In a televised interview on Friday, RA Deputy Defense Minister,
Lieutenant-General Vladimir Gasparyan spoke of the recent string of
non-combat deaths in the army, most of which the ministry initially
claims are suicides.

“A criminal case is launched on those on the basis of those
characteristics which are seen immediately after the incident. If
they launched a criminal case for murder [but] then it turned out
it was a suicide, the same accusations would be heard that see, they
reduced [the charge of] murder, turned it into suicide. [A charge of]
suicide can be changed to murder during the investigation. Believe me,
the questions would be much tougher and the number of demonstrators
would be greater if a criminal case on murder grounds was launched
and then it became re-classified to suicide,” he said.

For Armenia the EURO 2012 qualifying found was a failure, President
of the Football Federation of Armenia Ruben Hayrapetyan said in an
interview to the Public Television of Armenia.

“Just remember how many points we had lost before Ireland. We lost
two points in Skopje. We had no right not to beat Russia in Yerevan
and had no right to lose to Ireland at home. So, we must not shift
the blame onto the referee. With such players we had no right not to
qualify for the final tournament. We must analyze all of our mistakes
and be more efficient during the next qualifier,” Hayrapetyan said.

He said that goalkeeper Roman Berezovsky and captain Sarkis Hovsepyan
will continue to play for Armenia.

The same is for coach Vardan Minasyan. “As long as I am President
of the Football Federation of Armenia I will cooperate only with
Minasyan,” Hayrapetyan said.

The year of 2011 was special for the Armenian-French relations,
Ambassador of France to Armenia Henri Reynaud told a news conference
today, adding that Armenia may be proud of the programs it has carried
out during the past 20 years as during this period it acquired a
democratic culture. “Besides, Armenia has occupied its place in
the international arena, became member of the Council of Europe and
reproached with the EU,” the ambassador stressed.

He said the challenges Armenia faces are rather complicated starting
from foreign ones to the economic one, but the achievements of the
recent twenty years are quite promising for Armenia.

Referring to the state visit of President of France Nicolas Sarkozy
to Armenia, Henri Reynaud said it was an expected visit.

The ambassador also rated high the clearly accentuated message
related to the recognition of the Armenian Genocide. Henri Reynaud
quoted also the words of the President of France, urging Turkey to
come into terms with its history and recognize the Armenian Genocide.

Henri Reynaud also highlighted the message of Nicolas Sarkozy over
the settlement of the Nagorno Karabakh conflict.

Le ministre de l’Interieur de l’Azerbaïdjan, Ramil Usubov, a assiste
a une reunion de ses homologues des autres anciennes republiques
sovietiques a Erevan vendredi. La visite d’un membre du gouvernement
azerbaïdjanais en Armenie est très rare.

Entoure par la securite, Usubov n’a pas pu etre approche par les
journalistes couvrant la session ordinaire du Conseil des ministres
de l’Interieur de la Communaute des Etats independants (CEI).

Le chef de la police armenienne Alik Sarkissian a declare aux
journalistes qu’il a rencontre separement Usubov avant le debut de la
session. ” Nous ne devons pas discuter de questions politiques. Nos
structures sont apolitiques “, a-t-il declare, selon PanArmenian.net.

Le ministre russe de l’Interieur Rachid Nourgaliev a felicite les deux
hommes de ne pas avoir souleve la question delicate du Haut-Karabagh
a la session ministerielle. ” Je suis heureux que cette question ne
soit pas a l’ordre du jour des relations entre Ramil Usubov et Alik
Sarkissian ” a-t-il affirme. ” Nous sommes conscients que certaines
questions doivent directement etre traitees par les politiciens “.

Des visites mutuelles de fonctionnaires du gouvernement armenien
et azerbaïdjanais et d’autres citoyens ont ete rares en raison du
conflit non resolu du Nagorno-Karabagh. Elles ont generalement lieu
dans le cadre de manifestations multilaterales.

L’Azerbaïdjan a cherche a minimiser de tels contacts au cours de la
dernière decennie. Il considère que la presence de fonctionnaires
armeniens et des personnalites publiques sur le sol azerbaïdjanais
est un affront envers son pays et son integrite territoriale.

Le voyage d’Usubov a Erevan a ete fermement condamne vendredi par un
groupe de pression azeri oppose a toute concession aux Armeniens.”

La reunion d’Erevan a permis de discuter des efforts conjoints
pour lutter contre la criminalite transnationale dans le groupe
heterogène des 11 ex-republiques sovietiques, y compris l’Armenie et
l’Azerbaïdjan. Dans une declaration, les chefs de la CEI ont approuve,
entre autres choses, une strategie de coordination de lutte contre
la cybercriminalite.

Le Premier ministre Tigran Sarkissian a appele a une cooperation plus
etroite entre les services de police de la CEI. ” Il est primordial
d’elaborer une strategie d’actions communes et de renforcer davantage
la cooperation entre nous “, a-t-il dit.

Le secretaire general americain d’Interpol, Ronald Noble, etait
egalement present a la reunion. Il a ete recu par Serge Sarkissian
jeudi.

