There is a question I have heard countless times from Westerners and
other foreign diplomats visiting Turkey: “Why is it so difficult for
Turks to discuss the Armenian situation?”

Some would query in a more sophisticated manner: “All nation states
have histories marked with a variety of wrongdoings; why are the Turks
still unable to talk about this topic, despite all the time that has
passed?” And really, why is it that we are unable to talk about this?

This is a question about which I have spent much time thinking.

America, France, England, the Netherlands and other countries all
carried out their “massacres,” not only in the lands they occupied,
but at other locations as well. As for us, we killed our neighbors.

For those people who came to North America, the Native Americans
seemed very “primitive” and alien people. To the British, Indians were
a people who lived all the way over on the other side of the world.

But for us, the Armenians were our next door neighbors. I believe it
is for this that the massacre of the Armenians has left much deeper
scars on our society than the massacres carried out by the Europeans
and Americans.

Another factor that prevents us from discussing this issue is the
fact that “modern Turkey” and the “Turkish identity” are founded upon
a sort of “exclusiveness.” Those who founded Turkey actually defined
Turks as those who were not the non-Muslims. And there are even more
painful factors, some of which have been pointed out by Taner Akcam and
other writers. Some of those who played active roles in the massacres
of the Armenians were also part of the founding cadres of the Turkish
Republic. Thus, facing up to the past also means that we may lose our
founding “heroes,” and have them turned into a series of “murderers”
to be embarrassed about instead.

It is now clear that we in Turkey have constructed an identity on
top of this whole denial mechanism. Looking at this situation from
this perspective, many things suddenly become clear.

The Canakkale War was a very painful time in history for Turkey. It
was a war that saw us bury tens of thousands of the nation’s youth.

Despite the pain that Turkey experienced at this time, we can tolerate
monuments to the Anzacs (New Zealand or Australian soldiers who
tried to invade Turkish lands) that stand on our soil, as well as
the descendents of these soldiers who come to Turkey every year to
have “sunrise services” in commemoration of the Anzacs. So why is
it that while we manage to pull this all off successfully, we are
unable to shed a single tear for our Armenian neighbors, or build a
single monument in their memory? When people face up to their pasts,
and reckon with what has happened, they contribute to the evolution
of their societies. But when we deny what has happened, mistakes from
the past become greater than just those mistakes, they actually turn
into a part of the society’s identity.

These days, the Turkish agenda is dominated by another missed
opportunity for us to face up to the past. There is an open debate
in the Turkish press at this point over documents that indicate that
Ataturk and his military comrades gave the orders for the massacres
in Dersim themselves. We may be talking about the Dersim massacre
for some time to come. This is because the ruling party thinks that
a certain political path in this country is responsible for Dersim,
and that the “mud” that surrounds it will never splatter onto them. But
this same government does not wish to discuss the events of 1915. They
are unable to approach 1915 in the same manner. When the truth of the
matter is that in fact Dersim is nothing other than a repetition of the
same sort of “problem solving” mentality that we saw at work in 1915.

At the time when the Dersim massacre took place, the Republican
People’s Party (CHP) was in power. If the CHP is actually able to
face up to Dersim, there will be more to come. There is the “İzmir
fire,” the “İzmir assassination,” the “İstiklal Courts,” and many
other events which our official history retellings have managed to
skew. Of course, because the CHP was the “state founding” party its
list of events to face up to is the longest. But as the people begin to
face up to the past in Turkey, no doubt there are factions of society
and political parties, which will encounter embarrassing and painful
incidents from the past. The “ulkuculer” or “idealist” factions have
never faced up to any of the many massacres that mark their pasts.

Devout Muslims have never been able to face the fact that they
were used by the deep state as forceps when it came to events such
as the Sivas massacres, the killing of Alevis, and so on. The left
refuses to look at its violence-filled past. And we in this country
continue to live amongst unburied bodies and mourning periods that
were never held. Will these debates, sparked by the Dersim topic,
be a turning point for Turkey? Prime Minister Recep Tayyip Erdogan
has apologized for the Dersim massacre, and this is of course a very
important development, but can we really speak of a genuine facing
up to the past if we never touch on what happened in 1915, and simply
cherry pick certain events from our history to focus on?

