Les recettes fiscales, taxes et versements a la securite sociale
au budget du gouvernement du Karabagh, selon des informations
preliminaires, s’elèvent a 18,24 milliards de drams entre janvier et
septembre 2013 soit 0,7% de plus que le niveau prevu ont annonce les
services fiscaux de la Republique du Haut-Karabagh.

Un total de 12,78 milliards de drams a ete versee au budget de l’Etat
en impôts et taxes de l’Etat , comparativement aux 12,76 milliards
de drams prevus (26,7% d’augmentation).

The National Olympic Committee of Armenia (NOCA) on Wednesday issued
a wordy statement whose essence is that it is the only organization
that is entitled to manage affairs of national federations of sports
and their representation at international structures.

The statement comes after a controversial election of National Security
Council Secretary Artur Baghdasaryan as president of the Volleyball
Federation of Armenia last weekend.

According to media reports, Baghdasaryan, leader of the coalition
Orinats Yerkir party, and NOCA President Gagik Tsarukyan, leader of
the former coalition member Prosperous Armenia Party (PAP), had a
heated argument recently during the reception at Zvartnots Airport
of President Serzh Sargsyan returning from Brussels.

Representatives of both Orinats Yerkir and Prosperous Armenia
downplayed the magnitude of the incident, in which media alleged the
two politicians exchanged verbal offenses.

“No one can raise their voice against or insult Gagik Tsarukyan,” PAP
member Naira Zohrabyan told media afterwards, saying that Tsarukyan,
on his part, does not offend or insult anyone else.

Local media alleged that Tsarukyan had been angered by the circumstance
that Baghdasaryan was installed as new head of the Volleyball
Federation only with the endorsement of Minister of Sports and Youth
Affairs Yuri Vardanyan, while he believes he should also have been
endorsed by the NOCA, which is arguably the umbrella organization
for national federations.

In another development related to the sports Minister Vardanyan’s
son David was arrested recently on suspicion of drug trafficking. A
number of opposition and opposition-leaning parties in the parliament,
including the PAP, have demanded the resignation of the minister
in this connection, but members of the ruling Republican Party and
Dashnaktsutyun have rejected this demand as inappropriate, saying
that a father is not responsible for his son’s actions and besides
the guilt of David Vardanyan has not been proved yet.

Cyprus’ natural resources in its Exclusive Economic Zone (EEZ)
should be exploited to the benefit of all people of Cyprus, peace
and security in the region but also they should constitute a motive
for the achievement of a solution of the Cyprus problem, Minister of
Defence Fotis Fotiou has said.

Speaking Wednesday during a meeting he held with Deputy Minister of
Defence of Armenia, Alik Mirzabekyan, Fotiou also referred to the
economic crisis, noting that the government of Cyprus is determined
to work hard to restart the economy.

According to an official press release, Fotiou and Mirzabekyan praised
the “long-lasting and excellent relations, which are based on common
values and their struggle for survival”.

They exchanged views on how to further enhance relations between
the two Ministries and decided to draft an agreement for the mutual
protection of upgraded information.

According to the press release, they exchanged views on issues of
mutual concern and discussed about the political situation in the
wider region of the Eastern Mediterranean placing emphasis on Syria.

They also expressed conviction that their bilateral relations would
be further enhanced for the benefit of stability in the region.

Referring to the Cyprus issue, Fotiou said that the Republic of Cyprus
wants to resume the negotiations that would lead to a viable, just
and mutually acceptable solution, on the basis of the UNSC resolutions.

He pointed out that the government of Cyprus is willing to proceed
to a substantive dialogue, provided that the basis of the solution
is clarified and the procedure of the talks is well prepared.

As regards the developments in the energy sector, Fotiou stressed
that the hydrocarbon reserves in Cyprus’ EEZ should be exploited to
the benefit of all people of Cyprus and for peace and security in
the region.

He added that the natural resources in Cyprus’ EEZ should constitute
a motive also for the achievement of a solution of the Cyprus problem.

Armenian President Serzh Sargsyan has ratified the Armenian
Parliament-approved amendments to the law on copyright and associated
rights.

MP Arpine Hovhannisyan said that the amendments concern original
works of authorship. Particularly, they prohibit the use of such
works without the consent of their authors in public places and in
the Internet. Publishing excerpts from items in newspapers, magazines,
online news portals, it is necessary to refer to the original source
with hyperlink to relevant website. The original source must be
written with Latin letters.

