LA TURQUIE SE DIRIGERAIT-ELLE VERS LE FASCISME?

Avec l’encouragement et soutien actif de l’Occident, le gouvernement
AKP du premier ministre Recep Tayyip Erdogan a transforme la Turquie
en une vaste prison ouverte. Les defenseurs des droits de l’homme et
les milieux democratiques craignent d’une descente vers le fascisme,
evoquant la mise en ~uvre de ” doctrine ennemie ” du nazisme.

Personne n’est aujourd’hui en securite sous le regime AKP qui
impose un seul choix : etre un partisan d’Erdogan ou adepte de la
Confrerie Gulen, gouvernement de l’ombre. Tous ceux qui critiquent
le gouvernement risquent de se trouver derrières les barreaux.

La democratie et l’AKP, ca ne colle pas !

Les reformes que l’Occident aime tant en parler ne servaient qu’au
renforcement de ces conservateurs pour mieux s’implanter dans le
système. Aujourd’hui, aucune reforme, ni avancement qui peut etre
considere comme democratique. Au contraire, la Turquie devient de
plus en plus autoritaire avec des pratiques fascisantes que les pays
europeens evitent de voir.

En bref, la democratie et l’AKP, ca ne colle pas ! La democratie n’est
qu’un simple instrument pour parvenir a son but, l’hegemonie totale.

La democratie, la liberte et l’egalite sont dangereux pour le
gouvernement Erdogan, exactement comme en Tunisie de Ben Ali, en
Syrie de Bachar Al Assad, en Irak de Saddam Hossein et en Iran de
Mahmoud Ahmadinajad.

Il est maintenant indispensable de constater que des veritables
reformes democratiques renforceront la societe civile, ce qui
affaiblira le gouvernement AKP. On peut conclure que le gouvernement
Erdogan n’est meme pas capable de faire une seule loi democratique,
si ce n’est pas pour proteger ses interets.

Ni le clan Erdogan ni la confrerie n’ont jamais eu dans leur passe des
actions ou des revendications pour la democratie. La confrerie avait
applaudi la junte militaire de 1980, son chef Fethullah Gulen etait
ami personnel de Alparslan Turkes, le defunt president des loups gris.

Il avait des relations etroites avec Tansu Ciller, la première et
la seule femme a exercer la charge de Premier ministre dans son
pays entre 1993 et1996. Ciller est accuse d’etre le responsable des
executions extrajudiciaires par milliers. Plusieurs organisations
de defense des droits de l’homme ont porte plainte contre elle pour
qu’elle soit jugee.

Une fois que l’AKP a pris le contrôle de l’armee, la police,
les medias, la justice et les services secrets, Erdogan et la
Confrerie Gulen se sont lances a la chasse aux kurdes, n’hesitant
pas utiliser des armes chimiques contre les combattants du PKK,
Parti des travailleurs du Kurdistan.

Le turquisme vert

Pour le PKK, la difference entre les Turcs blancs (kemalistes) et les
verts (islamistes) c’est que les anciens etaient des negationnistes
et se croyaient le seul maitre du pays, par contre le turquisme vert
pense que les autres existent mais exigent une totale soumission. ”
L’AKP est aussi unioniste, ce qui mène a la meme porte pour nous, les
kurdes. Les turquismes blancs et verts exercent tous deux le fascisme
contre le peuple kurde ” affirme Murat Karayilan, le dirigent du PKK.

Sinon comment expliquer, l’emprisonnement de plus de 70 journalistes,
d’au moins 33 avocats, d’une quarantaine de syndicalistes, des 500
etudiants, des centaines d’enfants et des centaines d’elus dont 18
maires et 8 deputes, sans compter l’arrestation d’au moins 4 547
personnes au cours des sept derniers mois dans le cadre de l’affaire
KCK, considere par les opposants comme un complot politique du
gouvernement pour intimider toute opposition. Chaque semaine des
dizaines d’autres s’ajoutent a ces listes. Dans aucun pays du monde,
on ne peut constater autant d’arrestations et de violations des droits
de l’homme.

