Iran, despite it current sad position and when beginning of war is
highly probable, cooperates with not Muslim countries but twofaced
Armenia, political expert Mubariz Ahmedoglu, Director of the Political
Innovations and Technologies Center, told a news conference on Monday.

“As for its nuclear works, Iran has not given any clear answer that
could have pleased the international community. If Iran is unable
to control a single nuclear power plant how will it manage nuclear
weapons if it becomes of possession of it?” Ahmedoglu asked.

He said these matters and some others increase the probability of
war against Iran.

“In such situation, Iran claims the processes in Arab countries
have favored it. Iran plans to become a member state of the Shanghai
Cooperation Organization but at the same time cooperates with Armenia,”
he said.

The political expert noted that Iranian Foreign Minister Ali Akbar
Salehi asked help from Armenia that had its hands steeped with
Muslim blood and occupied Azerbaijani lands, and gave many promises
in exchange.

“Promises by Iranian Foreign Ministers that entry visas for Armenian
citizens will be abolished, the number of Iranian tourists to Armenia
will increase up to one million, etc. illustrate that Iran aims to
pursue an anti-Azerbaijani policy,” Ahmedoglu said.

The Azerbaijani nation and state are against war on Iran because a
large number of Azerbaijanis resides there and, besides, Azerbaijan
can be affected by any accident at the Busher nuclear power plant,
the expert said.

“Azerbaijan is elected a non-permanent member of the UN Security
Council, and if Iran consulted with Azerbaijan it could have got
questions troubling it be raised in the UN,” Ahmedoglu noted. Instead,
Iran tries to pursue a destructive policy on Azerbaijan, he added.

“The khijab issue Iran raised is not a religious but political matter.

If it really were religion Iran would not have been in goods relations
with Syria that does not observe khijab wear rules and, on contrary,
Iran would not have had such cool relations with Saudi Arabia that
practices a very strict approach to khijab wearing,” the expert said.

When the Justice and Development Party (AK Party) came to office —
before it really started to wield power — we witnessed how the deep
and bureaucratic state showed strong resistance to it, wasting the
country’s energy and resources.

Now, looking back to this short history, one doubts whether all those
developments were real or just a nightmare.

The Turkish Armed Forces (TSK), an institution that had been grabbing
the lion’s share of the country’s budget until very recently and
using those funds without any inspection, was found to be plotting
to overthrow the ruling AK Party by preparing incredibly scandalous
plans at its headquarters. We have seen a series of not only coup
plans brought to daylight by the Nokta weekly — with such names
as AyıÅ~_ıgı (Moonlight), Sarıkız (Blonde Girl), Yakamoz (Sea
Sparkle) and Eldiven (Glove), which were planned between 2003 and
2004, as we learned from the now infamous coup diaries — but also
of continuously updated coup plots that have now come to be known as
Balyoz (Sledgehammer).

The third indictment concerning the Sledgehammer coup plan was
recently prepared –based on documents seized at the Gölcuk Naval
Command — and sent to court for merger with the main trial. It
may sound unbelievable, but up until two years ago in this country,
which saw three full-fledged coups in its past, some members of the
military — who were supposed to perform their duties upon being
paid by the taxes we pay — planned to shoot down our own warplanes,
spark a war between our country and Greece, shell some mosques,
kill members of non-Muslim minorities and put the blame on Muslims,
all just to overthrow the ruling AK Party. No one should scorn these
plans just because they could not be implemented. Indeed, you will
see that the Council of State attack, the killing of priest Father
Andrea Santoro, the murder of Hrant Dink and the massacre at the
Zirve Publishing House in Malatya were actually performed by agents
of the deep state and possibly as part of such a coup plan, if the
courts can boldly take actions to investigate them.

On the other hand, there is a probe into unresolved murders launched
by the Ankara specially authorized prosecutor in connection with
confessions made by a former police officer from the special ops
unit, Ayhan Carkın. This investigation also brought to the agenda
two National Intelligence Organization (MİT) reports, partially
discovered during the infamous Susurluk scandal and discussed at
the Cankaya presidential palace during the term of former President
Suleyman Demirel. These reports, which had been submitted personally by
then İstanbul Police Chief Kemal Yazıcıoglu to then Prime Minister
Necmettin Erbakan, said unresolved murders of Kurdish businessmen,
particularly Omer Lutfu Topal, had been committed by the state. At
that time, Yazıcıoglu was suddenly removed from office and the
reports covered up.

