The Heritage party will not allow Armenia’s second president
Robert Kocharyan to return to power, Anahit Bakhshyan, a Heritage
parliamentary group member, sated in Parliament.

The party has not discussed nor is it going to discus Robert
Kocharyan’s return.

“Is it an issue worth discussing?” asked Bakhshyan.

In her turn, the Heritage party member Larisa Alaverdyan noted that
“there is no taking a tasty morsel from a force that has ever been
in power.” In any case, Robert Kocharyan has not actually left the
political arena as the political team serving his interests remains
in the political arena.

“It is not the people, but the three persons bearing this same
ideology, that are erroneous,” she said.

As regards the ruling circles’ excitement over Robert Kocharyan’s
possible return, Alaverdyan said that the only reason for it is
interpersonal relations and personal ambitions.

In her turn, Bakhshyan noted that Robert Kocharyan will try to return
to power “with the help of the forces that have moral problems.”

Another Heritage party member, Armen Martirosyan, believes that
Robert Kocharyan may rely on the forces that were thriving under
his presidency.

The information warfare between Armenia and Azerbaijan may grow into
an armed conflict, according to a Russian expert.

“Armenia and Azerbaijani are now waging information warfare. There
is a threat that the conflict may grow into a war,” Alexander Vlasov,
the director of the Russian Centre for Post-Soviet Territory Research,
told the Azerbaijani news website 1news.az.

Asked about the possible timeframes for resuming the active talks
over the Nagorno Karabakh conflict settlement, the expert said the
negotiations may no longer continue in a trilateral format.

“Following the [presidential] meeting in Kazan, Moscow, Yerevan
and Baku have been imposing increasing demands on one another. So,
there’s no need to escalate any tension as long as this psychological
dissatisfaction is maintained. But the question whether it is possible
to restart the Karabakh peace process is a completely different
matter. I think there is chance, though not a very big one. ” Vlasov
noted further that the stalemate in the peace deal may last until
the beginning of next year.

“The European Union and Washington may have something to propose in
autumn or in early winter, but I am not sure that their proposals
will be better than those of Moscow,” he added.

quatre intellectuels turcs initiateurs, a la fin 2008, de la campagne
“Je demande pardon”. Directeur du Centre pour l’Union europeenne
a l’Universite de Bahcesehir après avoir ete professeur d’etudes
europeennes a l’Universite de Galatasaray d’Istanbul, il est presente
en France comme etant ” l’une des voix turques les plus ecoutees,
dans son pays comme a l’international. Il intervient frequemment
dans les medias francais. ” En Turquie meme, Cengiz Aktar s’avère,
en fait, plutôt absent du champ de reflexion des democrates,
consacrant plutôt ses efforts a convaincre les Armeniens, les
Francais et l’Union europeenne (en ligne de mire pour l’adhesion de
la Turquie), d’abandonner la qualification de genocide, au profit de
celle de ” Grande Catastrophe “, terminologie sentimentale ‘lancee’
avec la petition d’excuses. S’il est indeniable que le travail de
memoire mene en direction de la societe civile turque a beneficie de
l’accelerateur donne par la campagne “Je demande pardon” de Cengiz
Aktar et de ses amis, le veritable combat est mene essentiellement par
d’autres intellectuels turcs et kurdes (helas non-francophones), moins
courtises par les medias europeens et veritables opposants au pouvoir
en place a Ankara. Souhaitons une evolution positive : le jour viendra
(du moins, nous ne pouvons que le souhaiter) où Cengiz Aktar prechera
en Turquie pour l’engagement autour de valeurs universelles, et où
il aura a coeur de ne pas masquer le genocide armenien derrière des
concepts denues de valeur juridique. Jusqu’a present, la ligne suivie
par cet intellectuel turc ressemble plutôt a l’art de brouiller les
cartes : Cengiz Aktar utilise le terme de genocide tout en suggerant
que les Armeniens qui reclament la reconnaissance – par l’Etat turc et
au niveau international – du genocide perpetre dans l’Empire ottoman en
1915, sont, eux, des “nationalistes” et des “extremistes”. De l’art et
de la manière de jeter l’opprobre sur un combat pour la justice et la

Armenie/Turquie, les chemins de la reconnaissance ?

Rencontre avec Michel Marian et Cengiz Aktar.

La tension reste vive dans les relations entre Armenie et Turquie,
compte tenu notamment du n~ud de memoire existant a propos de la
reconnaissance ou de la non-reconnaissance du genocide armenien
de 1915. Mais les choses bougent, entre Armeniens et Turcs, et des
initiatives commencent a voir le jour, comme par exemple la petition
lancee en Turquie demandant pardon a propos de ” la Grande catastrophe
“, ou des echanges de plus en plus nombreux entre intellectuels,
sportifs ou chefs d’entreprises armeniens et turcs. Comment qualifier
ces relations aujourd’hui ? Les changements qui s’esquissent sont-ils
lies aux discussions en cours a propos de l’eventuelle adhesion
de la Turquie a l’Union europeenne ? Les processus qui se dessinent
ouvrent-ils vers de nouveaux chemins de la reconnaissance ? Quel rôle,
concernant les questions de memoires, pour les societes civiles
et pour les acteurs culturels ? Ne risque t- on pas d’assister,
par-dela les echanges de surface, a des replis nationalistes et a
des durcissements politiques ?

