ARFD MP: DANGEROUS TENDENCIES OBSERVED WITH RESPECT TO YEREVAN PHYSICS INSTITUTE

Dangerous tendencies have been observed recently with respect to the
Yerevan Physics Institute, Vahan Hovhannisyan, an MP representing
ARFD party, said in the parliament on Tuesday.

He said that the Government’s decision to reorganize the institute
into a fund does not seem to be very effective. “The decision
was passed with no consent from the institute’s staff and with no
serious arguments from the Government,” the MP said. He noted that
the institute is facing a serious danger. “This institute is one of
the pillars of our national science. It carries out almost 28% of all
scientific research in the country and our nuclear power plant was
built exactly because we had such an institute,” Hovhannisyan said,
urging the parliament to organize special hearings.

To remind, the employees of the National Scientific Laboratory after
Alikhanyan (Yerevan Physics Institute) are against the Government’s
decision to reorganize the institute into a fund and to create a
Nuclear Medicine Centre on its basis to fight oncological diseases.

During a press-conference on Sept 30 Director of Yerevan Physics
Institute, Hamlet Lazarian said that all the decisions on the issue
were adopted with no regard for the viewpoints of the institute’s
staff.

For his part, an employee of the Physics Institute, Dr. Ruben
Lazarian added that the Yerevan Physics Institute is one of the
strongest scientific institutes of Armenia. He said all over the
world such institutes are fully financed from the budget, but after
reorganization we shall turn into a commercial structure and will
not be a state scientific center any more.

On 1 September 2011 the Armenian government adopted a decision to
reorganize the Yerevan Physics Institute into a fund. The decision
on establishment of a Nuclear Medicine Center on the basis of the
Yerevan Physics Institute was adopted by the Armenian government on
19 February 2009.

No, this is not about the rebirthing Ottoman Empire as embodied in
Turkey’s much touted “neo-Ottoman” foreign policy, nor as manifested
in the now-cancelled Hollywood appearance of the Ottoman marching band
(see below the body of this article for a few comments on this turn
of events). This is about Walmart.

Walmart is the biggest corporation in the world. With that kind of
size, comes great responsibility, unless, of course, you’re Walmart
and shirk that responsibility. And, you keep shirking, and shirking,
and shirking…

Then, when people start saying “ENOUGH”, catching on to your vile
business model, and working against the opening of Walmart stores in
new location, you, as the New Evil Empire, find clever ways to get
around people’s ability to stop you.

This is what’s happening now in Burbank. Walmart has purchased
the building that previously housed “Great Indoors”, limiting
people’s ability to constrain the behemoth through zoning and other
discretionary tools available to cities wishing to protect the quality
of life of their residents, small business owners’ livelihoods,
and the jobs of people in the broader area.

Studies have shown that for every job Walmart creates (one of the
selling points the behemoth uses to market itself), one-and-a-half
jobs disappear! Crime increases in the vicinity of Walmart stores. The
small businesses in the area can’t compete with the prices Walmart
sets, and they go under. And, if for whatever reason Walmart is
dissatisfied with a particular store’s performance, it will be shut
down and often kept vacant and unsold, so no one else can move in,
thus creating conditions ripe for blight.

All this is to be endured for the “privilege” of paying low prices.

But have you ever wondered how those low prices are
possible? (Think: “the HIGH cost of low price”). Walmart squeezes
it’s suppliers/manufacturers, causing those outfits in turn to
maintain abusive working conditions, sweatshops and the like, where
people are locked inside and have died when they couldn’t evacuate
(in this, Walmart is not alone, but it is a MAJOR contributor to
the slave-labor-like conditions extant in many developing countries’
factories). They also cause much environmental damage because of their
business model (though to be fair, of late they have taken some tiny
steps in the right direction because they think it looks good for
them and will make them more money).

And what of the employees in Walmart’s stores? They’re not much better
off. Their wages are often at poverty levels. They can’t afford the
health insurance Walmart offers (it comes out to nearly half their
wages!) so they end up using emergency rooms and government provided
care, at everyone else’s expense. A class-action case recently reached
the U.S. Supreme Court in which 1.5 million women said they were
treated unequally (the court ruled they couldn’t constitute a class,
but not on the merits of the discrimination they claimed).

