a mentionne qu’il y a un certain nombre de societes qui travaillent
sur l’energie solaire en Iran, ces entreprises veulent cooperer avec
des entreprises armeniennes. Il a mentionne que l’Iran pays riche en
gaz et petrole se rend compte que l’avenir appartient a cette branche,
elle a un grand potentiel et l’Iran realise des recherches a grande
echelle dans le domaine.

Le scientifique a indique que si Akhtamar est mis en service de
facon large, cela aura tout d’abord un impact sur les entreprises en
charge de la production d’electricite et de l’importation de gaz qui

l’energie alternative est ignoree.

Avec les piles solaires d’Akhtamar il sera possible de recevoir de
l’energie solaire, de creer de la chaleur dans les appartements,
de creer des centrales thermiques, d’executer divers programmes

Le gouvernement prend toutes les mesures qui s’imposent en vue
d’empecher de nouvelles intrusions de saboteurs venus d’Azerbaïdjan
dans les territoires sous contrôle armenien entourant le Haut-Karabagh,
a assure le ministre de la defense d’Armenie, Seyran Ohanian, lors
d’une reunion du conseil des ministres le jeudi 17 juillet.

Le ministre armenien faisait bien sûr allusion aux recents evenements
survenus dans la region de Kelbadjar, entre l’Armenie et le Haut
Karabagh, où un commando azeri en mission de sabotage aurait ete
neutralise par les forces armeniennes.

La photographie de l’un des membres du commando azeri caprure par
les forces armeniennes a ete exhibe sur le site du ministère de la
defense du Karabagh, qui a precise que les prisonnies, eu egard a
leurs activites, ne seraient pas soumis aux lois de la guerre et
seraient donc juges par un tribunal armenien.

Bakou a nie l’existence d’une telle operation, et a presente le captif
azeri comme un civil.

L’affaire a provoque un emoi d’autant plus vif au Karabagh et
en Armenie que l’on a retrouve le corps d’un adolescent armenien
habitant la region de Kelbadjar, dont les parents avaient annonce la
disparition, redoutant qu’elle soit liee a l’incursion azerie.

Le ministre armenien de la defense a fait le point sur la situation
le long de la ligne de contact separant les forces armeniennes du
Karabagh et l’armee azerie.

Les autorites militaries du Haut Karabagh avaient annonce que tous les
membres du commando azeri avaient ete tues ou faits prisonniers lundi
14 juillet, mais sans donner de bilan chiffre de cette operation. On
sait seulement qu’au moins deux ressortissants azeris sont actuellement
emprisonnes au Karabagh pour avoir franchi illegalement la frontière
a des fins de ‘sabotage et de reconnaissance’ au service de Bakou. Un
autre ‘saboteur’ azeri aurait ete neutralise par les forces armeniennes
après qu’il eut attaque un vehicule circulant dans le district de
Kelbadjar, tuant un officier armenien et blessant l’epouse d’un autre
militaire armenien a bord de ce vehicule.

Quant a l’adolescent qui avait ete porte disparu, Smbat Tsakanian,
âge de 17 ans, son corps n’a ete retrouve que le 15 juillet, après
une semaine de recherches. Les parents affirment qu’il aurait ete
enleve et tue par les membres du meme commando azeri.

S’exprimant sur les ondes du service armenien de RFE/RL (Azatutyun.am)
a l’issue de la reunion du conseil des ministres, M. Ohanian a indique
que selon les premières hypothèses, le jeune Tsakanian aurait ete
tue par l’un des Azeris faits prisonniers par les forces armeniennes.

M. Ohanian a reconnu que les presumes saboteurs azeris auraient pu
circuler sur le territoire de Kelbajar après s’etre infiltres dans
le Karabagh, mais il a exclu l’eventualite qu’ils aient egalement
fait une incursion sur le territoire de l’Armenie.

“J’estime que la traque des membres de ce commando a ete organisee a
un très haut niveau et nous avons pu les apprehender très rapidement”,
a declare le ministre armenien de la defense en ajoutant :

ILLEGAL DOWN-WELLS IN ARMENIA’S ARARAT VALLEY TO BE CLOSED OR PLUGGED THIS YEAR

YEREVAN, July 18. /ARKA/. Illegal down-wells in Ararat Valley will
be closed or plugged before the end of this year, Armenian Nature
Protection Minister Aramais Grigoryan said Thursday at a regular
Cabinet meeting.

According to the government’s figures, about 50% of underground water
resources are concentrated in the Ararat Artesian Basin. A great
number of down wells have been dug for decades. Many of them are
illegal and water is taken from them by using pumps and this leads
to pollution of wells.

Grigoryan said the government has earmarked AMD 107.5 million for
closing or plugging of illegal down wells.

The minister said some 40 down wells are planned to be closed or
plugged in the third quarter alone.

On July 10, 2013, the Armenian government set a price for consumption
water – 15 drams per one cubic meter of deep water and 5 drams for
one cubic meter of surface water. Before that this water was consumed
for free.

The money received from this will be spent on plugging some 700
illegal wells in Ararat Valley.