Avec Cengiz Aktar, directeur du Centre pour l’Union europeenne a
l’Universite Bahcesehir d’Istanbul. Membre de la Fondation Hrant Dink.

Il est notamment l’auteur de ” L’Appel au pardon ” (CNRS editions,
2010).

Et Michel Marian, maître de conferences a l’IEP de Paris, membre du

ARMTV has not made yet the final decision on the participation of the
country in the Eurovision Song Contest 2012 that will be held in Baku.

Gohar Gasparyan, the Armenian head of delegation, stated that When
the final decision on participation is made, we will think about
possible candidates. Gasparyan didn’t confirm or aside the reposts
of the Armenian press about Lucia Moon being the next representative
of the country. Earlier, it was reported that David Iondem (Lucia’s
producer) made a proposal on to ARMTV for Baku. You can see below
what the official web site of Lucia states.

Lucia Moon, is an American singer and a songwriter of Armenian decent
originally from Baku Azerbaijan. Lucia and her current producer in
Armenia, David Iondem, are working on her new album and a song which
she intends to present for the Eurovision-2012 contest.

Le service de Presse de l’entreprise a declare que le rabais annonce
precedemment etait de 3%. La nouvelle offre est entree en vigueur
depuis le 21 septembre.

La societe a declare qu’elle accepte les cartes Visa, Master Card,

Le chef de la Police Alik Sargsian a confirme l’arrestation d’un gang
soupconne d’avoir commis des vols contre de riches personnalites lies
au gouvernement recemment.

Dans le meme temps, Alik Sargsian a nie les articles des medias
affirmant que certains fonctionnaires etaient impliques dans le gang
ou avaient des liaisons avec lui.

” Ceux-ci sont des criminels de la tete aux orteils. Je ne pense
pas qu’ils puissent jamais changer. Nous possedons des preuves bien
etablies. Nous avons certains problèmes avec l’obtention de preuve
tangible ” a dit Alik Sargsian lors d’une conference de presse
repercutant l’information selon laquelle aucune preuve materielle
n’avait encore ete trouvee.

Cette circonstance a suscite la speculation que les criminels devraient
toujours etre en liberte tandis que les suspects arretes sont ”
un faux gang “. Alik Sargsian, cependant, a cherche a dissiper les
doutes, affirmant que la police possède des temoignages suffisants
de la participation du gang dans au moins quatre affaires.

Plus tôt la police a affirme qu’une des personnes arretees, Artush
Hakobian, etait le meneur du gang. L’homme a ete accuse de banditisme
et de vol arme et son frère reste aussi un suspect dans l’affaire.

Mercredi, le père du suspect, l’entrepreneur Surik Hakobian a pretendu
qu’aucun de ses deux fils n’a de rapport avec le gang et que sa
famille etait simplement une cible de ceux qui veulent prendre le
contrôle de ses affaires.

In his visit to Armenia, France’s President Nicolas Sarkozy calls
on Turkey to “revisit” its history, referring to the 1915 Armenian
massacre

French President Nicolas Sarkozy urged Turkey on Thursday to “revisit”
its history regarding the 1915 massacre of Armenians in the Ottoman
Empire, which France views as a genocide but Turkey does not.

“Turkey, which is a great country, would be honorable to revisit its
history like the other great countries in the world have done: Germany,
France,” Sarkozy told journalists at the joint press-conference with
Armenian counterpart Serge Sarkisyan.

Sarkozy arrived in Armenia on Thursday for the first stage of a two-day
swing through the Caucasus that will also take him to Azerbaijan
and Georgia.

Sarkozy and his delegation including four ministers, film director
Alain Terzian and singers Charles Aznavour and Helene Segara, were
greeted at the airport by Armenian President Serge Sarkisyan.

He will start his visit by meeting with the Patriarch of Armenia’s
Christian church, and then visit the Genocide Memorial Museum to pay
respects to Armenians killed by the Ottomans in 1915.

A century later, this issue is likely to overshadow the visit of
Sarkozy, who angered Turkey ahead of his election in 2007 by backing
a law aimed at prosecuting those who refuse to recognise the event
as a genocide.

The French lower house of parliament later rejected the measure,
infuriating an Armenian diaspora of some 500,000 people.

