OPENING OF BORDER WITH TURKEY IS SHORT-SIGHTEDNESS AND POLITICAL ADVENTURE – TIGRAN KARAPETYAN

13:40 / 07.07.2014

“I do not see us in the Eurasian Union as Muslim countries have joined
it. Already now Aliyev has bad relations with the EU which prompts
him to join the Eurasian Union.

Now if Azerbaijan and Turkey are included in this Union which will
be Armenia’s role in it,” leader of People’s Party Tigran Karapetyan
told the reporters today.

Karapetyan said that he is not against Armenia’s membership to the
Customs Union as everything must be taken from Armenia to big markets.

Referring to the idea voiced by MP Artashes Geghamyan in Azerbaijan,
that Armenia is not against Azerbaijan’s membership to the Eurasian
Union, the speaker said that Geghamyan’s ideas have never been right.

“If Geghamyan wants to become friends with Turkey let him do it,
we do not want it,” Karapetyan said.

He said the opening of border with Turkey is short-sightedness and
political adventure.

Sept familles arméniennes privées d’électricité

J.M.

ISTANBUL: Azerbaijan and the two EUs

Today’s Zaman, Turkey
July 5 2014

Azerbaijan and the two EUs

by Amanda Paul

Of the six countries in the European Union’s Eastern Partnership
(EaP), Azerbaijan is the only one that has not chosen to definitively
align itself with either the EU or Russia. With the signing of
Association Agreements with the EU on June 27, Ukraine, Moldova and
Georgia declared their strategic choice to further integrate with the
EU and, despite Russian opposition and aggression, stated full
membership as their goal. Meanwhile, Belarus and Armenia have taken
another path, choosing Russia’s Eurasian Union (EaU).

Azerbaijan has had a cautious approach, not wanting to openly confront
Russia. Baku has tried to balance between the two unions.
Nevertheless, when analyzing Azerbaijan’s relationships with the West
and Russia, it seems that Baku’s feet are increasingly under the
West’s table. In fact, this engagement is nothing new. It began 20
years ago when former President Heydar Aliyev signed the “Oil Contract
of the Century” with a consortium of Western energy companies. Over
the last two decades ties with Euro-Atlantic institutions have
gradually deepened, but Azerbaijan has no aspirations to join either
the EU or NATO. However, Baku wants Western “know-how” to work on
modernizing the country and educating the population, including of
vocational training, best practices for the energy sector and science
and technology.

For the EU, Azerbaijan is an important and reliable partner. While
energy is the backbone of the relations because of Azerbaijan’s key
role in the Southern Gas Corridor, European Commission (EC) President
Jose Manuel Barroso expressed a desire to deepen ties during a speech
at Azerbaijan Diplomatic Academy on June 12. Today, the two partners
are moving ahead with a “Strategic Partnership for Modernization
(SPM)” along with ongoing Association Agreement talks. Negotiations on
the new SPM agreement have nearly concluded and the EU hopes its
signing will take place before the current EC term ends in autumn.

However, this relationship is not without difficulties. While on the
one hand the EU would like to see Azerbaijan take more steps towards
improving democracy and human rights, Baku on the other hand would
like the EU to have a more credible and consistent approach towards
recognizing Azerbaijan’s territorial integrity, as it does with other
EaP countries that have territorial disputes — Georgia, Moldova and
most recently Ukraine. Unfortunately, the EU’s ongoing ambiguous
approach towards Azerbaijan’s territorial integrity is a thorn in its
relationship. In fact, all agreements negotiated between the EU and
EaP states should underline explicit support for territorial integrity
and put an end to the current selective approach.

Despite the fact that Azerbaijan has not expressed a desire to join
the EU, with Russian President Vladimir Putin fixated on “rebuilding”
the Soviet Union, Baku has come under increasing pressure from Moscow,
which would like to see Baku in the EaU. In recent weeks Moscow has
significantly increased its diplomatic activity with a number of
visits to Baku, including from Russian Foreign Minister Sergei Lavrov,
who arrived the day after Barroso left.

Azerbaijan wants good relations with Moscow, but it also wants to
maintain full control over its foreign and economic policies. Joining
the EaU would affect this independence. Not only would it have no
added value for Azerbaijan economically, it would also impinge on
Azerbaijan’s sovereignty. While Russia presently continues to be
focused on Ukraine and take steps to punish Moldova for its move
towards the EU, as with the other EaP countries in the region, Russia
may also try to impact Baku’s foreign policy choices by pushing on its
weak spots. Some 500,000 Azerbaijanis work in Russia; Azerbaijan is
home to a Russian-speaking Lezgin ethnic minority that Moscow has
tried to used as a tool to create tension; the Nagorno-Karabakh
conflict with Armenia, where Russia is key to any settlement and
frequently uses as tool; and Georgia. Georgia is important to
Azerbaijan because it is the transit state for Azerbaijan hydrocarbons
to European markets. Instability in Georgia could be disastrous for
Baku.

Fortunately, the majority of Azerbaijanis watch Turkish television
rather than Russian, so they have not been exposed to Russia’s
extensive propaganda campaign. Furthermore, there is also broad
dislike of Russia’s leadership, something that has been exacerbated
since the Russian occupation and annexation of Crimea. Deep resentment
also continues to exist over the role that Russia has played in the
Nagorno-Karabakh conflict with Armenia.

