EUROPEAN PARLIAMENT GIVES GREEN LIGHT TO EU-ARMENIA VISA FACILITATION AGREEMENT

Armenian citizens will face fewer hurdles to travel to the EU for short
stays, under an EU-Armenia visa facilitation agreement backed by the
European Parliament on Wednesday. MEPs also gave their green light
to an EU-Armenia agreement on the readmission of persons residing
without authorization.

The EU-Armenia visa facilitation agreement aims to facilitate the
issue of short-stay visas for an intended stay of no more than 90
days per period of 180 days.

The new rules will make the procedures quicker (the decision will have
to be taken within 10 days, in urgent cases two days or less), cheaper
(the visa fee for processing applications of Armenian citizens shall
amount to 35 ~@) and less bureaucratic (the documents to be presented
regarding the purpose of the journey have been simplified for some
categories of persons, in particular for close relatives, members
of official delegations, students, business people, journalists,
scientists, etc).

There are also simplified criteria for issuing multiple-entry visas.

Armenian citizens who are holders of diplomatic passports are exempted
from the visa requirement for short stays.

Armenia already exempts all EU citizens from the visa obligation
since 10 January 2013.

“The simplified visa regime can bring a new impetus to cooperation,
mainly to mobility of citizens, which is essential in building
people-to-people contacts”, says rapporteur Edit Bauer (EPP, SK).

The EU has already concluded visa facilitation agreements with nine
non-EU countries. From countries of South Caucasus there is such
agreement concluded only with Georgia so far, but the negotiations
with Azerbaijan are already under way.

Readmission agreement

“To balance the visa facilitation agreement, effective measures
are also needed to prevent and control illegal migration flows”,
Ms Bauer adds.

Readmission agreements go usually hand-in-hand with visa facilitation
agreements. The objective of this agreement is to establish,
on the basis of reciprocity, rapid and effective procedures for
the identification and safe and orderly return of persons residing
without authorization.

Next steps

The agreements will enter into force on the first day of the second
month after the last party to ratify them notifies the other that it
has done so.

EU REMAINS COMMITTED TO DEEPENING RELATIONS WITH ARMENIA

On October 8th Edward Nalbandian, Foreign Minister of Armenia had a
meeting in Brussels with Catherine Ashton, the EU High Representative
for Foreign Affairs.

Welcoming the Foreign Minister of Armenia, the EU High Representative
noted that this meeting is a good opportunity for exchanging thoughts
about the joint steps to be undertaken for the further development
of relations between Armenia and the EU.

Minister Nalbandian underlined that Armenia wishes to move forward
the partnership with the EU in all possible directions relying on
those achievements and progress which were jointly made in recent
years in Armenia-EU relationships.

Edward Nalbandian emphasized that in building relations with the EU,
including within the framework of Eastern Partnership, Armenia aspires
to have close, deep and extensive partnership at the same time taking
into account the participation in other integration processes deriving
from Armenia’s interests.

“Armenia has passed an important way of reforms with the support of the
EU. We are determined to continue the reform process aimed at promoting
democracy, human rights and rule of law, good governance, improvement
of judicial system, fight against corruption. In this process we look
forward to EU’s continuous support,” emphasized Minister Nalbandian.

The Armenian Foreign Minister noted the importance of EU-Armenia
cooperation in mobility underlining that it has already been two years
since the signing of the Declaration on “Mobility Partnership” with
the EU, while last December the visa facilitation agreement was signed.

Edward Nalbandian said there was a serious potential in the area
of sectoral cooperation which includes dozens of dimensions. The
Armenian Foreign Minister noted that according to the Protocol to the
Cooperation Framework Agreement, signed between Armenia and the EU,
Armenia got an opportunity to participate in various EU programs.

High Representative Catherine Ashton noted that the EU wishes to
continue the development of comprehensive cooperation with Armenia
in all areas, which could be compatible with the decision of Armenia
to join the Customs Union.

The preparatory works of Eastern Partnership’s Vilnius Summit were
touched upon during the meeting.

