Last night, the Mayor of Marseille Jean-Claude Gaudin gave a reception
in honor President Serzh Sargsyan, who is in Marseille on a working
visit. The reception was attended also by the representatives of the
Armenian community.

Remarks by President Serzh Sargsyan at the meeting with the
representatives of the Armenian community of Marseille

Ladies and Gentlemen, Delegates, Members of the City Council, Dear
Compatriots,

I thank the Mayor of Marseille and a great friend of the Armenian
people Jean-Claude Gaudin for this warm reception and wonderful
gathering. Moreover, I am also thankful to him for his undying devotion
to the Armenian people and Armenia cause.

During each visit to the Armenian communities abroad, I am overwhelmed
with pride because I see the measure of success that our compatriots
have achieved.

Marseille truly has a special role not only in the history of the
Armenian Diaspora but also in the history of the Armenian nation. One
of the greatest seaports of the Mediterranean, Marseille had accepted
the exiles, the people who had gone through humane privations but
had not lost their faith in humanity and creation.

Many of those, who had survived the Genocide, established themselves
in Marseille. Today, their descendants live here. Lives of your
parents and ancestors were documented and presented artistically
by Anri Vernoy in his movie “Mother”. The first episode of the
movie shows how destitute Armenians, who didn’t have shelter above
their heads, follow in Marseille the court proceedings over Soghomon
Tehlirian. Every piece of news from the process in Berlin reverberated
with the Armenians gathered at the Marseille port. And those people
rejoiced when the news of Tehlirian’s acquittal reached them. It was
not a rapture of revenge but the rapture of justice.

Every Armenian, no matter where he or she is – Armenia, Artsakh, or
Spyurk, demand justice. We preach neither hatred nor revenge regardless
of how those who deny the Armenian Genocide have been trying to lead
us toward and compel to do that. They simply underestimate us.

We were strong enough to survive the Great Eghern, and now, we are
strong enough to demand justice. After the elimination of our ancestors
in their homeland, elimination of the memories of the Armenian Genocide
is the last phase of that horrendous crime. But we are united, and
will never allow that.

The progressive world is with us and the Mayor’s speech, as well as
the most recent events, has demonstrated quite clearly the position
of France and her people regarding this issue. I would like to
assure my compatriots that the recent visit of President Nicolas
Sarkozy to Yerevan was a historic visit indeed, and no other state
leader have spoken the words about our nation’s pains, related to
the Armenian-Turkish relations and the Genocide, and we should be
grateful to the wise President of this glorious country.

We have no doubt that Turkey will repent. It is neither a
precondition, nor an attempt to fire revenge. Turkey must face its
own history. Sometime, the Turkish leadership will find strength and
will reevaluate its approaches toward the Armenian Genocide.

Our position has not altered and it is precise: We are ready to have
normal relations with Turkey as it befits neighboring states.

Neighboring states such as, for instance, Poland and Germany, whose
Chancellor Willi Brandt, realizing the crimes of his own country,
went down on his knees in the Warsaw Ghetto.

Sooner of later, Turkey, which views itself as a European country,
will have a leadership which will be worthy of being called European
and which will bow head at the Tsitsernakaberd Memorial. The sooner,
the better, however it’s a prerogative of the people of Turkey. We
don’t obligate them; they should do it for the benefit of the Turkish
people, just as Willi Brandt did for the German people.

Ladies and Gentlemen:

As Mr. Mayor has said, my delegation has arrived to Marseille to
participate at the convention of the European People’s Party.

Regardless of the anticipated and attained results, this is a
considerable achievement on Armenia’s road toward Europe. I would
like to tell my compatriots that today the President of the European
People’s Party in the Great Hall while handing me a EPP badge said that
we are members of the European family. It is a substantial achievement
for us. It is also important for us that such a momentous event has
taken place in Marseille – a city which is very dear to us.

We have stated more than once that European direction is our priority.

In recent years, we have registered considerable success in that area.

European Union has not only become one of our most important partners
in the world but also plays a significant role inside Armenia,
assisting us in the implementation of the reforms and in strengthening
economic and overall stability of the country.

