The Armenian foreign minister Edward Nalbandyan achieved his next task
– subjected the Armenian army to CSTO. The first task was annexation
of Armenia by the Eurasian Union. Then Nalbandyan went on to lobby for
CSTO.

The Armenian army successfully dealt with sabotages by CSTO and Russia
(in the form of Azerbaijan’s attacks). However, the army could not do
anything on the “political front”. It does not make its own decisions.
Could the army misuse its powers and take actions like those recent
ones? It is possible but this is another conversation. It should be
noted that the army will face choice at any moment.

The Armenian government and non-government explain annexation by the
EEU and further steps by security and Karabakh issue. When is a
country most secure, when it has sovereign governmental institutions
and army or when these institutions are at the disposal of another
country which is going to use them for its own interests but are
against the interests of the country which controls these
institutions.

Gaidz Minassian, a French Armenian political scientist, asks: “How
come one has such a strong army and is waiting in fear for a
diplomatic solution.” Really, why? The army proved capable of
defending the sovereignty and dignity of Armenia, and people backed
the army, which makes Armenian resistance powerful and invincible.

What were they frightened by? Azerbaijan? But this country has also
proved incapable of even shooting in the air without Russia’s help.
Were they afraid of Russia? Would Russia attack Armenia? If so, what
would it look like having a strategic ally attack Armenia? So what?
Now Russia has attacked Armenia, using fear, threats, an army of
adepts of Russian-Armenian friendship and agents and fighting them is
harder than a battle where the Armenian army and people would win like
in the war in Karabakh.

When the Armenians are left alone, they win. However, they continue to
look for “guarantees of security” somewhere outside.

In fact, this is a serious issue. Feats, heroism, defense capacity are
coupled with fear, wariness, lack of belief in their own abilities and
importance.

Apparently, “peace” is not advisable for Armenia. There is no need to
go too far for examples. Let us just look at what happened after the
ceasefire of 1994. Who formed government, got big wealth and high
positions with the tolerance of the public? What is their motivation,
what do they ever have to do with public matters? Why did criminals
become the lords of the country, heads of political parties and owners
of companies and eventually announced that the right thing is to be
dominated by someone else?

This will not bring us peace but will make way for another war. The
new war will be patriotic, with two fronts, internal and external. In
addition, the internal front – fear, servility, lack of belief in
one’s own forces and possibilities – will be more difficult. Not the
external enemy but these shortcomings drive the country to the verge
of internal and external disasters.

Sometimes war is the only opportunity for rebirth of demoralized societies.

Alaverdi, une petite ville industrielle répartie sur les coteaux de
l’étroite gorge de la rivière Debed, possède un géant de la fonderie
de cuivre dans ses griffes.

Situé à environ 160 kilomètres au nord d’Erevan, dans la province du
Lori en Arménie, Alaverdi est l’un des plus grands centres industriels
du pays, ainsi que d’une > entre les écologistes
et les sociétés minières.

Dès le 18ème siècle les mineurs grecs ont construit une usine à
Alaverdi, puis en 1887 elle a été développé par les Français, et dans
les années 1960 Alaverdi a rejoint les rangs des villes soviétiques
comme lieu majeur de la sidérurgie et centre de l’industrie chimique.
L’usine de fusion du cuivre d’Alaverdi est la seule usine à cycle
complet dans l’ensemble du Caucase du Sud, mais seulement les étages
inférieurs sont utilisés pour l’extraction du minerai et son
enrichissement sont exploités aujourd’hui, ce qui est fait pour
préserver l’environnement de la vallée de la rivière Debed. En ruine,
des installations de production pillées et vides occupent un vaste
territoire dans la ville témoignent aujourd’hui de la gloire
industrielle antérieure de la ville. L’image actuelle de la ville se
reflète dans le ciel sous la forme d’une épaisse couche de poussière
formée à partir des émissions de cuivre des usines sidérurgiques et
des déchets.

Malgré les avertissements des écologistes que la situation dans la
ville est critique, ce qui est la cause des maladies respiratoires,
des tumeurs, les gens à Alaverdi contournent habilement ces points de
vue et ont leur propre justification.

Manes & Vallex CJSC, qui fait partie des sociétés du Groupe Vallex a
revitalisé en 1997 la fonderie de cuivre après s’être ralenti après
les années post-soviétiques. En 2002 Manes & Vallex a été rebaptisé
Armenian Copper Program(ACP).

