YEREVAN. – A group of experts from Russia’s Defense Ministry will
work with their colleagues from Armenia to discuss and agree the draft
treaty on creating a joint air defense system in the Caucasus region
of collective security.

The discussions will be held during Russian delegation’s visit to
Yerevan on December 9-11.

The meeting is envisaged by a plan on bilateral cooperation for 2014
signed between the Defense Ministries of Armenia and Russia.

PanARMENIAN.Net – Air strikes on landmark buildings at the tail end
of the Israeli military’s Operation Protective Edge in Gaza in August
2014 were a deliberate and direct attack on civilian buildings and
amount to war crimes, Amnesty International said on Tuesday, Dec 9.

“Nothing is immune”: Israel’s destruction of landmark buildings in
Gaza provides evidence that attacks on four multistorey buildings
during the last four days of the conflict were in contravention of
international humanitarian law and calls for them to be independently
and impartially investigated.

“All the evidence we have shows this large-scale destruction was
carried out deliberately and with no military justification,” said
Philip Luther, Director of the Middle East and North Africa Programme
at Amnesty International.

“Both the facts on the ground and statements made by Israeli military
spokespeople at the time indicate that the attacks were a collective
punishment against the people of Gaza and were designed to destroy
their already precarious livelihoods.”

While the Israeli military warned the residents of the buildings
to leave before they destroyed them, scores of people from nearby
buildings were injured and hundreds of people were devastated to lose
their homes, businesses and belongings.

In all four cases, panicked residents hurried to evacuate the buildings
and in most cases, were unable to salvage their belongings, including
important documents, jewellery and savings.

The Municipal Commercial Centre in Rafah, which contained a shopping
mall, a garage, several offices and a medical clinic, was reduced
to a tangled skeleton of iron girders and concrete. Businesses in
this building provided the livelihoods for hundreds of families,
who are now struggling to make ends meet.

Other than the suggestion that one of the destroyed buildings housed
a Hamas command center and of “facilities linked to Palestinian
militants” in another, the Israeli authorities have provided no
information as to why they levelled four entire buildings.

“Even if the Israeli authorities had good reason to believe that a
part of a building was being used for military purposes, they had an
obligation to choose means and methods of attack that would minimize
harm to civilians and their property,” says Philip Luther. “The Israeli
army have previously conducted air strikes on specific apartments in
high-rise buildings without their complete destruction.”

Amnesty International sent its findings about the air strikes to
the Israeli authorities and asked for explanations on why each of
the attacks was carried out; what or who was being targeted; what
precautions were taken to minimize the risk of harm to civilians;
and whether any investigation had taken place or was ongoing.

A response was received from the State Comptroller, an ombudsman
role, who simply described the focus of his inquiry into Operation
Protective Edge. Noone from the authorities who could have actually
addressed the questions about these attacks responded.

Amnesty International said it has documented and consistently condemned
violations of international humanitarian law committed by both Israel
and Hamas and Palestinian armed groups during the conflict. While this
report and another one issued in November, Families under the rubble:
Israeli attacks on inhabited homes, have examined Israeli attacks, a
forthcoming output, currently being prepared, will focus on violations
by Hamas.

Up until now any investigations of alleged violations of international
law by either Israeli or Palestinian forces in conflicts in the Gaza
Strip and Israel have failed to be independent, thorough or impartial.

Amnesty International is calling for the Commission of Inquiry set
up the United Nations to be allowed to conduct its investigation
without hindrance and for the Israeli authorities to lift their
block on Amnesty International and other human rights organizations
entering Gaza.

“War crimes must be independently and impartially investigated and
those responsible should be brought to justice in fair trials. Those
whose homes and livelihoods have been unlawfully destroyed deserve
justice and full reparation,” said Philip Luther.

YEREVAN, December 9. / ARKA /. Entrepreneurs in the Russian region of
Saratov are interested in developing trade relations with Armenia,
according to Alexander Grechikho, the Saratov provincial minister
for economic development and investment policy, who has brought a
delegation of Russian business people to Armenia.

Speaking to Armenian journalists today he said Saratov is a region
with developed agriculture, industry, defense and pharmaceutical
enterprises.

“We are ready work with Armenia and to consider not only exporting our
products to Armenia, but also importing some of Armenia-made products,’
he said.

