Vic Darchinyan vs. Anselmo Moreno Fight Preview and Prediction

In a continuation of the exciting Showtime Bantamweight Tournament,
Vic Darchinyan challenges Anselmo Moreno for his WBA belt on the
undercard of the Abner Mares-Joseph Agbeko rematch. Moreno will be
fighting in the USA for the first time in a house full of Armenians.
In fact, this is the same building where Darchinyan scored two of his
biggest triumphs–against Cristian Mijares and Jorge Arce.

-Titles: WBA Bantamweight Title: 12 Rounds

For Darchinyan, this is chance to remain a part of the cream of the
crop of a still-loaded bantamweight division. Moreno has a chance to
increase his international profile, enter the upper-echelon of the
division, and secure some big fights in the future. The term
`crossroads fight’ is perhaps overused, but this fight will be
critical in determining the career trajectories of these two boxers.

By the Numbers
Darchinyan: The `Raging Bull’ is now 35, in a pro career that began in
2000, after Darchinyan represented Armenia in the 2000 Olympics. Is
probably a bit shorter than his advertised height of 5’5-and-a-half
and with a 64-inch reach, his size is slightly small for the weight
class. The southpaw is 37-3-1 (27).

Moreno: Big for a bantamweight at 5’8,’ Moreno is only 26, despite a
pro career that dates back to 2002. He has only 11 knockouts in a
31-1-1 record. The Panamanian southpaw has won 25 consecutive bouts.

Styles
Darchinyan: The southpaw brawler has added new dimensions over the
years, including increased speed and boxing ability, but power remains
the most compelling part of his game. He uses his awkwardness to good
affect, setting up his power-shots, including a hard hook and smashing
straight left.

Moreno: Enjoys taking the lead with his in-and-out southpaw style.
Features a lively jab, which he utilizes to dictate pace and distance.
Above-average height and reach allows him to better negotiate a
long-range fight.

Ring Record and Quality of Opposition
Darchinyan: Beat a respected flyweight titleholder in Irene Pacheco in
2004 and racked up 6 defenses (all by knockout) before running into
Nonito Donaire and losing his belt by 5th-round TKO. Eventually went
on to become the first unified champion at 115-pounds, with a vicious
run of knockouts against Dmitry Kirilov, Cristian Mijares, and Jorge
Arce. Dropped back to 115 after an upset loss to Joseph Agbeko and
racked up some more wins.

Any questions about Vic’s ability to compete at 118 were answered
during the Showtime Bantamweight Tournament. Lost a disputed split
decision to eventual tournament champion Abner Mares in a fight that
might have gone the other way with a referee who was harsher about low
blows. Decimated Yonnhy Perez, before scoring a wipeout decision over
tough Evans Mbamba in Armenia in September.

Moreno: His only loss and draw occurred when he was 17 and still in
the neophyte 4-round stage of his career. It may come as a surprise
that this will be Moreno’s 10th WBA title fight. He defeated a
capable, though perhaps slipping, champion in Volodymyr Sydorenko in
2008, before racking up 8 defenses as a busy champion. Repeated the
Sydorenko win a year later.

Struggled in a pair of defenses against Nehomar Cermeno. In fact, it
is worth noting that in Moreno’s last 7 wins, 4 were decided by split
decision. Perhaps more troubling is that none of those fights were
against top guys.

Questions:
Darchinyan: Is his win over Yonnhy Perez a false indicator that he
still has it? Or did he merely nudge a teetering Perez down the hill?
When a bantamweight is nearly 36 with the better part of a decade
fighting top-level competition under his belt, is it just a matter of
time before the erosion begins to set in?

Moreno: Has he established enough separation from the second-tier
group of bantamweights to warrant standing a good chance against a
top-tier guy? Is the dye cast or is Moreno capable of jumping up
another class at this juncture in his career? Though only 26, has he
reached his top level? Can he hit Darchinyan hard enough to instill
the `The Raging Bull’ with at least a healthy respect?

Darchinyan vs. Moreno Prediction
Moreno is a steady and capable boxer, but lacks that special something
or extra dimension to defeat the likes of Darchinyan. If the Armenian
battler arrives in the ring in similar form as recent outings, Moreno
will find it difficult keeping him at bay. Though these steady and
unspectacular sorts can sometimes be better than originally estimated,
there is little to suggest at the moment that Moreno is on
Darchinyan’s level.

