TWO NATIVES OF ARMENIA STABBED IN MOSCOW

Last night, an unknown person assaulted two Armenian citizens in the
Severnoye Butovo neighborhood in Moscow. Both the men were taken to
hospital with knife wounds.

The two victims are full brothers, citizens of Armenia, born in 1985
and 1992 respectively, a law-enforcer told RIA Novosti.

Law-enforcers intend to initiate criminal proceedings.

Azerbaijan’s speeches of tolerance are dull – Russian expert

MOSCOW. – Statements about tolerance and democracy are absolutely
inevitable political line, which Azerbaijan or any other country that
has lost its constituent territories but still continues to consider
them its own would stick to, Russian MP, director of Institute of CIS
countries Konstantin Zatulin told Armenian News – NEWS.am.

According to him, the statements of Azerbaijani senior officials that
Armenians and Azerbaijanis can “peacefully coexist in Nagorno-Karabakh
under the rule of Azerbaijan,” that “Armenians do want it” are made
for the international community rather than Armenians.

“This is from the realm of fantasy, nothing more. Azerbaijan, at
least until the meeting in Kazan, was steadily increasing tension in
the conflict zone, constantly threatening to unleash war and resolve
conflict with blood. This damaged its image in the eyes of the world
and Baku is trying to regain the trust with speeches. That is dull,”
said Zatulin.

Three suicide cases involving Armenian police officials in a week-newspaper

YEREVAN. – A young man committed a suicide in Armenia’s Aragtsontn
village on August 15.

David Avetisyan, 25, an occupant of Kuchak village, hanged himself in
his house, Haykakan Zhamanak newspaper reports. Avetisyan’s relatives
told villagers that, before committing suicide, David was talking to
someone on the phone. Later he left the house to answer the call and
after a while found him dead.

This is the third suicide involving Armenian law enforcement officials
in a week. As reported earlier, the prosecutor of Yerevan Kentron and
Nork-Marash administrative districts Aram Grigoryan committed suicide
on her mother’s grave on Tuesday. A corpse of senior sergeant of
police Tonik Harutyunyan,was found in Yerevan’s Botanical Garden on
August 18. According to preliminary information he committed a suicide
by overdosing.

“The independence generation is our greatest achievement,” RA
President Serzh Sargsyan said today during a meeting in Sevan with the
activists of “Miasin” (Together) movement and the participants “Ari
Tun” program.

“The independence is in itself an achievement. We managed to restore
our statehood and today Armenia’s state serves the interests of the
Armenian people: this is independence,” the president said. He added
that the Armenian people formed their army, which manages to do its
duties.

According to the president, in this period Armenia has had a
significant progress in the formation of national-state
establishments. “Surely today we have a number of issues, nonetheless,
if one looks back without bias and sees what was our state 20 years
ago, his heart will overflow with happiness.” The president says in
this period Armenia managed to form democracy establishments, yet
issues are available here as well. “However today our society just
cannot be compared with that of 30-35 years ago,” Serzh Sargsyan said.
He emphasized Armenia’s membership to international establishments –
UN, Council of Europe, CIS, CSTO, etc. “We are involved in almost all
the leading establishments, and this means that our country is
developing with the same route, but maybe with a lower speed,” the
president said.

According to the president, at the beginning of the 1990s the economy
of Soviet Armenia collapsed and first of all, in the result of this,
thousands of people left Armenia. The president says everything cannot
be accompanied only with positive phenomena. “As to the mistakes, one
should not speak much about them, but just learn lesson from them.”

“One should, within the limits of his capacity, avoid making others’
mistakes a subject of big discussions, and I have no doubt that 20
years later we will be a fully democratic, legal state, and that the
critical, sizeable part of our socioeconomic issues will be solved,”
the RA president said.

Central Committee of the Armenian Revolutionary Federation in West
America has refused to attend a dinner to be served in Los Angeles on
the occasion of Armenia’s 20th anniversary and in honor of Armenia’s
president.

According to the Armenian daily Azg, the Committee said that Serzh
Sargsyan’s presence will cast shadow on the idea of independence.

`The presence of Armenia’s President Serzh Sargsyan on the occasion of
the 20th anniversary of independence and especially the dinner to be
organized in his honor will overshadow that idea of independence and
will depreciate the fight fought by our people for restoration of
justice,’ the Committee said in a statement.

According to the Committee, the celebration of the anniversary of
independence cannot be used as an occasion to glorify officials who
have lost their credits.

It also said that due to the policy pursued by Armenia’s current
leadership, the country is sinking into the mud of gangrenous.

`To ensure the reproduction of the criminal world, democracy and
democratic values continue to be violated,’ said the Committee, adding
that it condemns the obstacles for the development of civil society in
Armenia.

`All this during the incumbent president’s term in office have created
a moral-psychological unhealthy situation that has undermined
Armenians’ trust in state and statehood,’ read the statement.