The authors of the bill offer a 100,000-200,000 drams fine for
violation of the bill, without any administrative or criminal
prosecution. The fine is not provided to the state budget. One entity
pays the fine the other like in civil processes.

“There is a principle of solidarity in the Armenian information field.

Journalists never sue each other,” Hovhannisyan said.

The experience and ideology of socialism in the integration processes
are not unwanted at all when forming Eurasian area, director of
Noravanq Foundation, Gagik Harutyunyan, said at the international
conference “CSTO and security of EurAsia” held in Yerevan today.

“For instance, Armenia, who knows why, wants to forget its socialistic
past within the USSR, forgetting all its numerous positive sides.

Meanwhile, there are 38 socialistic parties in 35 countries of today’s
Europe. As for China’s ruling model, they go on successfully using
the triad that consists of socialism, liberalism and conservatism
based on preserving of national values and identity. The result and
effects are obvious”, – he said.

He also added that socialism is not at all associated with a term
communism, although communism also had positive sides. The expert
thinks that the great majority of the Armenian youth sympathize with
Armenia’s soviet past. For this reason, stemming from these data,
socialism jointly with other ideologies may be successfully used in
Armenia as well as when forming new integration unions, the expert
said.

The government of Armenia allocated 2,5 mln AMD the Noravanq Foundation
for organizing the event together with the CSTO Analytical Association
which consists of 25 information, analytical and sociological
structures of the CSTO member-states.

Knights Of Combat Cross Warn

KNIGHTS OF COMBAT CROSS WARN

Field commanders of the war in Arsakh, Knights of Combat Cross Vladimir
Aghasaryan, Vahan Badasyan, Henrich Hakobyan, Arthur Sargsyan,
Zhirair Sefilyan and Romels Fatyan have issued a statement warning
“zoribalayans”.

“Any public statement or secret agreement on ceding the sovereignty of
Armenia, its territorial integrity, including the liberated territories
of Artsakh or a part thereof to another state or a supranational
organization, as well as using those values as an object for bargaining
will be deemed treason.

The authors and disseminators of such treacherous ideas will be held
responsible before law and national judgment,” the statement of the
commanders holds.

A number of serious challenges are waiting for Ilham Aliyev during
the third term as president: the decline of oil production, the low
index of human rights defense and the threat of Nagorno-Karabakh
conflict resumption. This is stated in the article, of the director
of European programs of the International Crisis Group, ICG, published
on the website of Swiss information-analytical center ISN.

According to Fraser, oil production in Azerbaijan has started to
decline. This reduction will accelerate after 2015. The new gas
fields will hardly recoup the loss of oil revenues. Another problem
she believes is the non-diversified economy: 92% of exports of oil
and oil products were accounted in 2012.

“Besides that, in 2012 and 2013, we have witnessed public protests
that are indicators of dissatisfaction with the inhabitants of the
country inequality, corruption, lack of capacity in the regions and
hazing in the army. Despite the fact that these demonstrations had
run out with mass arrests, they were shocking for both officials and
the public,” Sabrina Frazer said.

The article reads that one more – less pronounced, but a serious
threat for Azerbaijan is the rise of Islamic conservatism. In secular
Azerbaijan a new generation of active believers is growing up,
Fraser writes, recalling the protests against the unofficial ban on
the wearing of hijab.

It is also noted that the human rights activists and international
organizations such as the Human Rights Watch and the Amnesty
International, have repeatedly spoken about the lack of progress on
human rights and democracy.

“The recently held presidential elections were criticized more harshly
than the previous ones,” Fraser noted. According to her, before this
the human rights problems did not affect the relations between Baku
and the Western countries. However, Azerbaijan’s relations with
Western partners are now on more shaky grounds than they used to
be before. Azerbaijan is not going to sign a trade agreement with
Brussels in Vilnius, since it is not a WTO member, and has no plans to
move forward in the process of association with the EU. Taking into
consideration the fact that Azerbaijan is less used as a corridor
for the supply or withdrawal of troops from Afghanistan, Washington’s
interest in the region is also weakening.