Et comment definir la mort de plus de 150 enfants kurdes en neuf
derniers annees du pouvoir AKP, les barrages destines a inonder la
region kurde et disparaitre son histoire, la mort des dizaines de
combattants du PKK par des armes chimiques, les bombardements intensifs
et sans cesses dans le Kurdistan irakien, la mort de civils, les lois
liberticides, la justice qui relaxe les assassins de femmes et qui
condamnent les victimes, la censure, les intimidations, la prise de
contrôle des medias…

Descente vers le fascisme

La Confederation des syndicats des fonctionnaires publics (KESK)
qui est dans la ligne de mire du gouvernement, parle d’une descente
vers le fascisme, denoncant fermement la condamnation le 28 novembre
par la 8e cour d’assises d’Izmir de 25 syndicalistes membres de la
confederation a une peine totale de 157 ans et cinq mois de prison. ”
C’est une decision politique ” pour creer une societe silencieuse et
sans reaction, a dit la confederation dans un communique.

Doctrine ennemie du nazisme

Le president de l’Association de Juristes Contemporains (CHD), Selcuk
Kozaagacli, evoque de son cote la ” doctrine ennemie du nazisme ”
au cours d’une conference de presse organisee conjointement mercredi
30 novembre a Istanbul avec l’association des droits de l’homme (IHD)
pour denoncer l’emprisonnement de 33 avocats, suite a des operations
menees le 22 novembre dans seize villes. Selon Kozaagacli, cette
doctrine a ete mise en ~uvre en Turquie par le gouvernement Erdogan.

Pour l’avocate Fethiye Cetin, ” La justice et les barreaux sont
devenus les jouets du gouvernement “. Elle affirme que les autorites
judiciaires considèrent une partie des citoyens comme des ennemis.

L’arrestation des avocats est la plus grave attaque depuis la creation
de la Republique turque, constate l’avocat Ercan Kanar.

Reste a savoir quel sera la fin de ce regime et quand ? Serait-ce
au tour de la Turquie après la Syrie et l’Iran ou plutôt? Selon le
BDP, principale force kurde, l’AKP prepare sa fin avec de telles

Le chef de la police armenienne, Vladimir Gasparian, a tenu a refuter
les allegations selon lesquelles la vague d’arrestations de membres ou
partisans du parti de la coalition gouvernementale Armenie prospère
(BHK), en mauvais termes avec le Parti republicain au pouvoir,
aurait des motivations politiques. Le mercredi 30 novembre, le BHK
avait laisse entendre que ces arrestations, notamment pour trafic de
drogue, s’inscrivaient dans le cadre d’une politique d’intimidation
menee par le Parti republicain (HHK) du president Serge Sarkissian,
qui viserait a exercer des pressions sur son partenaire de la coalition
qui a refuse de soutenir la candidature du chef de l’Etat pour les
presidentielles de 2013. Naira Zohrabian, deputee du BHK, a suggere
cette piste dans un entretien accorde au service armenien de RFE/RL,
mais sans pretendre en tirer de ” conclusions hâtives “. Il n’en
reste pas moins que cette vague d’arrestations parmi les proches
du BHK ont realimente les speculations sur une eventuelle rupture
entre le BHK et le HHK, a l’approche des legislatives de 2012. Un
tel scenario avait ete renforce par l’offre de collaboration avec le
BHK faite quelques jours avant lors d’une manifestation a Erevan par
Levon Ter Petrossian, le leader du Congrès national armenien (HAK),
alliance de partis d’opposition non parlementaires. Sans l’accepter,
le BHK n’avait pas non plus rejete cette offre, affirmant attendre le
retour de son leader, Dzaroukian, de Dubaï, où il passe actuellement
ses vacances. Sur ce point comme sur l’arrestation de certains de ses
proches, Dzaroukian a garde le silence. Quant au chef de la police
armenienne Gasparian, il a dementi avoir ete somme par Dzaroukian de
lui fournir des explications concernant les arrestations en question.

“Je n’ai de comptes a rendre a personne, sauf au peuple “, a declare
Gasparian avec emphase sur les ondes de RFE/RL, en ajoutant que lorsque
les policiers procedaient a des arrestations, ils ne se souciaient
pas de l’appartenance politique des suspects.

