President of the Nagorno-Karabakh Republic (NKR) Bako Sahakyan received
on Wednesday Chairman of the Armenia’s Writers Union Eduard Militonyan.

President Sahakyan congratulated Eduard Militonyan on being elected
to this responsible position wishing him efficient activity.

The sides discussed issues of development of literature and cultural
life in the NKR.

Chairman of the NKR Union of Writers Vardan Hakobyan took part in
the meeting.

ARTSAKH / NAGORNO-KARABAKH :PEACEBUILDING IS ABOUT PEOPLE NOT POLITICIANS.

Politicians create war but they rarely deliver lasting peace.

Over the next few years we will be remembering the centenary of the
First World War. At the time it was considered to be the “war to all
end all wars” but in fact it was the war that started many wars.

Millions of people suffered, and died, throughout the last one hundred
years as a result of treaties and other political decisions taken in
the name of achieving peace. However these were short-term political
expediencies which subsequently led to popular uprisings or armed
conflicts because they did not fundamentally address the wishes of
the people; it supported the politicians who had power and wanted to
maintain it. Mass movements of people, the drawing of complicated
borders, and unsatisfactory political structures have blighted the
past. It is difficult to recall an example of where such a solution
has given rise to a sustained peace.

The situation in Nagorno-Karabakh is a good example of the consequences
of an arbitrary political decision; one taken by Stalin in 1923. With
a majority Armenian population, common sense would have allocated
this region to the Armenian SSR and not the Azerbaijan SSR.

The unfurling of this arrangement ultimately led to the war in
the 1990’s, and the terrible human tragedy that was experienced by
hundreds of thousands of people on both sides in that period. The
ceasefire that was brokered in 1994 achieved a worthy short-term goal
but failed to deliver any prospect of long term success.

As each year goes past there is a constant supply of politicians,
diplomats, European funded Peace Building and Conflict Resolution
organisations, journalists, youth groups and more, who are “involved”.

It is never quite clear what they are exactly doing, how effective
it is, and whether it is more of an “interest” project which will
never have any consequence on the real outcome.

The massive hurdle in the resolution of this conflict is the obsession
with the past. This consists of two broad issues

Who has historical rights to Nagorno-Karabakh, and Recreating the
1988 demographics, principally for the Azeri population.

The 2 sides will never agree on issue 1. The Karabakhian lands have
been populated by both Armenians and non-Armenians for centuries. The
Armenian SSR and the Azerbaijan SSR were highly mixed communities
during the Soviet period as indeed most countries currently are, so
“rights” should be based on the majority view, today. Basing a policy
on an historical perspective has no sound reasoning or common sense
and will only lead to conflict.

The radical change in populations during the 1988-94 period affected
both sides and it is reasonable to assume that they were all forced
displacements. In the absence of the war the Armenians would have
continued to enjoy living in Baku, Sumgait, Kirovabad, Shahumyan etc
within Azerbaijan, and likewise for Azerbaijanis living in Yerevan,
and other locations within Armenia.

In the last 20 years the displaced Armenians have established new lives
in Nagorno-Karabakh, Armenia, or elsewhere in the world and, for most,
if not all, returning to Azerbaijan would never be considered as a
possibility. It is unlikely that the Azeris displaced from Armenia
would ever consider returning to their original homes. However,
for most of those who were living in Shushi, and the 7 surrounding
regions to the previous Nagorno-Karabakh Autonomous Oblast, they have
been kept in a state of limbo by the Azerbaijani state as a form of
political/humanitarian “pawn”. The delay in providing these people
with permanent housing on the premise that they may return one day
shows a wanton indifference to the lives of these people.

It is impossible to re-create the 1988 demographics even if that was
everyone’s will. Returning hundreds of thousands of people back to
Nagorno-Karabakh into areas that are land-mined, have no housing,
or adequate services is a major infrastructural undertaking. This is
before consideration is given to the impact on the people who would
move and those currently resident in the receiving area. It could be
another 20 years for this to be fully completed.

Philosophically, the best way forward, is the simplest way forward.

The past cannot be changed. We have to start from the present. Any
solution must be demonstrably in the best interests of all of the
people, and must not provoke conflict.

