The recent escalations along the Armenian-Azerbaijani border have
reportedly caused the US political circles to consider the possibility
of achieving Nagorno-Karabakh’s recognition by the Federal Government.

Citing its sources at the Foreign Ministry, the paper says that that
the political elite has based its calculation on the fact that that
Azerbaijani President Ilham Aliyev may decide on an attack against
Karabakh only in case of having approval by President Vladimir Putin
of Russia. Hence the war would signal a geopolitical conspiracy
against the US, with the recognition of the second Armenia republic
being the only effective means of counteraction (similar to the way
Russia recognize the Georgian breakaway republics of Abkhazia and
South Ossetia), according to the paper.

The Armenian serviceman held in Azerbaijani captivity since last year
has contacted his family after reports emerged that he is to be handed
over to a third state.

Speaking to Tert.am, Hakob Injighulyan’s brother, Harutyun, said he
has to live in a concentration camp for some time before being sent to
the country of destination.

“We talked to him yesterday; he said he is all right. The important
thing is he is in freedom now and has no health problem at all,” he
said, adding that the conversation focused mainly on family matters.

Hakob’s brother said they now have the opportunity to talk to him
every day, adding that they still have not discussed the serviceman’s
repatriation. “We haven’t yet had such a conversation; there was so
much to talk about, that we didn’t go that far,” he said.

Hakob Injighulyan was held captive in Azerbaijan after accidentally
crossing into the county last August.

Turkey’s education row deepens as thousands placed in religious
schools `against their will’

Turkey’s secondary education examination row has deepened, amid
reports that thousands of students, including some non-Muslims, have
been placed in Islamic vocational schools for the upcoming school
year.

After the results for the national primary to secondary education
(TEOG) examination were announced earlier this month, there were a
number of reports that around 40,000 students had been placed in
religious `imam-hatip’ schools against the will of their families.

Education Ministry Deputy Undersecretary Muhterem Kurt confirmed that
a total of 9,802 students had been placed in schools far away from the
districts where they live, but stressed that there was `no need to
panic.’ Kurt told daily Milliyet that there would be an opportunity
for re-allocation in mid-September.

According to the new system, students failing to get into their
top-preferred school as a result of the exam are placed in schools
nearest to their area. However, many claim that too many regular
schools have been turned into imam-hatip schools in recent years,
making it difficult for some children to avoid a religion-focused
education even if they do not want it.

EÄ?itim-Sen, an education union, released a statement last week,
calling on the Education Ministry to `take the objections into
consideration’ and to `not force any student to study in a type of
school that they do not want.’

The chairman of Parliament’s Education Commission, ruling Justice and
Development Party (AKP) deputy Mehmet Naci Bostancı was quoted on the
BBC Turkish website as saying that students and their families had
`options.’

`There is nothing against the people’s will. Everybody can get an
education in the way they want,’ he said.

Main opposition Republican People’s Party (CHP) deputy Namık Havutça,
also a member of the commission, said the government was aiming to
convert more general schools into imam-hatip schools, thus making
religious schools the norm in Turkish education system. Havutça added
that options other than imam-hatip schools are particularly scare in
Central Anatolian provinces.

According to a recent report by Sabancı University’s Education Reform
Initiative, the number of imam-hatip schools has increased by 73
percent since 2010, a remarkable rise compared to technical high
schools’ 23 percent rise and general Anatolian high schools’ 57
percent rise.

However, the Istanbul National Education Directorate claimed that only
13 general high schools had been turned into religious schools
nationwide.

The deputy chair of education syndicate EÄ?itim-Bir-Sen, Ahmet Ã-zer,
said he `understood the concerns’ but also claimed that they were
`ideologically motivated.’

`When there is only one school in one area, I don’t find it
appropriate to transform that school into another type. But if there
is demand and there are a couple of schools in a region, we support
one of them being changed into an imam-hatip,’ Ã-zer said.

He added that the 40,000 students reported as being placed in
imam-hatips against their will was `not a big number’ compared to the
1.25 million students who took the national test. He also insisted
that the path to change the schools of these 40,000 students was not
closed.

There are also reports that two Armenian students in Istanbul were
automatically assigned to imam-hatip schools. One of them, identified
as Arda Christof A., did not fill his preferences as he wanted to
study at a private school, and was therefore automatically assigned to
a Muslim school.

His father told daily Cumhuriyet that they believed it was simply a
bureaucratic error. `I believe this situation happened for
bureaucratic reasons. We laughed about it. I just believe the
Education Ministry has to be more sensitive about it,’ he said.