ERDOGAN’S DEVALUATED ‘APOLOGY’ AND THE DETAILS OF THE KURDISH MASSACRES

Among the last-week political events, special attention should be paid
to Turkish Prime Minister R. Erdogan’s political gesture addressed
to the Kurdish people – he apologized to Kurds for the massacres
committed by Turkish soldiers in 1936-1939.

The first logical question, which can be asked by each of us
after reading this information, is the following: are the Turkish
authorities generally able to apologize for the atrocities of their
predecessors? We Armenians know well that Allah didn’t endow them with
similar ability. And if we try to admit that the Turkish authorities
have miraculously or suddenly become civilized, so we can afford to
admit the possibility of displaying a similar attitude towards the
Armenian people. But, we’d not better hurry, as the details of the
Turkish Prime Minister’s ‘apology’ nullify our great optimism towards
this kind of people. It turned out that R. Erdogan took this step for
political reasons, or rather, domestic political reasons related to an
opposition party. Can you imagine how the Turkish Prime Minister can
use another nation’s tragedy for achieving a corresponding goal? To
call this immoral means to say nothing. Erdogan decided to apologize
to the Kurdish people, while for its 88-year-old history this state
has never displayed such an attitude towards the Kurds. The history
proves that the Turks both persecuted and exploited this nation for
political reasons. It is known that the Young Turks’ leaders, while
planning the Armenian Genocide, intended to set the Kurds against the
Armenians. There are numerous documents and noteworthy evidences of
this crime, according to which the Kurds saved many Armenians from
the threat of death.

Let’s recur to the events’ details. In 1936-1939, the Turkish army
attacked the rebelling Kurds in Dersim, using gas and aerial bombs.

According to the competent sources, after these events, the Kurdish
rebels’ struggle against the Turkish state increased. And in the
beginning of the 21st century, the state’s Prime Minister’s conscience
suddenly waked up and he decided to state on the TV that he had
corresponding documents on the events. And it wasn’t accidental at all
that he stated about the death of 13.800 people. “If it is necessary
to apologize on behalf of my country, if there is a similar practice,
so I apologize to you”, he said.

According to the Kurdish mass media, the Turkish Prime
Minister’s apologies are directed against the state’s opposition
Popular-Republican Party, which was Turkey’s leading party during the
noted massacre. Surely, Erdogan just tried to pose himself as a fair
political figure; otherwise, did he need 70 years to understand that
the Kurdish massacre was among the tragic events in his country’s
recent-period history? The Prime Minister’s political reason is
reflected in the following sentence: “The Party, which is responsible
for this event, is not the leading Justice and Development Party.

Responsible for this bloody tragedy is the Popular-Republican Party”.

Naturally, Erdogan’s statement was correspondingly responded by leader
of the Turkish Popular-Republican Party Kemal Kylychdarogly.

He noted that the Turkish Prime Minister subjected the historical
events to his political reasons. But, the party’s leader didn’t
consider Erdogan’s apologies enough; he demanded to open the archives,
to return the lands to those families, which were expelled from Dersim,
and to pay them corresponding reimbursement.

And why did the leader of the Turkish opposition party focus on the
archive documents, which should be introduced to the people? The
documents testify that the victims’ number is about 100.000 and not
13.800. There is also another detail: the Armenians, who survived
during the 1915 Genocide, were subjected to another massacre in 1938,
this time along with the Kurds.

It isn’t accidental that Erdogan hurried to reject the supposition
that the apologies to Kurds will be followed by a similar gesture
towards Armenians. Armenians don’t expect such a step from Erdogan.

But, Armenians are satisfied with the fact that this demand is
advanced by representatives of the Turkish intelligentsia. Prominent
Turkish analyst Doghu Ergil stated that Erdogan must also apologize
for the 1915 Armenian massacres and the 1955 pogroms followed by mass
emigration of national minorities.

Surely, Ergil’s political position is praising. But, it should be
said to this intellectual that the Turkish authorities, despite their
will, will some time take this step, again for political reasons
and on the time requirements. This time will finally come. Today,
one superpower’s (USA) leader, despite Erdogan’s will, requires to
return the Armenian-Turkish Protocols to the state’s Parliament, The
Great National Assembly; tomorrow, the leader of another or maybe
the same state will demand from the Turkish authorities to assess
impartially their past. As it is said, the next apology pursues Turkey
persistently and everywhere.