We are also working hard to ensure Armenia’s worthy place and role
in the pan-European structures, and it is true from the viewpoint
of the entire political structure. Today, the political field of
Armenia also becomes European, adopting European values, and I hope,
the work style too.

And with this regard also, I would like to express special thanks to
our European partners and, particularly, to the President of France –
a great friend of the Armenian people, for supporting our efforts.

Who, if not the Armenians of Europe, can help us, the Motherland in
fulfilling this task? Today, the institute of dual citizenship is
really working. In fact, a psychological barrier, which was impeding
many in the Diaspora, has been eliminated. I am stating with pleasure
that many of the Diaspora Armenians are having a vivid and direct
participation in Armenia’s life. I have a little problem to articulate
this word – Diaspora Armenian – because its sounds uncanny to me. You
see, Armenians are Armenians, not matter where they live.

Of course, it is not easy. It is not easy to leave familiar places
and start something new in the native but also unfamiliar Motherland.

Thus, it is necessary to freely and openly discuss the existing
problems so that European rules of the game prevail in Armenia. To
point out the faults is only half of the job. We have registered
considerable progress but we also have well-known problems, issues. It
is necessary to look jointly for the ways to solve them and to share
the honor of success and of responsibility.

We invite you all to participate in the noble work of solving
Armenia’s problems. We address our relatives in Spyurk as our family
members. And by the right of blood we should discuss the existing
problems together. We should discuss the problems and not shy away from
our share of responsibility. And I am, of course, the first person,
who’s responsible for these faults. But I want you all to take part,
to share with us the responsibility and, as I have already said,
the honor of success.

Ladies and Gentlemen,

In conclusion, I would like to share joyous news with you. I am sure
many of you know, but maybe not all of you: on the eve of this visit,
I signed a decree on the establishment of the Consulate General
of the Republic of Armenia in Marseille. From now on, Yerevan and
Marseille will be linked by another strong brotherly bond and along
with the traditional Armenian establishments you will have also the
Consulate General of our country. And, I certainly thank Mr. Sirmakes
for his participation.

Establishment of the Consulate General in the context of close
Armenian-French relations and versatile cooperation will make rendering
of consular services more efficient. I would like to conclude by once
again expressing gratitude to France and the Armenian-French community,
residents of Marseille and, particularly, to the Armenians of Marseille
for their attitude, their fervor and for their success because any
Armenian, anywhere in the world, who has become successful makes
Armenia even more recognizable. Thank you very much. I would like to
express my heartfelt thanks to Mr. Jean-Claude Gaudin for everything
he has done and I am truly pleased to invite him to conduct a visit
to Yerevan.

The leading sport branch for Armenia this year has been chess. Our
sport achievements are being mainly registered in this type of sport,
Minister of Sports and Youth Affairs Arthur Petrosyan told Armenpress
that Armenia mainly registers success in chess and weightlifting.

“Armenia is the only country that has twice become an Olympic champion
and other states that once accidentally became champions cannot
be compared with us. We are great chess power,” Arthur Petrosyan
convinced.

Another achievement, the minister said, is the growth of interest
in Armenian football, reminding that team games create greater
inspiration.

Arthur Petrosyan highlighted the circumstance that sport has
greater significance for small nations as each success increases the
familiarization level of our country.

First ladies of Armenia and Lebanon Rita Sargsyan and Wafaa Suleiman
visited today Armenia’s National Gallery. Director Paravon Mirzoyan
presented to the guests the history of foundation of the gallery. More
than 25 000 pictures are kept here but only one-tenth is presented.

Wafaa Suleiman put a note in the Book of Impressions of the Gallery:
“In the Armenian National Gallery we managed to see the works of
great Armenians, great art figures. History of a whole nation is
assembled here. We are convinced that these works are samples of
Armenian civilization.”

Paravon Mirzoyan presented to the first lady of Armenia “Palette
of Independence” book and to the first lady of Lebanon catalogue of
the Gallery. Wafaa Suleiman, in turn, donated “Beirut throughout the
Centuries” book to the Gallery.