The Nagorno-Karabakh Republic exists as a fully-functioning state
populated by 100% Armenians. It is undermined by being unrecognized and
therefore cannot trade internationally, borrow money on the financial
markets, open an airport etc. This is not sustainable and is a threat
to the livelihood of the residents.

First action. The international community must recognize the
Nagorno-Karabakh Republic. This will facilitate economic growth,
confidence, inward investment and the extension of de-mining into the
7 surrounding regions. All of this is critical for the second action.

There are no negative consequences to the people of Azerbaijan by
taking this decision, it can be achieved immediately, it will not
give rise to conflict between the people. The politicians represent
the only risk.

Whilst this may seem to be unlikely it is actually the only action
that will ensure progress. It is what the people of NKR want and we
live in a world that respects self-determination. It will commit the
international community to the legitimacy of the future, and provide
the best assurance of peace.

It is a fundamental human right that people who have been forcibly
displaced during a war have the option to return to their homeland.

Second action – establish a cross-border UN commission that can
identify and assess those people who have a legitimate, independent,
wish to return to their original homes. The timing of any return will
be subject to numbers, funds for infrastructure investment, de-mining,
and consideration for the current resident population.

Trust is currently non-existent. Without trust nothing will happen –
the last 20 years have proven that, regardless of the valiant efforts
of those who have tried. Lasting peace is still a distant aspiration.

These actions, which must be initiated by the international community,
will be the first significant steps to sustainable peace.

6 Environmental Corridors Mapped At Armenia’s Meghri Border Areas

6 ENVIRONMENTAL CORRIDORS MAPPED AT ARMENIA’S MEGHRI BORDER AREAS

YEREVAN. – The Nature Protection Ministry of Armenia has mapped six
environmental corridors in the border areas of Meghri city, “EcoLur”
NGO reports.

Within the framework of the Friendship and Peace Park process
established between Armenia and Iran, it is planned to separate the
migration routes and set proper protection procedures, which will
ensure the proper migration of animals.

Nature Protection Minister Aram Harutyunyan stated the aforesaid
at an event held on the occasion of the National Day of the Islamic
Republic of Iran, informs the Ministry Information and Public Relations
Department.

As reported earlier, during his official visit to Iran, Aram
Harutyunyan met with Ms. Masoumeh Ebtekar, Vice President of Iran and
head of Iran’s Environmental Protection Organization. They discussed
the cooperation between both countries on environmental issues, and
their future plans. The parties recorded that relations between the two
countries have strengthened with respect to environment protection,
and that the process has begun for creating the Friendship and Peace
Park on the common border of the two states.

Aram Harutyunyan also met with Energy Minister Hamid Chitchian of
Iran. The interlocutors discussed the prospects for alternative energy
development in Armenia and in Iran, and the pollution issue of the
Araks River which flows between the two countries.

Next, Armenia’s nature protection minister met with Mohammad-Reza
Tabesh, head of the environmental protection group at the Iranian
parliament. They exchanged views on the legislative mechanisms toward
solving environmental issues.

No Armenians Killed In Ukraine Clashes – Foreign Ministry

NO ARMENIANS KILLED IN UKRAINE CLASHES – FOREIGN MINISTRY

The Ministry Foreign Affairs has no reports about Armenian survivors
or victims in the violent anti-government clashes in Ukraine, a
spokesperson told Tert.am.

Asked whether any Armenian has applied to the Ministry for returning
to Armenia, Tigran Balayan said they have no reports on that either.

Ukraine’s Health Ministry said earlier today that 25 people have been
so far killed in the clashes.

145th Birth Anniversary Of "All- Armenian Poet" Hovhannes Tumanyan

145TH BIRTH ANNIVERSARY OF “ALL- ARMENIAN POET” HOVHANNES TUMANYAN

For many years, Yerevan has been honoring the great poet with Tumanyan
days, with the festive events annually lasting from April 4 to 11.

Armenia marks the 145th birth anniversary of the master of Armenian
literature, great poet Hovhannes Tumanyan, who played a special role
not only in the history of his country’s literature but also in the
spiritual life of his nation. “The art should be clear and transparent
as an eye and as complicated as one,” the poet said. And, true to
his beliefs, the language of Tumanyan’s works is wonderfully simple
and natural, but lively and picturesque. Even during his lifetime,
Tumanyan was called the “All-Armenian poet.”