According to him, Saratov-based companies are already buying Armenian
stone to produce decor articles at home and would like to buy Armenian
concentrates and purees for juice production.

The commerce and trade chambers of Yerevan and Saratov signed a
cooperation agreement in December 2013 during a visit to Armenia by
Russian president Vladimir Putin.

The delegation of businessmen from the Saratov region is in Armenia on
a four-day visit. Here they are having meetings with representatives of
different local government agencies to discuss expansion of bilateral

The potential ISIS reaction is a factor in the release of the CIA
torture report, the State Department spokeswoman said. Commenting
on Secretary of State John Kerry’s request to delay the report,
Jen Psaki told RT “That’s not exactly what we said.”

RT’s Gayane Chichakyan was among the reporters grilling the State
Department spokesperson on the recent reports that Kerry called the
Chair of the Senate Committee on Intelligence, Sen. Dianne Feinstein
(D-Calif.), asking her to even further delay the release of the
document detailing on the Central Intelligence Agency’s so-called
“enhanced interrogation techniques.”

Psaki said Kerry was referring to the “foreign policy priorities”of
the report’s timing, hinting that the publication of report could lead
to global outrage against the US. She also highlighted Islamic State’s
(IS, previously ISIS/ISIL) possible reactions as a concern. However,
the spokesperson denied that State Department’s intention was to
delay the long-overdue paper, which is now scheduled to be released
this week.

Here is the full exchange between RT’s Chichakyan and Psaki on
the issue.

Gayane Chichakyan: Torture report – the State Department thinks
the timing isn’t right about the release. What’s not right about
the timing?

Jen Psaki: That’s not exactly what we said, nor have we ever said
that publicly. I think you’re referring to reports of a phone call —

GC:That’s right.

JP: between the Secretary and Senator Feinstein. And during that call,
which he made on Friday, he not only reiterated the support of the
Administration and his own support for the release of the report, but
he also made clear that, of course, the timing is her choice. The fact
is that there’s quite a bit going on in the world, and he wanted to
have a discussion with a former colleague, somebody he worked with for
decades in the Senate, about foreign and policy implications of the
release of the report, ongoing efforts – everything from our ongoing
efforts related to ISIL, the safety of Americans being held hostage
around the world, and he was simply having a discussion about the
impact that the release will have on those factors.

GC: Do you think a few days would matter, really, in this case?

Because the Senate doesn’t have much time left and —

JP: It’s a good question. He didn’t discuss a specific proposed time or
anything along those lines. He was simply raising the fact that these
are issues that are ongoing right now and certainly wanted to have
a discussion and make sure that they were factored into the timing.

GC: In a Republican-controlled Senate, the report may not be published
at all. Would the Administration risk not having it published at all?

JP: Well, as you know, there’s a lot of politics that happen – happens
in the Senate and Congress, and certainly I can’t make a prediction
of that. I would leave that to colleagues who speak for those on
the Hill. We continue to support the release – the Secretary does,
the President does, and obviously, as we’ve seen the announcements,
that will be happening soon.

Matthew Lee of the AP also posed tough questions to Psaki during the
briefing, especially around Kerry’s intentions to delay or squash
the release of the report.

ML: I was told the White House said that they knew that the call was
being made, but nobody really said if the Secretary said, “I want to
make this call,” or if the White House said, “Will you make this call.”

JP: Well, he’s the Secretary of State, and oftentimes, he makes
proposals, and certainly he worked with Dianne – Senator Feinstein
for decades. I’m not going to get into more specifics other than to
convey that it was known he was going to make the call; it was a call
to discuss, as I described, implications as the Secretary of State
on our foreign policy priorities.

ML: On the same subject, why is the release being put off so
consistently?

JP: Put off?

ML: Yes, over and – delayed.

JP: Well, I wouldn’t characterize it in that way. As you know,
there’s a lot of sensitive information in this report. Obviously,
the White House and not us – so I’ll really send you to them – has
worked with the committee on redactions and information that can’t
be public, and that takes some time. But I would point you to them
and point you to the Senate committee for more specifics.

Psaki then denied any knowledge of the closure of Canadian and UK
embassies in Egypt’s capital Cairo being in any way connected to the
report’s release.