Maybe he’ll prove me wrong, but I feel he has somewhat shimmied his
way into the upper-reaches of the bantamweight division–building a
reputation with a long unbeaten streak, while the other members of the
top-tier are fighting each other.

Both fighters have a lot on the line. Darchinyan’s footing as a top
guy is loosening a bit and a setback here would be disastrous at his
age. Moreno, meanwhile, is trying to get into boxing’s big-time. With
a growing family, he should have the hunger of a challenger in this
fight, even though he is the reigning titleholder.

Moreno has good punch anticipation and a great sense of distance. That
cleverness can go a long way in this fight. But it takes more than
that to keep Darchinyan neutralized. Being wiry and slick is nice, but
he might have a difficult time earning Darchinyan’s respect. The
one-punch power of Nonito Donaire gave Vic problems. The hard-hitting
and multi-dimensional boxer/slugger Joseph Agbeko gave him problems.
As did the rabid trench-fighting Mares.

Moreno’s steadiness and professionalism will keep him in the fight,
but at some point, Vic is going to start getting to him. In the middle
rounds, look for Darchinyan to establish a little momentum, before
lowering the boom on Moreno.

Official: Iran, Armenia’s Security Interwoven

TEHRAN (FNA)- The security of Iran and Armenia are interlinked, an
Armenian official said.

ARD Dashnaktsutyun Hay Dat and Political Affairs Office Director Kiro
Manoyan blasted war rhetoric against Iran, saying such utterances are
a concern to his country.

Manoyan did not rule out outbreak of hostilities by Israel despite the
slight possibility of war against Iran.

“Military operations will negatively affect Armenia due to
Armenia-Iran diplomatic relations. We should focus on Iran’s balanced
policy regarding regional issues,” Manoyan said, adding that
destabilization in Iran also poses threat to Armenia’s national
security.

Israel has recently increased its warmongering remarks against Iran
with Zionists’ leader Shimon Peres saying on November 4 that an attack
on Iran was becoming “increasingly more likely”.

Israeli Prime Minister Benjamin Netanyahu addressed Israel’s
parliament (Knesset) on October 31 in an effort to garner support for
a military attack on Iran over its nuclear program.

In reply senior Iranian officials described the threats as “foolish”
remarks, and warned that friends and allies of the Islamic Revolution
would destroy Israel before it can make the slightest military move
against Iran.

Also, the Islamic Revolution Guards Corps (IRGC) top officials warned
the Zionist regime of Iran’s crushing response to any act of
aggression, saying that an attack on Iran would put an end to Israel’s
existence.

“If the Zionist regime (of Israel) commits such a mistake, it would
mean that it has entered the final days of its existence since the
Islamic Republic of Iran is a powerful and strong country which can
defend its territorial integrity and interests across the globe,
specially in the Middle-East,” IRGC Politburo Chief Javani told FNA
earlier this month.

Armenia: No bid from Inter RAO UES to cease nuke plant mgmt

Armenia has not received an official application from Russian electric
power holding Inter RAO UES over its intention to prematurely
discontinue its management of the Armyanskaya nuclear power plant,
Vagram Petrosyan, director of the Armenian Scientific Research
Institute for Nuclear Plant Operation (Armatom), said Friday, RIA
Novosti reported.

Kommersant business daily reported on Thursday citing sources that
Inter RAO UES was seeking to cease managing the power plant and had
begun talks over the possibly transferring management to Russian
nuclear power corporation Rosatom.

The state-owned Armyanskaya nuclear plant currently has one power unit
with a capacity of 407.5 megawatts (MW) in operation. Inter RAO UES
has been managing the nuclear plant since 2003, with the agreement set
to expire in 2013. The plant produces around 40%-50% of Armenia’s
total power output. Armenia currently plans to build a net power plant
equipped with a 1,000-MW power unit as an alternative to the
Armyanskaya plant. Construction is slated to begin in 2011, while the
launch of the unit is expected in 2017.

Inter RAO UES’ early withdrawal from managing the plant is not
expected to affect the safety of the plant’s operations, the chairman
of Armenia’s State Nuclear Safety Regulatory Committee Ashot
Martirosyan said.

Armenian CB To Open Training & Research Center In Dilijan

Armenian President Serzh Sargsyan, who is on a working visit to
Dilijan, visisted the construction site of the Dilijan training and
research center of the Central Bank of Armenia (CBA).

The center is expected to function as a modern technology institute
for holding regional and international conferences on economics and
finance. With this end in view, Armenia is negotiating with a number
of international financial agencies and training centers of Central
Banks experienced in this field.