The author also drew attention to the unresolved Nagorno-Karabakh
conflict, stressing that the war would be a disaster for the countries
involved and for the region as a whole. “Now that Armenia has agreed
to join the Customs Union, Russia is unlikely to allow its ally to
be attacked by Azerbaijan,” she writes.

European Parliament Issues Karabakh Motion To Avenge For Armenia’s C

EUROPEAN PARLIAMENT ISSUES KARABAKH MOTION TO AVENGE FOR ARMENIA’S CU ACCESSION?

PanARMENIAN.Net – The European Parliament adopted a resolution on
strengthening ties with Eastern Partnership states. The resolution
included a Karabakh-related motion, demonstrating one-sided, pro-
Azerbaijani approach to the conflict.

According to the motion, “occupation by one country of the Eastern
Partnership of the territory of another violates the fundamental
principles and objectives of the Eastern Partnership. The conclusion
of the EU Association Agreements with Armenia and Azerbaijan should
be linked to progress towards the resolution of the Nagorno-Karabakh
conflict, in accordance with UN Security Council resolutions 822, 853,
874 and 884 of 1993 and the Organisation for Security and Cooperation
in Europe (OSCE) Minsk Group Basic Principles, enshrined in the
L’Aquila joint statement of 10 July 2009.”

“The European Parliament reaffirms the need to strive for the regional
stability and security that are necessary to achieve the goals of the
Eastern Partnership, also in the context of further integration with
the EU; urges further efforts to progress towards the resolution of
the territorial conflicts in Georgia, Azerbaijan, Armenia and Moldova.”

The European Parliament further welcomed reforms and progress
in Armenia, however noting certain shortcomings in promotion of
democracy, including legal and judicial sectors, and anti-corruption
measures. According to the document, EP regrets Armenia’s decision
to join the Russia-led Customs Union, reminding that the policy
is incompatible with the Association Agreement. In conclusion, EP
expressed hope for social, economic and political reforms to continue
in Armenia.

The document, however, fails to note any of Azeri diversions and
provocations, with Baku’s constant ceasefire violations leading
to deaths among servicemen and peaceful population. Nor does the
document mention Baku’s bellicose rhetoric and attempts to undermine
the peaceful settlement of Karabakh conflict, while ignoring urges
of the mediators and international community.

As Armenia Today reported, quoting Deputy Foreign Minister Shavarsh
Kocharyan, “the Karabakh conflict-related motion contradicts the
official position of the EU as well as the OSCE Minsk Group co-chairs’
stance.”

“The motion authors must realize that though advisory in nature,
the document can negatively affect the settlement progress, as well
as mediatory efforts of the OSCE MG,” Kocharyan noted.

Armenia completed technical talks on a ‘deep and comprehensive
free-trade agreement’ (DCFTA) with the EU in July and it was set
to be signed at a summit with the EU in late November. In addition
to a free-trade deal, Armenia has been working towards the signing
of an association agreement with the EU, a framework agreement on
co-operation that is seen as a first step towards political integration
with the EU.

However, during a Sept 3 meeting with Russian President Vladimir Putin,
Armenian leader Sargsyan said Armenia is ready to join Customs Union,
with further plans to be involved in formation of the Eurasian Economic
Union. Mr. Putin supported the initiative, vowing procedural assistance
to Armenia.

Swedish Foreign Minister Carl Bildt described Armenia’s intention as
a U-turn in relations with the European Union. “Seems as if Armenia
will break talks on free trade agreement with EU and integrate with
Russia instead,” he said.

Linas Linkevicius, the Foreign Minister of Lithuania, which holds
the rotating EU presidency, said Armenia “has blocked its chances of
signing a free trade deal with the European Union by choosing to join
the Russia-led union.” “We respect any choice of countries but they
cannot enter both organizations at the same time because of different
tariff requirements,” he said.

However, Armenian leadership continues expression intention to expand
ties with the EU, which won’t contradict Armenia’s CU membership.

“Armenia will take part in the upcoming Eastern Partnership Summit
in Vilnius and is ready to sign the Association Agreement,” President
Serzh Sargsyan said at the October 2 PACE session.

“No Armenia-EU document is being readied to be signed at a Vilnius
summit,” the spokesperson of the EU Commissioner Stefan Fule said.

“We’re trying to find routes for further cooperation with Armenia,
based on the existing achievements,” Peter Stano said.
