MOSCOW

Head of the Department of the Social Defense of the Moscow Population
Vladimir Petrosyan has been appointed acting vice-mayor of Moscow
on social policy affairs, Armenpress reports, citing press office of
the capital and government of the RF.

Vladimir Petrosyan is temporarily replacing Lyudmila Shvetsova who has
received a parliamentary mandate and passed to work at the State Duma.

The electoral processes in Armenia will be contrary to what is being
presented, according to Harutyun Mesrobyan, a public administration
expert.

At a news conference on Wednesday, the Mesrobyan said the authorities’
current policies do inspire any hope that the elections will be fair
and honest.

“They say they are implementing social policies whereas the poverty
rate tops 35%. The argument that we are in a transitional period
and facing a blockade are not justified,” he said, adding that a
transitional period cannot last 20 years.

The expert said that the political forces will start conducting
mysterious policies ahead of elections in an attempt to enhance
their reputation.

“Instead of submitting real programs those forces seem to be proposing
a toast,” he said, calling on the population not to cherish vain hopes.

Mesrobyan said only an alternative choice could provide a solution
to the existing problems.

“We should assist such alternative [political] force once it emerges,”
he said.

Alors que la presse d’opposition considère les resultats des elections
et le score de ” Russie unie ” plutôt comme un ” affaiblissement des
positions du tandem Poutine-Medvedev “, la presse proche du pouvoir
estime qu'” il n’y a eu aucune surprise “. Haykakan Jamanak estime
dans son editorial intitule ” Meme Poutine n’est pas eternel ” que ”
la realite est encore pire pour le tandem dont la popularite aurait
considerablement chute “. Pour l’editorialiste ” la question n’est pas
de savoir si le regime etabli en Russie et bon ou mauvais, la question
est qu’il n’y a pas de regime susceptible de rester eternellement
populaire. Tout regime commet inevitablement des erreurs et finit pas
deplaire a la societe. L’on ne saurait brancher la television pendant
des decennies et voir les memes personnalites “. L’editorialiste
reconnaît que la meme situation règne en Armenie, mais que celle en
Russie est pire, du fait du manque d’alternative au tandem.

L’editorialiste estime que bien que la reelection de V. Poutine
ne fasse aucun doute, celle-ci risque de s’averer très difficile,
puisqu’il ne disposerait plus du meme contrôle et de la meme autorite.

L’editorial de Jamanak estime egalement que ” Russie unie ” a recule
de ses positions et que les elections de 4 decembre ont revele toute
la pauvrete des technologies electorales russes. Ces elections ont
rendu evidente, selon l’editorialiste, la necessite de changements
dans ce pays, et il semble qu’il ne manque qu’une etincelle pour qu’il
y ait une explosion. ” De ce fait, l’eventuel retour de Poutine ne
resoudra pas les problèmes de la Russie, mais les rendra plus evidents
“. L’editorialiste est d’avis que les elections en Russie ont montre ”
a quel point le mythe de tout puissant Poutine est vide “. ” Poutine
sera, sans aucun doute, le prochain President de la Russie, mais la
question n’est pas de devenir President, la question est de le rester
“.

Le pro-gouvernemental Hayots Achkhar estime dans un article intitule ”
la Russie se tient sur des pieds solides : il n’y a pas eu de surprises
aux elections legislatives ” que la concurrence n’etait pas entre le
pouvoir et l’opposition, mais au sein du pouvoir.

Contrairement aux commentaires de la presse d’opposition, ce quotidien
estime que la diminution du score de ” Russie unie ” serait une
man~uvre tactique des autorites russes. Le commentateur estime que
Vladimir Poutine est sûrement le prochain President de la Russie,
mais ” il ne saurait entrer dans la meme rivière la deuxième fois ”
et serait contraint a rafraîchir son image politique. Une chose est
certaine, selon l’article, la Russie franchit une etape decisive de
ses reformes et en tant que partenaire strategique de l’Armenie,
il est important qu’elle surmonte rapidement ses difficultes
socio-economiques et renforce ses positions quelque peu affaiblies
sur la scène internationale.

