Azeri opposition leaders say oil pipeline to promote democracy

Once launched, the Baku-Tbilisi-Ceyhan oil pipeline has put the South
Caucasus region completely under the West’s control, Baku-based daily
Zerkalo has said. Oil can no longer be a “bargaining chip” between
Baku and the West in issues of democratization, the daily added. In
the meantime, an opposition official, Sardar Calaloglu, said that
Azerbaijan would pump oil through Baku-Ceyhan and import European
human rights values in return. People’s Front Party Chairman Ali
Karimli also agreed that energy projects would promote democracy in
the country. The following is an excerpt from R. Mirqadirov’s report
by Azerbaijani newspaper Zerkalo on 26 May headlined “It is the pipe
that matters”; subheadings have been inserted editorially:
The Baku-Tbilisi-Ceyhan [BTC] pipeline was launched at a solemn
ceremony at the Sanqacal terminal 40 km south of Baku

BTC to solve both economic and political problems…
It is very rare for our opposition to positively evaluate developments
in the country. This case was a pleasant exception.
In an interview with APA news agency, the chairman of the Azarbaycan
Milli Istiqlal Party [AMIP], Ali Aliyev, has said that the BTC is a
major project that will help Azerbaijan develop both economically and
politically. He said that the forces which had been sceptical about
the implementation of the project, would have to accept the actual
existence of the pipeline.
The AMIP chairman called on the government of Azerbaijan to make a
good use of this project both politically and economically. He also
recalled that international oil prices had risen several times. He
said that the Azerbaijani government should use the BTC project to
resolve the country’s political problems.
…pipe in European values
The first deputy chairman of the Democratic Party of Azerbaijan,
Sardar Calaloglu, said that such continental economic projects were
part of globalization. The BTC is also a program connected to the EU’s
Neighbourhood Policy, he said.
“The BTC does not only tie Azerbaijan with Europe economically, it is
also directed at importing European values into Azerbaijan and at
democratizing the country. We consider it as a pipeline of freedom. We
believe that oil should flow through the BTC to Europe, while in the
figurative meaning the European values of democracy and respect for
human rights and freedoms should flow back through the same pipeline
from Europe to Azerbaijan.
“Unfortunately, the Azerbaijani government considers this project to
be a concession to Europe and wants Europe to turn a blind eye to all
the faults in Azerbaijan in return. However, the companies interested
in the implementation of the mentioned project, as well as big powers,
realize that the BTC should bring the country freedom and democracy
and strengthen our independence and help Azerbaijan integrate into
Europe not only politically, but also economically. This is why I
appreciate this project,” Calaloglu said.
…promote democracy
The chairman of the People’s Front of Azerbaijan Party, Ali Karimli,
recalled that the idea of the construction of the BTC existed under
[late Azerbaijani President] Abulfaz Elcibay. Today, this idea has
become a reality.
“The first step towards the construction of this pipeline was taken on
9 March 1993. President Elcibay even set up a working group to discuss
this issue with Turkey. But these plans were upset due to the riot in
June 1993 [attempted coup led by Col Surat Huseynov]. Only four years
later did the Azerbaijani government start realizing this idea.
“We have always supported this idea since we authored it. The country
will be more democratic as Azerbaijan gets integrated into the world
community. There has recently been an idea that the oil contracts are
a factor that hinders democracy in Azerbaijan. But the developments
show that the oil contracts and the pipeline are not against but in
favour of democratization. The companies and the states that have made
major investments in Azerbaijan and want to benefit economically are
interested in lasting stability in the region.”
The Union of Azerbaijanist Forces also believes that the launch of the
BTC pipeline is a historic event. There is also hope that this event
will play a paramount role in bringing a solution to the Karabakh
conflict and improving the wellbeing of the Azerbaijanis.