Le porte parole des sociétés du Groupe Vallex Vahran Avagyan a dit que
fin octobre 2013, la société ACP avait 663 employés, dont la moyenne
des salaires mensuels dans le même mois était d’environ 180 000 drams
(environ 450 $).

Adjoint au maire d’Alaverdi Artur Varosyan a dit que la ville compte
environ 14 000 habitants, et le principal employeur de la ville est
l’usine ACP fournissant un emploi à 80 pour cent des travailleurs
locaux. 400 à 500 résidents d’Alaverdi sont employés dans la mine de
Teghut à proximité.

Selon Varosyan, à la suite des préoccupations exprimées par les
autorités de la ville et pour l’environnement en 2012, la société a
déménagé la principale source des émissions, la cheminée, d’une
hauteur de 780 mètres à celle de 1078 mètres, et selon les
responsables de l’entreprise industrielle la pollution de l’air dans
la ville a été considérablement réduite.

Pourtant, le président de l’ONG Ecolur Inga Zarafyan a dit ArmeniaNow
que s’il y a une différence positive dans les données d’émission pour
2008 et 2012, la situation générale est loin d’être bonne.

Amal Alameddine-Clooney représentera l’Arménie devant la Cour
européenne des droits de l’homme

Amal Alameddine-Clooney, juriste britannico-libanaise et épouse de
l’acteur américain George Clooney, représentera l’Arménie devant la
Cour européenne des droits de l’homme (CEDH), rapportent plusieurs
médias arméniens et internationaux.

Mme Alameddine-Clooney “sera l’un des avocats à représenter l’Arménie
le mois prochain devant la CEDH”, rapporte le site arménien
Azbarez.com, une information relayée par la suite par de nombreux
médias, notamment arabes et turcs.

Dans le dossier dont s’occupe la juriste, l’Arménie est opposée à
l’homme politique turc Dogu Perincek. M. Perincek, chef du parti des
Travailleurs, une formation politique minoritaire turque, s’était
rendu en 2005 en Suisse, “avec l’intention claire de nier la vérité
sur le génocide arménien” perpétré entre 1915 et 1916, et qui coûta la
vie à des centaines de milliers d’Arméniens, souligne le site. Il
avait été inculpé par la justice suisse. En 2008, M. Perincek avait
fait appel du jugement devant la Cour européenne des droits de
l’homme. Celle-ci lui avait donné raison en 2013, estimant que les
autorités judiciaires suisses avaient violé son droit à la liberté
d’expression. En mars 2014, les autorités suisses ont fait appel du
dernier jugement.

Juriste internationale aux longues boucles brunes, Amal Alameddine,
formée à Oxford, a travaillé en 2004 à la Cour internationale de
justice et compte parmi ses clients l’ancienne Première ministre
ukrainienne, Ioulia Timochenko, ou le fondateur australien de
Wikileaks, Julian Assange.

Mme Alameddine-Clooney a en outre récemment publié une tribune contre
les dérives de la justice égyptienne. Elle s’est également rendue en
Grèce en octobre dernier afin de discuter avec le gouvernement grec
d’un retour à Athènes des frises du Parthénon, actuellement exposées à
Londres. Elle a par ailleurs décliné une offre pour siéger à la
commission d’enquête du Conseil des droits de l’homme de l’Onu sur les
violations des lois humanitaires dans les opérations militaires à Gaza
et dans les territoires occupés, en raison de son agenda chargé.

Née à Beyrouth le 3 février 1978, Amal Alameddine-Clooney a émigré
avec sa famille à Londres quelques années plus tard. Elle s’est mariée
à Georges Clooney le 27 septembre dernier.

The Defense Ministry of Azerbaijan spread false information, as if
Armenian Defense Army carried out an attempt to sabotage action in the
direction of Agdam region, in the result of which one serviceman of
NKR Defense Army – Arsen Baghdasaryan – was taken captive, the Press
Office of NKR MOD informed.

According to the MOD, the bove mentioned serviceman, being a contract
military serviceman of the Defense Army, used to voluntarily desert
the place his permanent military deployment on a regular basis, for
which he was temporarily expelled from military service.

Details of the incident are being checked.

