The Azerbaijani Community of Nagorno Karabakh is ready for talks with
the Armenian community, Chairman Bayram Safarov told Trend on Friday.

Such meetings are essential to both communities, Safarov said, adding
that they must be constant and contribute to the peaceful settlement
of the conflict.

The OSCE Parliamentary Assembly is considering holding a meeting
between the Azerbaijani and Armenian communities to resolve the
conflict, head of the Azerbaijani delegation to the OSCE Parliamentary
Assembly, Deputy Speaker Bahar Muradova said on Friday.

She said she addressed the OSCE PA and discussed the Nagorno-Karabakh
conflict and proposed to organize a meeting between the communities.

Muradova said OSCE Special Representative for the South Caucasus Joao
Soares will visit the region in November or in January. Talks about
a possible meeting will be held.

Safarov said the Azerbaijani community of Nagorno-Karabakh has been
working in different directions.

One of the community’s main tasks is to restore violated rights of
persons, who became refugees and IDPS as a result of the Armenian
aggression.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The demand for snap elections implied negotiations and discussions,
which actually proved part of the dialogue.

At his Oct. 14 press conference, Aram Manukyan, Board Chairman,
opposition Armenian National Movement (ANM), said that the time and
way of holding snap elections was the subject of the dialogue between
the Armenian National Congress (ANC) and Armenia’s ruling coalition.

On the other hand, any dialogue over an immediate resignation is out
of the question, he added.

“It is a unilateral and harder line than the issue of snap elections.

We have no wish to negotiate with the authorities refusing a dialogue,
cordoning off Liberty Square, declaring war on the people. We have
nothing to discuss with such authorities,” Manukyann said.

According to him, throughout the dialogue the ANC was losing its
supporters because the people were aware that the dialogue would not
prove successful. “It was ridiculous to negotiate with the criminal
that committed the March 1 crime. We did not enter into the dialogue
just for fun. We considered it the best way to a peaceful transition
to democratic Armenia. However, the authorities did not take that
seriously. The authorities abused our desire. They thought they had
deceived us and gained time. But I do not feel sorry for the move we
made. We will never have to do it again” Manukyan said.

Le gouvernement armenien prepare de nouvelles mesures dans sa politique
fiscale dans le but de lutter contre les zones opaques de l’economie
nationale et doper ainsi les recettes fiscales, a annonce le 12
octobre le premier ministre Tigrane Sarkissian. Le service de presse
du gouvernement armenien a precise que T. Sarkissian avait evoque
le sujet lors d’une rencontre avec la plus importante association
de chefs d’entreprises du pays, en annoncant qu’une ” importante
reforme fiscale ” serait bientôt presentee devant le Parlement. Dans
une declaration, il a indique que les amendementsproposes aux textes
de loi en vigueur règlementant le regime fiscal avaient vocation a
generer des recettes supplementaires en prevision du prochain budget du
gouvernement. Le budget approuve par les ministres a la fin du mois de
septembre envisage d’augmenter les depenses publiques de quelque 5%,
dans l’objectif de 2,8 milliards de dollars en 2012. Pour atteindre
cet objectif, l’Etat doit absolument faire rentrer plus d’argent
dans ses caisses, a hauteur de 874, 3 milliards de drams, en taxes
et autres impôts, soit 13% de plus que cette annee. “Dans ce but,
nous avons cible des secteurs d’activites echappant a nos services “,
aurait confie T. Sarkissian aux dirigeants de l’Union des Industriels
and Entrepreneurs. Cette chasse aux niches et evasions fiscales ne doit

du chef du gouvernement, sans preciser la teneur de la reforme fiscale
qui sera soumise aux deputes, ni la reaction des chefs d’entreprise
auxquels il l’a presentee. Le president de l’association patronale,

etait imperative de reduire la part de l’economie opaque pour parvenir

Ruben Hayrapetyan turned down the assumptions that the Spanish referee
received an “order” from UEFA ahead of Ireland-Armenia match.

“Believe me there couldn’t be such an order from UEFA. Michel Platini
is not the man who could have done such a thing,” Ruben Hayrapetyan
wrote on his page in Facebook.

He also noted that the FFA has already appealed against the decision
of referee Eduardo Iturralde Gonzalez. “I am not interested in his
punishment. I am much more interested in canceling Roman Berezovsky’s
red card,” Ruben Hayrapetyan noted.

FFA head also expressed his deep gratitude to Armenian football fans
“who support their national team even in case of defeat.”

“You are real fans. I am proud of you,” FFA head said. Ruben
Hayrapetyan said that a celebration in honor of the Armenian national
team will be held “at the highest level” at the end of the year.

Soccer: Armenia have filed an official protest to Uefa over what
they believe were wrong decisions by the referee in their Euro 2012
qualifying defeat in Dublin and are looking to have goalkeeper Roman
Berezovsky’s red card rescinded.

