News.Az interviews journalist Saadat Kadyrova, a member of the expert
council of the Russian Duma’s nationalities committee.

At the end of January, President Medvedev is holding another summit
of the presidents of Azerbaijan and Armenia to discuss the Karabakh
conflict. How likely is a breakthrough at this meeting?

I don’t think any serious breakthroughs are expected. Moreover,
I am convinced that the meeting participants also understand this.

How can you explain the active mediation of Medvedev, who is leaving
his presidential post?

You know, I have been thinking about it and I doubt that he is
simply doing it out of the goodness of his heart. This is most
likely a strategy. We do not know what position Medvedev is going
to have – he is unlikely to be prime minister. The political crisis
that started with the implications at the United Russia congress and
ended in protests following the elections caused quite a stir. So I
think this is all connected with Medvedev’s future political role.

Do you think Medvedev and Putin have different approaches to the
problems of the South Caucasus?

In general, they don’t, but now they do. I mean that now and after
the elections Putin will have no time for the Karabakh conflict,
he will have to tackle domestic policy.

There have been recent reports in the media that Armenian diaspora
organizations in Russia have started work on a law to criminalize
denial of the “Armenian genocide” in the Russian State Duma, just as
they did in the French parliament. A signature collection campaign
has already started in Sochi. Is it possible that Russian lawmakers
will follow the example of their French counterparts?

I do not think that this is possible in Russia, at least in
the foreseeable future. As for France, the political situation is
different there. Sarkozy, just like Medvedev and Putin, is not too
seriously concerned with the Armenian issue, it is just about his
election campaign where the Armenian diaspora work well. There is
no such orientation for the diaspora in Russia, but I am completely
against underestimating the situation. It is impossible today, but
it might become reality tomorrow, and we, in Russia, have nothing to
confront them with.

When Stepanakert Airport Will Operate

It is still unknown when the airport of Stepanakert will start
operating. The head of the Civil Aviation of the NKR government Dmitri
Adbashyan told Lragir.am that the airport will be ready in one year.

But it is unknown when the first flight will be.

According to him, there are technical issues in the phase of
resolution. He pointed out the lack of the scheme of air traffic. It
is to be worked out with the help of international experts who prolong
work. Besides, the two airplanes donated by the Armenian-Argentinean
businessman Eduardo Eurnekyan have not been taken to NKR yet. Pilots
are not yet ready either. The first flight will take a couple of
months.

Note that last year they said the opening of Stepanakert airport
was to be held on May 9, 2011. Later the deadline was extended to
September 2011. Quite recently it has been stated that the airport
will be ready in spring 2012.

Residents promised units in new buildings constructed on Aram,
Yekmalyan, Buzand and Saryan streets who were protesting outside
the Armenian president’s residence on Monday gathered again today –
this time staging a sit-in across the street from the presidential
residence and the Marshal Baghramyan metro station. The frustrated
residents are also talking about launching a hunger strike.

In 2006, the residents (whose apartments were recognized as public
priority interest) agreed to leave their homes on the condition that
they would be given new units in the new buildings to be constructed on
the same site. For this they signed an agree with a developer by the
name of Gagik Papoyan, but the residents still haven’t received their
new apartments – in fact, the units have been resold to third parties.

The residents say they no longer believe anyone and they won’t leave
the area near the president’s resident until the president personally
resolves the matter.

“We don’t believe the judicial system; there are very powerful
ringleaders standing behind them. We are solely demanding a meeting
with [Armenian President] Serzh Sargsyan; otherwise, we won’t leave
from here. Let the president personally resolve this problem. If
necessary, I’ll start a hunger strike. I haven’t done that, but I’ll
do that too,” demonstrator Sona Maghakyan told Epress.am.

Some time after the demonstration began, one of the presidential staff,
who refused to identify himself, invited a few people inside.

Among them, Gohar Tatalyan met with head of the letters division Aida
Asatryan. During the meeting Tatalyan said in 2007, then presidential
candidate Serzh Sargsyan promised to be by the people’s side and
this is why she voted for him. And now she is asking that her voice
be heard. Asatryan, the presidential staff member, assured her that
Sargsyan is aware of the issue and the president’s office is dealing
with it and the issue will be resolved.