These reports also said that those who had been involved in these
unresolved murders had been released after being taken to Ankara thanks
to an intervention by Sedat Bucak and Mehmet Agar, and that they —
the contract killers — were later employed as bodyguards for Bucak.

The prosecutors are interrogating these guys now. Even, Sedat
Peker, a jailed mafia godfather, confessed as an “insider” that the
National Security Council (MGK) had arranged the killings of Kurdish
businessmen. “This is a truth known to everyone. Don’t you know?” he
challenged the prosecutors while making this confession.

As noted by my dear friend Adem Yavuz Arslan in his article titled
“The DDK’s report and every road lead to the MGK” and published in the
Bugun daily, the MGK represents the common junction for the killings
of the missionaries and journalist Hrant Dink and for the murders of
Kurdish businessmen.

“In my book ‘Bi Ermeni Var: Hrant Dink Operasyonu’nun Å~^ifreleri’
[There’s this Armenian: The Codes of the Dink Operation], which
explained in detail how the MGK had put a handful of missionaries in
the spotlight in early 2003, paving the way for the raising of Ogun
Samast-like people via fabricated fears, I published a confidential
document,” Arslan says, and underlines a very important point. Will the
State Audit Institution (DDK), which is currently investigating Dink’s
murder, be able to identify the role of the state, i.e., the MGK,
in this murder, thereby contributing to the resolution of the murder?

Or will this role be covered up, as was done at the Cankaya summit
held on Dec. 22, 1996?

Today, the trial concerning Dink’s death resumes. It will be concluded
after several hearings. The people who might have helped Samast on
the day of the murder were identified in video recordings. The court
hearing the case has repeatedly demanded that the Telecommunications
Directorate (TİB) send the records of cellular phone calls made in
the vicinity of the crime scene. But TİB has refused to send them,
first claiming that they do not have them and then on the grounds
that giving them would violate individuals’ privacy. If these records
are sent to the court, a significant portion of the murder could be
illuminated. Under the law, these records will be deleted in 67 days.

TİB is subordinate to the Ministry of Transportation.

Since 2002, when the AK Party took office, many offenses and murders
have been committed in order to lay the groundwork for an eventual
military takeover. Will we live together in darkness with a reflex
to protect the state, as was the case in 1996, or will we turn a new
page for a clean future?

This is the real question these trials pose for us.

The recurrent sitting of the Board of Trustees of the Armenian National
Competitiveness Foundation held a sitting in Sevan chaired by Prime
Minister Tigran Sargsyan.

The Prime Minister presented the details of Armenia’s industrial
strategy worked out in cooperation with the World Bank. According to
Tigran Sargsyan, it represents an industrial policy targeted at the
increase of the volume of exports.

The strategy involves 11 branches of industry. “We have tried to
explore the industrial potential of our country and assess our
intellectual and infrastructure resources,” the Prime Minister said.

He noted that programs in the field of three main fields – cognac
production, pharmaceutics, and instrument engineering – have already
been discussed with representatives of the private sector. According
to the Prime Minister, the strategic programs of the above-mentioned
spheres envisage a rapid growth of exports. In particular, the export
of cognac is expected to grow thrice by 2020.

“We aim to develop the industrial power of our country and boost
exports under the cooperation between the state and the private
sector. This is a serious step, since for the first time in history
our country will have an industrial strategy with clearly determined
priority directions,” Tigran Sargsyan noted.

The domestic life is marked by resignations and reshuffle. What
is happening?

A statement by Serzh Sargsyan’s son-in-law, former deputy chief of
President’s staff Michael Minasyan interested me. He said “elections
will lead to a quality revolution for everyone”. He used the word
“revolution”. This word used to send the authorities into a panic.

As to the prime minister, I think he attempts to conceal the lack of
new approaches of the government under decorative projects. And the
“revolution” is also a decorative project of the authorities.

I am sure that one of the main tasks should be the elimination of
difference between cities and villages. This issue has been pending
since the beginning of the twentieth century. But it predetermines the
elimination of the difference between intellectual and physical work,
between those who control and those who are controlled. Meanwhile our
authorities let this difference grow. And if we want quality change,
we need to focus on this task. In our days, it has transformed into
the idea of the rule of law.

