Le Haut-Karabakh approuve le programme national de l’eau

Le gouvernement de la République du Haut-Karabakh (NKR) a approuvé le
programme national de l’eau. Il sera soumis à l’examen du Parlement
sous la forme d’un projet de loi.

Les objectifs du programme sont de maintenir et d’accroître les
réserves d’eau nationale et stratégique, la mise en `uvre de mesures
visant à une utilisation ciblée des ressources en eau, la
modernisation des systèmes d’eau et d’autres installations.

Le programme prévoit des objectifs à court terme pour une période
allant jusqu’en 2015, alors que les objectifs à moyen terme pour
2015-2020 seront élaborés par le gouvernement du Haut-Karabakh et
présenté pour une discussion au sein du processus de révision du
programme national de l’eau.

Selon le Premier ministre Ara Harutyunyan, l’adoption du document
comme une loi est nécessaire. Il est prévu de stimuler
considérablement le développement de la sphère et d’aider à résoudre
les défis actuels et futurs.

Armenia vessel harbors in Cyprus after world round voyage

LIMASSOL. – It has a symbolic meaning that the Armenia vessel harbors
in brotherly Cyprus after more than two years’ round-the-world voyage,
Armenian President Serzh Sargsyan said in Lomassol, being on working
visit in Cyprus.

Armenian and Cyprus Presidents were present at the solemn event on
Thursday in Limassol. The event was devoted to the round-the-world
voyage of the vessel. Armenian president made a speech.

`I am glad to state that the Armenia vessel after a two-year
round-the-world voyage returned safely to Cyprus. It has a symbolic
meaning that the vessel harbored in Cyprus. We are relative nations
both in joy and grief. We condole for the explosion in naval base. Now
I would like to turn to our navigators. Each of them is a
strong-willed, dignified, brave and a true compatriot. Each of them
compiles the picture of the Armenian people, who have overcome many
difficulties without rebounding.

I was inspired by the idea of the head of the expedition Zori Balayan.
The expedition carries the name of Mesrop Mashtots, the creator of the
Armenian alphabet. It also has a symbolic meaning, which is to
preserve our language, church, traditions and thus, the identity
abroad.

I praise your work. You did a great job by collecting
historic-cultural materials, making photos of Armenian churches,
monuments, schools and ancient cemeteries in various Armenian
communities around the world. The two voyages of the vessels Cilicia
and Armenia return our nation historic remembrance of previous
navigations made centuries ago,’ the speech states.

YEREVAN.- Armenian Prime Minister received frontman of System of a
Down Serj Tankian on Saturday.

Premier stressed that finds Tankian’s visit important in the context
of development of rock music in Armenia. He said there is an
association uniting a number of Armenian rock bands, government’s
press service reported..

Armenian PM and Serj Tankian also discussed organization of `Rock
against Genocide’ festival dedicated to the 100th anniversary of the
Armenian Genocide and participation of famous rock bands and
musicians.

Tigran Sargsyan awarded Serj Tankian a medal for considerable
contribution to recognition of the Armenian Genocide and contribution
to rock music.

GLENDALE – The frustrations still remain, the agony lingers and the
letdown is fresh in their minds.

Four years ago, the Glendale women’s basketball team, representing the
Homenetmen Ararat Chapter, lost in the championship game of the fourth
Pan-Armenian Games in Yerevan, Armenia.

Four years later, two members of that team, Melia Basavand and Aileen
Vartanian, are on a path to release their frustrations and prove
themselves against the best that the Armenian community has to offer.

Indian IM Vidit Santosh Gujrathi continued his fine run as he defeated
Croatian Grandmaster Sasa Martinovic to be in fourth position with 7.5
points while GM B.Adiban and GM S.P.Sethuraman were held to draws in
the 11th round of 50th World Junior Chess Championship here today.

With two more rounds to go in the prestigious championship, Armenian
Grandmaster Robert Hovhannisyan continues to be the sole leader with
nine points.

Hovhannisyan was held to a draw by Polish Grandmaster Swiercz Dariusz
on the top board. Dariusz was unable to breach the Berlin Wall adopted
by Hovhannisyan.

Though he managed to win two pawns, the game soon petered out into an
opposite colour Bishop ending where the two extra pawns did not matter
much and truce was declared on 48th move.