Those gathered outside, however, insist that they won’t concede and
will continue their sit-in until Sargsyan personally meets with them
or they see a quick resolution to the issue.

A large number of police vehicles had arrived on the scene earlier.

Note, also joining the protest is French-Armenian entrepreneur Armenuhi
Harutyunyan, who likewise bore the brunt of housing issues in Armenia.

Assembly organized conference in St. Sahak Church, Marseille, dedicated
to the bill penalizing the denial of the Armenian Genocide.

French parliamentarian, author of the bill Valerie Boyer, Deputy
Mayor of Marseille Didie Parakyan and others attended the conference,
Armenpress reports citing Nouvelles d’Armenie.

Addressing hundreds of participants of the conference, Valerie Boyer
said: “We cannot and we must not give up, we have not taken a final
victory yet, but there is no basis to think that the bill is possible
not to pass.

In his turn, Didie Parakyan noted that the Diaspora Ministry of
Armenia will send lawyers to Marseille. The possibilities of passing
of analogical bills in other European countries will be worked out
collaboratively with the lawyers.

PanARMENIAN.Net – Criminalizing the Genocide denial in France has
touched off a political debate with international repercussions. The
passage of the bill on December 22 in the French National Assembly
has angered Turkish leaders, who are threatening France with a number
of measures and decrying the “irreparable damage” to Franco-Turkish
relations, should the bill be ratified by the French Senate before
end of January, as predicted, Edmond Y. Azadian says in a commentary
published by The Armenian Mirror-Spectator.

“In the past, Ankara used to recall its ambassador for a period and
gradually forget its threats of retaliation. This time around, it does
not seem to be business as usual. Indeed the Turkish Ambassador to
France Tahsin Burcuoglu has returned to Paris after consultations in
Ankara and he has been assigned to lead the political campaign against
the passage of the bill in the French Senate. Instead of keeping
the ambassador out of France, Turkey has threatened to discontinue
discussions with Paris on the developments in Syria,” reads the
opinion titled “Genocide Bill Makes Waves in France and Beyond.”

The author goes on to say: “As has become common knowledge by now,
Washington has begun using surrogates in the Middle East to topple
regimes hostile to Israel, as was the case in Libya, rather than
sacrificing 4,500 of its own military, as it happened in Iraq.

Syria is the next target in line, which compels cooperation between
Paris and Ankara. Turkey is also threatening to revise its military
and economic relations with France. France is Turkey’s fifth largest
export market and sixth largest importer with bilateral trade worth
$14 billion in 2011 and growing. France is also a contender to build
a nuclear power plant in Turkey, which also has become a political
hot potato in the current atmosphere of tension.

In the meantime, some developments have emerged inside and outside
of France, which may have a bearing on the Senate vote.

One development is the opposition party’s position on the issue;
indeed, the passage of the Genocide bill had become an election
campaign issue for President Nicolas Sarkozy. But the Socialist
candidate for the presidency, Francois Holland, stole the wind out
of Sarkozy’s sail, when he announced that he would also support the
Genocide bill.

Another development was a misstep by France’s Prime Minister Alain
Juppe in Ankara. Mr. Juppe headed for Ankara, where he fell into the
Turkish trap by espousing one of Ankara’s hollow, favorite arguments
about the Genocide issue. To appease angered Turks, he offered
to host a group of representatives from both sides “to study” the
issue, as if anything else was left to study, after the recognition
of the Genocide by 20 nations, and after the numerous statements by
internationally-recognized Genocide scholars.

Another political storm is brewing across the Mediterranean in
Algeria. When the Turkish prime minister accused France of committing
“genocide” against Algerians during the colonial war, that country’s
prime minister, Ahmed Ouyahia, responded that “nobody has the right
to make the blood of Algerians their business.”

In all this turmoil, pitting parties and countries against each other,
a small voice has also been heard in the Istanbul patriarchate. Turks
push forward the hostage Armenian Patriarchate in Istanbul. On
behalf of the Patriarchate Archbishop Aram Ateshian has stated that
the problem should be addressed within Turkey, and Armenians are “in
favor of solving our problems with our [Turkish] state,” adding that
“second hands, arms and opinions should not interfere with the issue.”

