FACT SHEET: ENP COUNTRY PROGRESS REPORT 2014 – ARMENIA

The 2015 ENP package “Implementation of the European Neighbourhood
Policy in 2014” consists of a joint Communication and a set of country
specific and regional reports. The report on Armenia underlines key
main developments and reform efforts in 2014 and makes recommendations
for the year to come.

The EU and Armenia have reconfirmed their commitment to further
develop and strengthen their cooperation in areas of mutual interest
within the Eastern Partnership framework. The EU and Armenia have
recently successfully completed their joint scoping exercise for a
future legal agreement compatible with Armenia’s new international
obligations after the country became a member of the Eurasian Economic
Union. This will enable both sides to launch soon negotiations on a
new EU-Armenia overarching agreement once the respective negotiating
mandates have been approved.

In 2014 Armenia advanced on several bilateral agreements: The
EU-Armenia Visa-Facilitation and Readmission Agreements entered into
force in January 2014 and since March 2014, Armenia can participate
in EU programs and agencies.

Armenia continued its democratic transition process, in particular
with regard to constitutional reform. Certain human rights issues,
fundamental freedoms and rule of law issues remained to be dealt with.

Armenia developed legislation in several areas that is in line with EU
rules and standards or international requirements. Such legislation
often remained to be adopted and implemented. Related reforms were
developed but not put in practice. The lack of trust in the judicial
system persisted. The fight against corruption remained a key issue.

Progress was noted with regard to the right of free legal aid.

Armenia continued to implement sound macroeconomic policies, such as
with regard to poverty reduction and social cohesion. Economic activity
continued to decelerate in 2014. Reforms in the tax administration
continued. More efforts to diversify the economy are recommendable.

The European Commission received Armenia’s stress test on the Medzamor
nuclear power plant. The test will be reviewed in 2015. This procedure
is in line with EU nuclear safety requirements.

2014 marked the 20th anniversary of the 1994 ceasefire agreement in
relation to the Nagorno-Karabakh conflict against the background of a
continued stalemate. The security situation on the ground remained a
matter of serious concern amid unprecedented incidents and casualties
since 1994, as well as rise in confrontational rhetoric and a continued
arms race.

On the basis of the Country Progress Report, several actions are
recommended to Armenia for the year to come, amongst others:

initiating the amendment of the electoral legislation in accordance
with OSCE/ODIHR recommendations in due time before the parliamentary
elections in 2017; adopting and implementing comprehensive
anti-discrimination legislation; investigating the cases of attacks
and intimidation of human rights defenders and ensuring effective law
enforcement, including in cases relating to the deaths that occurred
during the clashes of March 2008 and the allegations of ill-treatment
in police custody and violation of due process; Intensifying the
reform of the judiciary and law enforcement and implementing the
related reform agenda; continuing public administration reform,
intensifying the prevention of and the fight against corruption;
stepping up efforts towards a comprehensive peace settlement in
accordance with the commitments undertaken within the Minsk Group;
refraining from actions and statements that could heighten tension and
undermine the peace process; progressing in regulatory approximation
with international trade-related laws and standards in order to achieve
the objective of diversifying Armenian exports with commodities of
higher value added;

I. Financial cooperation:

In 2014, EU funding through the European Neighbourhood Instrument
(ENI) amounted to EURO 34 million to support small businesses and
private sector development, and protection of human rights.

A total of up to EURO 170 million will be available for Armenia in
the years 2014-2017 to support reforms in key areas, such as private
sector development, public reform administration and justice.

Complementary support for the modernisation of public institutions and
for civil society can be provided outside the priority sectors. Total
figures are indicative: final allocations will depend on the country’s
needs and commitment to reforms.

In addition to ENI, in 2014 Armenia benefitted from other EU support,
including humanitarian assistance (EURO 10 million) and the thematic
programme for Civil Society and Local Authorities (EURO 3.1 million).

One hundred years ago, the historical persecution of Armenian
Christians by Ottoman Turks culminated in the first holocaust of the
twentieth century. During nearly a decade of execution, deportation,
kidnap, and rape, over two million Armenian, Assyrian and Greek lives
were lost. The victors confiscated and looted vast properties. They
destroyed churches and Islamicized orphans. The descendants of
survivors can be found around the world today. Some have only recently
discovered their Armenian origins. A small group of brave Turks have
called for an admission of these crimes against humanity. Without a
just resolution, the Armenian Genocide will haunt generations to come.