And currently, the Turkish intelligentsia admits that their country,
the dirty biography of which is obvious to everybody, has found itself
in an idiotic position. It must apologize to Armenians, Greeks,
Assyrians… The intellectuals bravely realize that staying on the
historical stage isn’t enough for occupying an honorable place in the
range of civilized nations and gaining other nations’ respect. For
removing the veil of disgust and hatred, the Turks must apologize to
all the nations, towards which they committed violence, persecution,
and genocide.

This will be, at least, the start of repentance.

300 Children In Armenia Are Homeless

About 35-40 graduates of children’s houses face apartment issues
annually. As of this year, about 300 children do not have place of
permanent residence, they are homeless.

An official from the Labor and Social Affairs Ministry told
Armenpress that because of some issues no apartments were bought
for the homeless people in 2008-2009 connected with some issues. But
this year certain steps have been undertaken for the solution of the
issue. Six apartments have been bought in Gyumri’s Mush district for
the homeless children, and 12 apartments in Maralik.

The global civil society organization Transparency International has
unveiled its 2011 report, ranking Armenia as the 129th country in
its Corruption Perception Index.|

With 2.6 scores (out of possible 10), Armenia shares the 129th position
with Syria, the Philippines and Honduras. Last year, it ranked the
123rd country, with the same number of scores.

Out of the 182 countries included in the ranking, New Zealand appears
to be the least corrupt state (9.5 scores). The other countries
in the top ten list are Denmark, Sweden, Switzerland, Finland, the
Netherlands, Austria, Canada, Singapore and Iceland.

Armenia’s neighbors – Georgia, Azerbaijan, Turkey and Iran, – rank
as the 64th, 143rd, 61st, and 120th countries, respectively.

Russia has notched up from the 154th position in 2010 to the 143rd
position in 2011.

Somalia and North Korea, each having 1.0 scores, were found the most
corrupt countries in the list.

The Corruption Perceptions Index ranks countries according to their
perceived levels of public-sector corruption. The 2011 index draws
on different assessmentsand business opinion surveys carried out by
independent and reputable institutions.

“US still believes Turkish-Armenian rapprochement process and
encourages both governments”

Nagorno-Karabakh conflict within a short period of time”, Eric Rubin,
Deputy Assistant Secretary of State for the European and Eurasian
Affairs stated in Washington DC, APA US correspondent reports.

Speaking at the conference “South Caucasus 20 Years After
Independence”, deputy assistant secretary said, “we are doing
everything we can now, to support the Minsk Group in helping and hoping
move to actual peace talks in Nagorno-Karabakh after so many years”.

“We’re still working now to agree on basic principles, but the
commitment is very strong and we believe the commitment is there from
both Armenia and Azerbaijan and we’re hoping that this coming year
will be a year of progress on that after several years of halting
progress”, he mentioned.

Rubin also added that, “this is not a success story in the sense that
there is not a lot of progress toward peace talks and a settlement
in 20 years”. “But I also think it’s important to note that through
international efforts, through the OSCE; Minsk Group; our engagement;
the engagement of Russia, France, of other countries, we’ve also
helped Armenia and Azerbaijan avoid outright conflict”.

Speaking about the Turkish-Armenian rapprochement, Mr. Rubin
mentioned that, the US still believes this process and encourages both
governments, but however, with elections obviously having concluded
in Turkey and now getting under way in Armenia, as well as the
Nagorno-Karabakh issue, are challenging.

Mr. Rubin also talked about Azerbaijan’s development, saying,
on the economic side the development of independent pathways for
energy exports has really changed the entire scene, certainly from
political independence in 1991 to increasingly economic independence,”
which leads to a significant increase in political independence
– a remarkable rise in standard of living – again, very active
engagement, support for the international effort in Afghanistan,
for other international efforts, really playing a very important role
globally in a way that would have been unthinkable 20 years ago”.

He said the dialog and cooperation between Azerbaijan and the US has
always been productive and positive.

Answering the question about the recent news about the Azerbaijani
journalist who apparently was murdered deputy assistant secretary
reminded that the embassy in Baku issued a very clear statement.