The center will house offices of commercial banks, ARCA processing
center, ACRA Credit Bureau offices and compulsory motor insurance
offices. The center is to open in January 2013.

A residential building for the center staff is under construction
as well.

CBA Chairman Artur Javadyan said that the center will run both banking
and general financing training courses. A number of agreements
have been reached with international financial institutions – the
International Monetary Fund (IMF), World Bank, EBRD, and others. The
best international experts will conduct about 30 international seminars
yearly and impart their experience to Armenian specialists.

The paper says it has learned from sources that the Military Police
staff has become increasingly interested in employment opportunities
at the Armenian Police after Vladimir Gasparyan was appointed the
Police Chief.

Several employees of the Military Police have reportedly submitted
notices on quitting their posts.

According to the paper, the number of those wishing to work in the
Police is growing more and more.

But the paper says that Defense Minister Seyran has refused to sign 20 notices.

The foundation of the US-Azerbaijani relations was laid in the early
1990’s almost from the moment of recognition of Azerbaijan by the
United States.

The statement came from Deputy Foreign Minister of Azerbaijan, rector
of the Azerbaijan Diplomatic Academy Hafiz Pashayev.

He was speaking in the conference ’20th anniversary of Azerbaijan’s
independence-development of Azerbaijani diplomacy’.

He said, the signing of the Contract of the Century in 1994 signalized
the start of the second stage of the Azerbaijani-US relations,
which factually laid the basis for strategic partnership between the
two states.

He said the second stage of the US-Azerbaijani relations laying the

“It was in this period that the concept of Azerbaijan in integration in
Euroatlantic structures was defined. The third period of our relations

United States, Pashayev said that now Armenian lobby is unable to

STOCKHOLM. – The current situation may lead to a new war in the region,
Research Director of the Central Asia-Caucasus Institute & Silk Road
Studies Program, and a co-founder of the Institute for Security and
Development Policy, Stockholm Svante Cornell told APA agency.

“I do not believe that there will be significant changes in the
negotiation process in the near future. I never believed that the
Kazan meeting will yield any results. In reality the conflict was
pushed backwards, while neither the co-chairs, nor others make serious
attempts to settle it,” Cornell said.

Commenting on the possibility of a new war, the Swedish expert said
that it is quite expected.

However, it is cheaper and easier to prevent it, rather than grant an
opportunity to unleash it. The similar case happened with Georgia. EU
had to spend $3 billion for the Georgian economy and much political
money, he said.

According to him, if half of the support was spent before the war,
it might have been possible to avoid escalation. One thing is that
international community should promote, other what it really does,
the expert stated.

Over 80 heavy trucks got blocked at the Russia-Georgia border.

The trucks are going to Armenia, but the Georgian side would not
allow them to cross the border, spokesman of Russia’s border control
Alexander Solod said on Thursday.

The trucks crowded three kilometers from Russia’s border crossing
station, and the drivers make fires while they demand be let cross
the border.

“The Russian side is ready to let the transport cross the border,
but Russia-Georgia agreements limit heavy transport crossing the pass
from November 1 through to April 1, and thus the Georgian side would
not allow the heavy trucks,” Solod said.

A heavy snowfall complicated the situation along the road crossing
the Krestovy Pass in North Ossetia. However, Solod said, the traffic
continues as yet, and light vehicles cross the border. If the heavy
trucks going to Armenia are not able to cross the border soon, further
bad weather conditions may keep them at the border for a long time.

Yerevan/Mediamax /. EU Special Representative for the South Caucasus
and the crisis in Georgia, Ambassador Philippe Lefort, will visit
Yerevan on November 28th.

As Mediamax was told in the EU Delegation to Armenia, the main goal
of the visit is to discuss the situation concerning Nagorno-Karabakh.

Philippe Lefort will also meet the Armenian President, Foreign and
Defense Ministers and the Secretary of the National Security Council.

This will be the second visit of Philippe Lefort to Armenia following
his appointment to the post EU Special Representative. He visited
Armenia for the first time in early September.

Philippe Lefort is a French diplomat of more than 20 years’
experience. He has devoted large parts of his career to the Caucasus
and Russia, among other things as French Ambassador in Georgia
(2004-2007) and as Deputy Head of Mission at the French Embassy in
Russia (2007-2010).

Since 2010, he has been the Head of Continental Europe General
Directorate at the French Ministry of Foreign and European Affairs.