The government says about AMD 4 million is needed to plug one well.

Woman Describes How Nightclub Guards Killed Her Karabakh War Veteran

On July 13, in the yard of no. 114 kindergarten school in the
Yerevan administrative district of Nor Nork, several men brutally beat
Karabakh War veteran Vardan Tumanyan, 55, reports local dailyHraparak,
comparing the incident with the 2012 tragedy at Harsnaqar restaurant,
when a group of military doctors were beaten by restaurant staff,
resulting in the death of one doctor, Vahe Avetyan.

The newspaper reports that as a result of the beating, the war
veteran died.

“The woman in mourning clothes [Tumanyan’s relatives] who came to the
editorial office yesterday, crying, described how Vardan was killed by
several people who are champions in karate and other martial arts and
now work as guards at Ella nightclub in Nor Nork,” writes the paper,
adding that the men are under the tutelage of prosecutors.

Tumanyan’s wife, Tanya, said that the dispute between her husband and
one of the men in the neighbordhood, Babken, began in the yard when
Babken got into an argument with his friend with whom he was playing
chess, and Vardan intervened, which Babken didn’t like. He attacked
Vardan with the chess board. Vardan pushed Babken, who a few minutes
later sent for his son, Gevorg Sargsyan, who is known by the nickname
“Jungle”. Sargsyan and his friends invited Vardan for a talk, demanded
an apology, and when, by Tanya’s account, Vardan asked for what,
they began to beat him.

Vardan ended up with a severe head injury, and 2 days after the
incident, died in hospital — even surgery wasn’t able to save him.

The newspaper reports that the police opened a criminal case, but the
charge is not yet determined. Gevorg Sargsyan and one of his friends
are arrested; another man is on the run.

The Russian court has chosen a 2-month arrest as a measure of restraint
for Artsakh businessman Levon Hayrapetyan, Ara Abrahamyan, Head of
the Union of Armenians of Russia, has told ArmInfo.

The court has also attached Hayrapetyan’s stake in Bashneft (about
300 million rubles). Hayrapetyan is charged under Articles 160
(misappropriation) and 174 (legalization of criminal means) of the
Russian Criminal Code.

Abrahamyan stresses the need to wait till the end of the proceedings
to make the final assessments. He thinks that Hayrapetyan is not
guilty. As regards the media reports that Hayrapetyan has been
arrested due to the Azeri lobbyists’ efforts, Abrahamyan stresses
that the businessman is charged with economic crimes, so Azerbaijan,
Armenia and Russia have nothing to do with this. “In 99.9% of cases
the court satisfies the investigators’ petition to use arrest as a
measure of restraint. Unfortunately, the Hayrapetyan case was not an
exception. But we believe that all the problems will be settled soon.

Hayrapetyan is a strong man and will cope with the problems”, says
Abrahamyan. He adds that Hayrapetyan is respected in Armenia, Artsakh
and Russia.

To note, Levon Hayrapetyan’s lawyer Igor Komarov said that the
definition of the criminal case is not final.

To remind, the Russian special services have detained one of the
richest Armenian businessmen in the world Levon Hayrapetyan on
suspicion of being privy to the notorious “Kingisep” criminal group.

According to Rosbalt, Hayrapetyan was detained on Tuesday upon arriving
in Moscow from his home in Monaco. Shortly the investigators are
planning to petition the Basmanny Court to arrest the businessman.

They are currently investigating the case of Sergey-Finagin’s
“Kingisepp” group, which together with Alexander Matusov’s “Schelkovo”
gang, is believed to have done a number of contract killings first
for businessman Georgy Safiyev (killed in the United States) and then
for former Senator Igor Izmestyev (who is now in jail for life). And
it was Izmestyev who said that Levon Hayrapetyan was privy to some of
the killings, particularly, those related to the Bashneft oil company.

Armenia To Bring Its Migration Law In Tune With European Union And C

ARMENIA TO BRING ITS MIGRATION LAW IN TUNE WITH EUROPEAN UNION AND COMMON ECONOMIC SPACE PRINCIPLES

YEREVAN, July 18. /ARKA/. Before August 10 Armenia will ratify its
agreement with Russia on staying of one country’s visitors in the
other country, Gagik Yeganyan, chief of the Armenian territorial
administration ministry’s migration service, told journalists on
Thursday.

He said Armenia will adjust its migration law to international
criteria, approaches and principles, including those adopted by the
European Union and the Common Economic Space.

Yeganyan said the government approved a program of activities for
2014-2016 at its regular session on Thursday.

“The program implies implementation of 77 particular measures,
legislative changes and governmental decisions,” he said. “Nine
international agreements are planned to be signed as well.”

The new legislative changes will lay groundwork for Armenian citizens’
return home from other countries and reintegration in their homeland.

They will also prevent irregular migration, help in settling
problems in employment of foreigners in Armenia and protect rights
and interests of labor migrants from Armenia in the Common Economic

OSCE Minsk Group’s French Co-chair, Pierre Andrieu is set to hold talks
in the U.S. regarding the Nagorno-Karabakh conflict, according to the
Twitter page of the OSCE Minsk Group’s U.S. Co-chair, James Warlick.