In the context of the Armenian Chairmanship of the Committee of
Ministers of the Council of Europe Edward Nalbandian and Catherine
Ashton touched upon the cooperation between the Council of Europe
and the European Union.

New UN Corner Opened In Gyumri Central Library

NEW UN CORNER OPENED IN GYUMRI CENTRAL LIBRARY

UN Office in Armenia continues focusing attention on youth empowerment
in the regions and opened a new UN Corner in Gyumri. Now students,
researches, officials and journalists will have more opportunities
to further learn about the UN values, global agenda and UN work in
Armenia, using donated 2,000 UN publications.

The UN Corner was launched at the Gyumri Municipality Central Library
named after Mkrtich Armen with the support of the UN Department of
Public Information (UNDPI) and will complement the UN support to the
libraries in this city.

In addition, some 2,000 UN publications were distributed with the help
of a Bibilo-bus at the Gyumri State Pedagogical Institute (GSPI) named
after M. Nalbandyan, Civil Society Development Center of GSPI and at
the Gyumri Branch of the Armenian State University of Economics. UN
officials will visit the UN Corners to discuss the UN-related issues
with all interested.

Maria Dotsenko, the UNDPI Representative in Armenia, said: “The UN
keeps focusing on youth empowerment and dialogue with public. Since
the citizens of Gyumri are active participants of many UN activities,
we supported your idea to open UN Corner, so that you will have direct
access to the UN-related information. You are our reliable partners

Artush Lazarian, the Central Library Director, expressed his

Russia To Lift 30% Customs Duty For Gas Supplies To Armenia

Movsisyan dispelled the public’s doubts over the deal on Russian gas
price hike for Armenia.

The stir rose following Prime Minister Tigran Sargsyan’s statement
that no price increase agreement actually exists.

Earlier, the Armenian National Congress (ANC) opposition party’s
parliamentary group secretary Aram Manukyan expressed discontent over
inability to procure the text of the gas agreement.

As Movsisyan noted, commenting on the above, Manukyan was given the
copy of the agreement, as instructed by Prime Minister, ARKA reported.

Also, Russia is ready to lift a 30 percent customs duty on export of
natural gas to Armenia, Movsisyan said.

Currently Armenia pays $270 for one thousand cubic meters of Russian
gas supplied to the country across Georgia. Of that amount $189
dollars is the price of gas, and the rest is the 30% customs duty.

“We have done quite a lot of work with the Russian side. After the
September 3 announcement on Armenia’s joining the Russia-led Customs
Union, the gas delivery contract between the two governments will be
revised and simplified. This means the Russian side will not apply
customs duty on gas exports to Armenia. We hope that a revised contract
will be signed before the end of this year,” Movsisyan said.

According to the minister, the price of gas for Armenia will be the
same as in Russia plus transportation costs.

However, Movsisyan said this will not affect the price for local
consumers. “Our calculations show that the revised contract will not
entail a price rise or price drop,” he added.

YEREVAN. – The supermarket functioning in the Closed Market in Armenian
capital opened on Wednesday morning, whereas the part of the market
where fruits and vegetables are sold opened two days ago.

Although no sign had been placed on the facade, the baskets inside
the supermarket have inscriptions “Closed Market.”

After the protests actions on saving the cultural heritage failed,
the activists demanded citizens to boycott the supermarket belonging
to the family of MP Samvel Aleksanyan. However, the flow of customers
has been seen since morning.

Starting from Wednesday, members of “Let’s liberate monument from an
oligarch” initiative will resume protects actions. They will gather
at 3pm in Mashtots Park and will march to the market every day.

Recep Tayyip Erdogan pour des discussions sur la reconciliation entre
les factions palestiniennes, selon un conseiller de M. Erdogan.

“Les deux hommes vont parler de questions regionales et de la situation
a Gaza, ainsi que du processus de reconciliation, des relations entre
le Hamas et le Fatah”, a affirme a l’AFP cette source parlant sous
le couvert de l’anonymat.

Aucune declaration n’etait attendue a l’issue de cette rencontre,
a ajoute le conseiller.

