Postanjyan: Heritage to vote against law on environmental protection

The draft law on environmental protection submitted by the Armenian
government does not inspire trust in the member of Heritage
parliamentary faction Zaruhi Postanjyan. In her speech, the deputy
said that a representative of Nature Protection Ministry declared that
the draft had been discussed with various NGOs, but it is not true.

“They assure us that on Friday the law was discussed with
representatives of NGOs, but it is not true. Some members of NGOs
approached us during the break. They said the law has provisions
contradicting construction norms. In their words, the new law will
allow increasing violations in construction sector, which will
aggravate the situation,” she noted.

In response, Deputy Minister of Nature Protection, main speaker Simon
Papyan expressed his gratitude for discussion of details, noting that
the draft law does not violate any building norms.

“The government pins serious hopes on the law. The sooner the draft
will be adopted, the faster several problems related to the
environment will be solved,” Papyan said. In his words, the law’s
provisions were misinterpreted by NGO members.

“The urgent adoption issue is clear. If you want to get funds – get
them, but don’t lie. We are sure that quite a different draft is
submitted today. Heritage faction will vote against it,” Mrs.
Postanjyan said.

Prosecutor Gevorg Gevorgyan demanded 7 years of imprisonment for Shant
Harutiunyan and 5 years for his son who are being tried for the
November 5 case.

The prosecutor has demanded 6.5 years of imprisonment for Vahe
Mkrtichyan, 8 years for Albert Margaryan, 6 years for Vardan Vardanyan
and Haik Harutiunyan, 5.5 for Mkrtich Hovhannisyan, 5 years for Sevak
Mnatsakanyan, Tigran Petrosyan, Armen Hovhannisyan, as well as a fine
of 50,000 drams for Misak Arakelyan.

Karabakh people’s view should be taken into account – France senator

The principles of freedom and democracy, and the view of the people of
Karabakh need to be considered during the settlement of the
Karabakh-Azerbaijan conflict.

Alain Néri, a member of the France-Karabakh Friendship Circle in the
French Senate, stated the aforesaid during Monday’s talk with Ashot
Ghulyan, Speaker of the Nagorno-Karabakh Republic–or Artsakh–National
Assembly (NKR NA).

In turn, Ghulyan underscored the French lawmakers’ visit to NKR, and
stressed that the achievements of the free and democratic NKR are open
to the whole world. He also highlighted the French mediation mission,
as a co-chair of the OSCE Minsk Group, in the talks with Azerbaijan.

Néri, for his part, stated that they are paying a friendly visit to
Artsakh, during which the directions for further cooperation will be
explored.

France-Karabakh Friendship Circle member Jacques Remiller, on the
other hand, noted that a pacific settlement of the Nagorno-Karabakh
conflict and the recognition of its people’s right to live free has
great importance for him.

The archaeological excavations in Artsakh’s Tigranakert have revealed
a unique Christian mausoleum, residential economic complexes have been
opened as a result of diggings, the northern wall of the fortress
built by King Tigran has also been found.

This year the findings have taken the expedition to Amaras, where the
eastern part of Grigorius’ Mausoleum has been found, which can help
make new revelations about the early Christian period in Armenia.

According to the head of Tigranakert expedition Hamlet Petrosyan,
there have been over 100 publications about Tigranakert over the past
ten years of excavations, but there is no academic monograph
presenting the phenomenon of monument.

He says the scientific and political circles in Armenia are
indifferent towards the issue. Azerbaijan, in turn, does not stop
holding most various actions and publishing articles to describe the
research works in Tigranakert as political excavations.

“Tigranakert is one of the most powerful factors revealing the
identity of Armenians of Artsakh and worldwide,” Hamlet Petrosyan told
reporters.

One of the greatest singer-songwriters of all time, legendary French
Armenian singer Charles Aznavour, who celebrated his 90th birthday in
May, will appear for one night only at The Greek Theatre, Los Angeles
on Saturday, September 13, according to the Theatre’s official
website.

With a career spanning over 70 years, garnering over 100 million
records sold, 1200 songs, 80 movies, 294 albums and thousands of
concerts around the world, Charles Aznavour has recorded and performed
in 7 languages, and is the longest standing “A list” star, still
filling major venues all over the world including the O2 Arena in
Berlin Festhalle in Frankfurt, and a sold out show at the Royal Albert
Hall in London.

Besides numerous prizes and awards in 1986, he was inducted into the
American Songwriters hall of Fame; and in 1998 Charles was named
“Entertainer of the Century” by CNN/Time Online, edging out Elvis
Presley and Bob Dylan. Since 2009, he has been the Armenian Ambassador
to Switzerland, and is a permanent delegate to the United Nations in
Geneva.

In the English speaking world, he has enjoyed major success with
“SHE”, which went to number one in the UK, and also featured in the
blockbuster film “Notting Hill”, and he has had further hits with “The
Old Fashioned Way” and “Yesterday When I Was Young”.

