KFW TO FUND WATER DAM REPAIRS IN ARMENIA

The German Development Bank KfW will allocate funds to Armenia to
assist in the renovation of a water reservoir in the village Kaps
(Shirak region).

Under a Government decision, it will sign loan and grant agreements,
offering respectively $50 million and $2 million.

The plan was announced by Minister of Finance Gagik Khachatryan at
the cabinet meeting on Thursday.

The money will be directed to repairs and infrastructure development
activities. It is planned particularly to restore the 25 million cubic
meter dam, complete development work and improve water management in
the upper streams of the river.

Un haut fonctionnaire du gouvernement a indique hier que
l’affaiblissement significatif et continu du dram entraînera
probablement une hausse du prix de l’electricite en Armenie.

“Il va certainement avoir un impact”, a declare le vice-ministre de
l’Energie et des ressources naturelles, Areg Galstian. Il a refuse de
preciser dans quelle mesure aura lieu cette augmentation tarifaire,
disant seulement que le gouvernement et les services publics de
reglementation surveillent la situation.

La Commission de reglementation des services publics (PSRC) a augmente
le prix de l’energie de 27 % en juillet 2013, suite a l’augmentation du
coût du gaz naturel russe, qui genère plus d’un tiers de l’electricite
de l’Armenie. Le prix a augmente par de nouveau de 10 % en juillet
dernier. Le PSRC a cite la necessite de mettre fin aux pertes
financières subies par les reseaux d’electricite de l’Armenie (ENA)
appartenant a la societe nationale d’electricite russe.

Un porte-parole de l’ENA, Natalia Sarjanian, a dit que la societe
evalue actuellement sa situation financière a la lumière de la
depreciation du dram.

Les mouvements de l’ENA dependra clairement du prix du gaz naturel
fourni aux stations thermo-electriques par Gazprom Armenie, le reseau
de distribution de gaz national. Ce dernier achète la majeure partie
du gaz a sa societe mère, le Gazprom russe, a un prix fixe en dollars
americains.

Une porte-parole de Gazprom Armenie, Shushan Sardarian, a indique
que l’operateur de gaz peut demander une hausse tarifaire si le dram
continue de baisser. Elle a note que les prix du gaz existants ont
ete calcules sur la base d’un taux de 416 drams par dollar. La monnaie
armenienne s’echangeait hier a plus de 570 drams par dollar.

YEREVAN, December 18. /ARKA/. Armenian Prime Minister Hovik Abrahamyan
commissioned today appropriate agencies to sort through things at
pharmaceutical market.

The premier instructed Health Minister Armen Muradyan to inform him
about the situation.

The thing is that on June 12 obligatory marking was introduced for
all medications regardless of their cost prices.

Besides, prices at drug market surged as turmoil broke out at foreign
exchange market. Earlier, Muradyan said that the mandatory marking
will not trigger price hikes here.

He said that marking is needed to ensure control over quality of
medications and to prevent shoddy and fake products from entering
the country’s market.

Muradyan also said that marking expenses will be minimal and those who
raise prices without appropriate justification will be punished. In
his words, Armenia imports $110 million worth medications.

Suppliers of drugs were strongly opposed to the introduction of
marking rearing that this may trigger price hikes.

Samvel Zakaryan, chairman of the Union of Medicine Producers and
Importers, said such a policy toward medicines is useless and
senseless, since they are under special control and every imported

MERCOSUR States Intend To Develop Cooperation With Eurasian Economic

MERCOSUR (bringing together Argentina, Brazil, Venezuela, Paraguay
and Uruguay) and EEU together account for more than 7% of the world
economy with the total population exceeding 0.5 billion people.

The member states of the Southern American Common market (MERCOSUR)
intend to develop cooperation with the Eurasian Economic Union (EEU,
established by Belarus, Kazakhstan and Russia), the participants in
the MERCOSUR summit held in the Argentine city of Parana said in a
joint statement on Wednesday, TASS reports.

Member of the board (minister) for trade of the Eurasian Economic Union
Andrey Slepnev who headed negotiations with the Argentine colleagues
told TASS previously that the sides “reached the general agreement on
the need to start the preparation in the short run of a full-format
legally binding agreement between the two unions that will form a new
regulatory framework for trade between the MERCOSUR and EEU members.”