On the second table, Indian Grandmaster B Adhiban was held to a draw
by yet another Armenian, Ter Sahakyan Samvel.

Adhiban, though playing black, took some calculated risks in a
Sicilian Taimanov and even sacrificed a pawn right out of the opening.

But the Armenian Grandmaster took the game into a Rook ending and the
game soon drew the game in 31 moves. Samvel is in the joint second
place with 8.5 points alongwith Polish GM Swiercz Dariusz.

Adhiban is in the joint third place with eight points alongside Vasif
Durarbeyli(AZE), Vladislav Kovalev(BLR) and American Grandmaster Ray
Robson.

Indian GM S P Sethuraman played a fighting game, arising out of the
sharp Richter Rauzer variation of Sicilian defence against American GM
Ray Robson.

Sethuraman, playing black, slowly out maneuvered his opponent to win a
pawn. But Ray Robinson fought back grimly to hold on to the position
and finally held on to a draw in 72 moves.

In the 29th World Junior Girls Championship, the lead remained
unchanged with the two foreign girls, Cori T Deysi of Peru and Girya
Olga of Russia outplaying their opponents in the top two tables to
lead with 2 points ahead of the pack.

While Cori outplayed Inna Agrest of Sweden to win a whole rook and the
game in 51 moves, Girya Olga outwitted Turkish WIM Ozturk Kubra in 41
moves to tally 9.5 points from 11 games.

The second place is shared by five players, Indian WGM Padmini Rout,
top seed Nazi Paikidze and WIM Keti Tsatsalashvili, both from Georgia,
WIM Irina Bulmaga of Romania and Russian Girl Julia Dogodkina all on
7.5 points.

The Indian hopes for a medal in this section was kept alive when
Padmini Rout outplayed Elena Semenova of Russia in a Ruy Lopez Zaitsev
variation.

A fine Knight move on the 24th turn helped Padmini to win the
opponent’s queen and soon the game in 33 moves. With this win,
Padmini has moved into the joint second place with 7.5 points.

US Millennium Challenges Corporation invested $177 million in Armenia

YEREVAN. – Prime Minister of Armenia Tigran Sargsyan participated in
the opening ceremony of pumping stations of Cholakar and Martuni
communities in Gegharkunik region of Armenia.

The pumping stations of Cholakar and Martuni communities,
reconstructed by U.S. Millennium Challenges Corporation-Armenia (with
investments of $ 3.5 million and $2.5 million respectively) are
located in Sevan National Park.

The total amount of MCC-Armenia investment in Gegharkunik region is
more than $8 million, which includes renovation works of Vardenis
gravity system and irrigation systems in 9 communities.

Renovation of 17 pumping stations is the largest component of
MCC-Armenia program, which required more than $44 million. The program
installed modern pumps and motors on all 17 stations as well as
introduced automation of the system.

The prime minister highlighted the significance of the MCC project.

`Millennium Challenges Corporation has invested over 177 million
dollars in Armenia. As a result about 350 rural communities have been
involved in the program, which means that over 400 thousand
inhabitants benefit from it,’ Sargsyan stressed.

Environmentalists send letter to Serj Tankian

A group of environmentalists has sent a letter to famous US-Armenian
rock singer Serj Tankian who is currently in Yerevan for a concert,
asking to join the fight for protection of nature.

In the letter the activists say that Armenia’s natural resources are
being overused by the government which is having its consequences on
the environment.

The activists recall figures of abnormal births in the CIS where
Armenia is the second after Kazakhstan.

“The onetime Biblical Armenia with its fertile soil is turning into a
sterile, poisonous and dangers [place for] human reproductions,” reads
the letter.

“It can continue no longer. We are disrupting the balance of nature;
exterminating ourselves,” read the letter.

“By eliminating the essential conditions for life, we are encroaching
on the lives of future offsprings,” the letter added.

A BBC reporter visiting Armenia wrote an article of his impressions
entitled “Armenia Migration: The villages of women left behind”. Hetq
reprinted the article in its August 11th edition.

The first paragraph is prophetic:

In many rural areas of the former Soviet Union, poverty and
unemployment are forcing people to leave. But in Armenia it is men who
are going, leaving whole villages almost entirely populated by women.

The BBC reporter had visited the village of Dzoragyugh, located in the
northern portion of Aragatzotn Marz.

I wanted to travel to Shirak Marz to the north to see what the
migration situation was like there.