…and put region under West’s control
So, this has taken place. It is time to make several
conclusions. First of all, the transmission of the region under the
control of the West, especially the USA, is now virtually
irreversible. This should be understood by all, and by the ruling
elite in the South Caucasus in the first place.
Second, official Baku needs to understand something else. Already, it
is not worth considering a military solution to the Nagornyy Karabakh
conflict. The USA will never agree to the resumption of hostilities,
which could endanger the operation of the BTC pipeline. It is not by a
mere chance that the US co-chairman of the OSCE Minsk Group said in
Baku that the cease-fire had been in effect for 11 years and should
continue to be effective. Therefore, it is time to give up belligerent
rhetoric and think of other effective methods of restoring sovereignty
over the entire territory of the country.
Third, it is important to realize that with the launch of the BTC, oil
can no longer be a bargaining chip with the West, above all with the
USA, especially in issues concerning democratization in the
country. There remain relations with Iran and the deployment of US
mobile forces in Azerbaijan. But it is hardly worth resisting to these
issues because even [Kazakh President] Nursultan Nazarbayev gave up to
the West in the issue of joining the BTC despite the pressure from the
Kremlin.
And finally, another considerable blow has been dealt to Armenia. An
agreement has been signed on the construction of the Kars-Tbilisi-Baku
railway. It means that Armenia has been sidelined from another
important regional project.

Azerbaijan opposed to relocation of Russia bases to Armenia
MOSCOW
The relocation of Russian military servicemen from Georgia to Armenia
could lead to a deterioration of the situation in the Trans-Caucasus,
Azerbaijani parliament leader Murtuz Aleskerov said in Russian
parliament’s upper house where Days of Azerbaijan opened on
Wednesday.
Azerbaijan is categorically opposed to this step, and parliament will
do everything to prevent the relocation of the Russian military bases
to Armenia, Aleskerov said.
Federation Council Speaker Sergei Mironov in turn said that Russia
understands concern of Azerbaijan, and no final decision on the bases
had been made as yet.
Besides, arms and the military hardware will not be turned over to
Armenia, and it is only a matter of “not leaving people in the
field”, Mironov said.
“I think that we shall settle all questions in the negotiation
process with Georgia.”
Everything will be done within the framework of existing bilateral
accords and the treaty on conventional forces in Europe, all the more
so that such relocation would not surpass a total strength of troops
stipulated in the region by the treaty.

Beginning from 2001 Qarabaq Liberation Organization holds annual
scientific-practical conference on the eve of Republican Day dedicated
to Daqliq Qarabaq problem and ways of regulation this conflict. A book
“Qarabaq yesterday, today and tomorrow”- a collection of thesis about
Daqliq Qarabaq was presented at the fourth conference. Besides authors
of these articles, representatives of opposition parties and foreign
embassies took part in the meeting. Speaking about the aims of this
scientific-practical conference, Akif Naghi, head of Qarabaq Liberation
Organization said: We want each member of Azerbaijan society to point
out his opinion on Daqliq Qarabaq, on the ways of settlement of the
conflict. We want to present summarized opinion at the conference. We
should get results from our meetings. Tahir Kerimli, chairman of Unity
party, accused the government of violation articles of Azerbaijani
Constitution:Article 111 of Azerbaijani constitution reads that in
the case of a part of Azerbaijani territory is occupied, martial law
is declared in this part or in the whole country. Passive position of
OSCE Minsk group co-chairmen on settlement of Daqliq Qarabaq conflict
was discussed in the meeting as well. Participants of the conference
consider no OSCE Minsk group Co-chairmen State is interested in quick
solution of Daqliq Qarabaq conflict in favour of Azerbaijan.

WARSAW, May 16 — The co-chairmen of the Minsk OSCE group on Nagorno
Karabakh “hope for further progress in the direct dialogue between
Azerbaijan and Armenia,” spokesman for the Russian Foreign Ministry

The co-chairmen of the Minsk OSCE group met with the presidents of
Azerbaijan and Armenia in Warsaw on Sunday evening, he pointed out.
Russian Foreign Minister Sergei Lavrov, French Foreign Minister Michel
Barnier, representatives of the United States and the OSCE took part
in the meeting. After that the presidents of Azerbaijan and Armenia
had a tete-a-tete meeting.

