU leadership and heads
of the countries which participate in the Eastern Partnership Program.

It is expected that the association agreements and agreements on deep
and comprehensive free trade area will be initialed with Ukraine,
Moldova, Georgia, and Armenia. Yerevan has many times stated that
in relations with the EU and with Russia it relies on the principle
“both”, rather than “either-or”. However, as “both” faced resistance
both in Russia and Europe, Yerevan had to change its rhetoric. The
result of it was the statement by Sargsyan.

On September 4th a crowd of protesters against Armenia joining the
Customs Union gathered near the presidential palace. Participants of
the demonstration, organized through Facebook, chanted “No return to
the USSR” and stated that they wouldn’t let Armenia join the CU, as
it would lead to the loss of independence. There was a brawl between
the policemen and protesters. 9 people were arrested. The Secretary
General of Heritage, Stepan Safaryan, said that the intention to join
the CU was unacceptable due to Armenia’s commitments to Europe. The
common dissatisfaction of the opposition layers of the society was
summed up by the MP from the ANC, the former prime minister Grant
Bagratyan. He said that the problem of membership of Armenia in the CU
and signing the association agreement should be solved by a referendum,
rather than by one person.

Later that day the head of the presidential administration Vigen
Sarkisyan stated that Armenia had no plans to reject initialing of
the association agreement with the EU. The politician stressed that
Yerevan’s decision to join the CU didn’t mean breaking the political
dialogue with the EU. Sarkisyan also disproved the views that the
Eurasian integration of Armenia was a result of Moscow’s pressure
on Yerevan.

The head of the political studies department of the institute
“Kavkaz”, Sergey Minasyan, explained Yerevan’s readiness to join
the CU by political reasons. He thinks that Yerevan will continue
its European integration, but without commodities and political and
financial support from the EU. According to the expert, Armenia has
taken a time-out in initialing of the association and DCFTA agreements,
as chances for the initialing in Vilnius are small.

However, the documents will wait for a right moment.

The crucial factor in relations between Russia and Armenia is still
security. No Armenian presidents can ignore this factor. From this
point of view economy plays a second role. Sustaining losses in the
security sphere, Armenia can appear in the situation of zugzwang. Some
forces in Yerevan state that Armenia’s security which is provided today
by CSTO/Russia could be provided by NATO someday. However, Armenia has
no time to wait due to well-known circumstances. If Yerevan rejects
integration with the CU, Armenia will get cool relations with Moscow in
the military technical cooperation. Security determines “the red line”
which Yerevan cannot cross. At the same time, if Yerevan refuses from
the association with EU, it won’t speed up its membership in the CU.

We can assume that President Sargsyan tries to gain time again. There
are too many questions to him both in Armenia and the West. And they
need answers right now because little time remains before the summit
of the Eastern Partnership. It seems Sargsyan’s statements won’t lead
to a radical change of the course of Armenia and his own party.

However, the main goal was reached – Russia wouldn’t change its policy
toward Armenia. Moscow again pretends that it believes Yerevan.

Whether Brussels is going to pretend as well will be clear in a month
or two. At the moment, the EU leadership states that unfortunately,
Armenia’s joining the CU doesn’t require further participation of
Armenia in the association and DCFTA agreements with the EU.

Comment by the chairman of the Central Committee of the Communist Party
of the Russian Federation, the head of the Communist Party faction
in the State Duma, Gennady Zyuganov. The politician told VK about
figures who benefit from creating a negative image of the Caucasus.

– Why do the mass media create a negative image of people from the
North Caucasus?

– A negative image of our country, our history and culture is being
created. We started with a negative image of leadership – Stalin,
Lenin – then Russia became a “wrong” power, now the Russian people are
drunkards and idlers. It is a well thought-out strategy that destroys
the fabric of our being, our life. After all, the wisdom and talent
of the Russian people lies in the fact that in our history we have
gathered under our banners 190 languages, nationalities, not tearing
down any culture, any faith. We did everything to multiply and keep
them. On our territory there has never been any religious hatred.

Therefore, those who do not want Russia to be united fomented war in
the Caucasus. I explained to Yeltsin and his accomplices a hundred
times that a military solution to the Chechen problem does not exist,
but they broke everything. I told them twenty times that we are all
interested in the development of production; in the Caucasus, there
are a lot of interesting, surprisingly useful things. Instead, they
only ruined the industry. People lost their jobs, and uncontrolled
migration began. There are quite strong influential circles in this
country who are willing to play the Caucasian card and international
relations and to push their advantage.

The criminal oligarchic bourgeoisie, when its difficulties arise,
sees a way out especially in military, ethnic and religious conflicts.