2015 marks the 100th anniversary of the Armenian Genocide. Speakers
will discuss Turkey’s role in world politics, hidden Armenians in
Turkey, and unresolved issues such as property confiscation and
restitution. The French documentary Turkey, the Legacy of Silence
will debut on the East Coast at this event.

Armenia’s Theatrical World Waiting For Law On Theatre – Today Marks

ARMENIA’S THEATRICAL WORLD WAITING FOR LAW ON THEATRE – TODAY MARKS WORLD THEATRE DAY

Armenian theatre actors and stage directors have been for over a
decade looking forward to a legislation regulating the sphere.

A bill, put into circulation in 2004, has not been carried into effect
to date. Its finalized version is entitled draft law “On Theatre and
Theatrical Activity”.

“Such a lingering – for ten years and more – is really very bad,
but for certain things it is probably right say better late than never.

“It has to be done, because a law on theater is very important,” Tigran
Nesisyan, a merited actor of the Gabriel Sundukyaan National Academic
Theatre, told Tert.am in an interview devoted to World Theatre Day.

According to Zhirayr Dadasyan, an artistic director at the State
Pantomime Theater, the law is necessary to outline the functions of
a theatre and to set clear-cut criteria distinguish it from companies
whose activities is unrelated to the field.

“The term theatre applies to practically everything today, even to
phenomena unrelated to the theatre. But the fact is theatre is a
dramaturgic phenomenon, so if what you do is not dramaturgy at all,
it cannot be a theatre. While dance is a dance, and song is a song,
a theatre is a theatre. If you want a singing theatre, that’s the
opera; if a dancing theatre is what you seek, we have the ballet. I
remember when the [draft] law was being debated ten years ago, there
was not the word ‘dramaturgy’, but it has to be primary,” he explained.

Speaking to Tert.am, Director of the Yerevan Puppet Theatre Ruben
Babayan said he doesn’t find a new law necessary. He pointed out to
two major problems the Armenian theatre faces today: “being modern,
interesting, insightful, demanded and talented” and having the
necessary organizational skills to express all that.

“The theatre’s organizational character has remained what it used
to be in the Soviet time; the creative and staging expenses do not
absolutely differ from the activities in other sector,” he noted.

Babayan stressed the need of finding new talents and opening for them
all the possible avenues to express themselves. “Because no one ever
knows for how long a person was gifted with a talent,” he added.

Elaborating further on his formula, Babayan said it proposes using
organizational skills for revealing geniuses.

“Theatre is an area which must permanently be modern; being an actor
is a creative job which is very short-lived. He expresses himself in
a very vivid manner, acquires a big reputation, but that’s within a
short period,” Babayan added.

He further stressed the importance of the actor’s talent to be
reachable to audience. “There has to be one objective: to create
high-quality artistic work and enable it to have its audience and to
manifest itself to the both in and out of Armenia,” he added.

The Armenian theatres’ repertoires includes works by Armenian and
foreign authors and dramatists ranging from the classicism to the
contemporary period.

arménien ait été présenté au Congrès, un ensemble de dirigeants
turcs de haut niveau ont prévus de se rendre dans la capitale
américaine dans l’espoir de dissuader les législateurs de voter le
projet de loi.

Mevlut CavuÅ~_oglu le ministre turc des Affaires étrangères se
rendra a Washington avant le 24 Avril, a déclaré le porte-parole
du ministère Tanju Bilgic, selon le journal turc Hurriyet.

Pendant ce temps le Président du Parlement turc Cemil Cicek était
mardi a Washington où il a blâmé l’Arménie pour entraver les
relations Turquie-Arménie lors d’un discours au Centre d’études
stratégiques et internationales.

“Tous les peuples de l’Anatolie ont souffert durant la Première
Guerre mondiale, et pas uniquement les Arméniens” a déclaré le
président du Parlement turc, Cemil Cicek.

Cemil Cicek s’exprimait lors d’une conférence sur “les relations
turco-américaines au 21ème siècle” a Washington.