The discussions in the National Assembly show that there is not enough
confidence in the government even among the parliamentary majority,
stated Member of Parliament Artsvik Minasyan, ARF D.

Dwelling on their decision to apply to the Constitutional Court
regarding the practice of the government, Minasyan noted that this
ensures the legal part of the complication of the motion, and only
after that they will appeal to the MPs to join the request. They
will try to push the motion this year. The secretary of the ARF
Dashnaktsutyun faction Artyusha Shahbazyan stated they are dissatisfied
with the autumn session of the parliament but they are satisfied with
the activities of their faction.

“We have shown a character and have been opposition, constructive
and at the same time tough but not cheasy populists,” he said.

PanARMENIAN.Net – Tensions around Iran’s nuclear program led all
interested parties to a stalemate, according to Heritage parliamentary
group leader.

As Stepan Safaryan told a PanARMENIAN.Net reporter, “with Iran refusing
to halt nuclear programs on one hand and international community’s
inability to settle the issue through either political or military
means on another, no solution at this point seems feasible.”

“The development of events is mostly dependent on the outcome of the
crisis in Syria. More accurate forecast on the fate of Iran would be
possible were Assad regime to fall,” the politician remarked.

Dwelling on the way current events may impact Armenia, Safaryan noted,
“relations with Iran are an important component of the country’s
national security, helping Yerevan neutralize many regional threats
it’s facing. Iran’s coming under an attack might result in formation
of a “vacuum” in Armenia’s security policy.”

“As an interested party in the Iranian issue, Armenia must raise its
voice to stress the unacceptability of a war and the necessity of a
peaceful settlement of the problem,” Safaryan said.

In conclusion, the politician urged Armenia to closely follow the
developments in Iran, being ready for any scenarios, “to preserve
the semi-balanced situation it its foreign policy.”

The activists of Sardarapat Movement propose creating an alternative
parliament in Armenia to help the country overcome the current crisis.

At a news conference on Friday, Oleg Yenigmoshyan, a member of the
group, expressed concerns over the detrimental impact of such crisis.

“We have either to wait for the parliamentary polls or take action.

It’s already twenty years the authorities have been determining the
rules of the game,” he said, referring to election irregularities.

“That’s conspiracy against the people. Sardarapat is against elections
and is calling upon the people not to go to the polls.”

The activist said an alternative parliament has to lay the foundations
of the country every Armenian is dreaming about.

He added that they will disclose further details of the plan in the
near future.

Le nouvel ambassadeur des Etats-Unis a Erevan a reitere le soutien
continu de son gouvernement pour un rapprochement entre l’Armenie
et la Turquie lors de sa première visite dans yumri proche de la
frontière turque.

Parlant aux journalistes dans ce qui est la deuxième ville d’Armenie
John Heffern a decrit l’ouverture de la frontière turco-armenienne
comme une des priorites de son travail en tant qu’ambassadeur de son
pays dans le Sud Caucase.

” Obtenir l’ouverture de cette frontière ouvert est une de mes
priorites superieures ” a dit Heffern. ” J’espère venir ici un jour
et aller en train a Kars. C’est mon but “.

S’exprimant lors d’une conference commerciale turco-armenienne a
Erevan la semaine dernière Heffern a dit que la reconciliation entre
la Turquie et l’Armenie reste toujours un but. Il a aussi dit que
les Etats-Unis continuent a patronner des contacts ” de gens a gens
” entre les deux nations voisines dans l’espoir de faciliter la
normalisation eventuelle de leurs relations.

Au cours de sa visite a Gyumri, l’ambassadeur americain a aussi parle
des projets executes par le gouvernement des Etats-Unis en lien avec
des associes armeniens dans tout le pays, dont Gyumri.

” Je suis très fier de ce que nous avons ete capables de faire ensemble
avec le peuple armenien en termes de developpement economique, de sante
et dans quelques secteurs et nous avons des associes dans Gyumri. Et
c’est pourquoi j’ai rencontre quelques-uns de nos associes locaux
qui font un bon travail social et un bon travail dans le secteur de
la sante ici a Gyumri ” a dit Heffern.