Beeline is pleased to announce a special New Year campaign for the

Ahmet Alper GörmüÅ? (born 21 November 1952) is a Turkish journalist and
writer. He is a columnist for Taraf (since 2007) and for Yeni Aktüel.
He was the editor-in-chief of the weekly Nokta (2006-7), and was
previously a contributor to Aydınlık (1977 ` 1980). Following the 1980
Turkish coup d’état Aydınlık was closed down and he worked outside
journalism in a variety of roles. GörmüÅ? resumed journalism at Nokta
(1986 ` 1990), and was then editor-in-chief of Yeni Aktüel (1991 `
1995). He received the Hrant Dink International Award* in 2009, with
Amira Hass**. (1)

In December 2008, (200) prominent Turkish intellectuals released an
apology for the `great catastrophe of 1915³. This was a clear
reference to the Armenian Genocide, a term still too sensitive to use
so openly. The signatories also announced a website related to this
apology, and called on others to visit the site and sign the apology
as well. The complete, brief text of the apology says `My conscience
does not accept the insensitivity showed to and the denial of the
Great Catastrophe that the Ottoman Armenians were subjected to in
1915. I reject this injustice and for my share, I empathize with the
feelings and pain of my Armenian brothers and sisters. I apologize to
them.’ Alper GörmüÅ? was one of the Turkish intellectual who signed the
petition which in few days was signed by over 13,000 signatories.(2)

The Armenian genocide was commemorated for the first time in Turkey on
April 24,2010, where Intellectuals gathered in Taksim Square to
commemorate the killings of Armenians in 1915. A sit-down strike
organized by the `Say No to Racism and Nationalism Initiative’ in
Taksim Square was attended by a group of public figures including
Professor Ahmet Insel, columnists Ali Bayramoglu, Roni Marguiles,
Alper GörmüÅ?, Ferhat Kentel, Erol Katýrcýoglu , Ã`mit Kývanç and many

(April 20, 2011 ) quoted Turkish Zaman newspaper
reporting that `Armenians who lost their lives in the Armenian
displacement that took place in 1915, during the final days of the
Ottoman Empire, will be commemorated through a variety of events for a
second time this year. Commemoration ceremonies will be held in
Istanbul’s Taksim Square, Ankara, Izmir, Diyarbakir and Bodrum. The
ceremonies are being organized by the `Say Stop to Racism and
Nationalism’. Spokesman Cengiz Algan said what took place in 1915 is
`a hurt we all share’, and added `We need to confront the realities
that have been hidden by the official ideology for 100 years’. A
statement with the headline, `This pain is ours,’ has been opened up
for signatures. More than 100 people including intellectuals, writers

WORLD BANK DISBURSES US$ 75 MILLION FOR ARMENIA POLICY REFORM PROGRAM

Release date- 23122014 – The World Bank today disbursed the full
amount of the US$ 75 million Second Development Policy Operation
(DPO) for Armenia to support a wide range of critical reforms under
implementation by the Government of Armenia.

The World Bank remains fully committed to helping the country as it
adjusts to the volatile regional and global economic developments
and builds a stronger economy that creates jobs, which is Armenia’s
long-term development challenge.

‘The regional dynamics that are affecting Armenia reinforce how
important it is for us to support economic growth and sustainability
in the medium- and long-term,’ says Laura E. Bailey, World Bank Country
Manager for Armenia. ‘At the same time, as international partners work
with the national authorities in dealing with the current short-term
volatility, we continue to focus on important structural changes that
will allow Armenia to deal with the realities in the world economy
and be more competitive, which is what needs to happen to create jobs.’

The Operation supports reform measures implemented by the Government
under five main objectives.

1.Strengthening the business environment through the reduction of
inspections burdening businesses, implementation of the ‘single
window approach’ for customs clearance of goods, and creation of a
new institutional structure for the oversight of the aviation sector
to increase transparency and improve accountability.

2.Improving access to credit with measures to create a modern framework
for secured transactions, which will allow the use of moveable assets
as collateral for better access to finance.

3.Improving efficiency and transparency of the civil service with a
stronger performance evaluation system and broader use of e-government
systems.

4.Expanding social protection by extending the coverage of the waiver
of co-payments in medical institutions to the households covered by
the Family Benefits Program.

5.Improving fiscal space and the management of public infrastructure
and environmental resources through reporting estimates of the revenue
impacts of major tax expenditures, implementation of an Action Plan
on Drinking Water Sector Reforms, and adoption of legislative and
regulatory improvements that strengthen environmental and social
(E&S) guidelines in the mining sector.