“La Turquie est le pays qui souhaite le plus dévoiler la réalité
derrière les événements de 1915, et de normaliser ses relations
avec l’Arménie qui”, selon Cicek, “préfère se concentrer sur des
activités a l’encontre de la Turquie dans le cadre du centenaire de
ces événements, au lieu de se consacrer a normaliser les relations.”

“Car il y a de la douleur la où il y a la guerre, et cela est
valable pour une société entière, pas uniquement les Arméniens”
a-t-il déclaré. “La Première Guerre mondiale a fait 20 millions de
victimes et une partie importante de cette guerre s’est déroulée sur
nos territoires. Des Arméniens, des Turcs, des Kurdes, des Arabes et
d’autres groupes anatoliens ont souffert durant cette guerre. Tous les
peuples anatoliens ont souffert et cela pour une raison claire. C’est
une responsabilité humaine et scientifique d’évaluer cette période a
travers une perspective de juste mémoire. Nous souhaitons que chacun
présente ses archives pour que les scientifiques et les historiens
dévoilent la réalité.”

Pendant ce temps le Comité National Arménien d’Amérique a rapporté
que de nouveaux législateurs avaient ajouté leur voix a l’appel
mondial pour la vérité et la justice et que le soutien pour le
passage de la résolution sur le génocide arménien (H.Res.154)
continuait a croître.

New Priest Named To Lead Armenian Parish

NEW PRIEST NAMED TO LEAD ARMENIAN PARISH

The Rev. Serovpe Alanjian has been named the parish priest for the
Armenian Apostalic Church of Ventura County, which meets at St.

Patrick’s Episcopal Church, 1 Church Road, Thousand Oaks.

The new priest, 41, served the local parish as a deacon since 2008
while becoming a priesthood candidate of the Western Diocese of the
Armenian Church.

>From 2010-2013, Serovpe, who speaks four languages (Armenian, English,
French and Arabic), attended St. John’s Catholic Seminary in Camarillo
where he earned a Masters of Art degree in pastoral ministry.

He then participated in priesthood preparation courses at Gevorgian

Armenian Cathedral in Burbank.

Serovpe was born in Beirut, Lebanon, where he completed high school
and college. He was trained and initially worked as a jewelry
assembler. Because of Lebonon’s economic instability, he switched
careers to cellular communications technology working as a mobile
phone technician then as a technical manager.

In 2006, he immigrated to the United States where he met and married
Arusyak Balikian. They have two children: a son, Krikor, 6, and
daughter Natalie, 4.

Beginning in April, Armenian Church services will be held every Sunday
at 12:15 p.m. at St. Patrick’s church.

Easter week services are: Divine liturgy and washing of the feet
at 5 p.m. on Thurs., April 2; Friday observance at 6 p.m. April 3;
Easter Eve celebration at 5 p.m. Sat., April 4; and Easter services,
12:15 p.m. Sun., April 5.

At the end of Easter 10 to 15 policemen came to our village. They told
us that the government wanted us all. In the morning, they surrounded
the village and some of them broke in, gathered everyone, women and
children and drove them out. They shot those who tried to flee. Two
people were killed there. After starting off, the policemen killed
another four people who tried to flee. They also caught a man and
cut off his head with a sword.

After walking for some time we were returned back to our village which
was full of people from other villages. Turks from the town had come
who selected beautiful women and girls and took them away. Our friend
Rasul came, selected my mother, my three brothers and me and took us
to Baghesh to keep in his house. We stayed there for a month. Once
I went to our village with the Turkish children to look for food and
goods. All the houses in our village were destroyed; the wooden parts
were taken away. There were corpses in the church, around it and in
the yard; the Turks counted 80 corpses of women and children.

Father Of Armenian Turncoat Detained By Police

FATHER OF ARMENIAN TURNCOAT DETAINED BY POLICE

The police have detained Ararat Grigoryan, the father of Armenian
defector Andranik Grigoryan, and taken him to a police station
in Martuni. Defense Minister Seyran Oganyan said today that an
explanation for Andranik’s betrayal should be searched for in the
family, Epress.am reports.

The minister noted that the soldier and his family had tense
relations. Another theory is problems with the soldier’s commanders,
though Oganyan added that the small mortar squad Andranik served in
was not prone to hazing.