Baku, 19 May: Azerbaijan condemns any case of handover of arms to
Armenia, the press service of the Azerbaijani Defence Ministry has
said commenting on the statement of the chief of the Russian General
Staff, Army Gen Yuriy Baluyevskiy, that Russian military bases will
be relocated from Georgia to Russia and that part of their military
hardware will be stationed in Armenia.
“We condemn such steps. Any case of stationing of arms cause our
concern,” the Defence Ministry said. The minister added that the
Azerbaijani side did not approve of redeployment of military hardware
to Armenia, which is at war with Azerbaijan.
Baluyevskiy said that the redeployment of part of the military
hardware and property to Armenia would allow Russia to withdraw bases
from Georgia within four years.

Hails, winds destroy crops, flood lands

YEREVAN, MAY 10, ARMENPRESS: The storm and hail, which visited Armavir
province on May 8, did great damage to crops in several rural communities,
destroying up to 70 percent of crops on some land plots.
The government-affiliated emergency departments said the hail also
destroyed crops in some villages of Ararat province. In Artashat heavy rains
flooded the basements of about 20 houses and land areas near to the houses.
Heavy winds on the same day damaged about 20 houses in Bandival village
of Shirak province tearing off their roofs. One woman was severely damaged
by a collapsed roof. She was taken to hospital.

noted that Armenian community members do their best to preserve the
national spirit, as well as to raise the new generation in a genuinely
Armenian manner. In the words of Armenian community representatives,
in Minsk there is an Armenian elementary school, Erebuni song and dance
ensemble that has won the first place at the festival of the national
minorities of Belarus, as well as many other organizations. Andranik
Margarian said he was satisfied with representatives of the Armenian
community members demonstrating themselves not only as genuine Belarus
citizens and taking active part in the economic and cultural life,
but also being able to preserve their national dignity and making
efforts to develop the Armenian-Belarus relations. He also appreciated
the holding of events marking the 90-th anniversary of the Armenian
Genocide in Belarus. At the instance of the community representatives
Mr. Margarian presented the current record of the Armenian-Turkish
relations, as well as the process of international recognition
of the Armenian Genocide. A. Margarian visited Khatin Memorial,
commemorating the victims of World War II. The Armenian delegation
headed by him will return to Yerevan this evening.

L’association internationale des chercheurs sur les génocides (AICG) a
envoyé une lettre ouverte au Premier ministre turc, M. Recep Tayyip Erdogan,
le 6 avril dernier, suite à l’annonce faite par le gouvernement turc de
vouloir créer une « commission d’historiens » sur le Génocide des Arméniens.
Cette lettre, cosignée par le président et le vice-président de cette
prestigieuse association, MM. Robert Melson et Israël Charny, ainsi que par
M. Peter Balakian, l’auteur du récent best-seller « le Tigre en flamme », se
présente comme une réponse à l’appel lancé par M. Erdogan en faveur « d’
études impartiales par des historiens » sur le Génocide des Arméniens.
Dans ce courrier, l’association, qui regroupe la majorité des chercheurs
américains et européens sur les questions de génocide souligne que « ce ne
sont pas que les Arméniens qui affirment le Génocide des Arméniens mais des
centaines de chercheurs indépendants, libres de toute affiliation
gouvernementale ». Elle rappelle également « les nombreux travaux
académiques sur le Génocide des Arméniens ».
Citant les principales preuves et les principaux travaux concernant ce
génocide, et notamment les travaux de Raphaël Lemkin et les déclarations d’
Elie Wiesel et de Yehuda Bauer, les signataires insistent sur le fait que
« l’extermination des Arméniens constitue un génocide tel que défini par la
Convention de 1948 des Nations Unies sur la Prévention et la Répression du
Crime de Génocide ».
Reconnaissant qu’on peut admettre différentes interprétations sur le «
comment et le pourquoi » du Génocide des Arméniens, le courrier stipule
néanmoins que « nier sa réalité factuelle et morale n’est pas une démarche
académique mais une propagande visant à absoudre les exécuteurs, condamner
les victimes et effacer le sens éthique de cette histoire ».
Le courrier conclut qu’il est « clairement dans l’intérêt du peuple turc et
de son futur de reconnaître la responsabilité des gouvernements précédents
dans le génocide du peuple arménien, comme le peuple et le gouvernement
allemands l’ont fait pour l’Holocauste ».