My first stop was the city of Gyumri, the regional center. I made a
beeline to one of the numerous travel agencies selling airline tickets
where an old girlfriend of mine was working.

– So how many tickets have you sold today? How’s business?

– Can’t you see what’s going on? Everyone is opening a ticket agency.
There’s no work and no way to make a decent living. People save some
money and buy a ticket to Russia. Why stay here? For what?

When I asked my friend if she was pleased with her job, she answered,
“Hey, if I don’t sell them tickets somebody else surely will.”

>From there I made my way to the center of town called Freedom Square.
There were three elderly men panhandlers in the courtyard of St.
Astvatsatsin Church (also called “Yot Verk”, or “Seven Wounds”)
divvying up their take from members of the various marriage ceremonies
inside.

They show up like clockwork on Saturdays and Sundays – it’s their
place of business.

But you won’t find beggars anywhere else in Gyumri. Even their numbers
have gone down.

“If there wasn’t people coming in from the villages then town would be
dead,” said a nearby shop keeper. “We close up at 7pm but after 6 you
don’t see anyone on the streets. In fact, the only sign that people
actually passed this way is the garbage on the streets.”

Alongside Victory Avenue, there were street vendors selling various
fruits and veggies. I noticed a thick-set woman with a notebook in her
hand. She seemed to be compiling some type of list. I moved in a
little closer to see what she was up to.

– Hey girl. Are you telling me you haven’t sold 500 AMD worth of stuff
today? Are you telling me you can’t pay?

– Dear Gayan, look at this full box of tomatoes. I haven’t sold anything.

Turns out that Gayan was making her rounds amongst the vendors
collecting the money they pay for their “spots” on the pavement.

A neighboring vendor saw what was happening and let out a sigh.

“You know, they can really fix up this town but I’m afraid they’ll be
no one around to appreciate it. People are going hungry and just think
about leaving. Yeah, those with money will build stores and put a ‘For
Rent’ sign in the window, but who’s going to rent?”

Early that morning I had telephoned Rafik Potinyan, who heads the
Social Security Department at the Shirak Regional Authority, for an
interview. I wanted to ask him about the economic situation and how
it’s affected the migration numbers.

“You know Yeranuhi, we really don’t have a good fix on the migration
issue. You can try Mr. Yeganyan. His office has some more precise
data. I couldn’t tell you how many are leaving on a temporary basis
and how many have gone for good. Let’s wait for the next census.”

It would seem that local and regional officials have their heads in
the sand, like ostriches, when it comes to such crucial matters. Maybe
they just don’t want to face reality.

Or maybe, like most mid-level functionaries, they are just there to
convey the official statistics provided by their higher-ups. They
really aren’t comfortable talking off the cuff.

Even Mr. Yeganyan, higher up on the ladder, assured me that the
“exodus” everyone was so alarmed about in fact doesn’t exist.

Funny, our officials say nothing of the kind exists while the BBC
reports otherwise.

Plastic, Reconstructive and Aesthetic Surgeons, Armen Hovhannisyan
told a news conference.

In our country, the plastic surgeries date back to the 1970s. So far,
nose surgery has been most popular plastic surgery procedure in
Armenia, with a broad age and sex range, the plastic surgeons told
reporters.

In recent years a large number of men get ear, wrinkle smoothing,
abdominal liposuction surgeries, according to plastic surgeon Gnel
Ananyan.

Plastic surgery aims to restore health and beauty, the surgeon said,
nevertheless, there are certain restrictions placed on who can undergo
this procedure, and people suffering from cardiovascular diseases,
diabetes, skin problems, and those with bad blood coagulability are
warned against getting plastic surgery.

Prime Minister Tigran Sargsyan visited today the National
Museum-Institute of Architecture of Armenia on the occasion of
Builder’s Day. The premier congratulated the builders on their
professional holiday.

Tigran Sargsyan noted that this holiday is of particular importance
for our people, with Armenian architects and builders ensuring
Armenian continuity by building magnificent monuments which pass from
one generation to the next.

`Through the glorious monuments, we convey our future generations the
mission our nation has had for centuries,’ PM said.

As part of the ceremony, Tigran Sargsyan gave awards to prominent
specialists in the field of construction. He walked about the
exhibition hall of the museum-institute which is hosting an exposition
dedicated to Istanbul-based architects of Armenian descent.