RECEPTION IN HONOR OF HIS HOLINESS ORGANIZED BY ASBAREZ

“ST. MESROB MASHDOTS” MEDAL

LOS ANGELES, ANTELIAS – On Friday, October 14, 2011, a reception in honor of
Catholicos Aram I was held during which His Holiness honored editor and
scholar Nazareth Berberian for his over forty years of service to the media
and community.

The reception was hosted by Mr. Koko Topalian at his residence, and with the
participation of more than one hundred fifty guests. His Holiness was
accompanied by H.E. Archbishop Moushegh Mardirossian, Prelate, Clergy, and
Central Executive and Executive Council members. Among those in attendance
were ARF Central Committee Chair Mr. Avedik Izmirlian and members, Asbarez
editor Mr. Apo Boghikian and colleagues, members of Mr. Berberian’s family,
sponsors, and friends.

Upon his arrival, His Holiness conducted the traditional blessing of salt
and bread, then blessed the tables. Mr. Boghikian welcomed the guests,
inviting them to raise their glasses in honor of His Holiness. In his
welcoming remarks, Master of Ceremonies Raffi Hamparian reflected on the
leadership and guidance of His Holiness, and on the role of the Church in
our history and lives today.

A cultural program took place during dinner, after which the official
program began.

Mr. Boghikian expressed his appreciation to His Holiness for accepting the
request of Asbarez to host this reception in his honor. He stated that the
decision by His Holiness to honor Nazareth Berberian is a demonstration of
the love, respect, and dedication of His Holiness towards those who serve
the Armenian media, language, and culture. Mr. Boghikian also thanked the
guests in attendance for coming to honor His Holiness and support our media.

Mr. Boghikian then announced that Mr. and Mrs. Osko and Yeran Karaghossian
were donating $25,000 to the ARF Central Committee in memory of Yeran’s
brother Daron Avedissian, who was a member of the Catholicosate Central
Executive. He thanked the Karaghossian family for their generosity.

Mr. Boghikian them reflected on the career of Mr. Berberian, and invited Mr.
Sarkis Mahserejian, a close friend of Mr. Berberian, to introduce him.

Through anecdotes and memories, Mr. Mahserejian spoke of the different
stages of Mr. Berberian’s life that led him to where he is today. He spoke
highly of his service to the ARF and also that of Mr. Berberian’s wife Eva,
who has also served ARF media outlets. Mr. Mahserejian extended his best
wishes to Mr. Berberian and invited Mr. Izmirlian to deliver his remarks.

Mr. Izmirlian praised the dedication and service of Mr. Berberian and
presented him with a beautiful pen on this occasion.

The Prelate was then invited to deliver his message.

The Prelate reflected on the Pontifical Visit of His Holiness and the
activities and meetings of the past nine days. He expressed thanks and
commended Mr. Topalian for hosting the evening. The Prelate lauded the
career and service of Mr. Berberian and shared his own memories. He
expressed his appreciation to the Karaghossian family for their continued
generosity, and reminded the guests that in addition to the their donation
that evening, just over a week ago they donated $75,000 to the
Catholicosate, Prelacy, and Prelacy Schools, and were the hosts of the
banquet in honor of His Holiness which was held the following evening. The
Prelate then invited His Holiness for the award ceremony.

His Holiness stated that he first became acquainted with Mr. Berberian in
1978, during the civil war in Lebanon, when the Pontiff was called to serve
as the Prelate of Lebanon. He remembered Mr. Berberian at that time as a
young devoted member of the ARF, and among the generation of ARF members who
breathed life into the community and served towards their livelihood during
those difficult days. He spoke of Mr. Berberian as first and foremost a
devotee of the ARF who sacrifices self to serve his larger family, and
second as a highly talented writer, editor, and journalist. In commendation
of his life’s work, His Holiness awarded him the “St. Mesrob Mashdots”
medal, which was met with a standing ovation and great applause and cheer
from the guests. His Holiness stated that St. Mesrob must be proud that an
individual like Mr. Berberian who has preserved and fostered his legacy is
receiving a medal which carries his name. His Holiness also commended Mrs.
Eva Dervishian-Berberian for her service to the Armenian media and to the
Catholicosate. In conclusion, the Pontiff thanked Mr. Topalian for hosting
the evening and presented him with a memento.

Mr. Berberian expressed his thanks to all those who have influenced and
shaped him throughout his life. He echoed the words of the Master of
Ceremonies describing His Holiness as a moral compass, and expressed his
gratitude for the great honor. He concluded by thanking Mr. Boghikian and
Mr. Topalian for organizing and hosting the evening.

The official program came to a close with the benediction by His Holiness.

HIS HOLINESS ARAM I AND HIS BEATITUDE BECHARA RAI
MEET IN LOS ANGELES

LOS ANGELES, ANTELIAS – On the morning of Saturday, October 15, 2011, His
Holiness Catholicos Aram I met with His Beatitude Bechara Rai, Patriarch of
the Lebanese Maronite Church.