“Unrelated to the announcement by the UK and Canada, and unrelated
to any report, we did put out a new travel security message to U.S.

citizens late last week in light of heightened tensions and recent
attacks against Westerners. I’d certainly point you to the UK and
Canada for the reasons for their position – their announcements,”
she said.

The Senate intelligence committee was planning to publish the report
on Tuesday.

The release of the 6,000-page document will reveal details about the
CIA’s past use of enhanced interrogation techniques. Even though the
majority of the findings will not be made available to the public,
a partial release could trigger outrage against US torture tactics.

Earlier, Feinstein said that the report “uncovers startling details
about the CIA detention and interrogation program and raises critical
questions about intelligence operations and oversight.”

According to her, the findings show the CIA undermined “societal and
constitutional values that we are very proud of” through the use of
tactics like waterboarding and sleep deprivation.

Senior Research Fellow at the Center for the Regional Security and

Relations (MGIMO) Nikolai Silayev stated it in Yerevan today.

“Russia-Armenia: Integration against the Backdrop of Global Crisis”
expert report of the Institute for International Studies (IIS) at
MGIMO was presented in Yerevan today.

The expert believes along with cooperation in the security sector
bilateral cooperation in economic and humanitarian sectors should
also be developed and strengthened as the presence of the military
base alone cannot protect Russian interests in Armenia.

face aux principales devises internationales pour une troisième semaine
après avoir montre des signes d’affaiblissement a la mi-Novembre.

Après une periode durable de stabilite a environ 410 drams pour un
dollar, le dram a commence a perdre de la valeur le mois dernier,
pour atteindre le taux moyen d’environ 435,26 drams pour un dollar
americain le 1er Decembre.

La plupart des banques et des bureaux de change a Erevan aujourd’hui
demandent 440-445 drams pour un dollar, vendant la monnaie americaine
a 457-462 drams par unite. (Le taux de change de l’euro est : Achat :
548-555 drams ; Vente : 563-569 drams).

Le 24 Novembre, lorsque la première forte depreciation de la monnaie
armenienne est devenu evidente, la Banque centrale d’Armenie a
declare que l ‘”ajustement” du taux de change a ete determinee par
les developpements recents sur les marches financiers regionaux et
internationaux, ce qui implique egalement la chute spectaculaire du
rouble russe par rapport aux principales devises internationales.

Les economistes disent que les sanctions occidentales imposees a la
Russie sur la crise en Ukraine avec une combinaison avec la chute des
prix du petrole ont un impact negatif sur l’economie de la Russie, un
important exportateur de petrole. Ceci, a son tour, affecte egalement
l’Armenie qui a des liens economiques etroits avec la Russie. En
particulier, la situation peut expliquer en partie la diminution des
envois de fonds a la maison par les travailleurs migrants armeniens
en provenance de Russie.

Pendant ce temps, la Banque centrale a assure la semaine dernière
qu’elle possedait suffisamment de ressources pour maintenir la
stabilite financière en Armenie, tout en soulignant qu’un dram

Raffi Hovannisian, le chef du parti Heritage dans l’opposition, a
de nouveau appele les forces de l’opposition a forger un programme
unique de lutte alors qu’il parlait vendredi aux medias suite a un
rassemblement de ses partisans square de la liberte a Erevan.

Plus tôt, les orateurs au rassemblement en presence de plusieurs
centaines de personnes, en particulier, ont critique le Parlement
pour sa ratification du traite en vertu duquel l’Armenie deviendra
membre de l’Union economique eurasienne (UEE) dès l’an prochain.

Les membres de la faction Heritage ont ete parmi les quelques deputes
qui ont vote contre le traite. Le Parti Armenie prospère et le Congrès
national armenien, avec qui le parti Heritage est actuellement engage
dans une campagne anti-gouvernement, ont vote en faveur de l’adhesion.

S’exprimant lors de la manifestation, la deputee du parti Heritage
Zaruhi Postanjyan a condamne le vote, insistant sur le fait que ceux
qui ont vote pour le traite ont trahi l’independance de l’Armenie.

Interroge pour savoir si le vote du Parlement europeen sur le traite
de l’UEE renforce la position du president Serge Sarkissiant, Raffi
Hovannisian, qui etait le principal challenger de Serge Sarkissian