Why should we care? It’s simple. Many Armenians are small business
owners and live in Burbank, Glendale, North Hollywood, Sun Valley,
etc. that would be impacted by the opening of this Walmart store. This
is of course in addition to just plain doing the right thing. There’s
a Facebook page you can access. Please join the effort to find a way
to block Walmart from opening its maw to suck out the life of Burbank
and surroundings.

*** Briefly, regarding the Ottoman marching band, we should celebrate
this victory, but recognize how close we were to disaster. Had they
performed, it would have been a foot in the door to a slowly growing
Turkish propaganda presence in the heart of the largest Armenian
community outside Armenia and Russia.

Many people, friends in and out of City Hall worked to amend
the street closure permit given to the murderous marchers. Even a
State Senator’s office was involved. When they were forced onto the
sidewalk, they cancelled the event, PROVING their real goal was hateful
incitement of the Armenian community. What’s really repulsive is the
“oh-my-gawsh-we-never-imagined-this-would-be-offensive” BS emanating
from the Pacifica Institute as reported in the LATimes (“Protest ends
Hollywood parade plan”, Jason Wells, September 30, p.AA4). They even
had the audacity to claim they explored the possibility of including
“other cultures” in the parade, but couldn’t pull that off in time!

This “cultural” angle is the approach the Turks are using to gain a
foothold. The murderous marchers are in town because of the “Anatolian
Cultures & Food Festival” to be held in Orange County October 6-9.

This is a perfect example of cultural thievery, and must be addressed,
too.

The Heritage party believes that the compulsory car insurance system
is serving the interests of certain government and business circles.

Speaking in Parliament, Armen Martirosyan, a Heritage parliamentary
group member, cited certain official data related to the car insurance
system. In this context, he noted that huge funds were deposited
in banks and yielded interests amounting to millions. According to
Martirosyan, originally, the aim was to ensure superprofit for the
former and incumbent authorities and economic entities.

“The introducers of the system claimed they were caring about people’s
health. But indemnities for health damage constituted 3.4% of all
indemnities, and 0.4% in the case of deaths,” he said.

Owners of private cars actually pay for incumbent and former officials
owning taxi services and fixed route taxies. According to Martirosyan,
the government should reduce insurance payment rates for private
car owners.

Parliament Speaker Hovik Abrahamyan said that Gagik Minasyan, a
Republican Party of Armenia (RPA) group member, submitted a bill
supposed to settle the issue.

On October 01 in the frameworks of the Bonjour l’ArmÕ¼nie project
at the concert hall of Place des Arts in Montreal was held a concert
dedicated to the 20th anniversary of the RA Independence day (conducted
by Armen Martirosyan), the RA Foreign Ministry of Armenia reported.

Representatives of local self-governing bodies, members of Montreal
Consulate corpus attended the event. Yeva Rivaz, Inga and Anush
Arshakyans, Alla Levonyan as well as Canadian singers took part in
the concert.

Next day on October 02 at the Armenian Apostolic church in Canada
was held a holy liturgy dedicated to the 20th anniversary of the RA
Independence day.

Vice-chair of the ruling Republican Party of Armenia (HHK), MP Galust
Sahakyan doesn’t believe that there’s a single Republican who has a
bad opinion about second president of Armenia Robert Kocharian.

HHK was at force supporting Kocharian at one time, he said, speaking
to journalists in Yerevan today.

“We believe that he made a great contribution to state-building.

“They make him out to be such a bugaboo,” he said, addressing media
reports of Kocharian’s possible return to active politics.

Nevertheless, Sahakyan continued, he “doesn’t see active team
involvement” in Kocharian ahead of the 2012 parliamentary elections
in Armenia.

“I’m not coming from the second president’s side; I don’t know if he
will show greater vigor at the presidential elections or not. To each
his own,” said the Republican MP.