The parent of another student in a similar situation said she was `not
surprised’ by the situation. `My daughter has been registered in an
imam-hatip school. We will request a transfer. I am working in the
education business and I’m not surprised,’ she said.

the oath-taking ceremony then arrived at Çankaya Presidential Palace
for the handover ceremony where ErdoÄ?an took the presidential post
from outgoing President Abdullah Gül. Following the ceremony, guests
were hosted at the presidential reception given by ErdoÄ?an.

Foreign dignitaries attended yesterday’s ceremony, including Armenian
Foreign Minister Eduard Nalbandyan.

Commeting on Nalbandyan’s visit, Daily Sabah columnist Taha Arvas
said, “The significance of the presence of Eduard Nalbandyan, the
foreign minister of Armenia, at the transfer-of-power ceremony between
former President Gül and President Erdogan, cannot be overstated and
is a signal of things to come. ”

“The ‘zero-problems’ policy of Prime Minister Ahmet Davutoglu, focused
on improving relations with all neighbors, and it appears this policy
will continue to be the tone of the government under the stewardship
of newly elected President ErdoÄ?an,” Arvas added.

Together A Lifetime, Azeri Activists Now Apart And In Jail

Leyla and Arif Yunus met as young history students in the late 1970s,
at a party hosted by one of their professors at Baku State University.

As the evening drew to a close, Arif offered to walk Leyla to the
subway station. There was something about her he liked — a lot. A
week later, he appeared at her mother’s doorstep, asking for Leyla’s
hand in marriage.

Dinara Yunusova, the couple’s daughter, says her grandmother was
startled by the abrupt proposal. “Usually in Azerbaijan, it’s the
elders who will come and ask for the hand of the daughter. But my dad
came by himself,” says Yunusova, 28. “My grandmother was shocked, but
she said, ‘It’s her life.’ My mother had already noticed him a few
times at the university, even before the party, so I guess she liked
him, too.”

The couple was married soon afterward, at a small ceremony attended by
close friends. Nine years later, Dinara was born.

Arif became a respected author and historian; Leyla, a prominent
rights activist and outspoken government critic. Both shared a
passionate conviction of the need for reconciliation between
Azerbaijan and neighboring Armenia.

As a child, Dinara fell asleep to the sound of her parents talking
late into the night, sparring cheerfully over history or discussing
Leyla’s work as head of the Institute for Peace and Democracy, a group
launched in 1995 to fight corruption, violence against women, and
unlawful evictions.

Sometimes they would settle on the sofa to watch the Soviet-era World
War II movies they loved, or listen to tapes of Vladimir Vysotsky and
Bulat Okudzhava. “They both like to sing, even though they can’t,”
Dinara says. The two were rarely apart.

HRW: ‘Completely Bogus’ Charges

Now, however, the couple is experiencing the first real separation of
their 36-year marriage — as prisoners facing charges of fraud and
treason that supporters say are punishment for their long years of
activism and Baku-Yerevan peace efforts.

Leyla, 58, and Arif, 59, were arrested on July 30 and accused of
spying for the Armenian secret services and using foreign aid money to
recruit Azerbaijani citizens for espionage. Human Rights Watch has
dismissed the charges as “completely bogus.”

Leyla Yunus was remanded at the Baku Detention Facility the same day;
Arif Yunus was placed under house arrest but subsequently jailed at
Baku’s Kurdakhani Prison on August 5. Two days later, he was
transferred to the detention facility run by Azerbaijan’s National
Security Ministry, which is notorious for torture and other rights
abuses.

Their arrests come amid a sweeping opposition crackdown by the oil-fed
regime of President Ilham Aliyev; at least two other activists, lawyer
Intigam Aliyev and democracy campaigner Rasul Cafarov (aka Jafarov),
have been detained in recent weeks. A third, Ilgar Nasibov, was
brutally beaten and left for dead in the country’s Naxcivan exclave on
August 21.

The Yunuses, Cafarov, and Intigam Aliyev have all been added to a
newly published list — compiled, ironically, by Leyla Yunus and
Cafarov themselves — of nearly 100 political prisoners being held in
Azerbaijan.

Ilham Aliyev, whose government currently presides over the committee
of ministers of the Council of Europe, has denied the presence of any
political prisoners in Azerbaijan. Critics say the West has turned a
blind eye to the rampant rights abuses of the Aliyev regime out of
deference to the country’s massive energy wealth.

Will They See Each Other Again?

Concern is mounting, meanwhile, about the Yunuses’ state of health.
Leyla Yunus suffers from diabetes and requires a special diet; Arif
Yunus has a heart condition and was hospitalized after being denied
medical treatment when the couple was detained earlier this year at
the Baku airport and barred from leaving the country.

For Dinara, who has spent the last five years living in the
Netherlands, where she’s received political asylum, the news of her
parents’ arrests has been a torment. She says she last spoke to her
father just hours before he was taken into detention on August 5.