Sarkozy has also indicated his ambition to bring Armenia and
neighbouring Azerbaijan forward in the stalled peace process over
the tiny Nagorny Karabakh region.

But just as the French leader called out to the two rivals to “take
the risk of peace” in an interview Wednesday evening, pro-Armenian
authorities that control Karabakh said a soldier was killed by
Azerbaijani forces.

Baku responded Thursday with the accusation that two soldiers were
shot dead from the Armenian side.

Seventeen soldiers have now been reported killed this year along the
ceasefire line in Karabakh. Armenian separatists backed by Yerevan
seized the territory from Azerbaijan in a war in the 1990s that left
some 30,000 dead.

Despite years of talks since the 1994 ceasefire, the two sides have
still to sign a final peace deal.

Yerevan/Mediamax/. Armenian Defense Minister Seyran Ohanyan and
NATO’s Supreme Allied Commander Europe, Admiral James Stavridis
discussed the course and prospects of Armenia-NATO and Armenia-U.S.
military cooperation during their meeting in Brussels.

Admiral Stavridis hailed the participation of the Armenian units in
NATO operations in Afghanistan and Kosovo as well as the Armenian
peacekeepers’ battle training and professional skills, Mediamax was
informed in the press service of the Armenian Defense Ministry.

Seyran Ohanyan also met with NATO Secretary General’s Special
Representative for the Southern Caucasus James Appathurai. The parties
discussed issues related to the Armenia’s Individual Partnership Action
Plan with NATO as well as defense reforms being implemented in Armenia.

The Armenian Defense Minister stressed the importance of NATO’s
balanced policy in the region, in the delicate process of conflict
settlements in particular.

The Armenian Foreign Minister took part in the meeting with defense
ministers of ISAF operation member-countries on October 6.

Speaker Nabih Berri stressed on Wednesday that the will to hold
dialogue in Lebanon will always defeat security instability.

He said: “Despite the tensions, Lebanon is witnessing a period of
monetary and security stability.”

He made his statements before an audience of the Lebanese diaspora
in Armenia at the end of his three-day trip to the country.

Regarding the developments in the Middle East, the speaker stated
that the Palestinian cause is the central issue in the region that
should be set as a priority.

“The conflict cannot be settled by recognizing the Palestinian state,
which has not and will not happen,” Berri noted.

“Ending the Israeli occupation and its violations should be the main
objectives,” he stressed.

On the developments in Syria, he remarked: “Lebanon is urging political
reform in the Arab world … and we warn against attempts to take
advantage of the unrest in order to create division in the region in
a manner that is reminiscent of the Sykes Picot agreement.”

During his trip to Armenia, the speaker gave a speech at the Armenian
parliament and paid a visit to the Lebanese Embassy in Yerevan.

Berri was accompanied on his trip by MPs Mohammed Raad and Arthur
Nazarian.

Rules For Licensing Private Universities To Be Tightened In Armenia

YEREVAN, October 6. /ARKA/. Armenian National Assembly passed today
the package of amendments to the higher and post-graduate professional
education and on licensing at the first reading.

These amendments imply tighter rules for licensing of private
universities.

Education and Science Minister Armen Ashotyan, presenting the bill
to lawmakers, said that the ministry proposes substantial revision
of the licensing process.

~SWe must react to any breach of license terms by taking decisive
actions to ensure proper quality to education,~T he said.

The authors of the amendments propose to oblige licensees to submit
reports and the information confirming that their universities are
located in the places indicated in their applications.

Ashotyan said that many university owners who have got their licenses
in Yerevan by saying they will run education process in buildings
which meet certain requirements, in fact run their activities outside
of the capital in improperly equipped buildings.

Our laws imply no instruments for imposing sanctions in such cases.

The bill also proposes to differentiate licenses for running the
education process ending in provision of bachelor degree and the
education resulting in provision of master degree.

“There is only one license for providing higher education without
differentiation between bachelor and master degrees, while they differ
from each other by programs and requirements to them,” Ashotyan said.

The bill proposes to indicate education methods.

The minister said that it is necessary to amend also the law on state
duty to oblige universities to pay annual duty for their licenses. If
so, the university owners will be responsible for their licenses and
education in the specialties they indicate in their applications.

“Sometimes one university simultaneously provides medical juridical,
economic, pedagogical and veterinary education,” Ashotyan said. “There
are also universities having dozens of licenses but providing education
in four or five specialties.”

The proposed amendments also empower the education ministry to warn
and fine licensees as well as to void their licenses. Universities,
on their side, can dispute the ministry’s decision in court.

“There were some 90 private universities in Armenia in 2000,” the
minister said. “Only 70 of them remained in 2009, and now, thanks to
our policy, universities are merging, and their number has already
contracted to 35. But even this number is too large for our small
country, and obvious is that existing resources are insufficient for
providing high-quality education in these 35 private and 22 state-owned
and interstate universities.”
