FOUR NON-GOVERNMENT PARTIES ISSUE STATEMENT

The four non-coalition factions of Armenian parliament – Prosperous
Armenia, ARFD, Armenian National Congress, and Heritage factions –
issued a statement that contains an assessment of the implementation
by the authorities of 12 points that the factions submitted earlier.

Taking into account the obvious deterioration of the socioeconomic
situation in Armenia, which was reflected in data of Armenia’s National
Statistical Service, as well as in reports and forecasts of IMF, the
four political forces in June 2014 submitted demands of 12 points to
the authorities. The demands were related to urgent measures to be
taken by September 30.

According to the statement, none of the 12 points submitted by the
four factions has been carried out. Besides, the four factions express
discontent with the Law on Turnover Tax, by which “the authorities
endanger continuous operation of small and medium businesses and put
some of them on the brink of closure,” as well as with the current
credit policy, including in the banking sector.

The statement notes that problems of subsidizing agricultural entities
have not been solved either. Besides, electricity tariffs rose by 40%
in the past year and the public’s interests were infringed to please
Electric Networks of Armenia Company having a monopoly position.

It is also mentioned that the authorities did not respond to the
opposition’s demands for reforming the Electoral Code and to the
possibility of setting up a customs point on the border of Armenia
and Nagorno-Karabakh in case of Armenia’s entry into the Eurasian
Economic Union. “This reaction of the authorities shows that the ruling
political force is not prepared to conduct a dialog with society and
meet the minimum needs of the people,” the statement says.

The four parties say that the ruling regime has exhausted itself and
the public cannot pin their hopes for the country’s development on it.

Leader of the non-governing Prosperous Armenia Party (PAP) Gagik
Tsarukyan, who also heads the National Olympic Committee of Armenia,
made a surprise statement about his readiness to run for president at
a joint press conference with the visiting head of the International
Olympic Committee, Thomas Bach, in Yerevan on Thursday.

Tsarukian’s remarks came on the eve of a joint anti-government rally
of the PAP with two other opposition parties – the Armenian National
Congress and Heritage.

“I have four or five candidates on my mind for a presidential
election, who are decent persons and can put the country on the path
of development and settle issues,” Tsarukyan said when asked by a
journalist to comment on the speculation that he was going to run
for president.

“If my political partners and the public nominate one of them, then
I will be ready to support and stand by him. And if my political
partners and the public decide that they need me and my candidacy
at that difficult moment, then I will be ready for that as well,”
he added.

The PAP leader did not specify whether he was talking about regular
or pre-term elections. Instead, he said that if elected president,
he would swiftly improve the situation in the country.

“Within several months pressing problems would be solved and the
country would be put on the right path and basis … In all areas
people would feel that in their day-to-day life and work,” Tsarukyan
declared.

The next presidential election in Armenia is not planned until 2018
when the second and last term of current president Serzh Sargsyan
expires. But before that Sargsyan’s ruling Republican Party intends to
change the Constitution turning Armenia into a parliamentary republic
where the main decision-making will be done by the parliamentary
majority and powerful prime minister, while the president’s role as
head of state will largely be symbolic.

The PAP and most other opposition forces are against the reform and
the matter is likely to feature prominently during today’s rally
in Yerevan.

Although the World Health Organization (WHO) does not consider Armenia
to be a “target” for Ebola, a deadly virus spreading at a fast pace
in the world today, Armenian health officials say they have already
taken the necessary steps to prevent its penetration and contain its
spread in the event of its penetration.

Already on August 5, upon the order of the minister of health, the
Ministry’s specialists visited the regions and conducted trainings with
a large number of professionals to provide more information related
to Ebola, its diagnosis and further steps, head of the Ministry’s
Division of Epidemiology Liana Torosyan told ArmeniaNow.

“Now we are preparing information bulletins for the population to
raise awareness about this matter. They will be prepared in 10 days
and will be available in public places. Booklets for passengers are
being drafted separately. We are adjusting our laboratory capacities
to the criteria for fighting the virus,” said Torosyan.