YEREVAN. – Armenian Chief Prosecutor’s Office reacted to the article
and the photographs posted on Hetq website, on November 19.

And the Office’s respective statement specifically reads:

“The article noted the illegal cutting of around 200 trees, at
Odzun-Arevatsag road section of the Lori Region, and the corresponding
agencies’ not taking measures toward its prevention, recording,
and uncovering.

In connection with this incident, the Lori Regional Prosecutor
instructed the appropriate agencies to check the circumstances noted
in the article.

And if the circumstances are verified, a service investigation will
be launched against personnel of the police precinct serving the
aforesaid area, and the results will be submitted to those carrying
out the proceedings.”

YEREVAN. – The situation in regard to the Nagorno-Karabakh
(NK) question will not change, in the next two years, because the
pre-election season is starting in Armenia, and then in Azerbaijan, US,
France, and Russia, opposition ARF Dashnaktsutyun Party’s Political
Affairs Bureau and Armenian Cause Office Head Giro Manoyan stated
during a press conference on Thursday.

He also noted that, considering the fact that Azerbaijan was
elected a non-permanent member of the UN Security Council and it will
continuously try to transfer the NK issue’s format there, no progress
can be expected in coming two years.

“The mediators’ mission will be to reduce the likelihood of war to
zero. They, too, are not interested in the resolution of the problem,”
Manoyan stressed.

He also said: “We are convinced the only way to restrain Azerbaijan
is [through] corresponding operations. The international community
must make Azerbaijan understand. At the same time we need to make
our diplomacy more active and attain serious success.”

In Giro Manoyan’s words, there is not much chance that the Azerbaijani
president Ilham Aliyev would unleash a war. “They are not confident
they would triumph. On the day they start a war, they would be deprived
of the oil revenues,” ARF Dashnaktsutyun official concluded.

STEPANAKERT. – Nagorno-Karabakh Republic (NKR) Defense Army started
punitive actions all along the contact line in response to killing
of Karabakh soldiers, say sources close to NKR Ministry of Defense.

According to the sources, an Azerbaijani soldier was killed on November
23 in the direction of Horadiz as a result of actions.

Azerbaijani media is still silent over the case.

Azerbaijan keeps violating the truce, refuses to withdraw snipers
from the contact line and resorts to provocations. 19-year-old Armen
Simonyan and Mihran Margaryan were killed by Azerbaijani militaries
several days ago.

If our politicians want to keep power, they have to settle all
the problems on its dividing by themselves but not with a help of
Anglo-Saxondom or Russians, a member of the “Karabakh” committee,
the former Armenian president’s adviser, Ashot Manucharyan, told
journalists today.

“Today, the problem of existence of the Prosperous Armenia Party fully
depends on the results of confrontation of interests of Anglo-Saxondom
and Russians…The general trends in the interior policy of Armenia
may be defined by the three vectors: Anglo-Saxondom, Russian and
the vector of healthy political forces which trace only national
interests”, – he said.

As the same time, when commenting on the last resignations in Armenia,
he said that all of them may find room in the logic of the fight
between Anglo-Saxondom and Russians. And in that fight the Republican
Party of Armenia protects the interests of Anglo-Saxondom and the
Prosperous Armenia Party – of Russians. As for Armenian National
Congress, it is an apple of discord, as the views in the Congress
radically differ from each other.

Armenian Defense Minister Seyran Ohanyan received on Thursday Ukrainian
Ambassador Philip Kukhta.

The discussion at the meeting focused on bilateral military cooperation
issues.

Kukhta introduced to the minister Ukraine’s newly appointed military
attache, Lieutenant Colonel Sergey Nesterenko. Congratulating the
diplomat.