Le gouvernement islamo-conservateur que dirige M. Erdogan est en
froid avec Israël et defend ardemment la cause palestinienne.

Il prône notamment la normalisation des relations entre la communaute
internationale et le Hamas, considere comme une organisation terroriste
par les pays occidentaux et Israël.

Il s’est egalement investi dans des efforts de rapprochement entre
le Hamas, qui dirige la bande de Gaza, et le le Fatah du president de
l’Autorite palestinienne Mahmoud Abbas, qui administre la Cisjordanie.

Ces efforts n’ont pas ete très fructueux jusqu’a present.

M. Mechaal est un hôte regulier de la Turquie, où il a rencontre M.

Erdogan en juin dernier.

La Turquie, autrefois proche alliee d’Israël, est en froid avec l’Etat
hebreu depuis que des commandos israeliens ont tue neuf ressortissants
turcs qui tentaient de briser le blocus de Gaza a bord d’un ferry

La question de l’octroi d’une subvention du gouvernement pour le prix
recemment accrue du gaz naturel russe n’est plus ” a l’ordre du jour
” après la decision de l’Armenie d’adherer a l’Union douanière,
a declare le ministre de l’energie.

Gazprom a augmente le prix du gaz de 50 % en avril. Les tarifs du
gaz pour les menages armeniens n’ont augmente que de 18 % le mois
dernier, le gouvernement armenien s’etant engage a subventionner
le reste de la hausse des prix. Le gouvernement a precise que la
subvention, d’une valeur estimee a 150 millions de dollars par an,
ne serait pas financee par le budget de l’Etat.

” Le gaz naturel importe en Armenie aura le meme prix que le gaz
naturel en Russie, plus les coûts de transport “, a explique le
ministre de l’energie et des ressources naturelles, Armen Movsisian.

Movsisian n’a pas precise en echange de quoi la Russie avait accepte
de fournir la subvention pour le gaz naturel exporte vers l’Armenie.

Les medias ont specule ces derniers mois sur le fait que le
gouvernement pourrait ceder au monopole gazier russe Gazprom sa part
de 20 % dans le reseau de distribution de gaz national. Gazprom, qui
detient actuellement 80 % d’ARG, s’est dit pret en juin a offrir une
reduction de prix si en retour elle prenait le contrôle total sur la
societe distributrice de gaz en Armenie.

Rappelant que les negociations etaient toujours en cours, le ministre
de l’Energie armenien a refuse de divulguer les details, certifiant
seulement que le prix du gaz naturel pour l’Armenie ne sera ni augmente
ni diminue.

” Auparavant, nous avions negocie pour que le prix du gaz naturel reste
inchange pour une periode de cinq ans, mais maintenant que l’Armenie
a decide de rejoindre l’Union douanière, cette limite dans le temps ne
s’applique plus tant que le prix du gaz naturel de l’Armenie dependra
des prix du gaz domestique en Russie “, a ajoute Movsisian.

Le ministre a egalement confirme qu’il n’y a pas d’accord sur le
nouveau prix du gaz entre l’Armenie et la Russie, alors qu’un tel
accord existe entre Gazprom et ARG.

En reponse a une question d’un depute de l’opposition a l’Assemblee
nationale la semaine dernière, le Premier ministre Tigran Sarkissian
a dit qu’il n’y avait pas d’accord inter-etatique en ce qui concerne
le prix du gaz.

Ces remarques ont alimente des suspicions sur les raisons du
gouvernement d’augmenter le tarif du gaz.

Le chef de faction parlementaire Galust Sahakian avait explique que
le tarif s’accroit sur la base d’un accord entre le monopole russe
du gaz et de sa filiale armenienne.

TOP CITY AND STATE OFFICIALS, ANCA-WR TAKE GROUNDBREAKING TRIP TO ARMENIA

Californian officials and representatives from ANCA-WR visiting The
Cascade and the Cafesjian Center for the Arts in Yerevan

GLENDALE-A bi-partisan delegation of prominent city and state officials
along with representatives from the Armenian National Committee of
America – Western Region (ANCA-WR) participated in a 5 day in-depth
visit to Armenia followed by a two day visit to Artsakh.

