World renowned violinist Nikolay Madoyan will today perform a concert
at Aram Khachaturian Concert Hall with the Armenian Philharmonic
Orchestra (Artistic Director and Principal Conductor – Eduard
Topchyan). The concert will be conducted by Walter John (South Korea).

The concert will feature Schubert, Overture in D major (in the Italian
style), D. 590, Paganini, Violin Concerto No. 3, Dvo·k, Symphony
No.9.

We should mention that Paganini’s Violin Concerto No. 3 will be
performed in Armenia for the first time.

Election officials report a high voter turnout midway through a
continuing mayoral poll in Hrazdan where supporters of the two rival
candidates have alleged only few separate irregularities in the
process so far.

The Election Commission in District 25 says more than a third of
Hrazdan’s nearly 44,000 eligible voters cast their ballots by 2 pm – a
fairly high voter activity for a local election, especially
considering the cold weather conditions and icy roads in most parts of
the town.

At least the early figures from Hrazdan appear to favorably compare to
those reported from some other communities where local elections are
being held today.

This situation, perhaps, reflects the keen competition in the town,
some 50 kilometers to the north-east of capital Yerevan, where the
incumbent mayor, Aram Danielyan, who has the ruling Republican Party
of Armenia behind him, is being challenged by Sasun Mikayelyan, a
charismatic Karabakh war veteran, former Hrazdan mayor and ex-lawmaker
now affiliated with the main opposition Armenian National Congress.

ArmeniaNow’s reporter spent some time at polling station 25/15 where
Mikayelyan’s proxy Myasnik Malkhasyan spoke about some irregularities
during the vote, but acknowledged that at least until early afternoon
the voting was proceeding calmly.

He, in particular, mentioned an incident in which some of the unused
ballot papers had to be canceled after certain marks were noticed on
them. In another case an election official `assisted’ a voter in
marking a ballot after the latter claimed to be experiencing some
sight problems. That ballot was canceled, however, and the voter was
allowed to vote again, this time marking the ballot paper and casting
it by himself. Malkhasyan also repeated the earlier complaints
connected with some of the ink pads and stamps that appeared to have
been used before (but should be new, according to what the law says).
The opposition candidate’s proxy was not satisfied with the replaced
ink pads, either.

Hrach Husikyan, the head of the polling precinct commission in
question, explained that the problem with some of the ink pads was
connected with low air temperature rather than their being used
before. On the whole, he said, the voting in his station was
proceeding well, without any extraordinary incidents.

Meanwhile, Kotayk governor Kovalenko Shahgeldyan, who has openly
backed the incumbent mayor in the race, claimed that a man attempted
to vote with someone else’s passport at polling station 25/19 and that
this man was a Mikayelyan supporter. The head of the election
commission in the mentioned precinct denied any such incident, as did
the representative of Mikayelyan at the precinct.

The current local elections and, in particular, the mayoral vote in
Hrazdan are viewed by many as a litmus test for the Armenian political
leadership’s commitment to hold a clean vote in the parliamentary
elections due in May.

While the process monitored by several observer groups and held amid
close media attention in Hrazdan appears to be going well so far, some
in the opposition and also among ordinary people in the street fear
lest the fairness of the vote be jeopardized by the vote counting that
is due to start after polling stations close at 8:00 pm.

The preliminary results in the vote are expected to become available
on Monday morning.

Le patriarche oecuménique de Constantinople (l’actuelle Istanbul)
Bartholomée Ier, a été invité à participer aux travaux du Parlement
turc sur la rédaction de la nouvelle Constitution, en ce qui concerne
les minorités religieuses, a-t-on appris mardi de source
parlementaire.

Le patriarche, chef spirituel de l’Eglise orthodoxe, a accepté une
invitation d’une commission spéciale de l’Assemblée turque pour la
deuxième moitié de février pour `expliquer ses opinions`, a-t-on
précisé de même source.

Des responsables des d’autres communauté religieuses (arménienne,
syriaque et juive) devraient aussi être consultés sur le même point,
a-t-on ajouté.

Le gouvernement islamo-conservateur turc s’est fixé pour objectif de
rédiger une nouvelle Constitution d’ici la mi-2012. Mais les travaux
avancent lentement et la rédaction de la nouvelle loi fondamentale,
pour remplacer celle actuelle héritée d’un coup d’Etat militaire en
1980, pourrait ne pas intervenir cette année, selon les observateurs.

Le gouvernement d’Ankara a opéré l’an dernier une certaine ouverture
envers les minorités religieuses en promulguant en août un décret
prévoyant la restitution aux communautés religieuses des biens
confisqués dans les années 1930, après la naissance de la Turquie
moderne.

Depuis de nombreuses années, la Turquie, officiellement à 99%
musulmane et qui frappe à la porte de lUnion européenne, est priée de
régler la situation de ses minorités religieuses. Plusieurs affaires
ont été portées devant la Cour européenne des droits de lhomme (CEDH)
qui a régulièrement condamné la Turquie.