MERCOSUR (bringing together Argentina, Brazil, Venezuela, Paraguay
and Uruguay) and EEU together account for more than 7% of the world
economy with the total population exceeding 0.5 billion people.

The new integration alliance – EEU – will start functioning in January
1, 2015. The Union brings together Russia, Belarus, Kazakhstan and
Armenia, and Kyrgyzstan intends to join them in the near future.

A Christmas Concert AT ST. VARTAN CATHEDRAL

Christmas is the season of magic, giving, and the joy of children, and
St. Vartan Armenian Cathedral in New York was bubbling with all three
qualities on Saturday afternoon, December 6. More than 500 people
crowded the sanctuary for an uplifting program of seasonal music.

Warmly welcoming the large crowd, Diocesan Vicar General the Very Rev.
Fr. Simeon Odabashian expressed his happiness that the cathedral was
filled with so many children, parents, and grandparents. He thanked
the cathedral dean, the Very Rev. Fr. Mamigon Kiledjian, for
organizing the event.

“Today, we are celebrating young people and young talent,” Fr. Simeon
said.

He expressed appreciation to Continental Advisory Services LLC,
Diocesan Administrator Jacob H. Yahiahyan, and Tigran and Artyom
Sahakyan, whose generosity made the celebration possible. A celebrity
in the crowd was the renowned diva of the Metropolitan Opera, Lucine
Amara.

To enthusiastic applause, the 12 young singers of the Zangakner
performing arts ensemble walked briskly onto the stage with their
artistic director and conductor Hasmik Konjoyan. Even after five hours
of early morning travel from Boston, the young singers-ranging in age
from 9 to 13, and dressed in matching white and black outfits-were
bright-eyed and filled with youthful energy.

Their nostalgic program of Armenian songs from beloved Armenian
composers was performed with mature understanding and a professional
demeanor. During the solos, the older members sang with bell-like
voices.

Among the well-known numbers presented were Qahanyan’s lyrical Im
Anoush Mayrig which reduced many in the audience to tears; Gomidas
Vartabed’s lilting Kagavik; and Altounyan’s Hoy Nazan Im Yareh and
Ghapama, both sung with gusto.

To everyone’s delight, out marched a group of four-year-old children,
11 girls and two boys, dressed in matching dresses and suits, holding
hands, and lining up in front of their older peers. With amazing
coordination, they swayed, sang, and clapped to their own special
musical numbers.

The Zangakner ensemble was formed four years ago by Hasmik Konjoyan
“with the mission of bringing the world of music to Armenian children
from various schools in the Greater Boston area.” They have performed
at the Children’s Planet, and at the 2014 Musical Odyssey holiday
musicals. Ms. Konjoyan, originally from Armenia, has had concert
performances in Europe, Canada, and the U.S., and previously was the
artistic director and conductor of the award-winning Kantegh
children’s choir, and founder and conductor of the Luys Zvart
children’s choir. She has several recordings to her credit.

A wonder to behold

Following a short intermission, a 10-year-old “wonder to behold” took
the stage. Violinist Simon Hagopian-Rogers is small in size, but
enormous in talent. Accompanying him on piano was his mentor, the
master pianist, ethnomusicologist, and renowned television and radio
performer ªahan Arzruni.

Tackling a diverse classical program, the pair began their performance
with the two-movement Sonata for violin and piano by Pietro Locatelli,
with its impressive phrasing and rhythms. It was followed by the much
loved rhapsodic and lyrical Chant-Poeme by Khachaturian, played with
great feeling and understanding.

Bizet’s Fantasia on Carmen took in all forms of musical magic. The two
musicians played with formidable technique, fiery expression, and
concluded the many and different segments of the familiar music with a
virtuosic and exciting finale. Their beautifully coordinated
performance melded together in sheer artistry, and brought on a
thunderous standing ovation.

Simon Hagopian-Rogers, born in New York City, is the grandson of
acclaimed oudist Richard Hagopian, who is teaching Armenian music to
the 10-year-old prodigy. He attends the Kaufman Center Special Music
School on a full scholarship. Playing the violin since age four, he
won the second prize at the International Violin Competition in
Cremona, Italy, at age eight. He has performed for famed violinists
Joshua Bell and Uto Ughi, and attended master classes with Maxim
Vengerov. He also studies piano and composition in Juilliard’s
pre-college program.

