ARMENIA’S MEDIA, SOCIAL NETWORKS INADEQUATELY RESPOND TO BORDER INCIDENTS – LARISA ALAVERDYAN

Larisa Alaverdyan, Executive Director of the Foundation Against the
Violation of Law (FAVL), believes that Armenian mass media and social
network do not adequately respond to border incidents.

“One should not sit before a PC and argue about whether the persons
in the photos are saboteurs or not. No one can cross the border on
his own will. Azerbaijan says it will let us alone, but it does not,”
Alaverdyan said.

Mass media and social networks made an inadequate response to the
capture of Hakob Injighulyan.

“All of them were harshly critical, but none of them knew for certain
if he himself had crossed the border. That was a gross blunder.”

True, the Nagorno-Karabakh-Azerbaijan border is difficult to protect
and improvement is necessary.

As to the Azerbaijani saboteur, he must be tried in Nagorno-Karabakh.

Russian FSB Arrested Levon Hairapetyan

RUSSIAN FSB ARRESTED LEVON HAIRAPETYAN

The Russian Federal Security Service has arrested the Russia-based
Armenian businessman Levon Hairapetyan. Note that his arrest is
related to the investigation of a great number of assassinations by
a criminal gang, Rosbalt.ru informed.

Hairapetyan was arrested on 15 July 2014 at Domodedovo Airport as
soon as he arrived from Monaco. The counterintelligence took him for
an interview with enhanced security. The investigators are going to
submit a motion to Basmanian Court of Moscow for remanding Hairapetyan
in custody.

The criminal gang headed by Sergey Finagin, according to the
investigation, committed several assassinations ordered by big
businessmen. In particular, banker Georgy Safiyev and Senator Igor
Izmestiyev are concerned. According to Rosbalt, Izmestiyev was
sentenced for life for murders and terrorism has expressed a wish
to give a testimony. He told the investigators that Hairapetyan is
involved in several crimes. As a result, the investigative committee
has decided to arrest him upon his arrival in Russia (he lives
in Monaco).

Levon Hairapetyan has implemented a great number of economic and
charity programs in NKR.

Armenian President Offers Condolences Over Moscow Metro Accident

ARMENIAN PRESIDENT OFFERS CONDOLENCES OVER MOSCOW METRO ACCIDENT

President Serzh Sargsyan has sent a telegram of condolences to
President Vladimir Putin of Russia over the tragic accident at Moscow
metro, which claimed tens of human lives.

President Sargsyan asked to convey his sincere condolences to the
families and friends of the victims and wished speedy recovery to
the injured.

The Russian Investigative Committee on Wednesday detained a rail
engineer and his helper over the deadly derailing of a subway train
that left at least 22 dead and scores hospitalized, RIA Novosti
reports.

Armenian Businessman Detained In Moscow

ARMENIAN BUSINESSMAN DETAINED IN MOSCOW

The Federal Security Service has detained Armenian businessman Levon
Hayrapetyan, one of the richest Armenians in the world, Rosbalt agency
reports, citing sources in the Russian special services.

Hayrapetyan was detained at Moscow’s Domodedovo Airport, upon his
arrival from Monaco. He was convoyed to the investigative committee.

In the coming days, investigators intend to submit Á petition for
his arrest to Moscow’s Basmanny Court.

Hayrapetyan is suspected of having ties with the “Kingisepp” criminal
grouping charged with involvement in a number of contract killings.

Zaven Khlghatyan, Director of the Antiseismic Construction Department,
Seismic Service of Armenia, told reporters on Wednesday that the latest
earthquake in Vanadzor necessitates a new consideration of the problem.

“The Spitak earthquake in 1988 made it clear that antiseismic
construction in the Soviet Union was at a lower level that in
present-day Armenia,” he said.

In 1994, Armenia approved national standards of antiseismic
construction.

“Even with some defects, present-day buildings are much safer,”
Khlghatyan said.

On the other hand, Armenia is a seismically active area.

“According to the preliminary data, an earthquake similar to that in
Garni could destroy up to 40% of Yerevan’s housing stock.”

GUNSHOT WOUNDS FOUND ON BODY OF MISSING SMBAT TSAKANYAN

The body of 17-year-old citizen of Nagorno-Karabakh Smbat Tsakanyan
was found in the forest near Karvachar and Manashid villages in NKR’s
Shahumyan region on July 15. Gunshot wounds were found on his body,
the press service of NKR police told Panorama.am.

In a briefing on Tuesday, Armenian Defense Minister Seyran Ohanyan
did not rule out that the Azerbaijani commando group neutralized in
Karvachar could be linked with the boy’s disappearance.

Smbat Tsakanyan, a resident of Nor Erkedj village of Shahumyan region,
was reported missing on July 8.