L’unité arménienne chargée du maintien de la paix est de retour du
Kosovo. Selon le général Arthur Simonian ce retrait des forces
arméniennes du Kosovo est provisoire et n’est lié à aucun fait. « Nous
avons reçu des lettres de remerciement du commandement Américain. Les
forces au Kosovo se réduisent progressivement et les unités se
retirent et rentrent dans leurs pays. Mais nous ne sommes donc pas les
seuls à quitter le Kosovo. Le mandat des forces grecques est terminée
et notre présence était en lien direct avec les Grecs ». A. Simonian a
précisé « nous serons peut être invités à y retourner ». Il a
également ajouté que « des pourparlers sont en cours avec les
Américains afin que nos soldats soient mobilisés dans d’autres pays ».

L’avortement sélectif des filles se propage en Arménie

Le pourcentage de garçons nés en Arménie a considérablement augmenté
ces dernières années dû à l’avortement sélectif des filles dans cette
ex-république soviétique du Caucase, a indiqué le Fonds des Nations
unies pour la population (FNUAP).

Plus de 7.000 Arméniennes ont au recours à un avortement sélectif ces
cinq dernières années, selon une nouvelle enquête menée conjointement
par FNUAP, le ministère arménien de la Santé et l’Institut de la
périnatalogie.

Le ratio en Arménie est de 110-120 garçons pour 100 filles, supérieur
à la norme établie de 102-105 garçons pour 100 filles, selon
l’enquête.

Cette tendance risque de causer des problèmes démographiques dans ce
petit pays du Caucase, a souligné Garik Hayrapetyan, responsable du
FNUAP au cours d’une conférence de presse.

Dans dix à 20 ans, il manquera des femmes, c’est-à-dire des mères
potentielles, a-t-il ajouté.

La mentalité traditionnelle joue un rôle dans ce pays conservateur où
un fils est considéré comme héritier et soutien des parents à l’ge
avancé, a souligné Razmik Abrakhamian, gynécologue en chef de
l’Arménie.

L’avortement sélectif est considéré comme un grave problème en Chine et en Inde.

Mais le phénomène a aussi atteint des proportions inquiétantes dans
les républiques du Caucase- l’Arménie, l’Azerbaïdjan et la Géorgie, a
indiqué en octobre l’Assemblée parlementaire du Conseil de l’Europe.

Selon une résolution de l’APCE, les pressions exercées sur les femmes
en faveur de l’avortement sélectif devraient être considérées comme
une forme de violence psychologique.

The bill “On restriction of cash operations” initiated by the
Government of Armenia seeks to make the local banks even richer,
the ex-premier of Armenia, economist Hrant Bagratyan said at today’s
press conference in Yerevan.

He thinks that the expansion of the noncash turnover in Armenia,
like in many developed states, should go on gradually and without
compulsory measures. Bagratyan is sure that this bill cannot contribute
to reduction of shadow turnover in the country. “The “shadow” may be
both cash and noncash”, he said. Bagratyan added that due to this
bill the incumbent prime minister is trying to turn the oligarch
importers into “financial” oligarchs.

To recall, at the Feb 6 session of the Armenian Parliament the
draft amendments to the Law “On restriction of cash operations”
failed to obtain the sufficient number of votes to be adopted in the
first reading.

To note, the bill regulates noncash operation, in particular,
the transfers to the name of a recipient. The bill provides for
non-cash operations for the operations exceeding 300,000 AMD at medical
establishments, 100,000 AMD at educational establishments. In addition,
the bill sets a specific term for the non-cash operation to avoid
delay of financial receipts. Realty deals of individual’s exceeding 3
mln drams should also be non-cash. Earlier, such law applied to legal
entities only. The bill stipulated that starting 2014 Post-terminals
will be installed at all the public catering, trade facilities and
medical establishments with an area exceeding 200sq.m in Yerevan.

It is still being discussed whether the Social Democrat Hunchakian
Party (SDHP) will take part in the upcoming elections or not, SDHP
member Vahan Shirkhanyan told today.

He also reported that they are having active discussions at present
and added that they will declare about it when they make a decision.

V. Shirkhanyan denied the rumors that they had received an offer
from the RPA to join them, “We are socialist force and believe in
ideology and not the mere purpose,” he said and mentioned that some
liberal parties have offered to cooperate, however those offers are
being discussed.

Prime Minister Tigran Sargsyan received Bassam Mohammed Al-Qabandi,
the Ambassador Extraordinary and Plenipotentiary of Kuwait to Armenia.

Congratulating the Ambassador on appointment, the Prime Minister voiced
hope that the relations between Armenia and Kuwait would continue to
deepen and expand.

“The Armenian-Kuwaiti relations rose to a new level after the
opening of the Embassy of Armenia in Kuwait two year ago. Kuwait is a
capital-exporting country, and we must be able to suggest interesting
investment programs,” Tigran Sargsyan said.

The Ambassador noted that the govenemnt of his country was interested
in developing its relations with Armenia in different directions.

The interlocutors attached importance to the development of trade and
economic relations between the two countries through implementation
of joint programs. In this context the parties discussed the possible
participation of Kuwait in the construction of the North-South highway
and the 400 km-long railway.

Reference was made to the cooperation in the fields of agriculture,
mining, information technologies and tourism, as well as the
establishment of direct air flights between the two countries.

Bassam Mohammed Al-Qabandi conveyed the greetings of the Prime Minister
of Kuwait and invited Tigran Sargsyan to participate in the events
dedicated to the Independence Day of Kuwait.