“We don’t know the facts; we can’t say exactly why it happened. I
don’t think it’s clear at this point. But it is the kind of thing
that causes great concern”, he added

“Azerbaijani government deserves credit for immediately calling for a
special investigative group to look into the circumstances around the
death of Mr. Taghi”, he said adding the US and Azerbaijani government
has a very good dialogue

The deputy assistant secretary also mentioned that the US supports
South Caucasus integration to the European neighborhood.

A two-day conference on “The South Caucasus 20 Years After
Independence” was held in the US Capital. The Carnegie Endowment hosted
the event that tries to examine the lessons learned from twenty years
of independence and state-building in all South Caucasus countries
and discuss the best paths of future development in the region.

Leadership of Public Union “Azerbaijani Community of Nagorno Karabakh”
met with the OSCE Minsk Group co-chairs, leader of the community,
head of Shusha City Executive Body Bayram Safarov told APA.

Safarov said that the community members informed the guests on their
dissatisfaction with the protraction of conflict’s settlement process.

The co-chairs said they were interested in rapid settlement of
the conflict and underlined the importance of meetings between the
communities.

Safarov also spoke about the meeting held in Berlin on November 28.

According to him, the Armenians of Nagorno Karabakh hadn’t participated
in the meeting, but Armenian analysts, experts attended it and held
discussions: “Armenians want to win the extra-time by avoiding such
meetings”.

The community leader underlined that the Azerbaijani community
of Nagorno Karabakh would continue their efforts for holding such
meetings.

Yerevan/Mediamax/. Armenian President Serzh Sargsyan stated in Tbilisi
today that as of the results of the year, growth of Armenia’s IT and
high technologies sectors will make 25%.

The President stated this speaking at the opening of the
Armenian-Georgian business forum today.

Noting that he’s pleased to see the success neighboring Georgia has
made over the past years, Serzh Sargsyan stressed that economies of
the two countries are similar in terms of lack of natural resources as
well. According to the Armenian President, that means it’s necessary
to reach success through good management and human potential.

Completing the official visit to Georgia, the delegation headed by
Serzh Sargsyan returned to Yerevan today.

BUENOS AIRES. – Nagorno-Karabakh President Bako Sahakyan visited on
Tuesday St. Gregory the Illuminator Cathedral in Buenos Aires. The
President put wreath at the memorials to Genocide and Artsakh
liberation war victims.

Sahakyan also met with the leader of the Argentinean Diocese of the
Armenian Apostolic Church Archbishop Gisak Muradyan and members of
the diocesan council, presidential press service informs Armenia
News-NEWS.am. They touched upon issues on Artsakh-Diaspora cooperation.

On November 30 the Head of the NA Country of Law faction Heghine
Bisharyan, the members of the faction Khachik Harutyunyan, Gagik
Baghdasaryan and Ishkhan Khachatryan met \Karel Hofstra, Deputy Head
of the OSCE Yerevan Office.

During the meeting issues concerning the holding of the upcoming
parliamentary elections, the women’s involvement in the political
processes and integrating the the Country of Law party into the EPP.

Mr Hofstra said that their organization on December 2 would organize
“round table” event, and on December 3 and 4 courses relating to
the women’s participation in the political life. He thanked the Head
of the Country of Law faction for presenting ahead of time the list
of the party’s active women and emphasized the participation of the
party’s activists in the event.

Heghine Bisharyan has noted that their party permanently has
highlighted the women’s role in the political life and it does its
utmost that their participation in the political life will increase.

The Head of the faction has noted that more than 60 per cent of
the Country of Law members are women. In this context she has noted
that in the upcoming four-day sittings the Country of Law faction
will submit jointly with the Government the draft law “On Provision
of Equal Opportunities of Women’s and Men’s Equal Rights and Equal
Opportunities.” Touching upon the upcoming parliamentary elections,
Mrs Bisharyan has noted that the new Electoral Code gives opportunity
for holding free and fair elections, which the party especially
highlights. It was noted that the preparatory works of the upcoming
parliamentary elections had already begun in the Country of Law
faction.

During the meeting other issues were also discussed.