John Heffern a aussi parle quelques mots en armenien qu’il a deja
appris pendant son sejour en Armenie. Il a promis de parler plus
couramment lors de sa prochaine visite a Gyumri.

Dans un communique publie mardi 6 decembre, les ministres des affaires
etrangères d’Armenie et d’Azerbaïdjan ont annonce que les presidents
de leurs pays se rencontreraient a nouveau, sous l’egide du Groupe
de Minsk de l’OSCE, pour poursuivre le dialogue en vue d’un règlement
du conflit du Karabagh.

La declaration signee par le ministre armenien Edouard Nalbandian et
son homologue azerbaïdjanais Elmar Mammadyarov, s’inscrivait dans le
cadre plus large d’une declaration commune publiee a Vilnius, par les
chefs des delegations des pays copresidant le Groupe de Minsk Group,
en marge de la rencontre du Conseil ministeriel de l’OSCE qui se
tenait dans la capitale lituanienne.

“A l’occasion de la reiunion du Conseil ministerial de l’OSCE a
Vilnius, les chefs de delegations des pays copresidant le Groupe
de Minsk de l’OSCE (le ministre des affaires etrangères de la
Federation de Russie Sergei Lavrov, la Secretaire d’Etat americaine
Hillary Rodham Clinton, et le ministre des affaires europeennes de
France Jean Leonetti), ainsi que le ministre des affaires etrangères
d’Azerbaïdjan Elmar Mammadyarov et le ministre d’Armenie Edouard
Nalbandian ont reaffirme l’importance d’un règlement pacifique du
conflit du Haut-Karabagh”, peut-on lire dans le communique commun.

“Rappelant la Declaration de novembre 2008 de Moscou, ainsi que les
declarations de leurs pays aux reunions du Conseil ministerial de
l’OSCE a Helsinki (2008) et a Athènes (2009) et au sommet de l’OSCE a
Astana (2010), les cinq chefs de delegation se sont accordes sur la
necessite de poursuivre le processus de negociations dans le format
actuel du Groupe de Minsk de l’OSCE et d’ameliorer le climat afin
de progresser sur la voie d’un règlement pacifique. Pour faire un
pas dans cette direction, ils ont accepte de deployer des efforts
accrus pour travailler sur les details du mecanisme d’enquete sur les
violations du cessez-le-feu, qui decoulent de la declation commune
des presidents Aliev, Sarkissian et Medvedev en mars 2011 au sommet
de Sotchi”, poursuit le communique.

Prenant acte de la declaration de mai 2011 de leurs presidents a
Deauville, qui pressaient l’Armenie et l’Azerbaïdjan de finaliser la
formulation des Principes fondamentaux pour un règlement pacifique du
conflit du Haut-Karabagh, les Chefs de delegation des pays copresidant
le Groupe de Minsk ont exprime le regret que les parties aient ete
incapables de prendre ce pas decisif. Les trois chefs de delegation ont
reaffirme qu’il ne pouvait y avoir de solution militaire au conflit du
Karabagh et que la Charte des Nations unies, les Principes de l’Acte
final d’Helsinki, et les elements soulignes dans les declaratons
communes de leurs presidents a L’Aquila en juillet 2009 et a Muskoka
en juin 2010 donnent l’opportunite a toutes les parties de sortir de
l’inacceptable statu quo pour parvenir a un règlement pacifique. A la
lueur des negociations intenses menees depuis le Conseil ministerial de
2007 de l’OSCE a Madrid, et ce au plus haut niveau, les tropis chefs
de delegation pressent les parties de preter davantage d’attention
aux propositions que les pays copresidant le Groupe de Minsk leur
ont presentees.

“Les ministres d’Azerbaïdjan et d’Armenie ont salue les efforts des
pays de la troika, et notamment l’engagement personnel du president
Medvedev, ainsi que de MM.Obama et Sarkozy, pour aider leurs pays
a jeter les assises d’un accord de paix durable et juste. Ils ont
informe les chefs de delegation des pays copresidents que leurs
presidents etaient prets a se rencontrer a nouveau dans un proche
avenir sous l’egide des pays copresidant le Groupe de Minsk, afin de
poursuivre leur dialogue direct, et de creer les conditions permettant
d’apporter la paix, la stabilite et la prosperite a leurs peuples”,
a souligne le communique.