Of course nothing else could be expected from the poor cleric, who
himself is a political pawn. He certainly cannot speak on behalf of
all Armenians, because the Genocide and the murder of 1.5 million
Armenian souls is not a parochial issue in an Istanbul neighborhood.

The Turkish government supported Ateshian’s candidacy to succeed
Archbishop Mesrob Mutafian, who was used and abused by the Turkish
state for its political ends and now he is rendered a shadow of his
former self. The state support for Ateshian is paying its political
dividends today.

While we understand the archbishop’s predicament, a non-statement on
the issue would have been much more powerful. One of his predecessors,
His Beatitude Archbishop Shnork Kalousdian, kept a low profile during
the reign of the harshest political dictatorship in Turkey thus did
not provide anti-Armenian ammunition to the Turkish state to be used
against the world Armenian community.

While denying the right to Archbishop Ateshian to speak on behalf of
all Armenians, we understand that any responsible community leader
has to bear in mind that the Turkish state can unleash a September
6 massacre anytime.

Returning to the French Senate vote, it looks like the bill has
gained momentum, but nothing is certain until it is done. The
French have treated Armenians in a cavalier manner many times in
history. Sarkozy himself is known to turn against his closest allies,
driven by political expediency. We hope this time around, political
expediency moves him in the right direction.”

A range of issues related to the current situation at the line of
contact of the armed forces of Nagorno Karabakh and Azerbaijan were
discussed.

The interlocutors emphasized the necessity of maintaining and
strengthening the ceasefire regime, as well as creating mechanisms
for preventing incidents on the contact-line.

YEREVAN. – Armenia’s current population is 2.8-2.9 million, demographer
Gagik Yeganyan stated during a press conference on Monday.

He also added that the absolute birthrate in Armenia is reducing,
and that this will continue and increase, since the small-numbered
generation, which was born in the 1990s, is now entering the
parenthood. In his words, the births in Armenia will soon start being
less than deaths.

“Our population is reducing. There will come a time when the population
will start to reduce not only as a result of negative migration, but
also as a result of negative reproduction,” Gagik Yeganyan noted. In
his words, there is primarily a work migration in Armenia.

In his turn, the other speaker, ethnographer Aghasi Tadevosyan said:
“Had Armenia’s authorities put before themselves the task of developing
the country and had a strategic development program, they would have
understood that they need different types of human resources, which
would have been the guarantees for development.

Emigration in Armenia is the natural response which is created as a
consequence of the policy being conducted in the country today.”

“I positively approach Armenian-Turkish protocols”

Baku – APA. “We shouldn’t rely on the Armenian-Turkish process that
it can solve the Nagorno Karabakh conflict”, Europe Program Director
of the International Crisis Group Sabine Freizer told bs-kavkaz.org.

She said she positively approached the Armenian-Turkish protocols.

“The ratification of the protocols would strengthen relations between
the two neighbor countries and assist establishing stability in the
region. If the protocols are not ratified, the process started between
Armenia and Turkey will disappoint both societies. Let’s hope that
it will not take long time because in any case common interests and
interests in the normalization of the relations exceed other factors”.

Sabine Freizer noted that after the ratification of the protocols,
Turkey can assure itself of the recognition of its territorial
integrity and Armenia can not raise territorial claims against Turkey.

“I believe that after that Armenians will give up demands to recognize
genocide. Regarding Armenia, the ratification of the protocols will
cause the opening of borders with Turkey and establishing diplomatic
relations. It will bring foreign policy dividends to Armenia. The
historic facts will be discussed at the commission of historians. By
settling its relations with Turkey, Armenia will demonstrate to
Armenian diaspora that it can pursue independent policy not depending
on them. In one word, it will be in favor of both sides”.

Sabine Freizer said there are forces in the Armenian and Turkish
opposition that oppose the protocols.

“But there is another important obstacle – Azerbaijan. Baku is sure
that Turkey closed the borders because of the Nagorno Karabakh conflict
and the borders must not be opened unless Armenia withdraws its troops
from Karabakh. When Turkey started talks with Armenia it thought that
it could hold talks without taking into account the opinion of Baku
and did not expect the Azerbaijani side to reach so strictly. But
they miscalculated. Azerbaijan could influence the Turkish government,
the people and the nationalist forces made Ankara to take into account
the position of Baku in the relations with Yerevan,” she said.