ªahan Arzruni has played in concerts around the world as a recitalist,
chamber music partner, and orchestral soloist. His many
accomplishments include writing, lecturing and producing. As a
Steinway artist, he has recorded more than 20 albums, with a special
focus on repertoire by the masters and Armenian composers specifically
for younger pianists. Recently, he recorded the complete works of
Gomidas. He has given command performances at the White House, as well
as the British, Swedish, Danish and Icelandic courts.

The extraordinary concert ended with a medley of joyful Greek,
Russian, English, and Armenian Christmas songs, sung in perfect
harmony by the Zangakner group. It ushered in the dashing entrance of
Santa Claus-to the delight of all the youngsters.

Expressing appreciation to all the performers, St. Vartan Cathedral
dean Fr. Mamigon Kiledjian announced that Zankagner would return to
the church for the Easter celebration on April 5, “so that we can be
uplifted again.”

After the inspiring concert, the lighting of the large Christmas tree
on the cathedral plaza went forward despite incessant rain. The tree
was purchased and donated by Tigran and Artyom Sahakyan, two dedicated
brothers who also are officials of the Times Square commemorations.

Fr. Kiledjian led the cheerful countdown, as the lighting brought on a
joyful outburst, after which the crowd warmed up at a reception in the
church hall replete with Armenian delicacies and Christmas fun.

Ahmet İlhan Guler, who was head of the Istanbul police’s intelligence
unit at the time of Armenian-Turkish journalist Hrant Dink’s murder,
has accused former Trabzon police intelligence head Ramazan Akyurek of
“hiding” information about the attack, the Hurriyet Daily News reports.

“From the beginning, Akyurek has had hidden information [about the
phone records belonging to Osman Hayal] from inspectors to cover up
the intelligence, to put us in a troublesome situation and to absolve
their responsibility on the issue,” said Guler during his testimony to
Istanbul prosecutor Yusuf Dogan as a suspect in the Dink murder case.

The records Guler referred to belong to a phone that was used by Osman
Hayal, the brother of Yasin Hayal, who was charged with instigating
the assassination and is serving an aggravated life sentence. The
document of the phone logs that Akyurek prepared, after the chief
civil inspectors requested them, had not been researched properly,
according to Guler.

Dink was assassinated by Ogun Samast, who is serving 22 years and
10 months in a high-security F-type prison, in broad daylight on
a busy street outside the office of the bilingual Turkish-Armenian
weekly Agos in Istanbul’s Ã…~^iÃ…~_li district on Jan. 19, 2007. The
assassination caused outrage across the country, sending hundreds of
thousands to the streets in mass rallies.

Guler also claimed the Trabzon police intelligence unit sent notice
to their department saying “a significant attack will take place,”
which was different from a notice that was sent to the Turkish National
Police’s Intelligence branch that said “he will be killed regardless
of its results.”

The investigation into Dink’s murder took a different path after
the government launched a fight against the so-called “parallel
structure,” which the government uses to refer to the movement of
U.S.-based Islamic scholar Fethullah Gulen. The Justice Ministry has
cleared the way for investigations into nine civil servants accused
of negligence in Dink’s murder.

The government started the fight against the “parallel structure”
after two graft probes investigating around 100 people – including
four former ministers, their sons, the former manager of state-run
Halkbank, a construction tycoon and Azeri-Iranian businessman Reza
Zarrab, was launched in December 2013, marking Turkey’s biggest ever
corruption case.

YEREVAN, 17 DECEMBER, ARMENPRESS. President of Azerbaijan Ilham Aliyev
was referred to as a dictator during the “What’s Going On?” TV program
aired last evening on CNNTurk. This has caused uproar in Azerbaijan.

As “ArmenPress” reports, during discussions on issues on the agenda
with several mass media representatives, journalist for the “Yeni
Shafag” newspaper Mustafa Akyol talked about the closure of modern
Islamic opinion leader Fethullah Gulen’s educational institutions
by the assignment of President Recep Tayyip Erdogan and said he is
against the closure of such institutions. Akyol said he’s also against
the fact that Erdogan also reached an agreement with “Azerbaijan’s
dictatorial president” on closing down Gulenian schools during a
visit to Baku last year.