Andranik Grigoryan, born in 1991, entered Azerbaijani territory on
March 22 and turned himself in to the Azerbaijani forces. He explained
that he was tired of chaos and hunger in the Armenian army.

exhibition “Health and Pharmacy EXPO 2015” in Yerevan.

The exhibition is the largest show designed for health managers,
researchers, practitioners and businessmen. Its purpose is to show the
latest advanced medical goods and services, as well as help interested
parties establish new business contacts. The exhibition is organized
by the ministry of health of Armenia and LOGOS EXPO Center with the
support of VivaCell-MTS mobile operator.

Speaking at the opening ceremony deputy health minister Tigran Sahakyan
said this exhibition is a good platform for medical companies to
promote their products and services.

The ambassador of Belarus to Armenia Stepan Sukharenko who was also
present said trade and economic relations between his country and
Armenia, especially in the field of medicine are actively developing.

Prominent experts from Israel, Russia, Switzerland, Korea and Germany
will deliver reports at the special dental forum “Dentistry of the
XXI Century” scheduled to take as part of the event.

The exhibition will run from March 27 through 29. Some 30 percent
of participants are foreign companies from Russia, Belarus, Iran,
Hungary, Germany, China, Israel and Kazakhstan.-0-

An alarm signal was received from Lori Region that Tchotchkan tailing
dump owned by Akhtala Ore Dressing Combine is in poor state and is
damaged causing substantial damage. At the same time, Akhtala Ore
Dressing Combine, not solving the problems with this tailing dump,
plans to take new area in Mets Ayrum and Tchotchkan communities
through exercising pressures and to construct a new tailing dump,
where they met the radical opposition of the residents. On 24 and 25
March an independent expert group from Yerevan conducted monitoring
in Akhtala surroundings. Expert group member Seyran Minasyan will
present the initial results of the monitoring, while Oleg Dulgaryan,
member of Mets Ayrum Aldermen’s Council, “Community Union and Support
Center” NGO Chairman, will make a statement on behalf of Mets Ayrum
community residents.

MALATYA ARMENIANS EXPECT FROM TURKEY GENOCIDE RECOGNITION, PROPERTY RETURN AND EQUAL RIGHTS

YEREVAN, MARCH 27, ARMENPRESS: The minorities, living in Turkey,
including Armenians, by now cannot feel full-pledged citizens of the
state, even having lived in those territories for many years. The
stereotypes of an “enemy” and a “traitor” formed towards the Armenians
make the Armenians feel alienated in the society, where they live.

Nevertheless, the positive trend to return to the own identity
continues among the Armenians, living in the historical Armenian sites
of Turkey. Armenpress had a talk with Garbis Evyapan, the Chairman of
the Union of Malatya’s Armenians, whose Malatya “Hayder” organization
also carries out enormous work to not only preserve the Armenians’
identity, but also to restore the Armenian monuments.

– How many Armenians live in Malatya at present? Do they conceal
their identity or speak about it openly?

– At this moment there are about 60 Armenians in Malatya. They all
openly state that they are Armenians and do not hide their identity.

– In what state the Armenians’ cultural monuments are?

– The works, directed to the security of the Armenian cemetery of
Malatya, tree planting, construction of the altar and body wash
facility, have been completed. The restoration of the two local
half-ruined churches is underway.

– Will events, devoted to the 100th anniversary of the Armenian
Genocide, be organized in Malatya?

– As our Union was established in Istanbul, it carries out its main
functions right here. We will take part in the events, to be held in
Istanbul. And concerning the possible commemoration events in Malatya,
the local population will decide on that.

– Do you expect that Turkey will recognize the Armenian Genocide?

– Turkey should recognize the Armenian Genocide. The most important
thing is that the Turkish state should constitutionally recognize
the minorities as equal citizens of the country, who have lived under
the Treaty of Lausanne for hundred years. Besides, the state should
provide an environment, where the Armenians are able to practice their
religion freely and live with their historical identity. The state
should also return the property, seized from the Armenians. It is
necessary that the state begins a special educational campaign, which
will eliminate from the people’s mind the stereotypes of “revenge”,
“betrayer” and “gâvur”, connected with the Armenians. The people
should be explained that the Armenians and not only they, are the
key elements of the country. And only when the people, not imposed
by the state, but by their own will, begin believing these things,
most problems might be considered settled. We especially want to be
constitutionally entitled to equal citizenship.