Les augmentations periodiques des prix de l’energie au cours des
dernières annees et la decision de l’Armenie de se joindre a l’Union
douanière de la Russie et a l’Union Eurasienne conduisent le pays a
l’isolement dans le secteur energetique croient certains economistes.

de l’impôt sur le chiffre d’affaires ne prevoit pas de compensation.

OVER AMD 9 BILLION SEIZED BY ARMENIAN BAILIFF’S OFFICE IN JAN-JUNE 2014

YEREVAN, July 16. /ARKA/. The Armenian bailiff’s office seized more
than AMD 9 billion and launched 115,305 court enforcement proceedings
in Jan-June 2014 against 56,649 at the same period a year before, Armen
Harutyunyan, Armenia’s deputy chief bailiff, said Tuesday after the
office summarized at a session the results of its six-month activity.

The office seized AMD 9 727 898 812 in favor of claimant legal
entities, AMD 1 483 167 392 for the government and AMD 3 836 555 099
for individuals.

On non-property enforcement proceedings AMD 2 721 957 224 was seized
and on suits AMD 876 174 224.

Besides, 11 343 non-property enforcement proceedings were launched.

The number of completed and terminated enforcement proceedings was 85
923 in Jan-June 2014 against 55 061 at the same period a year earlier.

Armenia’s Akila Technics To Start Providing Technical Services To Ai

ARMENIA’S AKILA TECHNICS TO START PROVIDING TECHNICAL SERVICES TO AIRCRAFTS IN ZVARTNOTS AIRPORT

YEREVAN, July 16. /ARKA/. Akila Technics, a company of Akila Group,
which is based in Zvartnots Airport, is the first Armenian company
to provide aircrafts with technical services.

Karen Avdalyan, the founder of Akila, told journalists on Tuesday
that aircrafts in Armenia had been served by foreign companies before,
and now the company is trying to win dominance in the market.

“The market consists of aircrafts that serve flights to Armenia –
20 to 30 aircrafts and $50,000-60,000 a month,” he said.

He said that now the company serves four airplanes – three aircrafts
of Air Armenia and one presidential liner, but if the company works
successful, it will build a hangar.

Avdalyan said now investments in the company amounts to about $800,000,
but the construction of the hangar is estimated to cost $2.5 million.

He said the company has employed 23 people who have been trained
in Europe’s flagship aviation establishments and after gained work
experience abroad returned to Armenia.

“The appearance of an Armenian company with Armenian specialists
makes it possible to pursue a more flexible price policy and to be
more competitive,” he added.

Akila Technics company’s activity is authorized by a Part 15
certificate received from the General Department of Civil Aviation
of Armenia in conformity with international requirements. The
certificate allows the company to serve Boeing 737-300/400/500 and
Airbus A319/320/321.

Zvartnots Airport is run by the Armenia – International Airports in
accordance with a 30-year concessional management agreement sealed
with Armenian government in 2001.

The company belongs to American International Airports, an Argentine
company owned by Eduardo Eurnekian, an Argentine entrepreneur of

PROSPECTS FOR THE DEVELOPMENT OF THE RUSSIAN LANGUAGE IN ARMENIA -2

Development of Armenian-Russian cultural and educational cooperation
has many problems. The international high school educational program
in Armenia has a quota for operation of four Russian, one English,
one French and other schools. However, local observers are surprised
that Russia has not made use of its quota, unlike other countries.

Staging of the Spartacus ballet by Russian ballet master Yuri
Grigorovich has become the only Armenian-Russian cultural project in
the last 23 years of independence. No one in Russia or Armenia has
ever thought about new projects to stage ballet or opera performances.

Russian TV companies broadcast reports about staging of the Yevgeny
Onegin opera in Boston. But few people wonder why such an opera
could not be staged in Yerevan. Art is a sector where Russia is one
of the world’s leaders. Prosperous Armenians living in Russia could
offer assistance. On the one hand, realization of such projects would
benefit the historical homeland, on the other hand, it is undeniably
beneficial for Russia too.

Russia could help the Stanislavsky Russian Theater in Yerevan. On
the other hand, visits of Russian theaters to Armenia have become rare.

Yet, in Soviet times, Moscow theaters were making long performances.

And plays for high-ranking officials were also open to ordinary
people. Armenia and Russia are doing great in developing showbusiness
today, but that is not enough.

Ever since Armenia became independent in education and culture, it has
encountered new active players. France, for example, offers donations
to Armenian theaters that stage plays by French authors. American and
English musicals can be seen children’s music schools and the Center
for Preservation of Young Voices. Free lessons in the English language
are available all over the country. The British embassy helps English
teachers visit London for training. Why would Russia not do the same?

Despite the programs realized by the U.S., the UK, France and other
countries, Russian remains the most popular language. According to
the census in 2011, only 3.61% of the population spoke English. This
means that proper and consistent work would create good prospects
for development of the Russian language in Armenia.