Charles Aznavour’s songs have been recorded by many artists including
Elton John, Edith Piaf, Celine Dion, Fred Astaire, Sting, Ray Charles,
Bing Crosby, Tom Jones, Shirley Bassey, Laura Pausini, Placido
Domingo, Sammy Davis Jr, Julio Iglesias, Nina Simone, Liza Minelli,
Petula Clark, Andrea Boccelli, Josh Groban, Paul Anka, Serge
Gainsbourg, Engelbert Humperdinck, Elvis Costello, Bryan Ferry, Andy

STEPANAKERT, September 8. /ARKA/. Mid-term programs for 2015-2017 were
discussed at a meeting in the office of the premier of
Nagorno-Karabakh Republic (NKR) Ara Harutiunyan on Saturday, NKR
government press office reported.

The head of the government said the overall budget policy will remain
unchanged, and the government will be guided by mid-term programs in
its budgeting.

The 2015 budget revenues will be less as the annual loan from Armenia
has been cut, said Spartak Tevosyan, the minister of finance and
economy. The next year budget will be still focusing on social issues,
he said.

Tevosyan said budget spending for 10-18% increase in wages and
pensions will go up by over 6 billion drams every year.

The premier proposed to refrain from new programs in 2015 budgeting
and to include the new projects in the next fiscal year planning, as
budget revenues from domestic mining sector are expected to grow
starting from 2016.

The head of the cabinet also urged the members to make every effort to
reduce the deficit and keep the 2015 expenditures limited to about 86
billion drams.

Programs in a number of fields will be revised according to priority,
apart from social programs, Harutiunyan said. ($1 – 409.66 drams).

Les articles anti-arméniens augmentent dans les médias turcs

Un nouveau rapport a été rendu public dans la presse turque étudiant
la xénophobie et la discrimination en Turquie.

Le résultat d’une étude qui a été menée de Janvier à Avril 2014, nous
apprend que les Arméniens ont de nouveau été les plus ciblés dans la
presse turque en termes de xénophobie, a rapporté le site turc
Haberdar.

Après les Arméniens, les deuxièmes dans cette liste sont les Juifs,
suivis par des articles incitant à la haine envers les chrétiens, les
Grecs et les Kurdes.

Au cours de la période spécifiée, il y a eu 188 articles incitant à la
haine envers les groupes ethniques et religieux et des nations. Ce
nombre dépasse celui d’articles qui ont été publiés dans la presse
turque dans le passé.

Un azéri détenu dans le Haut-Karabagh

L’armée du Haut-Karabagh a déclaré samedi que ses troupes de première
ligne ont arrêté un azéri à “la ligne de contact” qui les sépare des
forces azerbaïdjanaises.

Selon un communiqué publié par l’armée de défense arménienne du
Karabagh, l’homme, qui serait nommé Javid Mammadov, a été capturé
vendredi soir en tentant de traverser la frontière. Mammadov a ensuite
été remis aux “autorités compétentes” à Stepanakert.

Il a ajouté que le bureau du Comité international de la Croix-Rouge
(CICR) de Stepanakert a été avisé rapidement de l’incident. Une
porte-parole du CICR à Bakou a confirmé cette information. Elle a dit
à l’agence de presse APA que les représentants de la Croix-Rouge ont
l’intention de rendre visite à Mammadov placé en garde à vue.

Le ministère de la Défense de l’Azerbaïdjan, de son côté, a déclaré
qu’il a été > de l’arrestation de Mammadov, mais n’a pas
d’autres commentaires à faire.

Une autre agence de presse de l’Azerbaïdjan a déclaré que Mammadov
vivait dans la ville de Tärtär situé à quelques kilomètres au nord-est
du Karabagh. Il a également révélé que le père de l’homme est le chef
adjoint du département de police de la circulation du district de
Tärtär.

Armenian Museum of America to Feature Works by George Berberian

WATERTOWN, Mass.–On Sun., Sept. 14 at 2 p.m., the Armenian Museum of
America holds an opening reception for “Hundred Years Wandering,” an
exhibition of new and recent paintings by artist George Berberian, on
view through Nov. 9.

“Benvenuta Duemila” by Gagik Berberian

George Berberian’s artwork has been exhibited internationally in
Germany, England, France, Russia, Armenia, Estonia, Finland, and
Lithuania. Currently based in Jamaica Plain, Mass., Berberian recently
exhibited artwork in several Boston venues, including the Boston
Exhibition Center and Massachusetts Cultural Council on Arts
Exhibition in Jamaica Plain. Berberian has worked in fine arts
education as a lecturer in London and organized annual students’
exhibitions such as “Art Alive” and the Koestler competition.
Berberian is a member of the London-based “Artists in Exile” group.

The opening reception will be will be accompanied by musical
interpretations of jazz standards by vocalist Ieva Berberian,
accompanied by guitarist Brad Hogg. The event is free and open to the
public, and will be held in the Contemporary Art Gallery (third floor)
of the Armenian Museum of America, 65 Main St., in Watertown from 2-4
p.m. Refreshments will be provided. Donations are welcome.
