ANKARA GAVE ENOUGH REASONS FOR WITHDRAWING ARMENIA’S SIGNATURES FROM PROTOCOLS – ARFD

Armenia

YEREVAN. – Turkish authorities gave enough reasons for withdrawing
Armenian signatures from the Armenian-Turkish protocols, said secretary
of ARF Dashnaktsutyun parliamentary group Artyusha Shahbazyan at a
briefing on Friday.

“The last step of Turkish side – removal of the protocols from
Parliament’s agenda might incite our appropriate response, that is
withdrawal of signature,” said Shahbazyan.

On the opening day of regular autumn session of the Armenian
Parliament, parliamentary opposition officials from ARFD and Heritage
parties raised the issue of futility of protocols ratification process.

In late August, the Turkish parliament removed from the agenda the
question of Armenian-Turkish protocols. The protocols can be returned
to agenda on the initiative of the Parliament or the Government.

YEREVAN. – Armenia will soon enjoy new border checkpoints with
modern buildings and high level of service, and we have selected the
Bagratashen, Bavra, and Gogavan border checkpoints for the first phase
of this project, Armenian State Revenue Committee (SRC) Chairman Gagik
Khachatryan said, SRC Press Service informed Armenian News.NEWS.am.

According to Khachatryan, the checkpoints will be equipped with latest
technology, and modern procedures will be used for border-crossing.

Reconstruction of the checkpoints is planned to be fully completed
next year.

“The Bagratashen border checkpoint will occupy a 10-hectare area,
and a new bridge will be built on Debed River. Four entry and exit
lanes will be built each way in Bagratashen and Bavra, and thus
4-5 times more vehicles and passengers will be served on a daily
basis. All 3 checkpoints will have special stops and terminals for
vehicles. In addition, special squares are planned, in the Bagratashen
and Bavra checkpoints, for helicopters. And in each area shelters
will be allocated for 6 trained dogs. A fairly large building will
be constructed in Bavra, in a 7.7-hectare area, and the customs
control zone will be 800 meters closer to the Georgian checkpoint,”
Gagik Khachatryan noted.

Where Is Serzh Sargsyan’s Power?

WHERE IS SERZH SARGSYAN’S POWER?
HAKOB BADALYAN

Story from Lragir.am News:

Published: 17:18:40 – 16/09/2011

Apparently, Orinats Yerkir (Rule of Law) Party has been promised seats
in the parliament. This is the reason why officials of the party state
they are going to run in the elections separately because their rating
is growing.

Say, the vice-president of the party even stated that those, who once
were offended by the party and left it, are returning. Bisharyan
knows it better who was offended and who returns, but the society
knows that Curley Edo and Lavanda Arayik became OYP members.

These people are outstanding followers of the morals of the current
Armenian system. They would hardly join a party which had no
expectation in the governmental camp or economic quotas. Moreover,
they would join only if given serious guarantees. Otherwise, Edward
Madatyan, Curley Edo, would not spend money to allocate a huge building
to the OYP in Erebuni.

On the other hand, you do not to be sure that these people spend
money for the OYP. They spend for themselves, then for the system
for which the OYP should work. The OYP would not be promised seats
in the parliament just for fun. The party will have to work hard at
the elections to ensure success for itself and for the whole system
and if necessary, it will take pencils and will draw its share of
the election result.

The main function of the OYP at the next election will be actively
drawing the power’s picture, on the other hand trying to ruin the
opposition’s picture. This is the reason why people who corresponded
to a larger, RP caliber, joined the party.

But there is no more place in the Republican Party both in physical
and psychological senses. In tactical sense, it is important to
share the function of drawing numbers, involving the OYP. In other
words, OYP has been written on the fronts of those people, who are
of Republican caliber and who will work to elaborate the RP election
fate. The OYP’s awards will be seats in the Parliament for working
as platform for them.

But, it will be very interesting if the Serzh Sargsyan does not
fulfill his promise to the OYP. Moreover, let it not sound strange,
but the greater part of the society will welcome his “betrayal”
to fulfill his promise and this will be one of the fewest cases,
when the society can praise him for not fulfilling the pledge.

After all, will Serzh Sargsyan need the OYP after the election? To the
contrary, Serzh Sargsyan will need the society, while if he leaves out
the OYP from the parliament, he will receive certain public support.

In exchange, doing so, Sargsyan may offer a tangible service to the
establishment of political system in Armenia. Orinats Yerkir is a
party which got an exclusive chance to engage in politics in 2006,
leaving the coalition. In exchange, OYP did not enter into politics,
but Marco Polo cafe, where Robert Kocharyan was recording something.

Coming out of the cafe, the OYP has against entered in the power. In
the meantime, Serzh Sargsyan needs the power and consequently, the
OYP, in essence, he does not need it anymore. OYP fulfilled its role,
when Serzh Sargsyan had no power and he needed various ballasts in the
power. Now it is necessary to get rid of those ballasts and get power.