The groundbreaking trip, which took place from September 17-24, 2013
was hosted by the Governments of Armenia and NKR and facilitated by
the Consul General of Los Angeles in cooperation with the CA State
Assembly, LA City Council, and the ANCA-WR to provide policymakers with
a first-hand understanding of the rich Armenian history and culture
while giving them an opportunity to meet with influential political,
social and nonprofit leaders in order to strengthen ties and discuss
better means of collaboration.

“I was delighted to join my colleagues on this informative and
productive bipartisan delegation visit to Armenia,” said CA State
Assembly Speaker John A. Perez. “California is home to the largest
population of Armenians outside of Armenia, and we were proud to
build on the historic ties of history, commerce and culture that
have produced a prosperous and close partnership on the world stage
between California and Armenia,” added Speaker Perez.

Within hours of arriving in Yerevan, the delegation set off for back to
back high level meetings – from President Serzh Sarkisian and cabinet
members, Supreme Patriarch and Catholicos, His Holiness Karekin II,
the Speaker of the National Assembly Hovik Abrahamyan, President of
Nagorno Karabakh Bako Sahakyan, A.R.F. representatives Armen Rustamyan,
Hagop Der Khatchadourian, and Giro Manoyan; opposition leaders Vartan
Oskanian and Raffi Hovanissian; members of the Armenia-US Friendship
Group, Mayor of Yerevan Taron Margaryan, and United States Ambassador
to Armenia John Heffern, amongst others.

Issues discussed during the meetings included the recognition of
the Armenian Genocide by the United States Government, the failed
Armenia-Turkey Protocols, the Russian Customs Union, the US-Armenia
Trade Office, self-determination for the people of Artsakh, the
current state of Armenia, the continuous hostility shown by the Azeri
government, as well as how the State of California and the Republic
of Armenia can continue to build on the already strong foundation
the two share.

During his opening remarks, President Sarkisian thanked the United
States and California for its continued support, especially California
for its Genocide resolutions, expressing hope that Congress would
follow suit especially on the centennial.

Visit to the American University of Armenia – the only University of
California-affiliated campus outside the U.S.

“I would like to thank the Armenian National Committee of America
– Western Region for helping organize our delegation and making
this trip, the first of its kind, possible. The ANCA-WR played
a pivotal role during meetings with our government counterparts,
assisted in initiating and engaging in frank dialogue regarding
issues such as fostering of economic growth, the peace process
and economic development of Artsakh, and the Armenian Genocide,”
stated CA Assemblymember Adrin Nazarian. “I would also like to thank
Speaker John Perez for his leadership and tenacity, during and after,
the delegation’s trip. His solidarity with the people of Armenia and
Artsakh is essential to the bridge building process. I have great
confidence that this trip will pave the way for future delegations to

am very optimistic for future joint ventures between California and
Armenia and Karabakh,” stated Assemblymember Cheryl Brown.

The most moving portion of the trip was the delegation’s visit to the
Armenian Genocide Memorial and Museum where Los Angeles Councilmember
Paul Krekorian found a photo of his great-uncle who had returned to
Kharpert from the US only to be slaughtered. At the end of the museum
tour, delegation members each took the time to write their personal
thoughts in the Museum’s visitor’s book; forever becoming part of the
long list of individuals who had paid respect to those who perished
during the 1915 Genocide.

“As a proud Armenian-American, and descendent of victims and
survivors of the Armenian Genocide, I was extremely proud to have
the opportunity to help organize and join a delegation of California
elected officials to the Republic of Armenia. The purpose of the trip
was to strengthen ties between the Republic of Armenia and California,
which is home to the largest community of ethnic Armenians in the
United States. With the 100th Anniversary of the Armenian Genocide
approaching, I am hopeful that the trip will also shed light on the
need for international recognition of the Genocide, which took the
lives of over 1.5 million Armenians,” stated Assemblymember Katcho
Achadjian.