‘Our commitment to the people and government of Armenia includes
supporting this package of reforms, which will help the Armenian
economy make the shift from an unsustainable reliance on inflows
towards export-oriented growth and a higher rate of job creation,’
says Ms. Bailey.

The Second DPO in the total amount of US$ 75 million is an IBRD
flexible loan, with a variable spread and a 14.5-year grace period,
and repayment of over 25 years.

Since joining the World Bank Group in 1992, the World Bank has provided
a total of more than US$ 2 billion in IDA and IBRD commitments.

A new technology that allows to prevent Armenian claims for cultural
heritage of Azerbaijanis and other neighbor nations and to prove these
claims unfounded has today been presented at the AZERGLOBE Institute
of SocioPolitical Research under the Caucasus History Center.

The project is aimed at preventing Armenians privatizing cultural
heritage of Azerbaijanis and other neighbor nations of the region,
APA reports.

The new technology will now make it possible to find out which nation
a particular cultural thing belongs to in a very simple way, said
Fuad Akhundov, Head of the political studies and analysis department
of the sociopolitical board of the Presidential Administration.

Speaking of the working principles of the new technology, F. Akhundov
said a particular word will be looked up in an Armenian dictionary,
and if the dictionary doesn’t find it, the same word will be looked
up in dictionaries of Turkic nations. If the word is found in any
Turkic dictionary, it will mean Armenians have adopted the word from
local population. The official also stressed that ancient Armenian
dictionaries were used during the research as Armenians today make
some changes to modern dictionaries, adding new words.

F. Akhundov said the new dictionary would be given to Georgia and
different nations, also submitted to UNESCO.

“Armenians claim that lavash belongs to them, but there is nothing
about lavash and tutek in Armenian dictionaries. If Armenians ate
lavash in ancient times, this word must be in their dictionaries.

Armenians took khachapuri from Georgians. In general, Armenians started
to embrace material and spiritual values of neighboring peoples and
nations after being moved into modernday Armenian territories from
Maragha province of Iran,” he said.

He said this technology is not only the philological matter:
“Appropriating lavash, Armenian also solve the problem of history.”

F. Akhundov added that the new technology would open up some truth
for the Armenian community.

Employee of the Center of Caucasian History, Elshad Alili said though
Armenians claim that lavash belongs to them, this word was not found
in any of Armenian dictionaries.

“This word has been found in Turkish dictionaries since the 7th
century,” he added.

It is planned to spread this technology and translate dictionaries
into English and other languages.

Russia and Armenia have signed an intergovernmental agreement on
cooperation concerning the extension of the service life of the No. 2
reactor at the Armenian Nuclear Power Plant, Russian state nuclear
corporation Rosatom said.

The Armenian NPP’s license was issued for a period of 30 years, to
September 1, 2016. The agreement will see the plant get a license
for a ten-year extension to 2026.

Under the document, a comprehensive study of the generating unit will
be conducted by the end of the first quarter of 2015, after which a
program will be drafted to extend the service life. This program will
be carried out in 2015-2016. The license is expected to be received
in September 2016, after which the final phase of work will be carried
out by 2019.

The countries agreed that the work will be financed with a loan that
Russia will extend to Armenia. The parameters and terms of the loan
are being negotiated by the two countries’ finance ministries.

Armenian Deputy Energy and Natural Resources Minister Ara Simonian said
in November that Yerevan planned to sign an agreement with Russia by
the end of 2014 on a loan of $270 million to extend the service life
of the Armenian NPP to 2026.

Al Ain: GM Tigran L. Petrosian of Armenia beat erstwhile sole leader
Gaioz Nigalidze of Georgia in the penultimate round to force a two-way
tie for the lead with Vladimir Onischuk of Ukraine in the Al Ain
Classic Chess Championship at the Hili Reyhaan Rotana hotel in Al Ain.

Petrosian, 30, used the English Opening and gained the advantage of
Bishop for Knight in the endgame. The Armenian was threatening to
Queen a passed pawn when Nigalidze resigned in a marathon 91 moves
after five and a half hours of play.

The win gave Petrosian 6.5 points in a tie with Onischuk. The two
leaders face each other in the decisive final round for the top prize
of $11,000 (Dh40,000) in a total of $50,000. Onischuk crushed the
French Defense of Russian Sergey Volkov. After gaining two pieces for
a Rook, the Ukrainian advanced his centre pawns and weaved a mating