« Cette lettre ouverte, émanant de hautes autorités morales et
scientifiques, recadre clairement le débat, la réalité du Génocide des
Arméniens n’est plus à remettre en question et toute initiative en ce sens
est inutile sinon malsaine » a déclaré Hilda Tchoboian, présidente de la
Fédération Euro-Arménienne.
« Le problème relève maintenant exclusivement du champ politique et non plus
du champ des études historiques et c’est d’abord le problème de la Turquie
qui doit regarder en face son histoire. C’est aussi le problème de l’Union
européenne qui ne saurait admettre en son sein un Etat incapable d’une telle

SAMVEL KARAPETIAN’S PHOTOS REVEAL EVIDENCE OF ‘CULTURAL GENOCIDE’
Arakelots monastery in Sassoon, Surb Bardughimeos church of Van, Khtskonq
monastery of Kars, Arakelots church of Mush… those are only the few
Armenian cultural and historic monuments that are being demolished in
Western Armenia (today’s Turkey) and the trace of Armenian presence is being
wiped out by the Turks. An organization that is studying the Armenian
architecture has been taking photos of the Turks’ barbarism directed against
every monument that resembles Armenian style. The “Cultural Genocide” photo
exhibition at the campus of Yerevan State University yesterday presented
works of Samvel Karapetian during the last years. Photos shot in 2000-2003
were put beside pictures of 100-150 years old and sites that formerly
featured churches and fretwork turned into mosque and ashlar.
The exhibition was organized by “Nikol Aghbalian” student union of Armenian
Revolutionary Federation and the student council of History Department. The
latter think that this issue is seldom covered today; few people know what’s
happening in our historic motherland. “This is first of all an arrangement
for students. It’s important that they know what the enemy is doing”, Vahe
Sargsian, head of the student council, said.
It is envisaged to put the exhibition at the other educational
establishments as well. Besides, the organizers think of presenting the
photos to international organizations.
Ishghan Saghatelian, president of “Nikol Aghbalian”, is sure that this is
the true face of Turkey as it strives for the EU and that we should show the
essence of the Turks.

Lecture On Armenian Genocide Organized In Beirut

LECTURE ON ARMENIAN GENOCIDE ORGANIZED IN BEIRUT
BEIRUT, APRIL 5, NOYAN TAPAN. “Recognition is not enough, there should
be compensation to the ancestors of the deported and the massacred
Armenians,” said David Barsamian, an American freethinking activist
whose parents have been eyewitnesses of the first Genocide of the 20th
Century. The Youth and Student Committee of the 90th Commemoration
of the Armenian Genocide had organized a lecture entitled “Armenian
Genocide: Justice Denied” in collaboration with the Human Rights
and Peace Club as well as the Lebanese-Armenian Heritage Club of
American University of Beirut (AUB). According to the Armenian
Genocide Commemoration Committee of Lebanon, the lecture took place
in the West Hall at AUB in the presence of numerous distinguished
guests including the Ambassador of the Republic of Armenia in Lebanon,
Mr. Arek Hovhannesian, Archbishop Kegham Khatcherian, Primate of the
Armenian Prelacy of Lebanon, State Minister, Mr. Alain Tabourian,
members of Parliament, representatives of political parties and social
organizations. Nazeli Kandaharian spoke on behalf of the Youth and
Student Committee of the 90th Commemoration of the Armenian Genocide
stressing that “we owe our present and future to the will of those who
have secured the beating of the heart decades after decades for this
we are ever grateful.” She concluded her speech inquiring “how can
Humanity prevent a crime from reoccurring when the criminal remains
unpunished”? After the opening speech, a 20 minutes-long documentary,
featuring the survivors of the Armenian Genocide, was viewed after
which, Mr. Aram Kradjian, President of the Lebanese-Armenian Heritage
Club of AUB, introduced the guest speaker. David Barsamian stated
that the Armenian Genocide “is not an abstract, ancient history, it’s
our present and our daily life”. He stressed that all denial efforts
exerted by the Turkish authorities and other states like the U.S. and
Israel will not succeed in deterring the will and the determination of
the Armenians. Answering to the questions of the audience, the lecturer
tackled the issue of compensations and reminded that “Hitler knew that
nothing had happened to the perpetrators of the Armenian Genocide”
and concluded that “Genocide unpunished is a Genocide encouraged”.