“Pleased to welcome new French OSCE Co-Chair, Pierre Andrieu, to State
Department for consultations on Nagorno-Karabakh and Nagorno-Karabakh
peace,” Warlick tweeted.

The Nagorno-Karabakh conflict broke out in 1988 when Armenia made
territorial claims against Azerbaijan.

As a result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the U.S. are currently
holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The recent announcement that Iranian Defense Minister Hossein Dehqan
will visit Baku in September is the latest indicator that a thaw in
Azerbaijani-Iranian relations is underway.

The first signs of warming relations appeared in early April, when
Azerbaijani President Ilham Aliyev visited Iran, where he met with
his Iranian counterpart, Hassan Rouhani, and the Supreme Leader
Ayatollah Khamenei. While the details of that visit remain murky,
a number of agreements were reportedly signed concerning economic
and cultural affairs.

The visit marked a significant departure from the tensions that had
characterized Azerbaijani-Iranian relations in recent years. Mutual
rancour reached the point that officials in Baku publicly complained
about Iranian meddling in Azerbaijan’s internal religious affairs,
while Tehran expressed concern about Azerbaijani strategic cooperation
with Israel, the Islamic Republic’s implacable foe.

Changing regional dynamics seem to be making a new, more constructive
era possible in Azerbaijani-Iranian relations. First, there has
been a change of guard in Iran. After years of ideological stridency
and a confrontational policy conducted by former president Mahmoud
Ahmadinejad’s administration, the election of Rouhani has brought
moderates and pragmatists back into the foreign policy establishment.

Some of the people now in charge of Iran’s foreign relations are
veterans of the pragmatist Rafsanjani administration. When confronting
the collapse of the Soviet Union back in 1991, the Rafsanjani team’s
top priority was ensuring stability on Iran’s northern borders. It’s
no coincidence, then, that Rouhani has himself reached out to Baku
by emphasizing the need to have good-neighborly relations.

Second, the government in Baku realizes the Obama administration is
serious about reaching a nuclear deal with Iran, which might, in due
course, promote a broader rapprochement between the two countries.

Baku is hedging its bets not to be left on the outside of this
potentially momentous strategic shift in the Middle East. This
calculation, of course, has implications for Israeli ties. But so far,
Baku’s tighter relationship with Israel has not brought it any tangible
benefits, in terms of bringing Baku closer to its top foreign policy
goal of solving the Nagorno-Karabakh conflict with Armenia.

Israel has no leverage in this conflict, and for the pro-Israeli lobby
in Washington, which was the primary target of Azerbaijani courtship,
Nagorno-Karabakh is a non-issue.

Third, both Azerbaijan and Iran have a common interest in preventing
a resurgent Russia from expanding and solidifying its influence in
the South Caucasus. Russia’s annexation of Crimea, along with ongoing
confrontation in eastern Ukraine, set alarm bells ringing in Tehran.

Despite their overtly good bilateral relationship, Tehran doesn’t
trust Moscow, given the long history of Russian interference in
Iranian affairs. In this sense Iran has a strategic interest in the
existence of viable and independent states in the South Caucasus —
Georgia, Armenia and Azerbaijan — serving as a buffer against Russia.

This desire for a buffer may prompt Iran to play a more active role
in Karabakh-conflict resolution. Iran is especially eager to avoid
the possibility of renewed warfare between Armenia and Azerbaijan,
a development that would not only create instability on Iran’s
northern border, but also provide Russia a pretext to intervene
directly and move closer to Iranian borders. Iran is not a member
of the OSCE Minsk Group, which is tasked with leading the currently
stalemated peace talks. If Baku plays its cards smartly, it could use
its re-established Iranian connections to exert influence on Armenia,
given Tehran’s warm relations with Yerevan.

Fourth, as recent events in Syria and Iraq show, both Azerbaijan and
Iran, as two Shi’a-majority countries, confront a shared challenge in
the form of Salafist-inspired extremism and terrorism. About a hundred
of Azerbaijanis are reported to have died fighting the regime of Bashar
Assad in Syria. Nobody knows how many more Salafist-inspired Azeris
have joined “the jihad” in Syria and Iraq. Even if it is a relatively
small number, it could mean trouble down the road for Azerbaijan, if
some militants return home and decide to use their military experience
acquired in Syria and Iraq against Aliyev’s administration.

By alienating Iran for a better part of the post-Soviet era,
Azerbaijanis themselves have contributed to the emergence of the
Salafist problem, but now is the time to address it. The Iranian
government, which faces its own Salafi-inspired terrorists in the
shape of the Jaish Al-Adl organization operating in predominantly
Baluchi areas, can be a vital ally in containing this security threat.

All this makes it clear that there are strong incentives for both
Azerbaijan and Iran to improve bilateral relations. At this critical
point in time for security and stability in the Middle East, South
Caucasus and Russia, these troubled lands need more cooperation,
not less.