Ohanyan expressed hope he would promote the development of the
Armenian-Ukrainian military ties. He particularly emphasized the fact
that the attache’s residence is moving to Yerevan from Tbilisi.

Selective abortions – the practice of keeping a fetus based on it
sex – present a serious demographic problem for Armenia’s future
oncologist-gynecologist Vahe Ter-Minasyan told the press on Wednesday.

According to Ter-Minasyan the problem stems form the fact that
Armenian families do not have more than one or two children and, by
“Armenian mentality”, one of the children must be a boy.

Since 2002 artificial interruption of early pregnancy (up to 12 weeks)
upon a woman’s request is legal in Armenia; up to 22-weeks pregnancy
can be interrupted legally for health and social reasons and with
the woman’s consent.

The specialist added, however, that apart from hospital abortions,
there are many cases of illegal abortions mainly through medication
done at home and this is a major problem. In this connection he
also stressed that if a woman doesn’t realize how much danger she
causes herself by interrupting the pregnancy on her own through drugs
“adoption of even 100 new laws” will not help.

On October 3, the Parliamentary Assembly of the Council of Europe
(PACE) adopted the “Prenatal sex selection” resolution, which says
that the disproportion in sex selection is “alarming” in Armenia,
Azerbaijan, Georgia and Albania.

PanARMENIAN.Net – The discontent of Inter RAO UES Russian holding with
the conditions offered by the Armenian side for the management of the
nuclear power plant will by no means affect the security of the NPP,
a local official said.

“As a person in charge of security, I can assure that the holding’s
plans to terminate the agreement will not have any impact on the work
of the plant,” chairman of the nuclear safety regulatory committee at
the RA government, Ashot Martirosyan told a PanARMENIAN.Net reporter.

According to him, it’s a merely financial issue, with the share of
Inter RAO UES being not large.

Earlier, Inter RAO plans to terminate the agreement on operation of
the Armenian NPP

Meanwhile, Rosatom, which is the only alternative to Inter RAO in
Armenia, is interested in construction of a new power unit in Armenia
instead of running the plant.

Inter RAO UES began negotiations with Armenia regarding the
modification of conditions under which it runs the nuke plant.

According to a source, nuclear-power engineering is “a non-core
activity with dramatically increasing risks.”

The Armenian NPP was commissioned in 1976. Currently, only its second
unit with a capacity of 407.5 MWatt operates. According to specialists,
the NPP can be exploited until 2016.

The plant has been managed by Inter RAO UES since 2003, the agreement
expiring in 2013.

community to join members at a Thanksgiving Eve Service on Wednesday
evening, November 23, at 7:30 p.m. at the church on 32 Bigelow Avenue.

The theme of the service will be “What Am I Thankful For?” with
presentations from pastor Rev. Dr. Avedis Boynerian as well as
different lay leaders in the congregation. In keeping with the spirit
of Thanksgiving, there will be a collection of cash or non-pershable
food for the Watertown Food Pantry.

Following the service, there will be a coffee hour in the social hall
sponsored by the Church’s Mission Committee.

“We face combat operations which take break, but again strengthen. We
have a rival which can only understand the language of military
operations, if he behaves cynically he gets severe counteroffensive
attacks,” military expert Artsrun Hovhannisyan stated in a news
conference.

Referring to the events happened in the recent two days, experts
Artsrun Hovhannisyan and Hrant Melik-Shahnazaryan talked about a
potential war that may resume.

“I don’t think it’s a potential threat, as Azerbaijan knows they
will fail the war. They know it quite well, otherwise they wouldn’t
hesitate a moment,” said the expert.

The potential armed conflict is imposed by Azerbaijan, and Ilham
Aliyev’s policy claims failed negotiating process. “If Azerbaijan
resumes war, Armenian Defense Minister has already stated, that the
Armenian party will go forward as much as possible to finally withdraw
any chance for Azerbaijan to carry out,” said H. Melik-Shahnazaryan.

The expert noted that “the war can resume, it cannot be excluded but
still I don’t think Azerbaijan is ready functioning active military
operations.”