La première mondiale du Requiem de Tigran Mansuryan consacre a la
memoire des victimes du Genocide armenien s’est tenue au Hall de
Musique de chambre de Berlin. Il a ete execute par REAS le Choeur de
Chambre et l’Orchestre de chambre de Munich.

” J’ai travaille sur le Requiem pendant dix ans, j’ai essaye de
fusionner les choses qui ne se sont jamais entrelacees : notre musique
religieuse et les textes canoniques latins ” a dit le Maestro Mansuryan
aux journalistes.

” Le Requiem m’a poursuivi pendant dix ans. J’ai cree plusieurs
versions et les ai laisses incomplètes ” a dit le compositeur.

L’auteur a consacre la composition a la memoire des victimes du
Genocide armenien. ” Je n’ai pas de raison plus solide pour ecrire
un requiem ” a-t-il dit.

Du 19 au 25 novembre le Requiem de Tigran Mansuryan a ete execute
dans quatre villes allemandes. La date de la première armenienne du
Requiem n’a pas encore ete fixee.

Elle ne sera possible que dans 18 mois. C’est la condition de l’accord
signe avec la partie allemande.

A Turkish minister has criticized the Armenian president’s remarks that
Turks will one day “bow their heads” over the killings of Armenians
in 1915.

Turkey’s EU minister Egemen Bagis said in response to the remarks of
the Armenian president in Marseille that no one had the courage to
make Turks bow down.

He said that Serzh Sargsyan had gone beyond the limits in his comments.

~SNobody shall doubt; we know how to bring down any negative act
against this nation,~T Bagis said at a meeting of the Justice and
Development Party (AKP) in Istanbul yesterday.

Bagis said that the Armenian people did not remain strong because
of poverty and hunger, adding that the population of Armenia had
fallen from four million to two million as Armenians migrated to
other countries.

He noted that Armenians even worked in Turkey which showed the
sincerity of Turks.

Baku, Fineko/abc.az. Azerbaijan has filed 16 suits against Armenia to
European Human Rights Court on vandalism acts committed by Armenia
against historical, cultural and religious monuments, as well as
civil property on Azerbaijan’s occupied territories.

Head of Organization on Protection of Historical and Cultural Monuments
on Azerbaijan’s occupied territories Faig Ismaylov has reported that
8 suits have been filed on the facts of Armenian vandalism against
historical, cultural and religious monuments to European Human Rights
Protection.

The list of monuments suffering from Armenian vandalism included Juma
mosque in Agdam, built in 1868-1870 by Kerbalai Safirkhan Garabaghi,
Shahbulag fortress, Ganjasaray monastery, built in 1216-138 in Kelbajar
by Albanian tsar Hasan Jalal Dole, historical museum of Kelbajar region
with 30.000 rare showpieces, founded in 1980, Lachin historical museum,
Yukhari Govharaga mosque, built in Shusha in 1883-1884 and Ashagi
Govhara mosque built in Shusha in 1832 by Kerbalai Safirkhan Garabaghi.

” Our repeated appeals to international organizations with the demand
to stop Armenians’ illegal acts not meeting international conventions,
had no effect and we decided to apply to European Court. Armenian
archbishop Purgev Martirosyan reacted sharply to our appeals to this
court instance and decreed to cover walls of Ganjasaray monastery with
stone revetment to hide the acts of vandalism committed by Armenians
and spoke in media with groundless pretences for Garabagh. We
also filed 8 suits to European Court in connection with seizure
of Azerbaijanis’ property once living on occupied territories by
Armenians. In future the number of such suits will rise up to 50-100
and more”,- F. Ismaylov said.

In his words about 2.000 history and culture monuments remained on
territories occupied by Armenia which were not registered in due time
because of negligence.

Lawyer Sadig Bagirov busy with legal side of this issue, noted that in
accord with international norms it is forbidden to destroy historical
and cultural monuments located on occupied territories.