These conflicts have been ignited all the time. Today they have
reached us and are trying to set fire to the North Caucasus. We have
no right to allow this. It’s an absolutely criminal policy which will
harm all the people living on our territory.

– What do you think about relations between Moscow and the South
Caucasus states?

– The Caucasus is a unique land, a beautiful territory. As for
relations with Georgia, they have always been good and friendly.

Relations with Armenia have been historically neighborly and hearty.

We have always had close contacts with Azerbaijan – friendly and
industrial. During the Great Patriotic War we received 80% of
our oil from Baku; we couldn’t win the war without Baku oil. We
should remember, develop, and improve this. What are they doing
now? They are trying to debase our relations and split the citizens
of our countries. We should provide an information policy aimed at a
respectful attitude to all traditions, customs, nations. The beauty
of the world is in its multi-hued cultures, languages, nations,
religions. The planet cannot live without it. There is no normal life
without it. However, we need reasonable thoughtful policy, smart
heads, rather than attempts to settle all questions by the rule of
the police. Ethnic issues cannot be solved like that.

– What do you think about settlement of conflicts in the Caucasus,
for example, the Nagorno-Karabakh conflict?

– It is a delicate, painful theme. Bloody military wounds heal
with difficulty. That’s why we should sit down to talk and search
for settlements. I think a settlement is coming. But without Russia’s
efforts in the regions it would be very difficult to find a way out.

Those who want to humiliate Russia, who want to make it stop developing
effectively, will do their best to continue the conflict.

Yerevan and Baku should remember that they will find peace only
through close cooperation with Russia.

Frontier Markets: Not Too Edgy

It might seem borrowers in frontier markets-the very riskiest end of
the emerging-markets scale-should be looking down and out after this
summer’s rumbles.

But just this week Armenia, Kenya and Mozambique were getting active
in the global bond markets. This counters some opinions that once
the Fed pulls back from its stimulus, frontier markets could be left
entirely in the cold.

Efforts by governments to engage with international bond markets
shows investors are still receptive to cutting deals. Governments
appear to be willing to pay a bit more to get the funding, and the
investors are willing to take on the perception of higher risks.

Armenia will start schmoozing with investors for an inaugural dollar
bond next week. The meetings start Tuesday in L.A., before moving to
New York, Boston and London through the rest of the week.

Timothy Ash, emerging market credit strategist at Standard Bank,
scouted out the country in May. “Generally I am pretty constructive
on this credit,” he said. Growth and debt numbers look good, and
politically, “the Armenians seems to have done what the Ukrainians
have failed to do, i.e. keep relations with Russia, the U.S. and Iran
good at the same time,” Mr. Ash said.

To the casual observer with a penchant for U.S.-immigration history,
the roadshow kicking off in Los Angeles might look to have something
to do with the city’s substantial population of Armenian Americans.

U.S. Census Bureau statistics put the number at around 214,618 in 2011.

But, as Richard Segal, emerging-market strategist at Jefferies
International, pointed out, there are many emerging-market investors
based in and around L.A., including some big players. “Borrowers will
often travel for the sake of the two or three large EM funds based
there,” Mr. Segal said.

For instance, PIMCO and TCW are based in L.A.

If there are any doubts that the Armenia deal is some kind of outlier,
just look to Africa.

Earlier Friday, Mozambique completed the sale of its first bond,
a $500 million agency deal, backed by the government, to support the
country’s agricultural sector. This didn’t come cheap, yielding 8.5%
for the seven-year money, a number slightly higher than the low-8%
range that the country had initially touted. But it got done.

Next up could be Kenya, with a deal that would be its first on
international markets. If the country gets at least the $1.5 billion
it’s looking for, this will be the biggest-ever debut from an African
country. The money will be used to build or fix its roads, rails
and ports.

During recent market turmoil, frontier markets held their ground
comparatively better than the broader emerging market investment
world. Data from J.P. Morgan showed that since March, a widely-used
dollar bond index for emerging markets , the EMBI Global, lost 9%
of its value. The NEXGEM index, referencing frontier markets, lost
only 5%.

These dips are pretty big drops, showing investors need to weather
bouts of volatility in these markets. When the mood sours, they are
often first to be hit.

The cheap deal that Rwanda got on its debt debut earlier this year
may prove to be a genius bit of timing by that tiny state. Those days
are over for now.

Still, frontier markets are down but not out.

European Pluralism: Officials Can’t Decide On Armenia

PanARMENIAN.Net – It seems that European officials can’t agree on how
to react to Armenia’s decision to join the Russia-led Customs Union, as
the statements they make regarding the issue are quite contradictory.