Sabine Freizer said Armenia-Turkey relations and resolution of Nagorno
Karabakh conflict are two different processes.

“One can not claim that these two processes are not interrelated at
all. But at the same time one should not hope that Armenia-Turkey
process will solve the Karabakh problem. The best variant in the
resolution of Nagorno Karabakh is the one offered by the OSCE Minsk
Group, it envisages granting interim status and security guarantee to
Karabakh. Nagorno Karabakh has been in isolation for long years, it
has relations only with Armenia. Nagorno Karabakh has a government,
growing economy. Therefore, the interim status will enable Nagorno
Karabakh to establish relations with the international community and
involve investments,” she said.

information about the upcoming trilateral meeting of presidents of
Azerbaijan, Russia and Armenia. Armenian Minister Edward Nalbandian
made this statement at a press conference on Jan.16.

“An agreement on the trilateral meeting has been reached, the venue
and date of the meeting will be announced in due time,” Nalbandian
said, News.am reported.

Commenting on the meeting format, Nalbandian stressed that this format
has proved its viability and efficiency, and expressed his confidence
in continuation of trilateral contacts.

Rafael’s remarks: From 2005 to 2009, the Armenia-born, Germany-based
Abraham held a middleweight title, made 10 defenses (including winning
some by spectacular knockout) and was a feared fighter. But when he
vacated his belt and moved up to super middleweight to join Showtime’s
Super Six World Boxing Classic, Abraham’s career went off the cliff.

Widely viewed as a favorite to make it to the finals, along with
Sauerland Event stablemate Mikkel Kessler, Abraham instead crashed and
burned in the tournament. After knocking out faded former undisputed
middleweight champion Jermain Taylor in the 12th round of their
opening-round bout in October 2009, Abraham did not win again in
the tournament. And it is not so much that he did not win again, it
is that he lost his fights in lopsided, uncompetitive fashion that
really did the damage. He barely won more than a few rounds after
the Taylor fight.

In the second group stage, Andre Dirrell dropped Abraham and was on
his way to a lopsided win when Abraham was disqualified in the 11th
round for hitting Dirrell while he was down after he had slipped to
the canvas. Abraham then lost overwhelmingly noncompetitive decisions
in title bouts to Carl Froch and eventual tournament winner Andre
Ward, although Abraham snuck in a nontournament win against a D-level
opponent.

Making his return to the ring for the first time since losing so
decisively to Ward in the Super Six semifinals in May, Abraham, 31,
looked terrible despite scoring the knockout victory. Farias, 24, of
Argentina, was much smaller than Abraham and way less experienced. He
was there because he was supposed to be outclassed. Yet there he
was winning early rounds against Abraham, who, like he did in the
tournament, simply would not — or could not — throw punches at a
halfway decent rate. Abraham picked up the pace a little bit near the
end of the third round, when he finally landed a few shots and began
to work Farias to the body. In the fifth round, Abraham landed a right
to the body and a left to the head to drop Farias for the first time.

Moments later, a pair of right hands put Farias on the deck for the
second time. Soon after, Abraham landed a right to the body and,
although it did not look like a big punch, Farias went down to a
knee and then fell backward in an exaggerated manner as though he had
been hit with the biggest punch in history. Referee Manuel Maritxalar
immediately waived it off at 2 minutes to give Abraham the victory.

Although Abraham got the knockout, it really was a shaky performance
at best and he was haunted by the same old issue of not throwing
punches. If Abraham cannot correct that flaw, he is seemingly doomed
to losing if he steps up to face another top super middleweight in
the future. He is still quite popular in Germany — he sold out the
4,000-seat venue — which is why he was in the main event instead of
super middleweight titlist Robert Stieglitz’s defense, which was on
the undercard. Sauerland Event knows that and probably will want to
match Abraham with a few more soft touches before cashing him out.

Abraham, at this point, is an attraction in Germany but not a
legitimate super middleweight contender.