“My visit vividly brought to life the stories I heard from my wife’s
family membe rs about the homeland and the Genocide. I returned
with an added resolve to continue to advocate for the recognition of
the Armenian Genocide, and to push federal officials to do more to
support a young democratic country in a dangerous part of the world,”
noted Assemblymember Scott Wilk.

The visit also provided officials an opportunity to see Armenia’s
hidden treasures such as Etchmiadzin, Garni, Geghard, Cascade, Oshagan
Brandy and Wine Factory, Lake Sevan, and the Region of Tsaghkadzor
as well as more recent establishments like Civilnet, the Cafesjian
Art Museum, the TUMO Center, and the American University of Armenia,
the only University of California-affiliated campus outside the U.S.

Meeting with the Mayor of Yerevan, Taron Margaryan

“Helping to lead this delegation of state, city and community
leaders offered everyone a much deeper appreciation for the Armenian
heritage while also strengthening ties between Yerevan, Los Angeles
and California. Throughout more than a week of touring the country
and Artsakh, our entire delegation explored the history of Armenia,
including some of its darkest chapters, while gaining a new level of
admiration for the Armenian ingenuity, spirit and creativity embedded
in its present and future. I look forward to continuing the much
valued relationship Yerevan has with Los Angeles and deepening the
economic cooperation our state has with Armenia. I know that all who
took part in this historic trip will bring back to their community
a renewed sense of excitement and awareness of Armenia and Artsakh
to forge a bond that will only grow with time,” stated Los Angeles
City Councilmember Paul Krekorian.

“The trip was fascinating and inspiring. I gained a new appreciation
of the centuries of trial and tribulation of the Armenian people, and
for their current day challenges. I en joyed forging new relationships
with Armenian officials and strengthening my bond with the ANCA,”
added Los Angeles City Councilmember Bob Blumenfield.

Given the timing of the trip, the Delegation also participated in
Armenia’s Independence Day celebrations, which included attending the
Presidential Reception followed by an open air concert in Republic
Square that highlighted Armenia’s struggles and successes throughout
history.

“On behalf of the ANCA-WR, which represents over one million
Armenian-Americans in California alone, I want to extend our heartfelt
gratitude and appreciation to the entire delegation for joining this
groundbreaking trip as well as for standing strong on the right side
of the issues, even with pressure and threats coming from bullies like
Azerbajan,” stated Elen Asatryan Executive Director of ANCA Western
Region. “I also want to extend the same warmth and indebtedness
to the Governments of Armenia and Artsakh for helping plan and
graciously hosting our officials and look forward to working with
them to plan similar trips for other delegations in the near future,”
added Asatryan.

The clause called to end the illegal occupation of Nagorno-Karabakh
and seven surrounding regions of Azerbaijan by Armenia

Baku – APA. The largest youth organization of the world – YEPP (the
Youth of the European People’s Party) Council of Presidents was held
in Bucharest, Romania on the 5th October 2013.

As a result of lobbying work by The European Azerbaijan Society (TEAS),
a clause on the Armenia-Azerbaijan conflict over Nagorno-Karabakh was
included in a Resolution “The Upcoming Eastern Partnership Summit”,
adopted during the forum.

TEAS told APA that the clause called for the implementation of the
4 UN Security Council adopted resolutions (822, 853, 874 and 884)
and to end the illegal occupation of Nagorno-Karabakh and seven
surrounding regions of Azerbaijan by Armenia.

For information we note that the Bucharest Summit was held in the
context of the EU’s upcoming Eastern Partnership Summit in Vilnius
on the 28-29 November 2013.

Russian Contingent In Armenia Holds Manoeuvres

RUSSIAN CONTINGENT IN ARMENIA HOLDS MANOEUVRES

Manoeuvres are being held at the 102th Russian military base in
Armenia. Some 1000 soldiers and officer are taking part in the drills
along with almost 100 items of war equipment.

The soldiers are practicing both defensive and offensive fighting
positions.