The youth wing of the ruling party applauds with pleasure to the
premier who used to listen to rock music, and now attends Tata
Simonyan’s concert.

They have their own rock – Tata. The prime minister proved that he
is part of that subculture.

The word “revolution” is used by the authorities and the opposition
Armenian National Congress. What is the difference?

The opposition, unlike the authorities, has a clear idea of its
aims and tactics. I prefer to think about the gap between city and
village rather than to reckon on the government’s mystic ideas. In
the Congress’ program of “100 Steps”, there are provisions on the
right to property. This question requires concrete solutions related
to city and village.

Former Russian State Duma MP Ashot Yeghiazaryan, who is deprived of
immunity and accused of fraud amounting to more than 1.5 billion RUB,
says being included in an international wanted list is illegal.

In his opinion, Russia’s Criminal Investigation Department has no
reason to transfer his case to Interpol, and the court’s ruling on
absentee arrest “openly contradicts the humane principles of the
justice system voiced by the president of Russia, as well as the
amendments to Russia’s Criminal Code in relation to economic crime.”

A statement sent by Yeghiazaryan’s press service to Interfax news
agency notes that the court ruling was appealed and has not come into
legal force, and “in the absence of a lawful court order to arrest
Interpol is not authorized to pursue the case.”

A compilation of articles on the OSCE Code of Conduct on
Politico-Military Aspects of Security, its history and political
context, and the experience of Armenia and other countries in
implementing the Code was presented in Yerevan today.

The volume provides a comprehensive overview of democratic control over
the security sector from the point of view of experts from Drastamat
Kanayan Institute for National Strategic Studies under the Armenian
Ministry of Defence, as well as other institutions, including the
Human Rights Defender’s Office and Yerevan State University. The
compilation was supported by the OSCE Office in Yerevan.

The OSCE Code of Conduct on Politico-Military Aspects of Security is
one of the main OSCE mechanisms to address global security challenges.

Adopted in 1994, it remains a unique document aimed at regulating
the role of armed forces in democratic societies. It also commits
the OSCE participating States to developing a comprehensive mechanism
of civilian control over their armed forces, including the military,
paramilitary and security forces, intelligence services and the police.

“Without effective democratic civilian control and governance of
security sector institutions, there can be no substantial progress in
terms of overall security,” said Lilian Salaru, the Politico-Military
Programme Officer at the OSCE Office in Yerevan. “I hope that this
new publication will raise interest among civil society, academics
and policy makers in the different systems and oversight bodies of
democratic control over the security sector from international and
Armenian perspectives.”

“The idea for this compilation is a result of the close co-operation
between the OSCE Office and our Institute,” said Varuzhan Avetisyan,
the Deputy Chief Editor of “Haikakan Banak” Defence Academic Journal,
Drastamat Kanayan Institute for National Strategic Studies under the
Armenian Ministry of Defence. “The publication is in line with the
main objectives of Armenia’s ongoing defence reform and the process of
strengthening democratic values in the military. Democratic control
of the armed forces, defence sector management, and financial,
information and other frameworks are reviewed and analysed here in
the context of democratic values and contemporary legal standards,
and the publication offers recommendations for improvement.”

Mayor of Ijevan Varuzhan Nersisyan, a member of the ruling Republican
Party of Armenia (RPA), has suffered a defeat in elections after 13
years of staying at the head of the municipal authorities in this
provincial town.

According to preliminary data, in the Sunday vote Nersisyan polled
only 38 percent of the vote, while Vardan Galumyan, a representative
of the RPA’s junior government coalition partner, Prosperous Armenia
Party (PAP), was backed by 57 percent of the voters.

A total of 8,810 people went to the polls in Ijevan, in Armenia’s
northern Tavush region, making it a 65-percent voter turnout, which
is considered high for local elections.

The RPA and the PAP, who cooperate in the current government, are also
expected to become uncompromising opponents in upcoming parliamentary
elections.

PAP representative Vardan Bostanjyan told media last week his party
will win a majority if “equal conditions” were ensured in the vote
slated for next May. Through a spokesman the RPA disparaged the
comment.