“He was very nervous. There were some problems with his heart and
blood pressure, but he tried to tell me everything was fine,” she
says. “He said he was going to bed and that he would call me the next
day. The next day, I saw in the newspapers that he had been taken in.”

Lawyers for the couple say they’ve been denied proper medical care and
have been barred from communicating with each other. In a plaintive
open letter to her husband published last week, Leyla Yunus describes
the harsh conditions of her detention cell and pressure from violent
cellmates but adds, “most difficult of all is that you are not
nearby.”

She goes on to compare them to Aleksandr Solzhenitsyn and other Soviet
dissidents who were arrested together with their wives. “Together we
have read it all…we often discussed how spouses who had been
arrested together felt.”

Dinara says the letter was heartbreaking to read, especially knowing
that her parents will spend months in jail — and possibly years, if
convicted. “She’s never been away from him,” she says. “Even when I
would Skype with my dad, she was always in the background calling him,
‘Arif, Arif, come here, help me with something.’ She couldn’t do
anything without him, she couldn’t be without him. And now, with his
health, she’s afraid that she’s never going to see him again. She
won’t be there to say goodbye.”

Growing up, Dinara says she was aware of the pressures facing her
mother. “My mom and dad, they never told me what to think. But I
listened to them talk, and when I got older, I started to translate
things for some of her cases. That’s when I really saw what kind of
complications there could be for her.”

But she says even as her parents pushed her to leave the country, they
refused to leave Azerbaijan themselves. “They said, ‘We’re in this,
and we’re staying here and working for human rights.'” Through it all,
they maintained a happy family life, with seaside vacations, walks
with their poodle, Joy, and even occasional tango lessons.

“If I could talk to them, I would tell them I love them a lot, and
that I’m proud of them,” Dinara says. “I hope to hug them very soon.
I’m very blessed to have such wonderful parents. Life could not have
sent me a better family.”

YERVANDASHAT, Armenia–A long-waited housewarming was celebrated in the
village of Yervandashat. The second family is also close to the
realization of its dream. VivaCell-MTS General Manager Ralph Yirikian,
volunteer staff members, Fuller Center for Housing Armenia team and
the Global Builders volunteer team from the USA joined forces to help
the Muradyan family complete the construction of their half-built
home. The construction of one family’s house was followed by another
family’s, the Ghazaryans’ home blessing ceremony.

”We are grateful to you for always standing firm next to the families
keeping the country borders. There is no greater happiness than to
acknowledge that you are not alone, that there are caring people next
to you who have willingly helped to finish the construction of the
long-waited house. Soon we will also move to our new and comfortable
home. We are very glad that today one of our villager’s already
completed house is going to be blessed,” said the Muradyan family
father, Hakob.

It is already 64 years the Muradyans have been living in Yervandashat.
Their large family have lived in a building that used to serve as a
kindergarten and needed renovation. As the political and economic
situation in the country worsened their dream of having their own home
remained unaccomplished. In 2005 they started the construction of the
new house but were unable to finish it.

A happy family in front of their new home

The Ghazaryans, who were already celebrating a home blessing, have
tried to build their own house for 25 years. They have put the stone
on the stone, but have been unable finish the construction due to the
lack of financial means. The family has lived in a half-built house
for 15 years without basic necessities. Finally, all the difficulties
are left behind.

Today the housing project implemented through the financial investment
of VivaCell-MTS has given its first result. The first achievement of
the project launched a few months ago in this region was marked
through a home blessing ceremony.

“Words can’t describe the happiness we feel today. We have longed for
this day, we have worked very hard to one day have a home of our own,

GLENDALE–Upon the passage of a resolution recognizing Artsakh’s
independence by the California State Senate on Wednesday, the Armenian
Revolutionary Federation Western US Central Committee on Wednesday
issued an announcement welcoming the measure.

Below is the text of the announcement.

Today’s vote by the California State Senate to recognize the
independence and self-determination of the Nagorno-Karabakh Republic
is a decisive and historic move by the State, which is home to the
largest Armenian community outside of Armenia.

The Armenian Revolutionary Federation Western US Central Committee
welcomes this bold and groundbreaking move, which is a testament to
not only the hard work of the Armenian-American community, but also
the cognizance of public officials in the State of California about
the right to self-determination of all peoples.

This vote is critically important now, given Azerbaijan’s heavy-handed
war rhetoric and its most recent violations of the cease fire
agreement, as well as the efforts of the Turkish and Azerbaijani
lobbies to sabotage this effort.

This vote further reaffirms the very basic tenets of the liberation
struggle being waged by our people and should embolden the entire
Armenian Nation to continue its pursuit of justice and complete
liberation.

As we celebrate this collective victory, we salute all of our ANCA
activists who for years passionately and systematically worked for the
realization of this goal.