At first, Europe was furious about Armenian President Serzh Sargsyan’s
announcement.

“We expect clarifications from Armenia, and then we will be able
to assess the consequences this move may have,” Maja Kocijancic ,
a spokesperson for EU High Representative for Foreign Affairs and
Security Policy Catherine Ashton, said in Brussels.

Linas Linkevicius, the Foreign Minister of Lithuania, which holds
the rotating EU presidency, said Armenia “has blocked its chances of
signing a free trade deal with the European Union by choosing to join
the Russia-led union.”

“We respect any choice of countries but they cannot enter both
organizations at the same time because of different tariff
requirements,” he said.

In a separate statement, Linkevicius and seven other ministers
from Nordic and Baltic countries warned against Russian pressure on
post-Soviet states. “Any economic threat or political pressure directed
against Eastern partners because of their European aspirations and
engagement with the EU is unacceptable,” they said.

Gunnar Hokmark MEP, Vice-Chairman of the EPP Group in the European
Parliament responsible for neighbourhood policies said that Armenia
is turning away from Europe. “By saying yes to a Customs Union with
Russia, Armenia is saying yes to more dependence on the Putin regime
and No to a Free Trade Agreement with the European Union. With this
step, the prospects for democracy will be weakened and the risk
of increased Russian influence over its neighbors will increase,”
he stated.

Besides, The European People’s Party (EPP) Political Assembly (PA)
issued a statement, which says: “EU’s Eastern Partnership (EaP)
project has been under threat since, in an alarming move, Russia
continues to escalate the pressure it exerts on neighboring countries.

Specifically, it has launched trade disputes with Ukraine and Moldova
and threatened the national interests of Armenia, which has forced
Armenia into the Eurasian Customs Union. Moreover, this activity
is accompanied by a massive information campaign by Russia aimed at
discrediting the benefits of the EU Association Agreement as well as
targeting key proponents of EU integration. The Eurasian Union is an
instrument being used by the Russian leadership to prevent neighboring
countries enhancing their integration with Europe in order to maintain
them as Russian satellite states. Successive EU enlargements have
brought Eastern Partnership countries closer to the EU and their
security, stability and prosperity increasingly impact upon the EU.

The European People’s Party is convinced that this unacceptable
behaviour by Russia will havea negative impact on EU-Russia relations.”

However, the European Commission said that the Association Agreement
(including a Deep and Comprehensive Free Trade Area) with Armenia
can be compatible with economic cooperation with the members of the
Commonwealth of Independent States.

“In July this year, after three and a half years, we finalized the
negotiations of the Association Agreement (including a Deep and
Comprehensive Free Trade Area) with Armenia. This agreement would
allow Armenia with the EU´s support, to drive forward a program of
comprehensive modernization and reform based upon shared values,
political association and economic integration. We take note of
Armenia’s apparent wish to join the Customs Union. We look forward to
understanding better from Armenia what their intentions are and how
they wish to ensure compatibility between these and the commitments
undertaken through the Association Agreement and DCFTA. Once this
consultation has been completed, we will draw our conclusions on
the way forward. We want to underline once again that AA/DCFTA is
a blueprint for reforms beneficial for all and not a zero-sum game
and could be compatible with economic cooperation with the members
of the Commonwealth of Independent States,” the Commission said.

When in St. Petersburg to attend the G20 summit, European Council
President Herman Van Rompuy said that Armenia, Moldova, and, if
possible, Ukraine will hopefully sign the Association Agreement at
the Vilnius Summit in November 2013.

“This is a political agreement. The Agreement would allow Armenia to
go through comprehensive change both politically and economically.

Therefore, after getting the news about Armenia’s plans of joining the
Custom’s Union the EU expects to hear from Armenia what her further
plans are. We have not received official explanations from Armenia,
yet we don’t think this is a zero sum game and the same refers to
Ukraine. Some benchmarks will be necessary to meet. There are some
outstanding issues but we hope to see results in Vilnius. We are still
engaged with these countries and still expect to sign the Association
Agreements,” he said.

Meanwhile, a spokesman for Stefan Fule, the European Commissioner for
Enlargement and European Neighborhood Policy, said that the European
Parliament is not going to initialize either the Associated Agreement
or the Deep and Comprehensive Free Trade Area with Armenia, as it’s
not compatible with membership in the Customs Union.

Pluralism is certainly a good thing but European officials had
better finally decide how to treat Armenia. Otherwise, this unnatural
disagreement may seem to be just a bad performance.