TEHRAN – Iran and Armenia have signed a memorandum of understanding
to enhance cooperation in the fields of energy, finance,
telecommunications, transportation, and agriculture.

Iranian Energy Minister Hamid Chitchian and Armenian Energy and Natural
Resources Minister Yervand Zakharyan signed the MOU at the end of
the 12th meeting of the Iran-Armenia Joint Economic Commission,
which was held from December 15 to 16 in Tehran, the Tasnim news
agency reported on Wednesday.

According to the MOU, Iran and Armenia agreed to start work for the
establishment of the third power transmission line between the two
countries in March 2015.

The two countries also agreed to complete and inaugurate the Meghri
hydroelectric dam, which is currently under construction on the Aras
River on the Armenia-Iran border, by late 2015 or early 2016.

Armenia was the 28th biggest importer of Iranian non-oil goods in
the previous Iranian calendar year, which ended on March 20, 2014,
according to the Iran Customs Administration.

Iran exported $105.6 million of non-oil goods to Armenia and imported
$28.9 million of non-oil goods from the country from March 2013 to
March 2014.

Member of the Pre-Parliament Initiative Gevorg Safaryan shows the
place where he was attacked by unknown people and knocked unconscious
on November 27.

“There were cameras in the area but the police took the recording
only 14 days later and I am not sure whether the footage has remained
or not. Anyway, I believe that the police will erase the video if
it is still there. The cameras are so powerful that they can fix
the license plate number and the faces of people who attacked me,”
Gevorg Safaryan told A1+.

The police are now investigating the case; however, the Pre-Parliament
member believes that the incident will not be disclosed. “It is clear
that there will be no result, because those are happenings organized
by the cruel regime and the police are part of that regime which will
never arrest its own criminals,” he said.

Before the attack on Gevorg Safaryan, seven cars belonging to
Pre-Parliament candidates were set afire. Later, masked people
attacked and beat up several Karabakh war veterans and opposition
lawmaker Aram Manukyan.

On Sunday, the police said they had detained the man suspected of
the attack on Mr Manukyan due to operative-search measures. The man
was identified as Arshak Svazyan born in 1973. Later, Svazyan was
reported to have been released.

“During a briefing, [Prosecutor General] Gevorg Kostanyan justified
the perpetrator of the violence and sent him home. Had a Republican MP
been attacked and beaten up, they would have immediately identified
the assailant and punished him: Republicans are well protected in
Armenia,” said human rights activist Janna Alexanyan, Chairperson of
the “Journalists for Human Rights” NGO.

Russia To Reduce Influence On Armenian Economy – Expert

Armenia’s econonomy is in a state of crisis today, a specialist has
said, attributing the situation to a weaker influence by Russia and
the country’s choice to join the Eurasian Economic Union.

Ashot Yeghiazaryan, who is a doctor in economy, attributes the
current situation to lowered private transfers from the Russian
Federation and the continuing decline in the Rouble’s value. “So,
the transfers have decreased in both content and physical volume,”
he told reporters on Wednesday.

The expert said he thinks that the situation will continue, reducing
the transfers to a minimum. “Besides, the Russian companies will
gradually relax influence on the Armenian market, including the energy
sector, natural gas and mobile communications. Those companies see
their potentials shrink in foreign countries. So they will no longer
be able to make investments,” Yeghiazaryan added.

The economist said he sees that the Russian natural gas exporter
Gazprom is losing power as a major stake holder on the international
market. “Russia’s influence on Armenia’s economy will decrease, with
the market will gradually losing interest for the Armenian exporters,”
he noted.

Armenia’s best choice, according to him, would be avoiding membership
in the Russia-led economic bloc. All depends on how long Russia will
resist and how long Armenia will wait or avoid any revolt,” he said,
stressing the importance of establishing closer ties with Georgia
and Iran.

“Armenia, after all, also needs cooperation to get rid of Russian
dependence. So it has to integrate into another area. But Armenia
cannot, as it maintains binding relations with Russia, preventing
the country from making the right steps,” he added.