” Armenians do not recognize international conventions norms which
is proved by a large number of facts. When filing suits we pleaded to
legislation in intellectual property area for historical and cultural
moments as well as the citizens’ rights for owning the country’s
national wealth. When submitting the suits we took the 37th clause of
Convention on Historical and Cultural Monuments Protection as a basis

Aiming to solve existing problems Organization on Protection of
Historical and Cultural Monuments has offered Culture and Tourism
Ministry of Azerbaijan to cooperate in the sphere of organizing courses
for employees of establishments on cultural monuments’ protection,
preparation of monuments’ passport samples and registration lists,
development and publishing of brochures on propaganda of these
monuments and so on.

A Foreign Ministry spokesman has expressed regret at a reference to
Azerbaijan in remarks by US Secretary of State Hillary Clinton.

“It’s regrettable that US Secretary of State Hillary Clinton makes
completely groundless allegations about Azerbaijan,” Foreign Ministry
spokesman Elman Abdullayev told 1news.az

He was commenting on a reference to Azerbaijan in a press statement
by the US secretary of state to mark International Human Rights Day.

“The violence we have witnessed this year against people exercising
their universal rights to free expression, assembly, and association
reminds us of the distance that exists between the values inscribed
in the Universal Declaration of Human Rights and the realities for
many people around the world. From Azerbaijan to Zimbabwe, political
prisoners still languish in jail for speaking, writing or advocating
peacefully for their beliefs,” Hillary Clinton said in the statement.

“This accusation can be considered completely biased, especially
taking into consideration the fact that the Declaration of Human Rights
doesn’t have a commonly accepted definition of political prisoners,”
Elman Abdullayev said.

He said it was not exactly clear what the US secretary of state meant.

“In addition, the statement clearly contradicts the spirit of
partnership formed between our countries, considering that Azerbaijan
always shows commitment to the principles of democracy, human rights
and supremacy of the law,” Abdullayev claimed.

He claimed that as a young country Azerbaijan is making progress
in democracy.

“We have proved many times that the Azerbaijan Republic is making
rapid progress in the consolidation of democratic institutions,
observation of human rights and supremacy of the law. Unfortunately,
these achievements are not reflected in the statement of our partner,”
Abdullayev told 1news.az.

“In this context, it’s worth noting that a one-sided approach can be
clearly seen in the statement of the US official in relation to other
South Caucasus countries. For example, the US side in its assessments
hardly mentioned Armenia while serious fraud in the elections was
recorded in this country and protesters faced unprecedented pressure
and shooting in the streets. Moreover, the fact that Armenia occupied
Azerbaijani lands and drove one million Azerbaijani people from their
homes goes unnoticed,” Abdullayev said.

He concluded that statements of that kind caused nothing but regret.

YEREVAN. – “As always, ARF Dashnaktsutyun does ‘half-measures,'”
opposition Armenian National Congress (ANC) member Bagrat Asatryan
stated, during a press conference on Monday, commenting on ARF’s
initiative to express a non-confidence against the Government. In
this context, Asatryan recalled Dashnaktsutyun’s following stance
toward the idea of independence: “Being in favor of independence,
we are against leaving the Soviet Union.”

Also, it became apparent, several months ago, that ARF was demanding
FM Edward Nalbandian’s resignation. And ANC representative responded
to this as follows: “Let us not take part in these games of fantasy.

Who does not know that the President appoints the FM, [and] solely
the President’s resignation is important today; there is a political
crisis.”

Unexpectedly, the ruling coalition’s Republican Party of Armenia MP
Manvel Badeyan responded positively to ARF’s position. In his words,
Dashnaktsutyun demands what can be attained, that is, the FM’s and the
Government’s resignation. But it remains far from “unreal” political
demands, that is, the President’s resignation.

Etchmiadzin City Employee Arrested For Drug Possession

Police have arrested Etchmiadzin City Hall employee Norik Mirzakhanyan,
who had 7 grams of narcotics in his possession.

According to local daily Hraparak, Mirzakhanyan was known in
Etchmiadzin by the nickname “Kartol” (“potato”) and is considered
to be part of the inner circle of former deputy defense minister,
Karabakh War veteran Lieutenant General Manvel Grigoryan, who yields
unofficial power in the city.

Mirzakhanyan is the head of communal services at the municipality.

Etchmiadzin mayor is Karen Grigoryan – Manvel Grigoryan’s son.