NATO has repeatedly stated the issue is not within its frame of
reference. Romania seeks to maintain political balance in its relations

Au cours du debat de mardi soir, les deputes se sont tous
montres inquiets face a la montee des tensions entre la Turquie
et la Republique de Chypre a propos du differend sur l’exploration
petrolière et gazière. Ils ont condamne les menaces de la Turquie et
souligne que toute menace a l’encontre d’un Etat membre representait
une menace a l’encontre de l’ensemble de l’UE.

Un certain nombre de deputes ont insiste sur l’importance croissante de
la Turquie en tant qu’acteur dans la region et souligne la necessite de
bonnes relations de voisinage, soulignant que la Turquie, candidate a
l’adhesion de l’UE, doit accepter Chypre en tant que membre de l’UE. De
nombreux deputes ont souligne que la Republique de Chypre a le droit
d’explorer les ressources naturelles dans sa propre zone economique
alors que d’autres ont propose que les deux communautes de l’île
beneficient de l’exploitation des ressources petrolières et gazières.

Plusieurs deputes ont fait valoir que ce differend survient a un moment
critique des negociations de l’ONU sur la reunification de l’île
divisee de Chypre. Certains deputes se sont opposes a l’appel a la
retenue de part et d’autre lance par M. Fule, ayant le sentiment que
cela devrait s’appliquer uniquement a la Turquie. D’autres ont estime
que la reaction de la Turquie a l’annonce du forage de gaz emanant
du gouvernement de la Republique de Chypre n’etait pas justifiee,
sans pour autant etre surprenante. Tous les deputes ont emis le voeu
que le differend puisse etre rapidement resolu.

The Azerbaijani delegation to PACE will oppose against the double
standards of the Council of Europe, the head of the Azerbaijani
delegation Samed Seyidov said during the autumn plenary session of
PACE, which began on Monday.

“Here they say that Azerbaijan avoids cooperation with various
structures of the Council of Europe. But this is flatly wrong,”
said Seyidov.

He said Azerbaijan does not avoid cooperation with any structure and is
ready for any dialogue. “But we are against the biased approach. It
deals with cooperation with the rapporteur on persons considered
political prisoners in Azerbaijan,” said Seyidov.

According to Seyidov, all forget that this issue exists in many
countries of the Council of Europe, but rapporteurs are not appointed
for these countries on this subject. No one decides to encourage the
appointment of a rapporteur for these countries.

“Then why is such a rapporteur appointed to Azerbaijan? If we
are talking about compulsory decisions of the Bureau, and if it is
indicated that the appointment of Christoph Strasser is mandatory and
the Government of Azerbaijan should comply with this decision, why
are not we talking about another decision of the Bureau?” Seyidov said.

According to him, this decision deals with the restoration of the ad
hoc committee on Nagorno-Karabakh. Azerbaijan voted unanimously for
restoring the committee.

But for some reasons, no one talks about the inactivity of the ad hoc
committee, of which activity was restored after a unanimous decision,
Seyidov said. Nobody says that the Armenian side boycotted the work
of this ad hoc committee, and in fact, Bureau’s decision turned into
a decision meaning nothing.

“It needs to talk about this. We generally will oppose against the
double standards in the Council of Europe,” said the head of the
Azerbaijani delegation.

YEREVAN.- Member of the Armenian delegation at Parliamentary Assembly
of the Council of Europe (PACE) publicly accused head of PACE Mevlut
Cavusoglu of abuse of power.

She stressed that Cavusoglu was creating artificial obstacles to
her speeches.

Talking to Armenian News-NEWS.am, Zohrabyan said she voiced accusations
against head of PACE in her address to Secretary General of the
Council of Europe, Thorbjorn Jagland.

“I accused Cavusoglu of preventing me from delivering a speech and
asking questions. He refers to an absurd point in the PACE charter,
according to which the head of the Assembly has the right to edit the
list of MPs who want to take the floor during the session,” she said.

Zohrabyan approached Cavusoglu telling that he violates the PACE
principles. In reply Cavusoglu said “he is just following the charter
of PACE.”