So, while many people believe Moscow may try to make Baku a tempting
offer, I doubt that Azerbaijan will accept it.

Etihad starts four-times-per-week flights to Yerevan

July 05: The United Arab Emirates’ national airline Etihad Airways has
launched four-times per week service between Abu Dhabi and the capital
of the Republic of Armenia, Yerevan, Trade Arabia News reported.

For the new route, the UAE flag carrier would use a two-class Airbus
A320 aircraft having the configuration of 120 seats in Economy Class
and 16 seats in Business Class, with the total weekly offering of
1,088 seats.

Zvartnots International Airport Chief Executive Marcelo Wende hosted a
ribbon-cutting ceremony at Yerevan for marking the arrival of the
first flight on July 3 and presented a special commemorative
certificate to disembarking guests and welcomed them with traditional
Armenian “Gata” sweet pastries.

Speaking on the occasion, Etihad Airways’ Senior Vice President
(Global Sales) James Mueller said that the new flights catered for the
significant and growing demand for travel between the UAE and Armenia
along with the cities with large Armenian populations across the
globe, especially the US, which is home to more than 1.5 million
Armenian population.

He further said that flights to Yerevan is a welcome addition to
Etihad’s ever growing destination network and reinforces the carrier’s
commitment towards emerging markets.

Churches Occupied, Mosques Destroyed, Nuns and Orphans Kidnapped in Iraq

By Paula Bolyard

Sister Utoor Joseph (left) and Sister Miskintah, who disappeared on
late Saturday, June 28 in Mosul (photo: Ishtar TV).Islamists militants
who seized parts of northern and western Iraq last month posted images
online Saturday of at least ten shrines and mosques they claim they
have destroyed in the province of Nineveh. Photos show bulldozers
knocking down Sunni Arab and Sufi shrines and explosives destroying
six Shiite mosques.

Residents of Mosul, which is the capital of Nineveh, said the
militants have also occupied two cathedrals belonging to Chaldean and
Orthodox Christians. Crosses on the churches have been replaced by the
black flag of the Islamic State of Iraq and Syria (ISIS), the group
which recently declared the establishment of an Islamic caliphate.

On Tuesday, two nuns and three orphans went missing from an orphanage
in Mosul. It is believed they have been kidnapped by ISIS militants.
On Saturday, a senior Christian leader in Iraq appealed for their
release. “We are appealing for scholars in Mosul and tribal sheikhs to
help us release two nuns and three orphans,” said Chaldean Patriarch
Louis Sako. “Christians are not party to these events,” Sako added.
“We lived together side-by-side (with Muslims) for 14 centuries. We
still want to communicate and live together.”

Iraq’s Christian community has dwindled to a small fraction of what it
had once been — once numbering more than a million nationwide, there
are now fewer than 400,000 across the country. Nearly all of Mosul’s
Christians have fled since the city fell to ISIS on June 10th; ISIS
members bombed an Armenian church near al-Salaam hospital and
ransacked the Church of the Holy Spirit. Two days after the raid on
Mosul, ISIS imposed Sharia law and began demanding a poll tax from
Christians. On June 21st, ISIS members raped a mother and daughter who
could not afford to pay the poll tax and killed four women for not
wearing veils.

Environmentalist concerned over air pollution in Yerevan

Environmentalist concerned over air pollution in Yerevan

15:21 * 06.07.14

Emissions are the major factor of air pollution in Yerevan,
environmentalist Inga Zarafyan told Tert.am.

“Armenia’s Ministry of Nature Protection has a monitoring center to
provide official data on air pollution. They are average data. Air
monitoring must be conducted in each administrative district,” she
said.

Specifically, the Armenian Molybdenum Production company and the Pure
Iron plant, which are located in Yerevan’s Erebuni community, cause
serious damage to the air in that area.

“The emissions of the plants are the cause of sulfur hydride, which is
very harmful. But the monitoring center ‘equally distributes’
throughout the Yerevan air and gets a low average figure. But it is a
high figure for this particular area. The local residents feel the
impact,” Zarafyan said.

“The problem of the Nubarashen dump remains unsolved. It is a source
of harmful emissions. We have numerous small enterprises, and they
report on their emissions on their own will. No enterprises are
located in the Central community of Yerevan, but the traffic is so
heavy that emissions do not leave the area. And the quarry in
Yerevan’s Sary Tagh is a source of dust emissions.”

Un train arménien à travers la Géorgie ?

L’Arménie a besoin d’une liaison ferroviaire afin de tirer pleinement

the United States after nine years of service. Dr. Markarian has been
a crucial figure in fostering relations between Armenia and the United
States.

As Armenian Ambassador to the United States, Dr. Markarian has been
credited with creating closer ties with the United States by

humanitarian assistance from the U.S. to both Armenia and Artsakh, two
struggling economies that are in great need of economic support. This
has been highlighted by Armenia becoming a competitive potential
candidate for Millennium Challenge Corporation funding, which aims to
reduce widespread poverty and strengthen infrastructure. Ambassador
Markarian has also been largely responsible for coordinating improved
bilateral talks between both countries, through the U.S.-Armenia
Economic Task Force and Strategic Dialogue.

Dr. Markarian has had a long career in public service. He served in
the Republic of Armenia’s legislative and executive branches at a
crucial time, during the Republic’s early years, first as assistant to
