Ashtarak celebrates 2200th anniversary of establishment

President Serzh Sargsyan visited for Ararat marz to participate in the
celebrations of the 2200th anniversary of establishment of the city of
Artashat, which was once the Armenian capital.

President Sargsyan participated in the traditional `Harvest
holiday-2011,’ where the residents of Arart marz presented their
harvest.

President Sargsyan familiarized with the process of reconstruction
works of the lake of Artashat launched on July 6.

The lake, which was once the visiting card of the city, has turned
into a swamp today. The research conducted by `Hayjrnakhagits
Institute’ CJSC shows that the reconstruction of the lake will help
solve a number of ecological problems. $235 mln is necessary for
implementation of the project.

Specialists assure the reconstruction works will be completed in due period.

HIS HOLINESS CATHOLICOS ARAM I MEETS WITH GOVERNOR JERRY BROWN

LOS ANGELES, ANTELIAS – On Thursday, October 13, 2011, His Holiness Aram I,
Catholicos of the Great House of Cilicia met with California Governor Jerry
Brown Thursday at the Beverly Hills Hilton to discuss issues of importance
to the Armenian community as well as more broader topics of interests. His
Holiness was accompanied by H.E. Archbishop Moushegh Mardirossian, Prelate,
and community representatives Mardig Gaboudian and Levon Kirakosian.

During the more than one hour meeting, the two leaders discussed issues of
importance and concern to the Armenian community of California, as well as
ecumenical matters, especially relations between the Catholic and Orthodox
Churches. Given Gov. Brown’s theological background, the aforementioned
issued were addressed within that context.

The discussion also centered around developments in the Middle East as well
relations between Christians and Muslims, as the Catholicos plays an
important role in that realm.

His Holiness said he was confident the Governor, as the highest official of
the state, was well acquainted with issues that concern the Armenian
community of California. The Governor said that he would do his utmost to
assist in the realization programs and activities of the community.

At the conclusion of the meeting, His Holiness presented Brown with a
memento from Great House of Cilicia.

It is clear that it is impossible to exclude relations breaching field
manuals in our army because they have very deep social causes. This
horrible phenomenon has become a factor, possibly of stronger
indignation of the society, and it is time to make fundamental
decisions. However, indifferent and non-smart people may doubt that
for one reason or another part of the population of our country are
in a state of savage “life” and the behavior of these people is not
consistent with the norms of social behavior.

I would categorize these people as mentally incomplete, and this
circumstance would explain a lot of phenomena. These reasons explain
the reluctance of the population to criticize such phenomena as the
clan-based social organization, corruption, the ugliest expressions
of greed.

In other words, part of the society is unable to understand the civil
rules of behavior, including sanitary rules in social and individual
behavior.

However, beside the obvious behavioral disorder which is caused by the
mental incompleteness of a large part of the society, the society has
an extremely low level of culture, which reminds one of the atmosphere
in some neighboring societies. Even the best-educated people are
described by an “inherited” sense of complete irresponsibility and
are gradually losing their social status.

At the same time, no moods are expected in Armenia which would make
a public evaluations of the given circumstances. It is time to make
open evaluations. It is possible that the Armed Forces are considered
as the locomotive of fundamental changes in the social discourse,
which does not exist.

There must be a selective approach to building the Armed Forces. The
degenerates must be barred from military service. We have already
seen what they can bring into the army, and we should not pretend as
if it is just a negative phenomenon. It concerns not only the private
soldiers but also officers, but in this case, privates are concerned.

The activities of the military registration and enlistment offices
and medical commissions must be reviewed to be able to get possibly
more information about a conscript before conscription. There is no
difficulty with revealing the socially and mentally incomplete type
of people. Who needs such degenerates in the army? They are future
deserters, criminals and rapists. They must be involved in special
military units which deal with other types of activities.

A cowardly and weak boy can become a patriot but a mentally incomplete
type cannot. This type of behavior cannot be explained by social
factors, they are the incomplete type. They make up only 20% of the
army and the society. Of course, there is a lot to do along with this
basic measure but without a selective approach it will be impossible
to proceed.

PanARMENIAN.Net – Hundreds of protesters marched Friday, October 14,
from Egypt’s pre-eminent mosque to a central Cairo cathedral in a
show of Muslim-Christian unity after a bloody clash earlier this week
involving Coptic Christian protesters and the military.

The Associated Press reports that demonstrators chanted slogans
against the country’s military ruler, Field Marshal Hussein Tantawi,
who has increasingly become the focus of activists’ anger during the
bumpy transition following Hosni Mubarak’s ouster in February.

A crowd of onlookers threw rocks at the demonstrators outside Al-Azhar
mosque, the most important center of learning in Sunni Islam. But the
group of Muslims and Christians was undeterred and marched on toward
the cathedral before heading to Tahrir Square and a nearby boulevard
along the Nile where Sunday’s clashes took place.