The virus disease was first identified in Africa in 1976. U.S.

President Barack Obama has already described the most recent Ebola
outbreak as a threat to global security. As many as 7,500 people have
reportedly been affected by the virus in the past year, of whom 3,500
have died. Of the 300 affected medical workers 240 have died. The
disease has already left Africa and reached Europe and North America.

The WHO has even published the list of the countries where there is
a more than 50-percent chance of being affected by Ebola – the UK,
France, Belgium, the Netherlands, etc..

Armenia is not among the high risk countries, as the countries where
the virus is rampant – Guinea, Liberia, Sierra Leone and Nigeria –
have no direct flights with Armenia. Nevertheless, as a World Trade
Organization member, Armenian cannot prohibit the entry of these
country’s citizens, as the WTO does not encourage such an approach.

Instead, the WHO has put health organizations, airports on high alert,
has increased efforts on informing passengers about the disease,
said Torosyan.

“Control at all border points has been stepped up. Thermometers to
measure people’s body temperature have been installed. Special wards
have been made available at the Nork hospital,” added the ministry
official.

Ebola is a hemorrhagic fever with a high mortality rate: often between
25 and 90 percent. Fruit bats are believed to be a carrier and may
spread the virus without being affected. It may spread to monkeys,
pigs, wild boars, dear, as well as humans, but Ebola is not transmitted
through air, it is transmitted by contact with an infected animal’s
body fluids.

The virus can spread from human to human by contact with products of
vomiting, blood, saliva, urine and stool, internal organs.

“The virus, however, is subject to mutation and often at a genetic
level, so it becomes more contagious and dangerous,” Torosyan told
ArmeniaNow. “The incubation period of the disease is from several
hours to 21 days. There is no special treatment yet for the disease.

Now doctors try to kill the virus with anti-virus vaccinations.”

At present, there is no vaccination that would prevent the spread
of the disease, while the drugs that are being tested today, even
if they prove effective, are unlikely to become applicable until the
second half of 2015.

Until then, Armenia’s government has also banned the import of
antelopes, bats and wild boars from Guinea, Liberia, Sierra Leone
and Nigeria before they are determined as safe with a corresponding
procedure.

According to the data of the Ministry of Agriculture’s Food Safety
Service, this year none of the mentioned animals has been imported
to Armenia. In 2012, 36 monkeys and in 2013 – 28 monkey were imported.

The reports about the death of a monkey imported to Armenia from
Africa do not correspond to the reality, said the Health Ministry
official. “If there were such a thing, we would have had lots of
registered deaths.”

Speaking about the tour of the Gosha traveling circus, Torosyan
said that its animals have been with the circus for a long time now,
they are not from Africa and undergo regular medical examination.

MOSCOW, October 8 (RIA Novosti) – The placement of military
infrastructure in Georgia in the interests of NATO would pose a threat
to stability in the Caucasus region, the Russian Foreign Ministry
said Wednesday.

Russian Deputy Minister Grigory Karasin took part in a new round
of the International Geneva Discussions on Security and Stability
in the South Caucasus held in Geneva on October 7-8. The talks were
also attended by delegations from Abkhazia, South Ossetia, Georgia
and the United States.

“The Russian side has expressed concern over rumors circulated
by Georgian media about plans to place elements of NATO-linked
infrastructure in Georgia,” the Russian ministry said in a statement.

“Such actions would threaten the existing stability in South Caucasus,”
the statement reads.

“Delegations from Abkhazia and South Ossetia underlined that the
decisions made during the recent NATO summit on Georgia significantly
increased the need of coming to binding international agreements about
non-use of force between Georgia and their states. As an effective
step in this direction, Russia’s draft on a joint statement made
by all participants of the discussions on the non-use of force and
security guarantees was discussed,” the Russian Foreign Ministry noted.

The Geneva negotiations have been held regularly since October 2008
in accordance with agreements made following the August 2008 war in
Georgia with the mediation of the European Union, the UN and the OSCE.