” Assurer la securite dans les pays de l’OSCE necessite des efforts
accrus en vue de dissiper les menaces internationales, de prevenir et
de resoudre les conflits, et de creer les conditions d’un partenariat
entre Mediterranee et Asie “, tel etait l’engagement formule par les
ministres des affaitres etranfères des 56 Etats de l’OSCE participant
au 18e sommet ministeriel de l’OSCE a Vilnius. Lors de la reunion,
les ministres ont discute des moyens de renforcer les efforts de l’OSCE
en ce sens dans tous les domaines, dans l’objectif de la mise en place
d’une vision commune d’un ” espace commun de securite euro-atlantique
et eurasien “, conclut le communique.

The Azerbaijani diaspora organization is making efforts for official
confirmation of Matthew Bryza’s status as an ambassador.

The statement came from co-founder and secretary general of the US
Azerbaijanis Network (USAN) Yusif Babanli, Gun.Az reported.

Babanli mentioned that according to the US Constitution, such
high-level federal appointments should be confirmed by the US Senate.

According to Babanli, to keep this appointment in force, the Senate
should review this issue and pass final decision before the next
session.

‘Of course, the Armenian lobby and its supporters Menendez and Mrs.

Boxer will not let be easily and will use every method to terminate
this appointment. Uttering Armenian lobby’s opinion, Menendez puts
Bryza’s stance on so-called ‘Armenian genocide’ and Karabakh conflict
into suspicion and condemns his good relations with the Azerbaijani
government. US Administration’s stance on so-called ‘Armenian genocide’
and Karabakh conflict is not a secret and naturally, Bryza and any
other person appointed by the government will uphold this stance’.

According to Babanli, it’s ridiculous to demand appointed persons
to recognize a regime that confirms so called ‘Armenian genocide’
and violated the territorial integrity of Azerbaijan.

‘Good relations of Bryza or any other American official with the
Azerbaijani government should be supported because it positively
effects relations between the countries. Unfortunately, Menendez and
Boxer, who act upon the agenda of the Armenian lobby, do acts that
contradict US’s national interests. Everybody knows that if any US
official is appointed as ambassador instead of Bryza, this will not
change the stance of Menendez, Boxer of the Armenian lobby’.

Babanli noted that their main goal is to delay the official appointment
and create handicaps in cooperation of the two countries.

In 26 May 2010 when Obama announced his candidacy, USAN already
expresses its support to the appointment.

In 2010 while Armenian lobby blocked this appointment, USAN launched
a letter campaign and sent over 2,000 letters to Senate members,
US Vice president and president himself.

Progress in the negotiations on a resolution of the Nagorno-Karabakh
conflict depends on Armenia, Azerbaijan’s foreign minister has said.

In his address to the OSCE Ministerial Council meeting in Vilnius,
Elmar Mammadyarov said that continuation of the status quo in the
conflict is inadmissible, Gun.Az reported.

The status quo refers to the stalemate that has prevailed in the
conflict since Armenia and Azerbaijan signed a cease-fire in 1994.

Armenian forces still occupy Nagorno-Karabakh and the seven surrounding
Azerbaijani districts with some million displaced Azerbaijanis unable
to return home.

Elsewhere in his address, the minister said that Azerbaijan is ready to
share within the OSCE experience gained in various fields of security.

“This concerns experience we have gained in the field of energy
security, mine clearance, the war on terrorism, combating organized
crime, drug trafficking and also the experience we have gained through
contributing to security and stability in Afghanistan,” he said.

Elmar Mammadyarov said that Azerbaijan sees the OSCE as a unified
regional security complex.

“We believe that this organization is unique in terms of open dialogue
among participant states, resolving conflicts in their territories
and intensifying cooperation based on common values, obligations and
principles,” Mammadyarov added.

The OSCE should work further to prevent conflicts and control crises,
the foreign minister said.