PanARMENIAN.Net – Hovhannes Tumanyan was born on February 19, 1869
in the village of Dsegh, Tiflis Governorate, Russian Empire (now Lori
Province, Armenia.)

His father, Aslan (1839-1898), was the village priest known by the
name Ter-Tadevos. He was an offspring of an Armenian princely family
of Tumanyan, branch of the famous royal house of Mamikonian that
settled in Lori in 10th-11th centuries from their original feudal
fief of Taron.

His mother, Sona (1842-1936) was an avid storyteller with a particular
interest in fables. Young Tumanyan was the oldest of eight children;
his siblings were Rostom (1871-1915), Osan (1874-1926), Iskuhi
(1878-1943), Vahan (1881-1937), Astghik (1885-1953), Arshavir
(1888-1921), Artashes (1892-1916).

>From 1877-1979, Tumanyan attended the parochial school of Dsegh. From
1879-1883 he went to a school in Jalaloghly. Tumanyan moved to Tiflis
in 1883, where he attended the Nersisyan School from 1883-1887.

Tumanyan’s wrote his first poem at the age of 12, while studying in
Jalaloghly school. He lived at the teacher’s house for a while and
was in love with teacher’s daughter Vergine. Since 1893, Tumanyan
worked for Aghbyur, Murtch, Hasker and Horizon periodicals and also
was engaged in public activism.

In 1888, at the age of 19, Hovhannes Tumanyan got married to
Olga Matchkalyan, 17. They had 10 children: Musegh (1889-1938),
Ashkhen (1891-1968), Nvard (1892-1957), Artavazd (1894-1918), Hamlik
(1896-1937), Anush (1898-1927), Arpik (1899-1981), Areg (1900-1939),
Seda (1905-1988), Tamar (1907-1989).

In 1899, Tumanyan came up with an idea of organizing meetings of
Armenian intellectuals of the time at his house on 44 Bebutov Street
in Tiflis (present-day Amaghleba 18, in Sololaki). Soon it became
an influential literary group, which often gathered in the garret of
Tumanyan’s house. Vernatun means garret in Armenian, which was the name
the group was referred to. Prominent members of the collective were
Avetik Isahakyan, Derenik Demirchyan, Levon Shant, Ghazaros Aghayan,
Perch Proshyan, Nikol Aghbalian, Alexander Shirvanzade, Nar-Dos,
Vrtanes Papazyan, Vahan Terian, Leo, Stepan Lisitsyan, Mariam Tumanyan,
Gevorg Bashinjagyan and many other significant Armenian figures of
early 20th century. With some pauses, it existed until 1908.

In 1912 Tumanyan was elected the president of the Company of Caucasus
Armenian Writers.

In the fall of 1921, Tumanyan went to Constantinople to find support
of Armenian refugees. After months spent there, he returned ill. After
surgery in 1922, he started to get better. But in September, Tumanyan’s
disease started to progress again. He was transferred to a hospital
in Moscow, where he died on March 23, 1923.

Tumanyan’s works range from fairy tales, ballads and poems to novels to
include: Anush (1892), with Armen Tigranyan’s opera based on the poem,
Gikor, David of Sassoun, The Dog and the Cat (1886), Maro (1887),
Akhtamar (1891), Davit of Sasun (1902), The Capture of Tmkaberb
(1902), A Drop of Honey (1909), The End of Evil (1908), The Shah and
the Peddler (1917).

Tumanyan’s house in Tbilisi, Vernatun, built in 1854, was bought out
by the local Armenian community to be turned into a cultural center.

YEREVAN. – Defense Minister of Armenia Seyran Ohanyan made a surprise
visit to a military unit in the morning.

The defense minister’s press secretary Artsrun Hovhannisyan wrote
the aforesaid on his Facebook account.

“The routine, morning rise and physical training at the military unit
were inspected during the visit.

“Subsequently, the minister toured the military unit, got acquainted
with the living conditions, sports area, and inspected the guard
service.