His Holiness arrived at Our Lady of Lebanon Maronite Church in Los Angeles
accompanied by H.E. Archbishop Moushegh Mardirossian, Prelate, H.E.
Archbishop Yeprem Tabakian, and clergy. They were welcomed by Patriarch
Rai, Bishops of the Maronite Dioceses of Los Angeles and Brazil, and clergy
members.

The discussion centered on the current goings-on in Lebanon, the situation
of Christians in the Middle East, and the relationship between Churches
headquartered in the Middle East with their faithful in the Diaspora. Both
spiritual leaders emphasized the importance of unity between Christian
Churches and strengthened ties.

His Holiness gave His Beatitude a brief synopsis of the lecture he had
presented a day before at UCLA on the future of Christianity in the Middle
East. Patriarch Rai spoke of the meetings he has had during his visit to
the United States, which are generally related to Lebanon and the Middle
East.

After the hour long meeting, a prayer service was held inside the Cathedral.
A brief interview followed, during which both His Holiness and His Beatitude
spoke highly of the close relations between the Armenian and Maronite
communities and called for more collaboration.

Car accident kills three young men in Yerevan

A car crash has killed three young men in Yerevan on Sunday, according
to the website of the Ministry of Emergency Situations.

A truck crushed into a Volkswagen on Charents Street and killed the
driver Garik Hovhannisyan and passengers Harut Baramyan and another
young man whose identity has not been revealed.

The emergency service received a call at around 04:14 and sent a
brigade of rescue team who pulled the bodies of the victims out of the
car and handed to the ambulance personnel.

ARMENIA SO FAR IMPORTS $37 MILLION WORTH OF ALROSA ROUGH IN 2011

For the year to date, Russian diamond conglomerate Alrosa has
delivered US$37 million worth of rough diamonds to Armenia and could
deliver up to US$40 million worth by the end of the year, reports
Interfax, citing Armenian Deputy Economics Minister Karine Minasyan.

“Earlier, we proposed that by the end of the year Alrosa deliver uncut
diamonds worth up to $50 million to Armenia, but about a month ago
there was a decline of 20% on the world market and purchases by
Armenian companies decreased. I assume that, at a minimum, $40 million
worth of raw materials will be delivered,” Minister Minasyan told the
news source.

Alrosa has already surpassed its 2011 supply commitment with Armenia,
which promises Armenian diamond cutters US$30 million worth of
Alrosa’s rough diamonds. In 2010, Alrosa supplied US$25 million worth
of rough to Armenia as per the agreement.

The Alrosa rough was delivered to five Armenian cutting enterprises
that have supply contracts with the Yakutia-based miner.

For the first half of 2011, cut diamond exports from Armenia fell 24.7
percent in volume to 217,000 carats. By value, the country exported
cut diamonds worth US$46 million for the period, reports Interfax,
referring to data from the Armenian Customs Service.

Municipality dismantles ad billboards of Unicorn Group

Yerevan Municipality has dismantled the advertisement billboards that
belonged to Unicorn Group and were installed on Mashtots Avenue.

Speaking to Tert.am, Anush Sardaryan, the Spokesperson for the Yerevan
Mayor Karen Karapetyan, said the dismantlement took place in
accordance with the regulations on advertisement and there is nothing
personal.

`There is the decision of the Elders’ Council related to the general
view of the city and the advertising concept which defines the
standards as to where and how far the advertisement billboards should
stand from each other,’ she said.

Further, Sardaryan said that the Yerevan Municipality had informed
Unicorn Group to remove the billboards and had even specified a date.
Only after the expiration of that date the Municipality started the
dismantlement, she added.

Talking to Tert.am, Gurgen Arsenyan, the owner of Unicorn Group, said
he will go through all the courts in Armenia to get a fair solution to
this problem. However, he said he would not take the case to
international courts.

`I do not want my country to be discredited,’ said Arsenyan.

Vingt auteurs traverseront la France en Orient-Express de Marseille à
Paris au cours de l’opération `Arménie-Arménies`, qui fera connaître
au public du 16 au 23 octobre la culture et l’histoire de ce peuple et
de ce pays, à l’occasion du 20e anniversaire de son indépendance.

Il s’agit de la première d’une série de manifestations internationales
organisées par le Centre national du livre (CNL) dans le cadre de `CNL
Mondes`.

Les vingt écrivains arméniens ou d’origine arménienne conviés sont
venus d’Arménie, des Etats-Unis, d’Argentine, de Lituanie, d’Estonie
et de Roumanie.

`Arménie-Arménies`, fête itinérante et pluridisciplinaire, débutera à
Marseille le 16 octobre, fera escale à Avignon et à Valence le 18
octobre, à Lyon le 19 octobre, pour se conclure à Paris du 20 au 23
octobre.

Sur le chemin, littérature, histoire, cinéma, photographie, peinture
et musique arméniennes seront au rendez-vous à travers un colloque,
des lectures, rencontres, expositions, concerts et projections.