And since Armenia is living in a dynamically changing world, in order
to gain power, Serge Sargsyan needs swift actions to improve the
political field. And the absence of the OYP from the parliament would
be such a measure. The point is not about the party and its leader,
but the absolute inadequacy of it to politics.

The political system can take place only when the power no longer
fills it with inadequate subjects. It is wrong to think they help
preserving the power. It is impossible to deafen the course of world
changes with the help of rumors.

It is not excluded that Serge Sargsyan understood all this,
and therefore, people, who in theory, would be in the Republican
Party appear in the Rule of Law, OYP. It is natural that time will
be necessary for getting rid of RPA to Serzh Sargsyan, so you can
share it and throw it in parts. After all, it’s not just Rule of Law,
but in the rest of the stragglers on the course of time people. The
main task is to clean the political space of the Republican Party,
and only this could be the key to power for Serzh Sargsyan.

Armenia’S Nature Protection Minister Vs His Own Illegal Decision?

ARMENIA’S NATURE PROTECTION MINISTER VS HIS OWN ILLEGAL DECISION?

Tert.am
16.09.11

The Ecolur NGO and the No Silence youth initiative are launching a
number of joint projects Nature or Money.

The first project deals with the Trckan waterfalls in Lori. Armenia’s
Ministry of Nature Protection is responsible for preserving this
natural source of water. However, a hydro-power plant is under
construction there.

Minister of Nature Protection Aram Harutyunyan offered the contractor
to stop the construction within ten days and submit proposals for
preservation of the waterfalls.

The NGOs wonder what doubts may arise while the water consumption
permit and environmental examination certificate are illegal.

No Silence and Ecolur demand that Minister Aram Harutyunyan invalidate
the permit and certificate issued to Trchkan Hydro.

Animation Film Sounds To Be Gathered In Yerevan

ANIMATION FILM SOUNDS TO BE GATHERED IN YEREVAN

Armenia

YEREVAN. – Andrea Martignoni, an Italian expert of animation film
sound production, is in Armenia within the framework of the ReAnimania
International Animation Film Festival.

I will conduct professional trainings for Armenian animators, and,
along the lines of the training, the animators will listen to the
sounds made in the city, and subsequently collect and edit them for
a future animation film. This is a new style for creating animation
films, as this time the music will dictate the film’s script, and
not vice versa, Andrea Martignoni said during a press conference on
Friday. He also noted that later on it would be possible to create
an animation film based on the sound effects gathered during training.

The films that are made based on the music prepared by Martignoni
will be screened in “The Club” in Yerevan on September 19.

The ReAnimania International Animation Film Festival is held in
Yerevan from September 14 to 19, during which the best films of
animators from around 40 countries will be screened.

BAKU: Baku, "Eurovision-2012": Some Will Come, Some Will Not, Others

BAKU, “EUROVISION-2012”: SOME WILL COME, SOME WILL NOT, OTHERS STILL THINKING – COUNTRY LIST

Today
Sept 16 2011
Azerbaijan

Reportedly, some countries have decided not to participate in the
“Eurovision-2012” song contest in Baku. According to Wikipedia,
these countries are Czech Republic, Morocco, Lebanon, and Tunisia.

Although Lebanon, Morocco and Tunisia are not georgraphically “in
Europe”, they can still participate in the upcoming song contest.

Lebanon has never participated at “Eurovision”, Morocco’s first
entrance was back in 1980.

As for Tunisia – their ERTT broadcasting company was one of the
original founders of the European Broadcasting Union in 1950, while
not being geographically located in Europe. At first, Tunisia was not
interested in participating in the Eurovision Song Contest. Country’s
only attempt came in 1977, however, after it became clear that Israel
is participating as well, Tunisia immediately withdrew its request
for participation in the contest.

As for Czech Republic (which has been taking part in the contests
since 2007), the reason is quite clear – due to country’s unsuccessful
performances, Czech Republic did not participate in the 2010 contest,
and 2011 as well.

Below are some lists of countries that will participate at the
contest, those who have yet to decide, and those who have yet to
confirm their participation.

AGREED TO PARTICIPATE:

Azerbaijan (Host) Austria Belgium Bulgaria Bosnia and Herzogovina

TAX BENEFITS FOR CONSTRUCTION OF IRAN-ARMENIA AERIAL ELECTRICAL POWER LINE

Armenia

Tax and customs benefits are in need for construction of the
400-kW-capacity Iran-Armenia aerial electrical power line’s section
to pass from Armenia. Therefore the Armenian Ministry of Energy
and Natural Resources has introduced a special law proposal to the
government. The draft law will be discussed during the government’s
session on Thursday, and then will be presented to the parliament
for its approval.

In order to construct the aerial electrical power line, the Export
Development Bank of Iran provided a credit worth 83 million Euros,
and Armenia will co-finance this project with its own 25 million Euros.

The Iranian Sanir Company is constructing the electrical power line.