Further, the Committee said it could not glorify a president who is
giving way in the peace talks over the Nagorno-Karabakh conflict and
has on several occasions expressed his willingness to return the
territories certified by the Constitution of the Republic of
Nagorno-Karabakh.

Yerevan/Mediamax/. Changes and amendments to the law “On freedom of
religion and religious organizations” will be presented and discussed
at the 2012 spring session of the Armenian National Assembly.

Armenia’s First Deputy Minister of Justice Grigor Muradyan said this,
presenting the changes and amendments to the law, Mediamax reports.

According to him, before its introduction to the parliament the draft
law will be submitted to Venice Commission of the Council of Europe
for discussion. The commission will make its decision 2 months later.

Talking to journalists, Chairman of Vanadzor Office of Helsinki Civil
Assembly Artur Sakunts stated that he is against the amendments. “This
draft law is meant for combating religious organizations”, he said.

According to the human rights advocate, the provision of the law on
abolishing religious organizations cannot touch the Armenian Apostolic
Church in any way. “The Armenian Apostolic Church cannot be abolished
as it operates in accord with the law. This provision creates unequal
conditions”, he said. Besides, Artur Sakunts added that the new law
violates the freedom of conscience and religion.

In his turn, head of Shirak Diocese of the Armenian Apostolic Church,
Bishop Michael Ajapahyan, said that the law provides more free
conditions for the activities of religious organizations. “Religious
organizations try to weaken the bases and foundations of the church”,
he said.

Yerevan/Mediamax/. The first plant to produce heliotechnical equipment
in Armenia is due to start operating in the town of Spitak by the
end of 2011. The production of the plant is designed by Armenian
scientists.

Addressing a press conference in Yerevan today, the head of the
project, Doctor of Technical Sciences Vahan Hamazaspyan, informed
that USD8mln investments are required to manage the production,
and “Red Cross” international environmental organization agreed to
allocate them as shares in the factory’s capital, Mediamax reports.

Vahan Hamazaspyan informed that on July 13, the project was presented
to the founder of “Red Cross” organization, former President of the
Soviet Union Mikhail Gorbachev and met with his approval.

According to the scientist, the factory will initially produce 2 types
of heliotechnical equipment: with 3-5 kW and 32-65 kW thermal power.

“The first will satisfy the demand for hot water in domestic
households, and the second will provide heating of a 300 square meters
area”, said Vahan Hamazaspyan adding that the equipment with 32-65
kW thermal power is meant for rural households.

According to him, the equipment cost will make USD 80-100 per 1 kW
which means that for instance, 5kW equipment will cost USD 400-500 and
32kW equipment will cost USD 2560-3200. The scientist says that the
production of the Armenian plant is going to be the cheapest source
of thermal energy, noting that today average global prices for solar
water heating systems are USD 500-1000 per 1kW.

“In case of 50-year-old equipment, 1kWh electricity will cost 0.2
luma, whereas the gas price today is AMD16 calculating in terms of
1kWh electricity. The equipment is a free energy source, only its
purchase is to be paid”, said the scientist.

The factory is due to produce around 1000 sets of equipment at a
total cost of USD0.5mln per day and it will manage to satisfy the
demand of all the rural households of Armenia and Artsakh (around
350 000 rural households).

In this context, the scientist stressed the importance of adopting
heliofication conception by the government and boosting development
of the field in Armenia. “Heliofication will resolve the problem of
energy security in Armenia as the population will have an alternative
energy source in emergency situations”, said Vahan Hamazaspyan.

MOSCOW. – A citizen of Armenia was shot in Moscow on Friday.

Karen Harutyunyan, 30, and Yulia Pererva, 23, were shot on Moscow. The
criminals used trauma weapon, Life News reports.

The man received three bullets in his head, wounds in the arm and
chest. He was taken to medical Institute of Sklifosofski. The woman
was wounded in the head, abdomen and thigh. The details of the accident
are being clarified

Armenia took a number of positive steps in the fight against
international terrorism, says Country Reports on Terrorism 2010 issued
by U.S. State Department on Thursday.

Among the positive steps the report mentions improvements to its
border security, significant changes to export control laws, and
participation by Armenian experts in internationally sponsored
anti-terrorism training courses.

The report says that Armenia has achieved measured progress in
improving its border security, including installation of radiation
portal alarms at all ports of entry and significant legislative
changes in its export control laws.

“Armenia participated in bilateral and multilateral assistance,
security, and training initiatives targeted at strengthening its
ability to counter terrorism, terrorist financing, and the smuggling
of illicit and hazardous materials.

Armenia continued to make progress in counterterrorism cooperation
with NATO. NATO and Armenia also cooperated on the establishment of a
“situation center” in Yerevan, which assisted in crisis management
and counterterrorism coordination.

In December, the OSCE hosted in Yerevan a national expert workshop on
countering terrorist use of the Internet and comprehensively enhancing
cyber-security,” the report reads.