“The tour of inspection ended with the inspection of the canteen and
the nutrition. The minister [also] had breakfast with the soldiers,”
Hovhannisyan wrote.

In the Holy Transfiguration Cathedral of Armenian Apostolic Church
in Moscow served a Requiem Mass for Gurgen Margaryan who was killed
by Azerbaijani Ramil Safarov.

The Mass, held on February 16, was attended by the representatives
of the Union of Armenians of Russia, public organization of
“Russian-Armenian cooperation”, the community organizations of Moscow,
the cultural association “Ararat”, etc. Upon the completion of the
Mass the ceremony of laying wreaths and flowers at the cross-stone
in the courtyard of the temple complex was held.

On the same day dead-office for Gurgen Margaryan was served at
Armenian Church of St. John the Baptist (St. Hovhannes Mkrtich)
in Paris. employees of the Armenian Embassy in France, the NKR
representatives, members of Armenian Organizations in France and local
Armenian community were present at the service. Upon completion of
the church-service those gathered there marched to Yerevan Park in
Paris, where, on behalf of the Armenians of Armenian Republic, NKR
and France laid wreaths and flowers at the monument to Komitas. The
procession was headed by the RA Ambassador to France Vigen Chitechyan.

In 2004, Armenian officer Gurgen Margaryan was taking part in
a three-month English course of NATO “Partnership for Peace” in
Budapest. Early in the morning of February 19 he was murdered. The
murderer – Azerbaijani officer Ramil Safarov – delivered 16 blows
of ax to the face of the sleeping Armenian officer. As a result, the
Hungarian court found him sane and sentenced him to life imprisonment
without a right of pardon for 30 years. The news about the extradition
of Ramil Safarov to his homeland and pardon by the Azerbaijani
president Ilham Aliyev broke out on August 31.

The pardoned murderer Ramil Safarov was greeted as a hero in
Azerbaijan; he was given an apartment and was paid an officer salary
for 8 years spent in detention. Moreover, Safarov was breveted
Major by the Minister of Defense of Azerbaijan, who also wished him
“every success.”

Because of Safarov’s extradition to Azerbaijan the president of Armenia
Serzh Sargsyan announced the suspension of diplomatic relations
with Hungary. Safarov’s extradition, pardon, and glorification in
Azerbaijan was condemned by the US president Barack Obama, US State
Department, Ministries of Foreign Affairs of Russia and France,
Secretary General of Council of Europe, Secretary General of CSTO,
NATO, and international human rights organizations. In addition to
that, European Parliament adopted a condemning resolution on September
13, 2012.

Today, February 19, the 10th anniversary of commemoration of Armenian
officer’s death. To the 10th anniversary of Gurgen Margaryan’s murder
in the frameworks of the “Ordinary Genocide” project a video-footage
has been prepared called “Azerbaijan: Racism without borders.” The
video footage is in English and Russian. It concisely presents
the history of the murder that had stunned the world, as well as
the programs following the incident and Safarov’s glorification in
Azerbaijan.It is significant that the authors chose Symphony number 7
(“Leningrad”) by Dmitri Shostakovich known as “the invasion of the
Nazis” as a soundtrack for the footage.

The “Ordinary Genocide” project is being implemented by the Information
and Public Relations Center under the RA President’s administration.

Une cour d’Ankara a rejete le limogeage de Ramazan Akyurek, le chef
du Conseil d’inspection du departement de la police.

Le ministère de l’Interieur avait defendu sa decision arguant du
fait que l’officier de police en question avait terni l’image et la
credibilite de la police en raison de sa negligence dans le meurtre
de Hrant Dink. Tout comme des centaines d’autres hauts fonctionnaires
de police, Ramazan Akyurek avait ete demis de ses fonctions, juste
après l’operation et l’enquete sur la corruption du 17 decembre.

La 16ème cour administrative d’appel d’Ankara a suspendu l’execution
de la peine après un appel lance par Ramazan Akyurek. Le ministère de
l’Interieur avait defendu sa decision dans une declaration a la Cour
indiquant que :

Mais la Cour a conteste la position du ministère de l’interieur et a
rappele que Ramazan Akyurek avait ete promu deux fois après le meurtre
de Hrant Dink. Elle a indique :