Russia, Georgia, the United Nations and representatives of South
Ossetia and Abkhazia are parties to the talks.

Following Russia’s recognition of the independence of South Ossetia and
Abkhazia, Georgia severed diplomatic relations with Russia. In Georgia,
the regions South Ossetia and Abkhazia have the status of the occupied
territories. The new Georgian government formed in 2012 called the
normalization of relations with Russia one of its key priorities.

and developing startups in IT, representative of Seedstars World
Alisee De Tonnac said in Yerevan on Tuesday.

Armenia’s market is small, but its education standards are good and

of development of startups, she said.

Cultural and educational capacity and anxiety for knowledge contributes

L’Otan est prete a soutenir la Turquie en cas de menace de la part
du groupe Etat islamique (EI), a declare lundi a Varsovie le nouveau
secretaire general de l’Otan Jens Stoltenberg.

“La Turquie est une alliee de l’Otan et notre première responsabilite
est de proteger l’integrite et les frontières de la Turquie. C’est
la raison pour laquelle nous y avons deploye des missiles Patriot :
afin d’ameliorer, de renforcer sa defense aerienne”, a indique M.

Stoltenberg a la presse dans la capitale polonaise où il effectue
sa première visite a l’etranger depuis l’entree en fonctions le
1er octobre.

“La Turquie devrait savoir que l’Otan sera la s’il y a un debordement,
une attaque (…) en consequence des violences que nous voyons en
Syrie”, a-t-il insiste.

Le secretaire general de l’Otan a deplore “la situation très très
serieuse” dans ce dernier pays.

“Nous sommes bien sûr très concernes par la violence en Syrie. Nous
sommes choques par les atrocites terrifiantes commises par
l’organisation terroriste EI”, a declare M. Stoltenberg avant de
saluer les operations engagees contre l’EI par les Etats-Unis, des
allies de l’Otan et des partenaires regionaux.

Dans la nuit de dimanche a lundi, les jihadistes ont tente une nouvelle
fois d’occuper la ville syrienne de Kobane, ville cle pour s’assurer
le contrôle sans discontinuite d’une longue bande de territoire a la
frontière syro-turque.

L’offensive des jihadistes dans cette region a fait des centaines de
morts dans les deux camps depuis le 16 septembre et pousse a la fuite
quelque 300.000 habitants, dont 180.000 ont trouve refuge en Turquie.

La semaine dernière, le Parlement turc a vote une motion du
gouvernement islamo-conservateur d’Ankara qui autorise son armee a
intervenir en Syrie et en Irak contre l’EI et a accueillir sur son
territoire des troupes etrangères qui participeraient a une operation
militaire.

Au moins 30 combattants et policiers kurdes ont peri lundi dans un
double attentat a la camionnette piegee mene par des kamikazes de
l’organisation de l’Etat islamique (EI) dans le nord-est de la Syrie,
a rapporte l’Observatoire syrien des droits de l’Homme (OSDH).

“Au moins 30 membres des YPG (Unites de protection du peuple kurde) et
des Assayesh (forces de securite kurdes) ont peri quand deux kamikazes
de l’EI ont fait exploser leurs camionnettes piegees a l’entree nord
de Hassaka”, a indique a l’AFP Rami Abdel Rahmane, directeur de l’OSDH.

Les attentats ont vise deux positions des YPG et des Assayesh, dont
un camp d’entraînement, a l’entree d’Hassaka, ville partagee entre
les forces kurdes et les forces du regime de Bachar al-Assad.

Cette double attaque intervient au moment où les jihadistes de l’EI
menacent d’entrer dans Kobane (nord), troisième ville kurde de Syrie,
dans la province septentrionale d’Alep et frontalière de la Turquie.

Les jihadistes tentent depuis le 16 septembre de conquerir Kobane en
vue de s’assurer le contrôle sans discontinuite d’une longue bande
de territoire a la frontière syro-turque.