Armenia needed to win their final Group B qualifier to finish second
and make the play-offs but they lost 2-1 at the Aviva Stadium on
Tuesday after their Berezovsky was sent off by Spanish referee Eduardo
Gonzalez after 26 minutes.

Berezovsky was dismissed for handball outside his area but TV replays
clearly showed he chested the ball clear.

FFA chief Ruben Airapetyan told reporters the Armenians want European
soccer’s governing body to cancel Berezovsky’s red card rather than
punish the referee.

TV replays also showed the referee allowed play to continue after it
appeared Ireland striker Simon Cox did handle the ball moments before
Berezovsky was wrongly adjudged to have done so. He later sent off
Ireland’s Kevin Doyle after the striker received two yellow cards.

Airapetyan dismissed any conspiracy theory after some Armenian fans
suggested Uefa was trying to give Ireland an advantage to balance
out France striker Thierry Henry’s infamous handball that cost them
the chance of reaching the 2010 World Cup finals.

“Trust me, I would never think or believe that it would be possible
for Uefa to give such instructions to the referee,” he added.

Karabakh conflict can lead to the war.

The international community is trying to assure Azerbaijan to avoid
the war for solution of the Nagorno Karabakh problem. But Azerbaijani
President stated many times that Azerbaijani people’s patience has
its limits”, chief of the public policy department of the Presidential
Administration of Azerbaijan Ali Hasanov said, APA reports.

He said Azerbaijan couldn’t wait for endless continuation of the
status-quo and would use all its rights and ways to restore its
territorial integrity. “Therefore the international community, OSCE
Minsk Group co-chairs insistently demand to change the status-quo,
consider it unacceptable to save the status-quo and try to assure
Azerbaijan to avoid other ways until the status-quo is changed.

Azerbaijan is not a militarist state and has no views on somebody’s
lands. Our main goal is to protect and ensure our state sovereignty,
to restore territorial integrity and violated rights of the citizens
and to establish peace in the region. Therefore Azerbaijan is trying
to use the negotiation process and to reach the peacemaking process
without using the military way. Otherwise Azerbaijan has the right
to liberate its territories from the occupation by other means”.

Ali Hasanov said Azerbaijan is not going to compromise these rights.

The department chief said one of the two major principles of the
fundamental law was depicted in the UN Charter after the World War II.

“This is the principle of territorial integrity and inviolability of
the territorial integrity. Only with the permission of the state the
territorial integrity can be changed, annexed to the territory of
another state or independence can be given to the people living there.

This principle is one of the major norms of the international
law. The second principle was added to the international law later,
especially after OSCE was established. This is the people’s right to
self-determination. It is not written here that the people’s right
to self-determination will result in the violation of the states’
territorial integrity,” he said.

Ali Hasanov said the rights of various peoples can be ensured within
the framework of the states’ territorial integrity.

“There are examples. Peoples and nations get national autonomy within
the framework of the determination of their rights. Within this
autonomy they form their right to life, including their life style.

The state as a geopolitical author, subject of the international
law is a model having no alternative yet. Basing on this model
we unambiguously put forward and support the principle of the
inviolability of Azerbaijan’s territorial integrity.

Armenia-Azerbaijan conflict will be solved basing on this right,”
he said.

Giragosyan thinks that “Armenia made much more contribution to the
European integration process than Azerbaijan and Georgia”.

Speaking at the Center for European Studies, Richard Giragosyan said
that it is conditioned by several factors, Mediamax reports.

“First of all, Armenia is a more stable country in the institutional
respect. We will never have the Aliyev dynasty as in Azerbaijan and
we don’t have the power of one as in Georgia”, the expert noted.

Secondly, Richard Giragosyan thinks that Armenia is a pattern of
integration with the EU from the security and defense viewpoint.

“Armenia is not only a consumer but a supplier of international
security whereas Azerbaijan is a threat to the security”, he said.

According to him, the EU understands that only Armenia contributes
to maintaining security and status quo in the region

“Besides, Armenia is closer to Europe from the viewpoint of commitment
to values. As for economic integration, Armenia’s economic potential
will grow even more if the Armenian-Turkish border is opened”,

President Serzh Sargsyan signed decrees on Thursday relieving Deputy
Foreign Minister Arman Kirakosyan and assigning him as Ambassador of
Armenia to Austria, President’s press office said.

Another presidential decree has signed Mr. Kirakosyan as Armenia’s
permanent representative to the Organization for Security and
Cooperation in Europe (OSCE).

Easrlier, President Serzh Sargsyan signed decrees to relieve Ashot
Hovakimyan of his duties as Armenia’s Ambassador to Austria, Hungary
and Slovakia, and as Armenia’s permanent representative to OSCE.