The distrust between pro-democracy activists and the military council,
which is leading the country’s transitional period until presidential
elections expected in 2012, deepened after the clashes. Twenty-six
people were killed in the confrontation between Coptic Christians,
the military and others who joined the mayhem. Most of the dead were
Copts, who had been protesting an attack on a church.

Coptic Christians, who represent about 10 percent of Egypt’s 85
million, say they are treated like second-class citizens and that
repeated attacks on them go unpunished.

PanARMENIAN.Net – Russian President Dmitry Medvedev said on Saturday,
October 15, the country’s system of public administration should
be changed and offered to establish a ‘large government’, which
will cooperate with the ruling party and public representatives,
RIA Novosti reported.

“I suggest thinking about the establishment of the so-called ‘large
government’ or, which is sometimes called the extended government,”
Medvedev said. “It will act in cooperation with the ruling party,
which may form such a government, with United Russia, the civil
society, experts, regional and municipal administrations, and with
all the people ready to vote for us. And even with those who don’t
agree with us, in case they are ready for it,” he added.

Medvedev said that he planned to discuss the structure of the future
Cabinet and the principles of its functioning during the pre-election
campaign.

“I plan to discuss the system of public administration with you, with
other people and with our whole civil society,” the president added.

He also added that when he started working as a government official,
he had no illusions, but he had a ‘feeling of a successful person’,
practicing lawyer and a scientist in the field of law.

“Though I knew very well how the state machine worked. But I’ve made
a mistake. Everything turned out to be more complicated and in some
of the issues even more frightening,” Medvedev said.

The paper claims that the ruling Republican Party of Armenia held
a board meeting on Friday to discuss further cooperation with the
coalition party Prosperous Armenia.

Some Republicans, the paper said, deemed it unacceptable that Gagik
Tsarukyan, the leader Prosperous Armenia party that has signed the
coalition agreement, avoids declaring that he will support incumbent
president Serzh Sargsyan at the next presidential elections and says
he himself will run for presidency.

Further, the paper claimed that the board of the Republican Party of
Armenia decided to give Prosperous Armenia a week to think about it
and declare about backing Serzh Sargsyan.

Après l’echec de l’equipe armenienne de boxe aux championnats du
monde a Bakou, le selectionneur national Raphaël Mehrabian qui
menacait de jeter l’eponge a ete demis de ses fonctions. L’equipe
d’Armenie qui n’a obtenu qu’un seul visa Olympique pour Londres
lors de ces championnats est semble-t-il mise sous pression par le
Comite national olympique. Avec Raphaël Mehrabian au centre de ces
critiques. Ce dernier dit ” nos sportifs etaient très bien prepares,
mais ils etaient mis sous une pression morale constante. Nous ne
pouvions imaginer qu’a Bakou les azeris auraient pu hisser le drapeau
armenien tant ils etaient hostiles. A chaque fois qu’un de nos sportifs
montait sur le ring il apprehendait de recevoir des pierres (…) car
la delegation armenienne a ete l’objet de jets de pierres, je peux
l’affirmer car j’en ai egalement recu “. Les boxeurs armeniens auront
un autre tournoi en avril 2012 pour obtenir d’autres visas olympiques.

Mardi dernier, nous avons appris que Raphaël Mehrabian avait ete
demis de ses fonctions de selectionneur par la Federation armenienne
de boxe et remplace par Karen Aghamalian.

ete choisi dans la Dream Team (equipe de reva) de l’UEFA lors des
qualifications de l’Euro 2012. Ce classement des meilleurs joueurs
europeens est effectue au regard de leurs resultats obtenus (notes)
lors de chaque rencontre des qualifications de l’Euro 2012. Ainsi un
joueur de l’equipe d’Armenie figure parmi les 11 meilleurs joueurs
d’Europe. Ce qui est une première pour le football armenien.

Astrid Clifford thinks that “Armenia is now better prepared to any
deterioration in global economic conditions”.

Assessing on Mediamax request Armenia’s ability to withstand negative
economic consequences of Europe’s sovereign debt crisis, Astrid
Clifford said, that Armenian government’s various actions aimed at
diversification of the economy are already giving positive results.

“We have already witnessed improvements and accordingly a reduction of
the dominance of any single sector to the overall economic performance,
so we think that the country is better prepared any deterioration in
global economic conditions”, Astrid Clifford said.

She said there will be no significant direct impact on the Armenian
financial sector from the European debt crisis, but it can affect
economy because of reduction in the overall demand for commodities.

“We think that the Armenian economy may start to be affected if the
situation in Europe deteriorates further, leading to a reduction
in the overall demand for commodities and accordingly a reduction
in prices. This includes commodities which we export – like copper,
molybdenum and gold – and international prices for oil, which, if they
reduce significantly, might affect the Russian economy and accordingly
remittance and trade flows to Armenia”, Astrid Clifford concluded.
